The state’s critical infrastructure involves those elements that function independently yet are interconnected. It is also affected by ICT networks that exist in other states. These interdependencies make critical infrastructure particularly vulnerable to cyber attacks. At the same time, it is electrical grids that constitute the most crucial element of critical infrastructure. The research hypothesis assumes an urgent need to comprehensively address the cyber security policy of electrical grids in a broader perspective, not only the technical one but also taking into account public policies and the human factor. Quantitative and qualitative methods, literature survey and the desk research method were employed in order to verify this hypothesis. The analyses carried out by the Authors indicated unequivocally that electrical grids constitute an element of the critical infrastructure that is the most vulnerable to cyber threats.

This paper analyses the concept of critical infrastructure (CI) in the context of electoral process organization. I will determine whether the seats of circuit electoral commissions (CECs) meet the relevant criteria. How can such facilities be effectively protected? What does international, European, and national law prescribe in this regard? I will examine doctrine and the provisions of the current legal system, including the documents of the National Electoral Commission (NEC). I adopt the statutory1 assumption whereby critical infrastructure should be understood as systems and their functionally interdependent facilities, including buildings, equipment, installations and services that are essential to the security of the state and its citizens, serving to ensure the proper functioning of public administration bodies, institutions and entrepreneurs. Critical infrastructure is comprised of systems which, for example, ensure the continuity of public administration.

Critical infrastructure is a key element of the functional security of any country. Sea ports (but also river ports) are part of the CI system of the country. The security of such sites is particularly important for the continuity of supply and transit of goods transported by vessels. Ports have always been protected from potential threats. Today, these threats have become more real, particularly as a result of the Russian Federation’s attack on Ukraine. Poland, which today has the status of a frontier state, is a target of espionage and sabotage activities. Security is a state of non-threat. This is the state to which we aspire in every area of modern life of every society, every country. Seaports, like other places, which are essential (special) for the unimpeded and secure delivery of goods. They’ve always been under special surveillance and special protection. Destruction of the port makes it impossible to transport by sea, which is obvious. Threats to port security come from different sources, but at a time of ongoing war in Ukraine, terrorist attacks come to the fore. It is also necessary to highlight the hybrid actions on the border with Belarus, which affect the state of security. Poland, as a front-line country, is particularly vulnerable to acts of terror, diversion and espionage, which is confirmed by the actions of the special services. Monitoring of seaports is part of the security strategy of the critical infrastructure of these places. The threat of CI ports is real, especially at the present time. This applies in particular to the LNG terminal in Świnoujście, which is regularly visited by ships (gas carriers) supplying raw materials of strategic importance. Violation of security rules (principles) may lead to a threat that cannot be ruled out, however, the most important and dangerous are those that come from the outside and are of an intentional nature.

Based on the assessment of contemporary reality, it can be said that one of the most critical functions of a modern state is to provide its citizens with an acceptable level of security – that is to say, to create optimal conditions for protection against hypothetical and real threats, such as potential natural disasters, consequences of civilizational advancements (accidents or man-made disasters), terrorist attacks, wars, and armed conflicts. It should be emphasized that in modern, democratic societies, the right of people (social groups) to be protected from numerous threats results from the legal, ethical, and moral norms in force, which have been developed in civilizational development and are based on historical experience. The research focused on analyzing normative documents (laws and regulations) and selected scientific and popular science literature dedicated to the functioning of the crisis management system and contemporary management. The synthetic conclusions of this analysis constitute the basis for further in-depth research.

