    The paper presents selected results of a research of cultural events and cultural participation in Białystok, which refer to the concept of multiculturalism. By analyzing parts of focus group interviews, a selection of offers concerning cultural activities, and the cultural calendar, the authors attempt to show various approaches to understanding of what multiculturalism is, as exhibited by participants, organizers and creators of culture.

    Opis:
    The article aims to present short review over the relations between the countries of South America regarding the policy of protection and safeguard of one of the most exceptional elements of cultural heritage of the indigenous peoples, represented by the pre-Columbian Andean Road System – Qhapaq Ñan. The first part describes the road network and its meaning for the inhabitants of the Andean region from pre-Columbian to modern times. Further section presents the process of the nomination and declaration of Qhapaq Ñan as a symbol of the World Cultural Heritage by UNESCO (2001–2014). The nomination was possible thanks to the effort of the representatives of six countries linked nowadays by the Trail: Colombia, Ecuador, Peru, Bolivia, Chile and Argentina, and in official discourse on regional and international level was presented in terms of pan-Andean integration and cooperation (via structures of the Andean Community of Nations, OAS or CONSUR). The last part of the article offers some reflections about current condition of cultural politics and the process of implementation of the indigenous peoples’ rights regarding the right to participation and the management of their cultural heritage.
    El objetivo del artículo es presentar las relaciones entre los países de América del Sur en cuanto a la política de la protección y salvaguarda de uno de los elementos más excepcionales del patrimonio cultural de los pueblos indígenas de la región, representado por el Sistema Vial Andino – Qhapaq Ñan. La primera parte describe el sistema de las rutas precolombinas y su significado para los habitantes de la región andina desde tiempos prehispánicos hasta los tiempos modernos. Las partes siguientes presentan el proceso de la nominación y la declaración de Qhapaq Ñan como el símbolo del Patrimonio Cultural Mundial por la UNESCO (2001–2014). La nominación fue posible gracias al esfuerzo de los representantes de los seis países vinculados actualmente por el Sistema Vial: Colombia, Ecuador, Perú, Bolivia, Chile y Argentina, y se presentó en términos de la integración y la cooperación interregional (a través de las estructuras de la Comunidad Andina de Naciones, OEA o CONSUR). La última parte del artículo presenta algunas reflexiones sobre el estado actual de la política cultural y el proceso de implementación de los derechos de los pueblos indígenas en relación con el derecho a la participación y la gestión de su patrimonio cultural.

    Cultural policy constitutes one of important elements of the functioning of a state. It has a major impact on citizens’ participation in culture, it guarantees preservation of cultural heritage for the future generations; it also refers to a specific social group – artists creating cultural works. The article analyses cultural policy in Poland after 1989. It presents the assumptions behind its definition and problems related to its interpretation. It examines the legal framework for cultural policy in our country and demonstrates the main stages of its development at the state level after 1989. The final part of the article contains a description of cultural policies in selected countries worldwide, highlighting how they differ in relation to the Polish example.

    Roma - Others Everywhere. An Example of France and Other European CountriesWhy Europe treats Roma as “others” and why Europe is “foreign” to Roma? The starting point is the relationship of domination of one collective entity – European countries which are affiliated to the EU on the other countries (groups having the status of minorities, the most marginalized and discriminated). This dependence describes the category of foreign, developed by Marc Augé as a concept “close-another”. Following this concept, the authors of the article distinguish four criteria of analysis: endoetnonim, language, habits (routine practices) and a place for life, which show the mechanism of differentiation and domination, present in most collective entities. The proposed approach has been applied to some European countries, in particular to France, which policy of domination/ discrimination against Roma provides many wondering examples, which are still worth a fundamental rethinking of the theoretical plane. Romowie – wszędzie obcy. Przykład Francji i innych krajów europejskichDlaczego Europa traktuje Romów jak „obcych” i dlaczego Romom „obca” jest Europa? Punktem wyjścia jest relacja dominacji jednego podmiotu zbiorowego, jakim są państwa europejskie zrzeszone w UE, nad drugim, czyli grupami mającymi status mniejszości, najczęściej zmarginalizowanej oraz dyskryminowanej. Tę zależność opisuje kategoria obcego, rozwinięta przez Marca Augé jako koncepcja „bliskiego-innego”. W nawiązaniu do niej autorzy artykułu wyodrębniają cztery kryteria analizy: endoetnonim, język, zwyczaje (praktyki rutynowe) oraz miejsce do życia, które ukazują mechanizm różnicowania oraz dominowania, obecny u większości podmiotów zbiorowych. Zaproponowane podejście zostało odniesione do krajów europejskich, w szczególności do Francji, której polityka dominacji/dyskryminacji wobec Romów dostarcza wielu zastanawiających przykładów wartych nadal dogłębnego przemyślenia teoretycznego.

