Rapid development of the global dimension of globalization and information technology has determined the phenomenon when not only countries, but also cities began to compete with one another. For this reason, the city is facing the problem of attractiveness for investment, business and living. It is the identification and development of city attractiveness factors, their incorporation in the city’s strategic development level and their publicity that is focused on the desire to attract new investors, create favorable conditions for entrepreneurs to develop business in the city, maintain or recover/attract young and highly qualified specialists to the city and thus create as a higher quality of life and economic welfare. This article analyzes the main factors of city attractiveness which were identified by businessmen and young people from Lithuania-Poland cross-border cities Alytus and Ełk.

The definition of the sustainable tourism is considered. The purpose of the integrated spatial formation of the CBR, and its priorities are considered. The criteria for tourism development are analysed. The options for the development of touristic agglomerations are proposed. Aim/purpose – The purpose of this study was to create the delimitation of Szczecin’s regional retail functions impact range on both Polish and German borderlands. Design/methodology/approach – The aim of this study was achieved by: (a) a social study – carrying out a survey among 326 consumers (West-Pomeranian residents) (b) field research – conducting statistics of vehicle registration plate in five shopping malls in Szczecin and one in Schwedt (city in German borderland), which enabled the re-searcher to create maps of retail interactions and (c) spatial analysis – distribution of shops and shopping malls, inventory of facilities. Findings – The result of the study is a delimitation of three zones (on cross-border area) where Szczecin impact spans considering retail functions and shopping migrations. Research implications/limitations – Results may serve as a basis for determining trends in shopping migrations on researched area. The results of the survey, which give information about cross-border consumer behavior and directions of shopping migrations, constitute a contribution for practitioners. Originality/value/contribution – It is one of a few empirical studies on regional retail functions impact range in the cross-border region.

The idea of the euroregions in Europe appeared together with the development of the integration trend among the European states. In time, the economic benefits resulting from such cooperation were recognized, and an interaction was estab-lished as a bridge uniting the continent not only in terms of social issues, but also of economic or cultural bases. Euroregions have not only become a specific form of the EU's regional policy, but they are also primarily an expression of the active opera-tions of the cross-border structures functioning in the integrated Europe. Thus, the new Member States are required to carry out and implement the idea of the func-tioning of euroregions in the community.

Celem opisanego w artykule badania jest opracowanie typologii regionów transgranicznych z udziałem Ukrainy na podstawie identyfikacji i syntetycznej analizy czynników peryferyzacji i aktywizacji ich rozwoju, przy wykorzystaniu metody oceny wielokryterialnej. Badaniem objęto regiony przygraniczne Ukrainy oraz siedmiu sąsiadujących z nią państw tworzących jednostki administracyjne na poziomie NUTS 2, położone wzdłuż granicy lądowej. Posłużono się danymi Państwowej Służby Statystyki Ukrainy, GUS, Państwowego Komitetu Statystyki Republiki Białorusi, Urzędu Statystycznego Republiki Słowackiej, Głównego Urzędu Statystycznego Węgier, Narodowego Instytutu Statystyki Rumunii, Narodowego Biura Statystyki Republiki Mołdawii oraz Federalnej Służby Statystyki Państwowej Rosji za lata 2013 lub 2015 (zależnie od kraju). Ocenie poddano uwarunkowania geopolityczne, instytucjonalne i społeczno-ekonomiczne oraz możliwości aktywizacji ukraińskich regionów przygranicznych z sąsiednimi poprzez realizację wspólnych dokumentów strategicznych i dostępność zewnętrznych środków finansowych. Efektem końcowym przeprowadzonych dociekań jest syntetyczna wielocechowa typologia regionów przygranicznych Ukrainy, ukazująca możliwości prowadzenia skutecznej współpracy transgranicznej. W badanym okresie współpraca ta osiągała najwyższy poziom na pograniczu ukraińsko-polskim, natomiast w przypadku pogranicza ukraińsko-rosyjskiego w ówczesnych i utrzymujących się nadal warunkach geopolitycznych nie ma szans na jej rozwój. Na pozostałych pograniczach ukraińskich sytuacja jest lepsza w przypadku współpracy z państwami UE, a gorsza — w przypadku państw postradzieckich.
The aim of the research described in the article is to develop a typology of cross-border regions of Ukraine based on the identification and synthetic analysis of the peripheralisation factors and the activation of their development, using a point bonitation method. The research covered border regions of Ukraine and seven neighbouring countries forming administrative units at the NUTS 2 level, located along the land border. The data of the State Statistics Service of Ukraine, Statistics Poland, the National Statistical Committee of the Republic of Belarus, the Hungarian Central Statistical Office, the National Institute of Statistics of Romania, the National Bureau of Statistics of the Republic of Moldova and the Federal State Statistics Service of Russian Federation for the years 2013—2015 (depending on the country) were used. Geopolitical, institutional and socio-economic determinants as well as the possibilities of activation of the Ukrainian border regions with neighbouring countries through the implementation of joint strategic documents and the availability of external financial resources were evaluated. The final effect of the conducted research is a synthetic multi-feature typology of the cross-border regions of Ukraine, showing the possibilities for the development of effective cross-border cooperation. In the remaining Ukrainian borderlands, the situation is better in the case of cooperation with the EU countries, and worse in the case of the post-Soviet countries.

