One can’t notice that the contemporary creativity, like innovation, has become the word-key, contemporary mantra, which often referenced (misused) in public discourse, particularly strongly affects the social imagination (imaginaries) as well as reality at the beginning of the XXI century. Direct result of this unprecedented popularity is the growing interest in many scientific disciplines, each of which within its semantic field defines this concept in its own way (different context), which obviously leads to growing confusion or ambiguity (of terminology). What's more, within so called colloquial discourse we often have to deal with inaccuracy or inconsistency in building the discourse, absorbance of different meanings and ways of understanding the creativity, without taking into account the existing differences between them, which further obscures more than brightens the entire discourse and impede the agreement. Meanwhile, the meaning of the term of creativity, rarely, if ever, is subjected to broader (public) discussion or deeper reflection - this article is the excerpt from broader my publication (polish monograph) upon the reflection on defining and understanding the concept of creativity [Kasza 2016] which basically relates to the on-going dispute between the culture, art, and economics in refers to different ways (contexts) of its defining or understanding. The fundamental in its essence dispute, that applies to both ideological issues (different values) as well as political ones (different interests)- is crucial not only for understanding the current mechanisms of creating values in postmodern culture, art, economy or management at the beginning of the XXI century, but also for future scenarios and/or their development strategies.

Il riferimento alle radici culturali della capacità d’attrazione dello Studio di Padova presuppone ripercorrerne la plurisecolare storia. La reputazione internazionale dello Studio si basava anche sull’invenzione di una tradizione imperiale nella fondazione, sull’idea di una continuità fra il mito di Atene e Padova, sull’atmosfera di libertà e tolleranza per gli studenti stranieri a Padova nel secondo Cinquecento. L’esplorazione archivistica del fondo Riformatori dello Studio riletta attraverso la letteratura critica elaborata dal Centro per lo studio della storia dell’Università di Padova ha consentito di cogliere, e precisare, la complessità di queste radici. Non si trattava di espedienti retorici ma di forme culturali che accrescevano il prestigio del ceto dei dottori leggenti e la legittimazione culturale dell’Università e che trovavano riscontro nelle politiche culturali della Repubblica di Venezia. L’esempio degli illustri studenti, come il polacco Jan Zamoyski, e la tradizione regale francese e imperiale contribuiscono a spiegare un’innovazione istituzionale, come la creazione di speciali collegi per la concessione per i gradi accademici per autorità della Repubblica, estesa pure agli studenti poveri, ebrei, greci e non cattolici.
A reference to the cultural roots of the ‘Studio di Padova’s attractiveness stems from tracing its centuries-old history. The Studio’s international reputation begun with the invention of an imperial tradition in its very foundation, with an idea of continuity between the myth of Athena and the city of Padua, with freedom and tolerance for foreign students in Padua in the second half of the sixteenth century. The exploration of the archives of the fondo Riformatori dello Studio, reread through the critical lens of the Centro per lo Sstudio della storia dell’Università di Padova’s literature made it possible to capture and specify the complexity of these roots. They were not mere rhetorical figures but real cultural forms enhancing the ‘reading doctors’ class prestige and the University’s cultural legitimacy. They were reflected, as well, in the cultural policies of the Republic of Venice. The example of some distinguished students, such as Jan Zamoyski from Poland, together with the royal tradition of France and of the empire, help explain the institutional innovation represented by the creation of special colleges responsible for granting academic degrees by authority of the Republic, also to students who were poor, Jewish, Greek or non-Catholic.

This article contains an analysis of the “ECC effect,” that is, the long-term change produced in Polish cities by participation in the competition for European Capital of Culture 2016, which lasted in Poland from 2007 to 2011. The authors concentrate on four basic subjects: (1) city identities; (2) city images; (3) the influence of new cultural institutions on the socio-cultural fabric of cities; and (4) the development of cultural policies and the Europeanization of Polish cities. Their findings are based on the research project “The ECC Effect: In Search of New Urban Narratives,” which was commissioned by the IMPART Festival Office and conducted in 2016 in 7 of the 11 candidate cities: Gdańsk, Katowice, Lublin, Łódź, Poznań, Szczecin, and Wrocław. The authors claim that the competition for European Capital of Culture indubitably initiated extensive transformation processes in Polish cities. It led to an improvement in their images more openness and internationalization, and to a redefinition of the role of culture in innovative development policies.

