    This paper presents stipulation of cooperation intensifying operations on the supranational, public and private level as in Opticities project, which is a cooperation of 6 European cities implementing ITS systems. Namely: Madrid, Lyon, Birmingham, Turin, Gothenburg, Wroclaw and research and development units. The main task and goal for Wroclaw will be a supervision over a realization of comprehensive vehicle’s identification project and a research verifying systems’ efficiency made by Neurosoft and Volvo France. One of crucial elements of the subsystem will be the technology of ADR boards video-identification – informing about dangerous substances or goods transported as a freight load.

    Opis:
    In the list of dangerous goods, there are materials and articles, which, due to particular criteria stated in the European Agreement Concerning the International Carriage of Goods by Road (ADR), are treated as high consequence goods. High consequence dangerous goods are those whose misuse may lead to a terrorist event and therefore pose a serious threat of mass casualties, destruction or socio-economic disruption. All personnel responsible for the carriage of high consequence dangerous goods should comply with ADR requirements, as appropriate. Basic ADR requirements, which should lead to the elimination of potential safety violations hazards, is to acknowledge, implement and respect security plans. The ADR reflects overall security plan regulations, describing the elements of which such plans should be created. The ADR itself does not prescribe methods for preparing documentation, nor implementation details. This article is to elaborate on these aspects.

    Opis:
    Analiza dotyczy przewozów ładunków niebezpiecznych w kontekście bezpieczeństwa w ruchu drogowym w Polsce. Celem jest wskazanie na związek przewozów ładunków niebezpiecznych z bezpieczeństwem drogowym. W artykule wykazano, że przewozy ładunków niebezpiecznych stwarzają realne zagrożenie dla uczestników ruchu drogowego, co uzasadnia ingerencję ze strony państwa w dziedzinie prawnej regulacji takich przewozów. W Polsce w ostatnich latach coraz więcej przedsiębiorstw naruszało przepisy umowy ADR, co powodowało wzrost zagrożeń bezpieczeństwa drogowego. To ostatnie zależy także od rozwoju infra-struktury drogowej.
    The analysis concerns the transport of dangerous goods for road safety in Poland. The purpose is to indicate the connection of dangerous cargoes with road safety. The article shows that the transport causes a real threat to road users, which justifies interference by the legislator in that field. More and more enterprises have violated ADR agreement in Poland in recent years, which led to an increase in road safety hazards. Road safety depends also on the development of road infrastructure.

    The development of Environment Management Systems (EMS) commenced as a response to global environmental issues and as a recognition of awareness that sustainable development is prerequisite for keeping the natural system in a proper balance. Transport of dangerous goods by road is quite a complex activity that poses a major potential threat to people and the environment. Therefore, the introduction of certain system tools (standardization of business) contributes to a safer and better road transport operations of dangerous goods. Chemical industry combining their efforts for safety and the environment under the Responsible care program (RC). Such efforts have resulted in the development Safety and Quality Assessment System (SQAS) to assess the haulers. This paper presents tools standardization of business as an opportunity to improve the market positions of dangerous goods haulers.
    Rozwój systemów zarządzania środowiskiem (EMS) jest odpowiedzią na globalne problemy środowiskowe a jednocześnie uświadomieniem, że zrównoważony rozwój jest wstępnym warunkiem do utrzymania środowiska w naturalnej równowadze. Transport drogowy ładunków niebezpiecznych jest złożoną działalnością, obarczoną dużym ryzykiem, stanowiącą jedno z głównych zagrożeń dla ludzi i środowiska. Dlatego też wprowadzenie określonych narzędzi systemowych m. in. w zakresie standardów operacyjnych przyczynia się do bezpieczniejszego i sprawniejszego przewozu towarów niebezpiecznych. Połączenie działań w zakresie bezpieczeństwa, ochrony środowiska i poprawy jakości świadczonych usług jest możliwe dzięki takim narzędziom, jak program Odpowiedzialność i Troska (Responsible Care) i system oceny bezpieczeństwa i jakości (Safety Quality Assessment Systems). W artykule przedstawiono wpływ tych standardowych instrumentów na poprawę pozycji rynkowej przedsiębiorstw przewożących ładunki niebezpieczne.

    The paper contains the detailed description, preparatory work and necessary data for conduction of Case Study 2: Storm and Sea Surge at Baltic Sea Port, Scenario 2: Chemical Spill Due to Extreme Sea Surges – Critical Infrastructure Chemical Accident (Spill) Consequences Related to Climate-Weather Change in the scope of the EU-CIRCLE project. The general model of critical accident consequences was applied to chemical spill consequences generated by dynamic ship critical infrastructure network operating at the Baltic Sea waters. The approach to the prediction of critical infrastructure accident consequences is proposed. Moreover, the cost analysis of losses associated with the consequences of chemical spill, without and with considering the climate-weather impact, is proposed.

    The article presents the threats problems on dangerous goods in road transport and alarming statistics data of mentioned issues. The proposition of the project of safety system for dangerous goods in road transport was stressed. It will permit to improve safety of people and environment and determine methods to limit incidental damages, carriers, receiver and emergency determine methods of cooperation at breakdown place.

    W pracy przedstawiono metodykę opracowania prognozy przewozu drogowego towarów niebezpiecznych. Założenia do niniejszej prognozy dają możliwość zastosowanie jej do oceny zmiany poziomu bezpieczeństwa wewnętrznego w Polsce. Artykuł zawiera również prognozy trendów wzrostu przewozu drogowego poszczególnych klas towarów niebezpiecznych. W pracy omówiono także stan regulacji prawnych związanych z monitoringiem i kontrolą przewozu towarów niebezpiecznych.
    The paper presents a methodology for the forecast elaboration of the road transport of dangerous goods. The assumptions for this forecast gives the opportunity to apply it to evaluate changes in the level of internal security in Poland. The article includes also forecasts of trends in growth of individual classes of the road transport of dangerous goods. The paper discusses also the status of regulations related to monitoring and control of the transport of dangerous goods.
