    Paper discussed the impact of various (climatic and atmospheric) conditions on the telematics systems reliability. Particular attention was paid to determine the probability of staying of the telematic system in the distinguished availability classes.

Celem projektu jest stworzenie demonstratora technologii obejmującego bezzałogową platformę pływającą USV (ang. unmanned surface vehicle), stanowisko planowania misji wraz z symulatorem planowanych rozwiązań, stanowisko realizacji planowanej misji umieszczone na bezzałogowym pojeździe nawodnym oraz system łączności integrujący systemy nawigacyjne, monitorujące i komunikacyjne. W niniejszym materiale przedstawiono zakres zadań realizowanych w ramach niniejszego projektu przez Sprint S.A.
    The company Sprint S.A., a leading ITC system integrator in Poland operating in the market since 1988, is a participant of the development project entitled: "Integrated planning system for the perimetric protection and monitoring of sea-ports and critical objects with the use of unmanned surface vehicles" (No. O R00 0106 12). The project is realised by a consortium consisting of the Polish-Japanese Institute of Information Technology and the Polish Naval Academy in Gdynia. The objective of the project is to create a technology demonstrator encompassing an unmanned surface vehicle - USV, a mission planning station together with a planned solutions simulator, a mission implementation station located on an unmanned surface vehicle and a communication system integrating navigational, monitoring and communication systems. The material presents the scope of tasks realized within the said project by the company Sprint S.A.

    Nowoczesne systemy sterowania ruchem kolejowym często korzystają z technologii teleinformatycznych. Ze względu na rozproszoną strukturę systemów oraz powszechne wykorzystywanie przez te systemy sieci komputerowych niezbędne jest zapewnienie integralności i poufności danych nie tylko w procesie sterowania, ale również w procesie diagnostycznym. Tak więc coraz większą rolę przy tworzeniu systemów diagnostycznych zaczyna odgrywać kwestia bezpieczeństwa danych. W artykule przedstawiono analizę zagrożeń sieciowych oraz metod przeciwdziałania tym zagrożeniom, a także szczegółowo opisano zasady doboru metod obrony przez tego typu zagrożeniami w świetle wymogów norm branżowych. Artykuł został opracowany w ramach projektu badawczego NCBiR nr PBS3/A6/29/2015 pt.: "System gromadzenia danych eksploatacyjnych i analizy niezawodności i bezpieczeństwa układów automatyki kolejowej".
    Modern railway traffic control systems often use information and communication technologies. Due to the distributed structure of the diagnostic systems and the extensive use of computer networks, it is necessary to make sure that the integrity and confidentiality of the data not only process control but also in the diagnostic process. Therefore more and more important role in the design of diagnostic systems begins to play the issue of data security. The article presents an analysis of network threats and methods to counteract these threats, and also describes in detail the rules for the selection of methods of defense against these types of threats in the light of the requirements of industry standards. The paper was carried out as a part of the research project of the National Centre for Research and Development NCBiR NR PBS3/A6/29/2015, titled „The system for maintenance data acquisition and analysis of reliability and safety of traffic control systems".

