Opis:
Polish regions bordering with regions of the other EU Member States are currently facing new development challenges. Inter alia a perspective of joint activities within the European Groupings of Territorial Cooperation is wide open. In this setting the article presents experiences of a study over cross-border cooperation potential concerning Silesia Region (Poland) and Moravian-Silesian Region (The Czech Republic). The areas under scrutiny are: transportation, tourism, economy, energy sector, culture, human capital linked to education and HEI cooperation, environment.

The cross-border tourism product is a compilation of elements of the tourism potential of the cross-border area that cater to the diverse needs of tourists. The functioning of the cross-border tourism product is determined by many different natural and anthropogenic factors, such as accessibility, type and quality of tourism infrastructure, and quality of the natural environment. The process of creating the total tourism product involves many entities acting on both sides of the border. These include regional and local tourist organizations, local government units, and stakeholders interested in the development of tourism. Among the areas that could shape a total tourist product are West Pomerania in Poland and Mecklenburg-Western Pomerania in Germany. In the process of developing a total tourism product, the key role is played by entities acting at the regional level. However, owing to the diversity of the administration systems in Poland and Germany, the degree of their involvement in the creation of the cross-border tourism product is different. The purpose of the paper is to identify entities involved in the process of creating the cross-border tourism product and to determine their role in the case study of West Pomerania and Mecklenburg-Western Pomerania.

Background. Medical tourism is considered a conscious human activity in which a traveller is aimed at getting health care to maintain better health or aesthetic look of their own body, combined with relaxation, regeneration of mental and physical power, exploring amenities and entertainment. The aim of the study was the analysis of adult women’s opinions on medical tourism and on cross-border healthcare. Material and methods. In the study, 89 adult women from Great Poland aged 40–60 took part. The results were collected by means of the author’s diagnostic survey. Results and conclusions. The researched people did not know the definition of medical tourism, they associated it with health tourism (wellness and spa). Medical tourism is becoming more and more popular. Low prices, a dedicated staff, high standards of medical care, and a central location are advantages of Poland. To make a reasonable choice, patients must have an access to all the information they need on health services abroad, so it is important to accept the law that implements directives on the application of patients’ rights in cross-border healthcare.

Celem artykułu jest prezentacja wykorzystania wielowymiarowej analizy korespondencji do badania podróży turystycznych turystów polskich i niemieckich związanych z odwiedzinami Wolińskiego Parku Narodowego. Podjęto próbę wykrycia powiązań pomiędzy zmiennymi charakteryzującymi te podróże. Do obliczeń wykorzystano moduł Analiza korespondencji w pakiecie Statistica 10.0. W celu podwyższenia jakości odwzorowania przeprowadzono modyfikację wartości własnych według propozycji Greenacre’a. Ze względu na dość dużą liczbę wariantów analizowanych zmiennych zastosowano metodę Warda, która umożliwiła wyznaczenie powiązań pomiędzy wariantami zmiennych. Dodatkowo, dane zostały zobrazowane za pomocą metody twarzy Chernoffa, która umożliwiła zaprezentowanie różnic pomiędzy profilem preferencji statystycznego turysty niemieckiego i polskiego odwiedzającego Woliński Park Narodowy.
There is still a small contribution of German tourists visiting Polish natural protection areas at Polish- German borderlands despite the border checks elimination in 2007. An example of protected areas in Poland located at the borderland is the Wolin National Park (WNP); the share of foreign visitors of the park including Germans, is still marginal (approx. 0.7%). The paper is aimed at presentation of the possibilities of using multiple correspondence analysis to study Polish and German tourists visiting WPN. At fi rst the travel preferences have been illustrated by the method of Chernoff faces. The specific objective of the research was to investigate relationship between variables characterizing German and Polish tourists. Also Ward’s method was applied because of the relatively large number of analyzed variable variants; it allowed indicating the links between the variants. The latter revealed 3 groups of tourists visiting WPN; two of them distinguished different nationalities. The calculations and graphical presentations of the results have been computed with Statistica software version 10.0.