Instytut Transportu Samochodowego (ITS) należy do prekursorów badań i przedsięwzięć doskonalących system transportowy Polski. Nawiązując do lat początków swej działalności, w ITS podjęto badania dotyczące doskonalenia systemu transportowego na wschodzie Polski, w regionie Południowego Podlasia, który to region jest ważnym elementem Euroregionu Bug. W latach 2015 - 2016 w Instytucie zainteresowanie badaczy zwróciło się m.in. ku Euroregionowi Bug, którego potencjał, zwłaszcza transportowy, nie jest w dniu dzisiejszym odpowiednio wykorzystywany. Celem artykułu jest scharakteryzowanie potencjału transportowego Euroregionu Bug. Będąc regionem transgranicznym, przez który przewożone są masy ładunków, euroregion ten nie wykorzystuje w pełni swego transportowego potencjału, który odpowiednio ukierunkowany mógłby zapewnić regionowi przygranicznemu szybki rozwój gospodarczy. Fakt, iż Euroregion Bug jest regionem tranzytowym wydaje się atutem, gdyż nie przez każdą krainę geograficzną przechodzą tak ważne szlaki transportowe, duże potoki ładunków, towarów i ludzi. Tranzyt to zatem szansa, ale i obawa, czy da się odpowiednio wykorzystać możliwości jakie stwarza.
Motor Transport Institute (ITS) is one of the for e-runners of research and improvements to the projects improving Polish transport system. Referring back to the years of the beginning of its activity, the ITS undertook the studies on the improvements to the transport system in the eastern Poland, in the region of Southern Podlasie, the region that is an important element of the Bug Euroregion. In the years 2015-2016 the Institute’s of researchers turned their attention to, among the others, the Bug Euroregion, whose potential, especially transport one, is not properly used today. This article aims to characterize the transport potential of the Bug Euroregion. Being a cross-border region, through which a lot of cargo is transported, this Euroregion is not fully exploiting its transport potential, which if properly focused could provide a border region a rapid economic development. The fact that the Bug Euroregion is a transit region appears to be an advantage, because not every geographical region has such important transport routes, major streams of cargo, goods and people, running through it. Transit is there fore a chance, but also anxiety, whether it will be possible to fully properly exploit the opportunities it creates.

