The article analyzes the development of cooperation between Russia’s Kaliningrad region and Poland’s northeastern voivodeships in 1991–2020. The authors conduct a brief historical analysis of regional sphere of international relations. This study compares two periods of introduction of programs aimed at the development of Polish- Russian CBC: years 1991–2014, and years 2014– 2020. The conducted analysis proved that CBC support programs are one of the important tools for the development of border areas. Importantly, the implementation of the Poland-Russia CBC Program 2014–2020 coincided with the deterioration of political relations: both on the bilateral level of Polish-Russian interstate relations and at the level of the European Union-Russia relations. However, this did not significantly affect the conditions for implementing the program and effective cooperation between local governments and non-governmental organizations.
W artykule przeanalizowano rozwój współpracy między obwodem kaliningradzkim Federacji Rosyjskiej a północno-wschodnimi województwami Polski w latach 1991–2020. Autorzy poddali analizie historycznej regionalny wymiar stosunków polsko-rosyjskich. W artykule porównano dwa okresy realizacji programów mających na celu rozwój polsko-rosyjskiej współpracy transgranicznej: lata 1991–2014 oraz lata 2014–2020. Przeprowadzona analiza wykazała, że programy wsparcia współpracy transgranicznej są jednym z ważnych narzędzi rozwoju polskiego i rosyjskiego pogranicza. Co ważne, realizacja Programu Współpracy Transgranicznej Polska- -Rosja 2014–2020 zbiegła się z pogorszeniem stosunków politycznych: zarówno na poziomie polsko-rosyjskich relacji międzypaństwowych, jak i na poziomie relacji Unia Europejska-Rosja. Nie wpłynęło to jednak znacząco na warunki realizacji programu i efektywnej współpracy samorządów i organizacji pozarządowych.

The Polish-Russian and Lithuanian-Russian borderland is an area with a significant history and experience in the development of cross-border relations. Until February 2022, the neighborhood with the Konigsberg region of the Russian Federation represented an opportunity for the development of the border areas in question. After the beginning of Russian aggression against Ukraine, the neighborhood with the Konigsberg region is considered more in terms of security threats. The purpose of this article is to clarify the conditions of Polish-Russian and Lithuanian-Russian crossborder relations. The author's attention was focused in particular on those factors of cross-border relations that resulted from the policies and interests of local authorities on the one hand, and on the other hand from Polish-Russian and Lithuanian-Russian relations implemented by the central authorities.
Pogranicze polsko-rosyjskie i litewsko-rosyjskie jest obszarem o znaczącej historii i doświadczeniach w zakresie rozwoju relacji transgranicznych. Do lutego 2022 roku sąsiedztwo z obwodem królewieckim Federacji Rosyjskiej stanowiło szansę rozwoju omawianych obszarów przygranicznych. Po rozpoczęciu rosyjskiej agresji wobec Ukrainy sąsiedztwo z obwodem królewieckim jest rozpatrywane bardziej w kategoriach zagrożeń bezpieczeństwa. Celem niniejszego artykułu jest wyjaśnienie uwarunkowań polsko rosyjskich i litewsko-rosyjskich relacji transgranicznych. Uwaga autora została skoncentrowana w szczególności na tych czynnikach relacji transgranicznych, które wynikały z polityki i interesów władz samorządowych z jednej strony, z drugiej zaś strony z relacji polsko-rosyjskich i litewsko-rosyjskich realizowanych przez władze centralne.

Instytut Transportu Samochodowego (ITS) należy do prekursorów badań i przedsięwzięć doskonalących system transportowy Polski. Nawiązując do lat początków swej działalności, w ITS podjęto badania dotyczące doskonalenia systemu transportowego na wschodzie Polski, w regionie Południowego Podlasia, który to region jest ważnym elementem Euroregionu Bug. W latach 2015 - 2016 w Instytucie zainteresowanie badaczy zwróciło się m.in. ku Euroregionowi Bug, którego potencjał, zwłaszcza transportowy, nie jest w dniu dzisiejszym odpowiednio wykorzystywany. Celem artykułu jest scharakteryzowanie potencjału transportowego Euroregionu Bug. Będąc regionem transgranicznym, przez który przewożone są masy ładunków, euroregion ten nie wykorzystuje w pełni swego transportowego potencjału, który odpowiednio ukierunkowany mógłby zapewnić regionowi przygranicznemu szybki rozwój gospodarczy. Fakt, iż Euroregion Bug jest regionem tranzytowym wydaje się atutem, gdyż nie przez każdą krainę geograficzną przechodzą tak ważne szlaki transportowe, duże potoki ładunków, towarów i ludzi. Tranzyt to zatem szansa, ale i obawa, czy da się odpowiednio wykorzystać możliwości jakie stwarza.
Motor Transport Institute (ITS) is one of the for e-runners of research and improvements to the projects improving Polish transport system. Referring back to the years of the beginning of its activity, the ITS undertook the studies on the improvements to the transport system in the eastern Poland, in the region of Southern Podlasie, the region that is an important element of the Bug Euroregion. In the years 2015-2016 the Institute’s of researchers turned their attention to, among the others, the Bug Euroregion, whose potential, especially transport one, is not properly used today. This article aims to characterize the transport potential of the Bug Euroregion. Being a cross-border region, through which a lot of cargo is transported, this Euroregion is not fully exploiting its transport potential, which if properly focused could provide a border region a rapid economic development. The fact that the Bug Euroregion is a transit region appears to be an advantage, because not every geographical region has such important transport routes, major streams of cargo, goods and people, running through it. Transit is there fore a chance, but also anxiety, whether it will be possible to fully properly exploit the opportunities it creates.

