    Opis:
    The article discusses EU policy for digital transformation and the associated development potential. The article aims to critically analyse the current progress of the operationalisation and implementation of the relevant policies. It is followed by the recognition of the challenges that can contribute negatively to the necessary strategic objectives and obstacles that may hinder reaching the policy goals. In particular, a significant obstacle may be a major deficiency of adequately prepared experts ready to work in new roles in a dynamically developing data ecosystem. A remarkable example is the role of the Data Steward. This role is essential for fostering the rapid development of the data ecosystem in the EU. We propose creating a universal competence framework for Data Stewards to streamline human resource allocation. The article proposes a basic outline of the necessary skills and competencies ensuring effective data stewardship.
    W artykule omówiono politykę Unii Europejskiej dotyczącą transformacji cyfrowej i związany z nią potencjał rozwojowy. Celem pracy jest krytyczna analiza postępu, jaki dokonuje się obecnie w zakresie operacjonalizacji i wdrażania odpowiednich polityk. Ponadto zidentyfikowano wyzwania, które mogą mieć negatywny wpływ na osiągnięcie koniecznych celów strategicznych, oraz przeszkody mogące utrudniać realizację przyjętych polityk. Jako szczególne utrudnienie postrzega się znaczny niedobór ekspertów przygotowanych do pełnienia nowych funkcji w dynamicznie rozwijającym się ekosystemie danych. Znaczącym przykładem jest rola data stewarda, kluczowa dla wsparcia szybkiego rozwoju ekosystemu danych w UE. Zaproponowano stworzenie uniwersalnych ram kompetencji dla data stewardów w celu usprawnienia zarządzania zasobami ludzkimi. W artykule przedstawiono podstawowy zarys niezbędnych umiejętności i kompetencji zapewniających efektywne zarządzanie danymi.

    As companies have recently gotten more interested in utilizing the increasingly gathered data and realizing the potential of data analysis, the ability to upgrade data into value for business has been recognized as an advantage. Companies gain competitive advantage if they are able to benefit from the fleet data that is produced both in and outside the boundaries of the company. Benefits of fleet management are based on the possibility to have access to the massive amounts of asset data that can then be utilized e.g. to gain cost savings and to develop products and services. The ambition of the companies is to create value from fleet data but this requires that different actors in ecosystem are working together for a common goal – to get the most value out of fleet data for the ecosystem. In order that this could be possible, we need a framework to meet the requirements of the fleet life-cycle data utilization. This means that the different actors in the ecosystem need to understand their role in the fleet data refining process in order to promote the value creation from fleet data. The objective of this paper is to develop a framework for knowledge management in order to create value from fleet data in ecosystems. As a result, we present a conceptual framework which helps companies to develop their asset management practices related to the fleet of assets.
    Jako, że przedsiębiorstwa w ostatnim czasie zaczęły bardziej interesować się wykorzystaniem wzrastającej ilości danych i zdały sobie sprawę z potencjału analizy danych, uznano, że zdolność do przekształcenia danych w wartość dla przedsiębiorstwa jest dla niego korzystne. Przedsiębiorstwa zdobywają przewagę konkurencyjną, jeśli są w stanie wykorzystać dane floty, które są generowane zarówno wewnątrz, jak i na zewnątrz przedsiębiorstwa. Korzyści płynące z zarządzania flotą opierają się na możliwości uzyskania dostępu do ogromnych ilości danych o aktywach, które można następnie wykorzystać np. w celu uzyskania oszczędności a także rozwoju produktów i usług. Celem przedsiębiorstw jest tworzenie wartości z danych floty, ale wymaga to, aby różne podmioty w ekosystemie współpracowały ze sobą we wspólnym celu – aby uzyskać najwyższą wartość z danych floty dla ekosystemu. Aby było to możliwe, potrzebne są ramy, aby spełnić wymagania dotyczące wykorzystania danych o cyklu życia floty. Oznacza to, że różne podmioty w ekosystemie muszą zrozumieć swoją rolę w procesie rafinacji danych floty w promowaniu tworzenia wartości z danych floty. Celem niniejszego artykułu jest opracowanie ram zarządzania wiedzą w tworzeniu wartości z danych floty w ekosystemach. Jako wynik przedstawiono koncepcyjne podstawy, które pomagają przedsiębiorstwom rozwijać praktyki zarządzania aktywami związane z flotą aktywów.