    In the conditions of modern state social and cultural policy of Belarus, the problem of studying and using the cultural heritage is very actual: the creation of projects and programmes of social and cultural development demands the research of history, heritage and traditions. A noticeable trace in the Belarusian cultural heritage was leftby the Old Believers who moved on Belarusian lands in the second half of the 17th century. The history of the Old Believers on the Belarusian lands before the beginning of the 20th century is widely represented in the monographs of A.A. Gorbatsky: The Old Believers in Belarus at the End of the 17th - the Beginning of the 20th Centuries, Brest 1999; The Old Belief in the Belorussian Lands, Brest 2004. There is no monographic literature concerning the history of the Old Belief in Belarus in the 20th century. In the Belarusian scientific magazines there are some articles by T. Dobzhinskaya and T. Hursan devoted to the analysis of the life and activity of Old Believers in Belarus in the 20th century. The articles by T. Dobzhinskaya deal with the history of the Old Belief in Vitebsk region in the first half of the 20th century. T. Hursan in her articles analyzes ethnographic features of Old Believers in Mogilev region. The aim of this article is to show some peculiarities of the development of the state policy in relation to Old Believers in Belarus in the 20th and the beginning of the 21st centuries.

    POLITICS OF GLOBAL ARTWORLD The term ‘art world’ (Artworld) was not used before the 1960’, and if – rather rarely and without consequences. It was only in 1964 that Arthur Danto has made the term one of the key concepts of contemporary reflection on art. The artworld has come to mean the discourse accompanying art. The world of art should not be equated with art market, although today the Western artworld is increasingly subordinated to the market. Can market replace politics? Can it become policy? Is this the way of post-political policy? Is the market always connected with some policies and always requires some assistance from politics? Today’s global art world wants to combine what is global with what is local; it combines global discourses and local practices. It contributes to global circulation of what is local. Very often, what is local, turn to subaltern art, younger art, lower, worse.

    In the name of the national socialist ideology, German scholars and cultural personalities weeded out Polishness from the history of Gniezno during the Nazi occupation (1939-1945). Consequently, in their perception, culture was only a weapon in the struggle to strengthen the process of Germanization. Their reinterpretation of the city’s history, mendacious and incoherent as it was, provided a basis of the cultural policy addressed exclusively to the German population. The process of strengthening Germanization involved both the mass culture (e.g. movie projections) and the high culture as well as the unfulfilled idea of a regional museum.
    W czasie okupacji w latach 1939-1945 niemieccy ludzie nauki i kultury, w imię ideologii narodowosocjalistycznej, rugowali polskość z dziejów Gniezna. Konsekwentnie w kulturze widzieli jedynie oręż do umacniania w nim niemczyzny. Ich reinterpretacja historii miasta, kłamliwa i niespójna, była teoretyczną podstawą polityki kulturalnej, adresowanej wyłącznie do Niemców. W proces umacniania niemczyzny wciągnięto zarówno kulturę masową (np. projekcje filmów), jak i kulturę wysoką, a także niezrealizowany projekt muzeum regionalnego.