The aim of this study was to determine the conditions of sustainable (long-term) partnerships for the development of cross-border co-operation with regard to how they are formed and how they function. The analysis concerns partnerships created as a part of the PHARE CBC Small Project Fund between 2000-2003. It focuses on the sustainability of these partnerships through the prism of their duration and the frequency of actions taken. The conceptual assumption was that cross-border cooperation can be seen as an institution and analysis used the concept of path dependency. Entering into relations of co-operation in a border region in Poland is a behavioural norm, but co-operation is not seen in the light of the benefits of entering into a relationship, that is, not in the light of the direct benefits of co-operation.

This article examines the development of tourism and recreation in the Finnish-Russian borderland as a new promising area of regional growth. The unique natural, historical, and cultural resources, and a favourable economic and geographical position are basic prerequisites for the development of tourism in the region. Historically, the barriers of state borders hampered the development of tourism; and tourism was seen as an activity bringing no economic benefits to regions since most Soviet citizens travelled as beneficiaries of social programs. As a result of the socioeconomic transformations in the Russian Federation, the openness of border regions under the influence of integration process taking place in the world community facilitates tourist mobility between neighbouring countries. The article describes an approach that considers the border regions of Northwest Russia as attractive destinations for tourists from neighboring countries. The author presents an approach that interprets cross-border tourist routes as an instrument for the conservation, reproduction, and promotion of natural, cultural, and historical heritage and as a means to boost business activities in border regions. The author analyses statistical and analytical data and does the content analysis of regional strategies for tourism and socioeconomic development. The article explores the practices of tourism and recreation development in a historical perspective and examines the effect of barrier and contact functions of state borders on tourism. The article identifies factors hindering tourism development and suggests measures to stimulate tourism as a regional economic activity.

The idea of the euroregions in Europe appeared together with the development of the integration trend among the European states. In time, the economic benefits resulting from such cooperation were recognized, and an interaction was estab-lished as a bridge uniting the continent not only in terms of social issues, but also of economic or cultural bases. Euroregions have not only become a specific form of the EU's regional policy, but they are also primarily an expression of the active opera-tions of the cross-border structures functioning in the integrated Europe. Thus, the new Member States are required to carry out and implement the idea of the func-tioning of euroregions in the community.

Niniejszy artykuł poświęcony jest ocenie stanu bezpieczeństwa w województwie lubuskim w obliczu tych dwóch, istotnych dla bezpieczeństwa państwa, wydarzeń politycznych. W opracowaniu ocenie poddane zostaną kategorie przestępcze najistotniejsze dla poczucia bezpieczeństwa mieszkańców oraz te kategorie przestępstw, które w myśl pewnego stereotypu mogły ulec zmianie w obliczu zmiany systemu bezpieczeństwa na przykład zniesienia kontroli granicznej, takich jak handel ludźmi.

W zarysie zobrazowano problemy definicyjne związane z omawianym zagadnieniem badawczym, uwarunkowania wzrastającej aktywności regionów w stosunkach międzynarodowych oraz rozwój studiów nad paradyplomacją. Wskazano na dynamikę badanego zjawiska i jego złożoność, jak również na nieostrość koncepcji paradyplomacji regionów i potrzebę dalszych studiów w tym zakresie.(abstrakt oryginalny)
The article presents proposed systematisation of international activity of regions (constituent parts of states) - regional paradiplomacy - within the framework of international relations studies. The author outlines the problems with defining the concept in question, the determinants of increasing activity of regions in international relations as well as the development of paradiplomacy studies. Furthermore, the author points out the dynamism and complexity of the analysed phenomenon as well as the vagueness of the concept of regional paradiplomacy and the need to conduct further studies on the issue.(original abstract)