Clusters are today one of the forms of association of small groups in a large community. They create favourable conditions for the activities of small entities whose growth potential is limited. The aim of the article is to show the importance of clusters as a means of stimulating cooperation of companies in the tourism industry. The publication is based on available literature, statistical data, as well as on websites. The article presents briefly the nature and origins of clusters. There concept of cluster has been characterized and the benefits of membership in clusters have been identified, their life cycle and division have been characterized, and the most important examples discussed. The article contains the characteristics of tourism clusters, as a special kind of interaction entities. The article shows the role of such forms of cooperation on the example of the Bieszczady Cross-Border Tourism Cluster. The research method used in the article was a critique of stationery and analysis of existing data. On the basis of the available literature books, websites and statistics, it is clear that clusters contribute to increasing market opportunities for businesses, also for those who work in the tourism industry. Publication shall also attempt to forecast the situation of clusters in the future in the face of changing economic realities.
Klastry stanowią współcześnie jedną z form zrzeszania małych grup społecznych w dużą zbiorowość. Stwarzają korzystne warunki do działalności dla małych podmiotów, których potencjał rozwojowy jest ograniczony. Celem artykułu było przedstawienie znaczenia klastrów jako instrumentu pobudzającego współdziałanie przedsiębiorstw w branży turystycznej. Publikacja powstała na podstawie dostępnej literatury książkowej, danych statystycznych, jak również wiadomości netograficznych. W artykule przedstawiono pokrótce istotę i genezę klastrów. Dokonano charakterystyki pojęcia klastra, wskazano na korzyści wynikające z członkostwa w klastrach, scharakteryzowano ich cykl życia i podział oraz podano najważniejsze przykłady. Artykuł zawiera również charakterystykę klastrów turystycznych, jako szczególnego rodzaju współdziałania podmiotów. Tekst ukazuje rolę tego rodzaju form kooperacji na przykładzie bieszczadzkiego transgranicznego klastra turystycznego. Zastosowaną metodą badawczą była krytyka piśmiennicza i analiza danych zastanych. Z dostępnej literatury książkowej, netografii i danych statystycznych wynika jasno, że klastry przyczyniają się do zwiększania szans rynkowych dla podmiotów gospodarczych, również dla tych, które działają w branży turystycznej. Publikacja podejmuje ponadto próbę prognozy sytuacji klastrów w przyszłości w obliczu zmiennej sytuacji gospodarczej.

The purpose of the paper was to examine, on the example of Podlaskie Voivodship, if the disbursement of funds for the development of tourism in the framework of the Cross-Border Cooperation Programme Poland – Belarus – Ukraine 2007-2013 was justified and whether the funds were expended in an efficient manner and on an adequate scale. The analysis was based on the secondary data of the Ministry of Regional Development, literature covering the research area and official statistical data. The results of research and analysis on tourist traffic in Podlaskie Voivodship indicated that despite the establishment of ambitious goal of improving and fully utilising the tourist potential of the Polish-Belarusian-Ukrainian borderland, it is impossible to clearly determine the degree of effectiveness of the programme in this respect due to a number of potentially significant determinants of tourism development in the region. The paper comprises the first in the existing body of literature detailed analysis of the effectiveness of tourism support under the programme, which may be a valuable diagnostic tool in defining the scope of other EU cross-border programmes in the future financial perspectives as far as tourism is concerned.

This article aims to discuss issues of "Medical tourism" within the European Union countries. The author in his publication presented the trends of medical tourism and considered the cause of this phenomenon. The article makes reference to the history of migration in medical purposes. The role of freedom of movement and freedom to provide services as the base of the economic system of the European Union for the development of medical tourism. The publication presents the basic regulations on this subject in terms of Polish law and European law. The author based on reports and scientific publications tried to in this article to assess after the presentation of both positive and negative effects of this phenomenon, and also provide potential opportunities and threats flowing from it.
W artykule przedstawiono podstawowe zagadnienia dotyczące turystyki medycznej i transgranicznej opieki medycznej w kontekście prawa Unii Europejskiej. W artykule uwzględniono orzecznictwo Europejskiego Trybunału Sprawiedliwości, a także częściowo dorobek doktryny. Autor przedstawił pozytywne i negatywne efekty zjawiska turystyki medycznej oraz transgranicznej opieki medycznej oraz okazje i zagrożenia płynące z obu tych zjawisk.