This article is devoted to the assessment of the security situation in the Lubuskie Voivodeship in the face of these two political events important for state security. The study will assess the criminal categories which are most important for the residents' sense of security and the categories of crimes that, according to a certain stereotype, may have changed in the face of changes in the security system, e.g. abolition of border controls, such as trafficking in human beings.
Niniejszy artykuł poświęcony jest ocenie stanu bezpieczeństwa w województwie lubuskim w obliczu tych dwóch, istotnych dla bezpieczeństwa państwa, wydarzeń politycznych. W opracowaniu ocenie poddane zostaną kategorie przestępcze najistotniejsze dla poczucia bezpieczeństwa mieszkańców oraz te kategorie przestępstw, które w myśl pewnego stereotypu mogły ulec zmianie w obliczu zmiany systemu bezpieczeństwa na przykład zniesienia kontroli granicznej, takich jak handel ludźmi.

The article presents proposed systematisation of international activity of regions (constituent parts of states) - regional paradiplomacy - within the framework of international relations studies. The author outlines the problems with defining the concept in question, the determinants of increasing activity of regions in international relations as well as the development of paradiplomacy studies. Furthermore, the author points out the dynamism and complexity of the analysed phenomenon as well as the vagueness of the concept of regional paradiplomacy and the need to conduct further studies on the issue.(original abstract)

Subject and purpose of work: Investigation and statistical analysis of tourism flows and of trends observed in Ukrainian-Polish cross-border tourism. The purpose of the study is aiding further crossborder tourism-related cooperation between Ukraine and Poland. Materials and methods: Government and commercial statistics sources. Data analysis methods included literary, analytical, comparative, and quantitative methods. Results: The processes and dynamics of cross-border cooperation between Ukraine and Poland in the field of tourism during 12 years (from 2006 to 2017) have been investigated. The authors analysed data related to tourism flows and determined the primary source-countries of visitors based on the inbound and outbound indicators and the current tourism market trends within this cross-border cooperation. Conclusions: The main trend in the Ukraine-Poland tourism flow over the last decade is the stabilisation of inbound tourism from Poland to Ukraine and a significant increase in outbound tourism from Ukraine to Poland. In the last few years, it has been driven by Ukraine’s focus on Euro-integration.

The aim of this study was to determine the conditions of sustainable (long-term) partnerships for the development of cross-border co-operation with regard to how they are formed and how they function. The analysis concerns partnerships created as a part of the PHARE CBC Small Project Fund between 2000-2003. It focuses on the sustainability of these partnerships through the prism of their duration and the frequency of actions taken. The conceptual assumption was that cross-border cooperation can be seen as an institution and analysis used the concept of path dependency. Entering into relations of co-operation in a border region in Poland is a behavioural norm, but co-operation is not seen in the light of the benefits of entering into a relationship, that is, not in the light of the direct benefits of co-operation.

It is underlined that the Ukrainian-Polish border is characterized by processes of contact function strengthening. The author of the article presents the realities of cross-border cooperation, which takes place on Polish borderlands. He defines the term of borderland from the angle of cross-border cooperation and discusses the most important tasks which are related to the process. He focuses on the barriers, which limit the efficiency of Polish cross-border cooperation with adjacent countries. The subject of his utmost consideration is the eastern borderland, because it concentrates institutional, infrastructural and social problems, which limit the cooperation of Poland with Ukraine, Belarus, Lithuania and Russia. The author notices that countries cooperating with Poland are also to blame for inefficient cross-border cooperation on Polish eastern borderland. The main reason of such a situation is a considerable infrastructural and organizational retardation of these countries. Presented barriers let us notice that cooperating countries have to face a challenge of laborious work of multidimensional dimension. The author also emphasizes the necessity of mental change among the people living on borderland as a method of breaking barriers concerning cross-border cooperation.

The article is an attempt to determine the role of the media in shaping the image of the Polish- German borderlands. As examples, press releases published (from August 1994 to November 1996) in Gazeta Pogranicza [Borderland Gazette] were used. The newspaper is the result of cooperation between local editorial supplements to Gazeta Wyborcza and the Brandenburg regional daily newspaper Märkische Oderzeitung. An important element of this research is the assumption that the foundation of any international communication is the need to know and understand.
