Certain critical infrastructure networks show some interconnections, relations and interactions with other ones, most frequently when located and operating within particular areas. Failures arising within one critical infrastructure network, can then negatively impact not only on associated systems, societies and natural environment, but also on mutual critical infrastructure networks. Therefore, interdependent critical infrastructure networks can be determined as network of critical infrastructure networks (network of networks approach). The paper presents safety analysis of the network of critical infrastructure networks, taking into account interconnections, relations and interactions between particular ones. Critical infrastructures networks as multistate systems are considered, by distinguishing subsets of no-hazards safety states, and crisis situation states, and by analysing transitions between particular ones. Issues introduced in the article are based on the assumption that one key critical infrastructure network impacts on functioning of other critical infrastructure networks - can reduce their functionality and change level of their safety and inoperability, furthermore, other networks can impact each other, too. Safety characteristics of network of critical infrastructure networks: safety function, mean values and standard deviations of lifetimes in particular safety state subsets, are determined, taking into account interdependencies between particular networks. The results are related to various values of coefficients defining the significance of influence of interdependencies among networks.

The paper presents the terminology and taxonomy of critical infrastructures at the Baltic Sea Region including definitions of general terms and definitions of more detailed notions concerned with selected industrial installations at the Baltic Sea Region. In the paper there are distinguished and listed eight main critical infrastructure networks operating in the Baltic Sea Region. Presented terminology refers to these critical infrastructure networks also in the context of climate change and resilience and vulnerability of the critical infrastructures to climate change. Considering the strategy of critical infrastructures resilience strengthening there are distinguished and defined concepts of robustness, resource fullness, redundancy, response and recovery.

Opis:
In the paper optimization of operation process and maximization of safety lifetimes for interconnected and interdependent critical infrastructure (CI) networks at variable operation conditions related to the climateweather change are proposed. A multistate series network with assets dependent according to local load sharing (LLS) rule is analyzed and optimization of operation and safety of CI network with the LLS rule is introduced. For such CI network, the optimal transient probabilities of CI network operation process at operation states related to climate-weather change that maximize the mean value of CI network safety lifetimes are found. Finally, the optimal safety and resilience indicators of CI network are presented.

In the paper the safety function of a multistate series network with dependent assets, with dependent subnetworks and with dependent assets of its subnetworks is determined. The multistate series-parallel network with dependent assets of its subnetworks and multistate series-“m out of k” network with dependent assets of its subnetworks is considered. Further the multistate parallel and “m out of n” networks with dependent assets are analyzed. The safety function of multistate parallel-series and “m out of l”-series networks with dependent assets of its subnetworks, and finally of multistate parallel-series and “m out of l”-series networks with dependent subnetworks and dependent assets of these subnetworks are determined. Proposed theoretical models of dependency are applied to the safety analysis of the exemplary electricity network. Finally, the obtained results are compared with results for the considered electricity network without assumption about dependencies between assets and subnetworks.

The main aim of the paper is analysis of safety of the Global Baltic Network of Critical Infrastructure Networks (GBNCIN), taking into account interactions among particular critical infrastructure networks this network consists of. The safety function and other safety characteristics: the risk function and mean values and the standard deviations of the lifetimes in the safety state subsets are determined assuming the particular critical infrastructure networks have exponential safety functions. Finally, the coefficients of cascading effect impact on the intensities of degradation of the GBNCIN, and the indicator of that network resilience to cascading effect impact, are presented.

Opis:
Identification of boundary values and features which describe a system operation safety is a crucial problem for assessment of the system operation safety. In this article, an attempt to match features necessary for a description of a given system operation safety and determine their boundary values, has been made. Determination of boundary values of safety features will allow to evaluate the system safety level. The following variables have been accepted as safety features: the number of accidents, the number of fatalities, and the number of people injured in those accidents. According to these values, probability values of the numbers of people who were killed and who were injured in those accidents have been established. Probability value equal to zero has been accepted as the intentional state, the interval between 0 and the mean value of a given feature determines the acceptable state, the interval between the mean value of a given feature probability and value 0.1 determines the boundary state, whereas all features assuming values higher than 0.1 refer to the system critical state. The presented research results are considered as directives for development of safety criteria for road transport systems and determination of their critical values. The proposed method of boundary values determination can be used for assessment of safety for different transport systems.