    Opis:
    EU law sets out some requirements in respect of data processing for direct marketing purposes. These requirements are included in particular in Regulation 2016/6791 and Directive 2002/58/EC2. The use of electronic communications means for direct marketing purposes has an impact on both the entrepreneurs and their clients’ rights, therefore, accurate interpretation of EU law in this respect and an appropriate implementation of EU law into national law in Member States as well as its appropriate application in practice, are essential. This article provides an analysis of the conformity of Polish law with EU law in respect of the use of electronic means of communication for the direct marketing of products or services similar to products or services previously sold or provided by the same entity. There are a lot of doubts in this regard. The correct evaluation of Polish law with the use of pro-EU rules interpretation is crucial, because Polish law provides severe sanctions for the infringement of provisions concerning the use of electronic means of communications for direct marketing purposes.
    La législation de l’UE fixe certaines exigences en ce qui concerne le traitement des données à des fins de commercialisation directe. Ces exigences figurent notamment dans le règlement 2016/679 et la directive 2002/58/CE. L’utilisation des moyens de communications électroniques à des fins de commercialisation directe a une influence tant sur les droits des entrepreneurs que sur ceux de leurs clients; il est donc essentiel d’interpréter correctement le droit communautaire en la matière, de le transposer correctement en droit national et de le faire appliquer correctement dans les États membres. Le présent article analyse la conformité du droit polonaise avec le droit communautaire en ce qui concerne l’utilisation de moyens de communication électroniques pour la commercialisation directe de produits ou de services similaires à des produits ou services précédemment vendus ou fournis par la même entité. Il y a beaucoup de doutes à cet égard. L’évaluation correcte de la législation polonaise à travers l’interprétation des règles pro-UE est cruciale car la législation polonaise prévoit des sanctions sévères en cas de violation des dispositions concernant l’utilisation des moyens de communication électroniques à des fins de la commercialisation directe.

    Komunikacja w podziemnych zakładach górniczych jest nieodzownym elementem technologii. Jej stosowanie wynika zarówno z konieczności porozumiewania się, jak i prawa obligującego zakład górniczy do jej posiadania. Obecnie systemy komunikacji opierają się na sieci telefonicznej lub światłowodowej. Można również spotkać sieci radiowe wykorzystujące tak zwany przewód promieniujący. W ostatnim czasie na rynku pojawił się system łączności bezprzewodowej niewymagający połączenia w obrębie np. oddziału eksploatacyjnego do sieci telefonicznej. Tego rodzaju system został podany ocenie w warunkach in situ w Lubelskim Węglu „Bogdanka” S.A. (LW Bogdanka). Testy systemu zostały przeprowadzone w ścianie kombajnowej, gdzie załoga została wyposażona w komunikatory, a transmisja pomiędzy pracownikami realizowana była poprzez repeatery. Następnie przeprowadzono ankietę wśród pracowników. System został oceniony jako dobry (w skali od 1 do 10 – 6,5), natomiast niektóre elementy systemu z punktu widzenia ergonomii załoga wskazała jako „do poprawy” w przyszłych wersjach systemu.
    Communication in underground mining is an element of technology. Its application results from the necessity of communication as well as the law obliging the underground mining to own it. Currently, communication systems are based on a telephone or fiber optic network, you can also meet radio networks using radiating cable. Recently, there has been a wireless communication system on the market that does not require connection within, for example, longwall panel of the telephone network. This type of system has been assessed in situ conditions in Lubelski Węgiel “Bogdanka” S.A. (LW Bogdanka). The system tests were carried out in the shearer longwall, where the crew was equipped with communicators, and the transmission between employees was carried out through repeaters. Afterwards, a survey was conducted among workers. The functionalities of the system were rated well (on a scale of 1 to 10 - 6.5), while some elements of the system from the point of view of ergonomics were indicated by the crew as “to be improved” in future versions of the system.

    The paper presents examples of using surveys in Poland by the various organizations related to electronic communications, both by the central administration, local governments and commercial enterprises. In addition, the authors highlighted application of advanced analytical techniques enabling to obtain a more thorough knowledge from the information gathered.

    Technologiczny postęp ostatnich 20 lat zmusił biblioteki akademickie do uaktualnienia bieżących zakresów obowiązków i odpowiedzialności swoich pracowników oraz do wyznaczenia bibliotekarzom całkowicie nowych ról. Pozwoliło im to jednak zaadaptować się do dynamicznego rozwoju i postępu w komunikacji naukowej, a w konsekwencji umożliwiło przedstawienie swoim użytkownikom oferty kompetentnie i sprawnie wykonywanych usług. Globalne wezwania do otwartego dostępu do wyników badań naukowych, zainteresowanie udostępnianiem instytucjonalnym, ogólnokrajowym czy międzynarodowym, nieustająca ewolucja i rozwój związanych z tym usług wymusiły potrzebę stworzenia w bibliotekach akademickich nowych stanowisk badawczych. Artykuł przedstawia wyniki badań zakresów obowiązków nowych stanowisk bibliotecznych w usługach otwartej nauki na podstawie ofert pracy zamieszczanych przez biblioteki akademickie w Zjednoczonym Królestwie.
    During the past two-decades academic libraries updated current staff job responsibilities or created brand new roles. This allowed them to adapt to scholarly communication developments and consequently enabled them to offer efficient servicesto their users. The global calls for openly accessible research results has shifted the institutional, national and international focus and their constant evolvement has required the creation of new research positions in academic libraries. This study reports on the findings of an analysis of job descriptions in the open research services as advertised by UK academic libraries.