    Studies of forest ecosystems enable gathering important information on the natural environment the development of which is more and more disturbed by the global climate change. The current research on the ecosystem functioning provides data that may be of much value for future analysis and prognostic studies. Modern measurement techniques used in the forest research have a significant influence on the increase in the database resources, especially those concerning the spatial data. Big data requires the use of advanced analytical technologies, such as data warehouses, computer clusters or cloud computing. Consequently, cooperation of specialists from various scientific disciplines, including forestry, geography, climatology and computer science, has become increasingly necessary. The IT system of the Forest Research Institute (FRI) was modernized within the framework of the Operational Programme – Innovative Economy 2007–2013. Its functionality allows integrating, storing and analyzing ever more big databases from dispersed sources. The idea of open access to data is realized by the FRI mainly through publication of research results in domestic and foreign scientific journals, in specialized information services and on scientific portals. On the other hand, open access to raw data still raises a lot of concern and controversies in the scientific community, especially in the context of copyright infringement.

    The study presents the methodological and applicative scope of mapping and assessment of forests ecosystem services within the Integrated Environmental Monitoring Programme (IEMP). The IEMP operates within the State Environmental Monitoring Programme performed under the coordination of the Chief Inspectorate for Environmental Protection. The program targeting at the ecosystem services is implemented in 11 IEMP research catchments, which are located taking into account a diversity of the landscape−ecological zones and physical−geographic regions across the country. The research, being conducted since 2015, includes: typology of ecosystems based on land use and land cover data, assessment of the potential of ecosystems to provide services using the bonitation matrix, and identification of ecosystem services indicators on the basis of the IEMP measurement programme. The results indicate that the differentiation of ecosystems mosaic between research catchments leads to a specific mixture of ecosystem services for each catchment. Regional variation of the ways and intensity of the ecosystems use by society determines the different importance of individual services. It can be concluded that the IEMP provides helpful data for recognizing the structure and value of forests ecosystem services in Poland. The vast scope of the IEMP measurement programme and diverse character of research catchments give the opportunity to investigate a broad spectrum of regulating ecosystem services. Further efforts should focus on strengthening the interpretation of the measured parameters in the context of benefits for human, and determining conditions for extrapolation of obtained values to other areas.

    Big Data and Internet of Things will increase the amount of data on asset management exceedingly. Data sharing with an increased number of partners in the area of asset management is important when developing business opportunities and new ecosystems. An asset management ecosystem is a complex set of relationships between parties taking part in asset management actions. In this paper, the current barriers and benefits of data sharing are identified based on the results of an interview study. The main benefits are transparency, access to data and reuse of data. New services can be created by taking advantage of data sharing. The main barriers to sharing data are an unclear view of the data sharing process and difficulties to recognize the benefits of data sharing. For overcoming the barriers in data sharing, this paper applies the ecosystem perspective on asset management information. The approach is explained by using the Swedish railway industry as an example.
    Big data i Internet rzeczy znacznie zwiększą ilość danych dotyczących zarządzania aktywami. Wymiana danych z większą liczbą partnerów w zakresie zarządzania aktywami jest ważna przy rozwijaniu możliwości biznesowych i nowych ekosystemów. Ekosystem zarządzania aktywami to złożony zbiór powiązań między stronami uczestniczącymi w działaniach związanych z zarządzaniem aktywami. W niniejszym artykule zidentyfikowano obecne bariery i zalety udostępniania danych w oparciu o wyniki wywiadów. Główne zalety to przejrzystość, dostęp do danych i ich ponowne wykorzystanie. Nowe usługi mogą być tworzone poprzez wykorzystanie udostępniania danych. Głównymi barierami w udostępnianiu danych są niejednoznaczne podejście do procesu udostępniania danych i trudności z rozpoznaniem korzyści płynących z udostępniania danych. Aby przezwyciężyć bariery w udostępnianiu danych, niniejszy artykuł wprowadza ekosystemowe podejście do informacji dotyczących zarządzania aktywami. Podejście to jest wyjaśnione na przykładzie szwedzkiego przemysłu kolejowego.