Celem artykułu jest ocena możliwości stworzenia transgranicznego produktu turystycznego na pograniczu polsko-niemieckim w oparciu o dziedzictwo przyrodnicze, kulturowe oraz historyczne regionu Łużyc Dolnych. Ten jednolity pierwotnie obszar został rozdzielony w 1945 roku polsko-niemiecką linią graniczną. Efektem były procesy dezintegracyjne i różne kierunki rozwoju terenów po obu stronach Nysy Łużyckiej. Po 1989 roku pojawiła się możliwość prowadzenia wspólnej polityki w zakresie produktu turystycznego. Jednak nadal występują konflikty interesów, problemy z koordynacją działań i trudności w stworzeniu harmonijnej wizji rozwoju na obszarze transgranicznym. W artykule opisano zjawiska i procesy mające wpływ na kierunki regionalnego rozwoju turystyki na obszarze Łużyc Dolnych. Uwzględniony zostanie także wpływ funduszy unijnych na rozwój turystyki transgranicznej i na tworzenie jednolitego produktu turystycznego o charakterze przestrzennym. Badania mają cel diagnostyczny, polegający na ustaleniu stanu faktycznego i wyjaśnieniu prawidłowości ten stan kształtujących. W oparciu o diagnozę istniejącego stanu rzeczy podjęto będzie próba ustalenia przebiegu dalszego rozwoju transgranicznego produktu turystycznego na obszarze Łużyc Dolnych.
The aim of the article is to evaluate the possibility of creating cross-border tourism product on the Polish-German border based on natural, cultural and historical heritage of Lower Lusatia region. In 1945 Lower Lusatia was divided between Poland and Germany what led to disintegration processes and different directions of development on both sides of Lusatian Neisse. The chance for common tourism product policy emerged after 1989. But there are still conflicts of interest, coordination problems and difficulties in creating a consistent vision of its development. The article describes phenomena and processes that affect the directions of regional tourism development in Lower Lusatia as well as the impact of EU funds on the development of cross-border tourism and creating consistent tourism product of a spatial character. The studies have a diagnostic purpose consisting of determining the actual state and explaining regularities that are forming it. There will be attempts to determine the course of further development of cross-border tourism product in Lower Lusatia based on the diagnosis of actual state.

Współcześnie sektor usług turystycznych stanowi jedną z dynamicznie rozwijających się dziedzin życia społecznego. Turystyka spełnia wiele funkcji determinujących konsekwencje jej rozwoju. Za kluczową wśród nich uznaje się funkcję zdrowotną, której realizacją zajmuje się między innymi turystyka medyczna. Wyróżnia się ona spośród innych form turystyki połączniem podróży w celach zdrowotnych oraz turystycznych. Postępujący proces globalizacji, innowacyjne technologie w inżynierii medycznej oraz jednakowy dostęp do świadczeń zdrowotnych na terenie Unii Europejskiej przyczyniły się do powstania nowych perspektyw w funkcjonowaniu systemu opieki zdrowotnej oraz świadczenia specjalistycznych usług medycznych. Znaczne koszty usług medycznych w krajach rozwiniętych, odległe terminy planowanych zabiegów, długi czas oczekiwania na wykonanie świadczenia oraz wzrastający popyt na profesjonalne usługi medyczne wynikające z postępującego procesu starzenia się społeczeństw spowodowały, że w 2011 roku Unia Europejska wprowadziła dyrektywę koordynującą prawa pacjentów w transgranicznej opiece zdrowotnej. Celem niniejszego artykułu jest wskazanie na prawa, które przysługują turyście korzystającemu ze świadczenia medycznego poza granicami własnego państwa. Metodę badawczą stanowiła analiza treści koordynacji systemów zabezpieczenia społecznego oraz dyrektywy transgranicznej. W artykule wskazano także na postanowienia Trybunału Sprawiedliwości UE, którego wyroki przyczyniły się do wdrożenia zasad transgranicznej opieki medycznej w państwach Wspólnoty Europejskiej.
Nowadays the tourism sector is one of the most dynamically developing areas of social life. Tourism fulfils many functions that determine the consequences of its development. The most crucial among them is the health function, which is realized through, inter alia, medical tourism. It is distinguished from other forms of tourism by combing travel for health and tourist purposes. The progressive globalization process, innovative technologies in medical engineering and equal access to health services within the European Union contributed to the emergence of new perspectives for the functioning of the health system and the provision of specialist medical services. Significant costs of medical services in the developed countries, distant dates of planned procedures, long waiting time to be granted benefits and an increasing demand for professional medical services resulting from the progressive aging of the population led, in 2011, to introducing by the European Union of a directive adjusting patients rights in cross-border healthcare. The aim of this paper is to show what rights a tourist is entitled to when using medical services outside one’s country. The research method involved an analysis of the content of the social security systems coordination and the cross-border directive. The paper also indicates the provisions of the EU Court of Justice, which have contributed to the implementation of cross-border healthcare within the European Community