    The article is focused on the issue of practice use of analyses, based on data collected in social media, for institutions’ communication and marketing purposes. The subject is being discussed from the perspective of Digital Darwinism — situation, when development of technologies and new means of communication is significantly faster than growth in the knowledge and digital skills among organizations eager to implement those solutions. To diminish negative consequences of Digital Darwinism institutions can broaden their knowledge with analyses of data from cyber space to optimize operations, and make use of running dialog and cooperation with prosuments to face dynamic changes in trends, technologies and society. Information acquired from social media user generated content can be employed as guidelines in planning, running and evaluating communication and marketing activities. The article presents examples of tools and solutions, that can be implement in practice as a support for actions taken by institutions.
    Główną osią artykułu jest kwestia praktycznego wykorzystania analiz opartych na danych z social media na potrzeby prowadzenia działań komunikacyjnych i marketingowych instytucji naukowych. Temat ten jest dyskutowany przez pryzmat cyfrowego darwinizmu — sytuacji, w której rozwój technologii i nowych sposobów komunikacji jest znacznie szybszy niż przyrost stanu wiedzy i kompetencji cyfrowych wśród podmiotów, które chcą owe rozwiązania wykorzystywać. Aby minimalizować negatywne skutki cyfrowego darwinizmu instytucje mogą czerpać wiedzę z danych, które gromadzone są w przestrzeni wirtualnej, w celu optymalizowania działań operacyjnych oraz wykorzystywać potencjał dialogu i współpracy z prosumentami, tak aby sprostać dynamicznym zmianom w trendach, technologiach i rzeczywistości społecznej. Informacje pozyskane z analizy user generated content w mediach społecznościowych można wykorzystać jako gotowe wskazówki do planowania, prowadzenia oraz oceny skuteczności działań komunikacyjnych i marketingowych. W artykule przestawione zostały przykładowe narzędzia i rozwiązania, które mogą stanowić praktyczne wsparcie w promocji instytucji naukowych.

    Opis:
    The paper presents modern personal services and new trends observed in evolution of wireless services. The article covers voice and data transmission services offered in mobile networks as well as information services delivered to users over Internet/IP networks. With reference to voice services, selected GSM services based on IN services platform, e.g., the services of flexible scenarios are described. Moreover, the status of VoIP service provided over WLAN is explained. Concerning data transmission services, selected UMTS services are presented as well. Among information services, presentation of wide scope of services offered to mobile users, e.g., messaging, location-based information, transferring text information, unified communications as well as Internet services, e.g., e-commerce, e-shopping, telebanking and micropayments is done. For both, voice and data transmission services, personal services are presented exclusively. Generally, the most attractive services with personal features are selected and described in this paper.

    Opis:
    The principles of civil aviation safety are considered. At present time, aviation is an ultra-safe system, (i.e. a system that experiences less than one catastrophic safety breakdown every one million production cycles). But, unfortunately, we can never state that aviation activities will be absolutely safe. In current conditions the increase of the civil aviation safety level is one of the principal objectives of the world air transport development. The paper pays special attention to the civil aviation threats and risks in the context of globalization processes. The investigation deals with problems of global implementation of Annex 19 to the Convention of the International Civil Aviation. Present research paper discusses new theoretical approaches to searching for methods to assess the “safety space” of civil aviation activity. Special attention is paid to an effective test, proposed by A. Wald.