The Russian National Security Strategy of 2015 aims at achieving autarky from Western influences on global security, the rule of law and global trade. Russia aims at attaining this by applying a holistic mix of military, political and economic means to weaken the West and to strengthen its own role as a global player. The Russian approach builds on a strategy of reflexive control which as such is an old method, but the outcome of the application of this approach results in hybrid warfare which as such is a new emerging concept of warfighting. This short article looks at one particular aspect of this Russian strategy, namely using Hybrid, or non-linear, Warfare against its Western direct neighbours in particular and the West in general. We will discuss the underlying cultural logic in Russia’s actions and will reflect on the impact of Russia’s utilization of the existing cultural asymmetry as a form of warfare in regard to the West. The examples used in this text are taken from the context of the conflicts of Ukraine and Syria, but have to be seen as constituting a part of an on-going global conflict aimed at NATO and the EU. The text builds on years of research within the hybrid threat, warfare respectively, context by both authors.

Russia and China are terraforming the maritime environment as part of their warfare. In both cases the actions are illegal and the performance is offensive to its actual nature. In the case of China, the practice is construction of artificial islands in the South Chinese Sea and in the case of Russia it is about the infamous bridge built over the Kerch strait, Ukraine. Neither Russia nor China expects an armed conflict with the West in the near future. That is a reasonable assumption, which is weaponized at the political-strategically level. The attack of this weaponized situation is that the trust in the West. Primarily the EU (European Union) and NATO (North Atlantic Treaty Organization), is eroded for every day which these countries challenges the international system which the western democracies say that they present and defend. China and Russia offer their authoritarian systems as a replacement and there are a lot of pseudo-democratic or even out-right authoritarian regimes on the sideline watching this challenge unfold. The article highlights the difference for the NATO-countries in logic of practice when it comes to the political social field on one hand and the military political field on the other hand. The article uses material from a previously unpublished survey made on NATO-officers then attending courses at NATO Defense College (NDC).

W artykule przedstawiono koncepcyjny zarys budowy modelu zintegrowanej ochrony urbanistycznego dziedzictwa kultury. Wprowadzając tę kategorię pojęciową autor artykułuje specyfikę badań nad modelowaniem ochrony miejskiego dziedzictwa kulturowego prowadzonych z perspektywy dyscypliny naukowej: architektura i urbanistyka. Podkreśla też rangę problemów wynikających z braku odpowiednich powiązań między doktryną konserwatorską a teoriami wyjaśniającymi strukturalne zmiany w przestrzeni miejskiej. Istotną cechą prezentowanego tu modelu SAS (akronim od: Strategie – Aktorzy – Struktury) jest myślenie kategoriami „konstrukcji urbanistycznej”. Oznacza to, że: 1) wartości miejskiego środowiska zabytkowego należy odnosić do „architektury miasta” (pojmowanej jak u A. Rossiego); 2) ten rodzaj interpretowania urbanistycznych wartości dziedzictwa stanowi dobry punkt wyjścia dla strategii budowania formy urbanistycznej. Mowa tu o zasadach tzw. „urbanistyki strategicznej” oraz postulacie otwarcia polityk konserwatorskich, i innych narzędzi urbanistycznych regulacji, na strategie projektowe zawierające pierwiastki twórczej interpretacji kulturowych wartości dziedzictwa.
In this paper a conceptual outline of the decision making model for the protection of urbanistic cultural heritage is presented. Introducing this category the author articulates the specifi city of the research area on modelling the protection of urban cultural heritage viewed from the perspective of academic discipline: architecture and urbanism. The point of departure for this consideration is the problem of insuffi cient logical connections between the conservation doctrines and theories of structural changes in urban space. The key assumption of the SAS model (acronym from: Strategies – Actors – Structures) is that thinking in terms of “urbanistic construction” opens up new chances for integrated protection of urban cultural heritage. This implies that: 1) values of urban cultural heritage should be linked with the “architecture of the city” (as defi ned by A. Rossi); 2) this approach to the interpretation of urban cultural heritage should also be linked with the strategies of building urban form. This, in turn, refers to the principles of “strategic urbanism” and conservation policies, as well as other spatial policies, to architectural and urban design strategies having the elements of the creative interpretation of cultural heritage values.