Przedmiotem artykułu jest prezentacja wyznaczonego i oznaczonego w 2017 roku transgranicznego szlaku turystycznego zlokalizowanego w południowo-zachodniej części subregionu Górnego Śląska, w dwóch gminach: Krzanowice (po stronie Rzeczypospolitej Polskiej) i Chuchelna (w Republice Czeskiej). Jest to trasa rowerowa o długości 20 km, oznaczona żółtym kolorem, prowadząca przez najważniejsze i najbardziej wyeksponowane miejsca działalności rodu Lichnowskich – XV-wiecznej książęcej rodziny z Woszczyc koło Pszczyny. W latach 1608–1943 ten możny ród miał siedzibę w Chuchelnej, zaś okoliczne wsie były w jego posiadaniu. Lichnowscy, żyjąc przez stulecia na ziemi śląsko-morawskiej, pozostawili na niej liczne ślady kultury materialnej – w postaci: rezydencji, kościołów, kaplic czy obiektów gospodarczych – stanowiące współcześnie niemałą atrakcję turystyczną. Utworzony szlak propaguje wspólne dziedzictwo kulturowe Krzanowic i Chuchelnej.
The article presents a cross-border tourist route mapped out and marked in 2017, located in the south-western part of the sub-region of Upper Silesia, in two districts: Krzanowice (in Poland) and Chuchelna (in the Czech Republic). It is a 20 km long cycle route, marked in yellow, leading through the most important and the most exposed places of activity of the Lichnowski family (15th-century duke family from Woszczyce near Pszczyna). For centuries they lived in the Silesian- Moravian land and left many traces of material culture in the form of residences, churches, chapels, or economic objects - which are a great tourist attraction now. The route promotes the common cultural heritage of Krzanowice and Chuchelna.

The aim of the article is to identify research areas that are relevant from the perspective of management in the field of cross-border tourism. The analysis is based on bibliometric information included in the Web of Science and Scopus database. The main task of the analysis is to identify current problems in the field of cross-border tourism management, taking into account regional characteristics as well as forms and content of tourism services. The authors use bibliometric analysis supported by the VOSviewer software. In addition, the case study method is used to identify the most common features and tendencies in the study of cross-border tourism management. A review of the literature in the field shows that the management of tourism services in border regions is currently a new branch of management sciences, which has seen a dynamic growth as evidenced by the number of studies published since the middle of the first decade of the 21st century. Most of them analyse problems of cross-border tourism management in Europe, in the border regions of Germany, the Czech Republic, Spain and Portugal. The objectives of cross-border tourism management in this region are the background for sustainable development, harmonization of relationships at the regional level, concern for the state of the environment. One of the urgent problems is the management of health-related or medical cross-border tourism. A number of issues require more in-depth research, such as the management of transnational tourism services and products at the borders of the EU; European and world trends in the development of the tourism services market in the border regions; and the impact of cross-border tourism on local communities. The article’s contribution consists in providing a list of current problems in the study of cross-border tourism management and identifying research gaps in this field.

Opis:
This article examines the development of tourism and recreation in the Finnish-Russian borderland as a new promising area of regional growth. The unique natural, historical, and cultural resources, and a favourable economic and geographical position are basic prerequisites for the development of tourism in the region. Historically, the barriers of state borders hampered the development of tourism; and tourism was seen as an activity bringing no economic benefits to regions since most Soviet citizens travelled as beneficiaries of social programs. As a result of the socioeconomic transformations in the Russian Federation, the openness of border regions under the influence of integration process taking place in the world community facilitates tourist mobility between neighbouring countries. The article describes an approach that considers the border regions of Northwest Russia as attractive destinations for tourists from neighboring countries. The author presents an approach that interprets cross-border tourist routes as an instrument for the conservation, reproduction, and promotion of natural, cultural, and historical heritage and as a means to boost business activities in border regions. The author analyses statistical and analytical data and does the content analysis of regional strategies for tourism and socioeconomic development. The article explores the practices of tourism and recreation development in a historical perspective and examines the effect of barrier and contact functions of state borders on tourism. The article identifies factors hindering tourism development and suggests measures to stimulate tourism as a regional economic activity.