Reprezentacja interesów regionu na forum międzynarodowym jest niezwykle ważnym elementem wspierania i przyspieszania rozwoju społeczności lokalnych i regionalnych. Współdziałanie różnych podmiotów, w tym miast oraz innych struktur terytorialnych, przyczynia się do przezwyciężania słabości tkwiących w poszczególnych regionach i wykorzystywania istniejących szans. Niektóre struktury regionalne i transgraniczne radzą sobie dość dobrze i wypracowują skuteczny model reprezentacji wspólnych interesów, inne z kolei mają z tym spore problemy. Celem zasadniczym zaproponowanej analizy jest próba zweryfikowania tezy, iż Związek Miast Bałtyckich (Union of the Baltic Cities, UBC) pozwala skutecznie wspierać interesy regionu bałtyckiego i przyczynia się do przezwyciężania słabości tkwiących w tymże regionie oraz wykorzystywania istniejących szans, dzięki różnym wspólnym działaniom. Warto przypomnieć, że Związek Miast Bałtyckich jest aktywną siecią współpracy ponad 100 miast członkowskich, powstałą w celu rozwijania współpracy i wymiany doświadczeń pomiędzy miastami członkowskimi. Nadrzędnym celem ZMB jest dążenie do demokratycznego, gospodarczego, społecznego, kulturalnego, jak i przyjaznego dla środowiska rozwoju regionu Morza Bałtyckiego. Związek Miast Bałtyckich został powołany do życia na konferencji założycielskiej, która odbyła się w Gdańsku, w dniach 19-20 września 1991 roku, podczas której przedstawiciele 32 miast podpisali deklarację wyrażającą wolę utworzenia organizacji zrzeszającej miasta bałtyckie. Wieloletnia współpraca stanowi zatem doskonałą okazję do próby oceny dokonań tej struktury działającej ponad granicami państw.
Representation of interests of the region in international forums is an extremely important element in supporting and accelerating the development of local and regional communities. The cooperation of various entities, including cities and other territorial structures, contributes to overcoming the weaknesses of the various regions and the use of existing opportunities. Some regional and cross-border structures can cope fairly well and work out an effective model for representation of common interests, while others have big problems. The main goal of the proposed analysis is to verify the thesis that the UBC (Union of the Baltic Cities, UBC) can effectively promote the interests of the Baltic region and contributes to overcoming the weaknesses of the region and using existing opportunities, through various joint actions. It is worth remembering that the UBC is an active cooperation network of over 100 member cities and was founded in order to develop cooperation and exchange of experiences between the member cities. The fundamental UBC goal is to strive for democratic, economic, social, cultural and environmental development of the Baltic Sea region. The UBC has been brought to life at the Founding Conference, held in Gdansk on 19-20 September 1991, during which representatives of 32 cities signed the Declaration expressing a wish to create an organization of Baltic cities. Long-term cooperation of this crossborderly operating structure is therefore an excellent opportunity to try the assessment of its achievements.

The article is an attempt to determine the role of the media in shaping the image of the Polish- German borderlands. As examples, press releases published (from August 1994 to November 1996) in Gazeta Pogranicza [Borderland Gazette] were used. The newspaper is the result of cooperation between local editorial supplements to Gazeta Wyborcza and the Brandenburg regional daily newspaper Märkische Oderzeitung. An important element of this research is the assumption that the foundation of any international communication is the need to know and understand.

Opis:
The author of the article presents the realities of cross-border cooperation, which takes place on Polish borderlands. He defines the term of borderland from the angle of cross-border cooperation and discusses the most important tasks which are related to the process. He focuses on the barriers, which limit the efficiency of Polish cross-border cooperation with adjacent countries. The subject of his utmost consideration is the eastern borderland, because it concentrates institutional, infrastructural and social problems, which limit the cooperation of Poland with Ukraine, Belarus, Lithuania and Russia. The author notices that countries cooperating with Poland are also to blame for inefficient cross-border cooperation on Polish eastern borderland. The main reason of such a situation is a considerable infrastructural and organizational retardation of these countries. Presented barriers let us notice that cooperating countries have to face a challenge of laborious work of multidimensional dimension. The author also emphasizes the necessity of mental change among the people living on borderland as a method of breaking barriers concerning cross-border cooperation.

Niniejszy artykuł został poświęcony problematyce współpracy transgranicznej pomiędzy Ukrainą i państwami Unii Europejskiej. Przedmiotem szczególnego zainteresowania jest Zakarpacie, gdyż ten region graniczy z czterema państwami członkowskimi UE. Szczególne znaczenie dla realizacji różnych programów współpracy transgranicznej  mają wspólnoty lokalne reprezentowane przez organy władzy samorządowej. One to właśnie powinny dysponować wiedzą i doświadczeniem, które umożliwiają wprowadzanie w życie projektów i programów finansowanych z różnych źródeł i zorientowanych na wsparcie dla regionów przygranicznych. Rozwój przygranicznych obszarów Ukrainy i ich perspektywy na przyszłość w znacznej mierze zależą od strategicznie przemyślanego sposobu wydatkowania dostępnych środków.  
This article is devoted to the study of the implementation of cross-border cooperation between Ukraine and EU countries. Transcarpathia was chosen as the region for the study because it is here that Ukraine is bordering with four European states. The most important role in the implementation of cross-border programs belongs to the communities in the field provided by the local self-government bodies. It is they who have the relevant knowledge and experience to successfully implement projects and programs from different funding sources targeted for the development of cross-border regions. The successful development and success of Ukraine’s border territories largely depend on the successful mobilization and strategic use of funds.