This article is an attempt to interest the subjects associated with maritime technology-in the possibilities of increasing the safety of Polish Navy ships (or civilian ships), which may be threatened by attacks of maneuvering missiles and drones moving at low altitude at high speed. The concept proposed by the team was initially verified in simulation tests and the obtained results of these studies indicate that the automated missile self-defence system based on guided and unguided missiles with caliber 40 mm and 70 mm, can be an effective means of self-defence (even the smallest vessels). Small dimensions and mass as well as simplicity of use and reliability of this weapon system allow to believe that 40 mm MLRS1 could also be used by special forces of Polish Navy in offensive operations (destruction of lightly armoured objects of surface or ground, vehicles, force, putting smoke screens, mine mines) to 2000 m. For that reason, the system is referred to by the team of implementers as ‘pocket rocket artillery.
Artykuł jest próbą zainteresowania podmiotów związanych z techniką morską możliwościami zwiększenia bezpieczeństwa okrętów marynarki wojennej (lub statków cywilnych), które mogą być zagrożone atakami pocisków manewrujących i dronów przemieszczających się na małej wysokości z dużą prędkością. Zaproponowana przez zespół autorski koncepcja została wstępnie zweryfikowana w badaniach symulacyjnych, a otrzymane wyniki wskazują, że zautomatyzowany system samoobrony rakietowej w oparciu o kierowane i niekierowane pociski rakietowe kal. 40 mm i 70 mm może być skutecznym środkiem samoobrony nawet najmniejszych jednostek pływających. Małe gabaryty i masa oraz prostota użycia i niezawodność tego systemu broni pozwalają sądzić, że 40 mm MLRS mogłyby stanowić uzbrojenie lekkich bezzałogowców i być wykorzystywane przez wojska specjalne marynarki wojennej w operacjach zaczepnych (niszczenie lekko opancerzonych obiektów nawodnych lub naziemnych, pojazdów, siły żywej, stawianie zasłon dymnych, minowanie terenu w odległości do 2000 m itp.). Z tej przyczyny system ten określany jest przez zespół realizatorów jako „kieszonkowa artyleria rakietowa”.

The article presents the analysis of the threats to Polish Navy ships resulting from the development by the Baltic Sea countries of missile systems or turbojet missiles. The most popular varieties and types of missiles that could be used against Polish Navy vessels were described and classified taking into account mainly the potential of the Baltic Fleet of the Russian Federation (BF FR), as well as an analysis of the latest global trends in the area of counteracting these missiles. The article presents the conclusions drawn from exemplary simulations of the attack of modern anti-ship missiles. The article also contains references to the ways of determining the probability of avoiding a rocket attack and the measure of the effectiveness of self-defence of attacked ships. The work contains conclusions regarding desirable traits from the systems of self-defence of ships on the modern battlefield with particular emphasis on the character of the Polish Navy. The article presents an analysis of the threats to ships of the Polish Navy, resulting from the development in the Baltic Sea countries, missile/turbojet anti-ship systems. Were described and classified most popular varieties and types of missiles applicable to fight Polish Navy ships and described latest global trends counteracted against these missiles. The article presents the conclusions drawn from exemplary simulations of the attack of modern anti-ship missiles. The article also contains references to the ways of determining the probability of avoiding a rocket attack and the measure of the effectiveness of self-defence of attacked ships. The work contains conclusions regarding desirable traits from the systems of self-defence of ships on the modern battlefield, with particular emphasis on the nature of the Polish Navy.
W artykule przedstawiono analizę zagrożeń okrętów MW RP wynikającą z rozwijania przez państwa Morza Bałtyckiego systemów rakietowych lub turboodrzutowych pocisków przeciwokrętowych. Opisano i sklasyfikowano najpopularniejsze odmiany i typy pocisków możliwych do zastosowania przeciwko okrętom MW RP, biorąc pod uwagę głównie potencjał Floty Bałtyckiej Federacji Rosyjskiej, a także dokonano analizy najnowszych trendów światowych w obszarze przeciwdziałania tym pociskom. Przedstawiono ponadto implikacje, jakie niosą ze sobą zmieniające się zagrożenia dla przyszłych potrzeb obronnych. W artykule sformułowano wnioski płynące z przykładowych symulacji ataku współczesnych pocisków przeciwokrętowych. Odniesiono się też do sposobów określania prawdopodobieństwa uniknięcia ataku rakietowego i miary skuteczności samoobrony atakowanych okrętów oraz scharakteryzowano pożądane cechy systemów samoobrony okrętów na współczesnym polu walki, ze szczególnym uwzględnieniem charakteru MW RP.