Ostatnich kilka lat przyniosło wiele zmian w kształcie sektora energetycznego w Polsce. Dywersyfikacja kierunków i źródeł energii jest od dawna elementem polityki bezpieczeństwa energetyczno-ekologicznego nie tyko Polski, ale i całej Unii Europejskiej. Pozostaje pytanie, jak Polska radzi sobie z dostosowaniem rynku energii do polityki nisko- lub zeroemisyjności UE, z ograniczeniem dostaw surowców z Rosji i z rosnącymi cenami surowców. Sytuacja kryzysowa może przerodzić się w sukces przedsiębiorstwa (w tym przypadku – państwa), jeżeli działania zostaną podjęte w sposób szybki, efektywny i uwzględniający perspektywę czasową, zarówno krótko- jak i długoterminową. Drugi element to zasobność państwa w zaplecze surowcowe, podmiotowe (relacje na poziomie lokalnym, regionalnym, krajowym i międzynarodowym) oraz sprawnie funkcjonujący mechanizm i struktura, która umiejętnie rozdziela zadania. Skonkretyzowanie zadań i rozdzielenie odpowiedzialności pozwalają na weryfikację działań i ich skrupulatną ocenę. Nie można pomijać też tzw. czynników okolicznościowych, które stanowią elementy składowe zaistniałej sytuacji i dają jej pełny obraz (kryzys z dominacją czynników wewnętrznych lub zewnętrznych).
The last few years have brought many changes to the shape of the energy sector in Poland. Diversification of directions and sources of energy has long had its place in the policy of energy and ecological security not only in Poland, but also in the European Union. The question is how Poland coped with adapting the energy market to the EU’s low- or zero-emission policy, how it coped with the reduction of supplies of raw materials from Russia, how it coped with the rising prices of raw materials. A crisis situation can turn into a success for an enterprise (in this case, the state) if actions are taken in a quick, effective and time-sensitive manner, both in the short and long term. The second element is the state’s wealth in raw materials, subjective resources (relations at the local, regional, national and international level) as well as an efficiently functioning mechanism and structure that skillfully distributes tasks. Specifying tasks and separating responsibilities allows for verification of activities and meticulous evaluation of them. Also the so-called circumstantial factors cannot be omitted, that constitute the components of the existing situation and give a full picture of it (crisis dominated by internal or external factors).

Russia’s aggression against Ukraine, taking place since 24.02.2022, reflects the growing antagonism between civilisations, becoming a test for Europe’s alliance with the United States (the Atlantic civilisation) and a test of the strength of the ties between Russia, China, and India (the Pacific civilisation). The “special military operation” carried out by the Russians inside Ukraine is fraught with manipulation. It is also an abuse of the R2P doctrine. The attempt to annihilate the Ukrainian people by destroying Ukrainian critical infrastructure linked to European infrastructure makes it clear that the involvement of NATO countries is inevitable. These events have become the background for the emergence of a new subjective right – the right to secure critical infrastructure allowing for continued operations of both states and societies. After the end of military operations, it will be necessary to determine the war reparations and to shape a new consciousness of the Ukrainian people. These considerations lead also to the question of when and how Russia’s aggression on Ukrainian territory will end. The authors of the article are unable to answer the first of these questions, for obvious reasons. The second question, however, may be answered based on a vision of the future new world order.

The main purpose of the article is an attempt to analyze the potential threats to the critical infrastructure of the 31st Tactical Air Base in Poznań-Krzesiny in terms of the security of the Poznań agglomeration. The main threats that may occur have been indicated in the context of military, non-military, asymmetric or hybrid activities. In addition, the mortgage effects of the actions taken, which can have a measurable impact on the safety of the Poznań agglomeration, were discussed and presented. An additional thread in the article is the indication of the existing threats that took place in the area of the Poznań-Krzesiny military airport, which could threaten the functioning of the critical infrastructure located in the area of the 31st Tactical Air Base and the critical infrastructure located in the area of the Poznań agglomeration. The article does not contain any information or data defined as classified information in accordance with Ustawa z dnia 5 sierpnia 2010 r. o ochronie informacji niejawnych.
Głównym celem artykułu jest próba analizy potencjalnych zagrożeń infrastruktury krytycznej 31. Bazy Lotnictwa Taktycznego w Poznaniu-Krzesinach w aspekcie bezpieczeństwa aglomeracji poznańskiej. Wskazano główne zagrożenia mogące wystąpić w kontekście podjęcia działań o charakterze militarnym, niemilitarnym, a także o charakterze asymetrycznym lub hybrydowym. Ponadto omówiono i przedstawiono hipotetyczne skutki podejmowanych działań, które w wymierny sposób mogą wpłynąć na bezpieczeństwo aglomeracji poznańskiej. Dodatkowym wątkiem w artykule jest wskazanie zaistniałych zagrożeń, jakie miały miejsce w rejonie lotniska wojskowego Poznań-Krzesiny, a które mogły zagrażać funkcjonowaniu infrastruktury krytycznej zlokalizowanej na terenie 31. Bazy Lotnictwa Taktycznego oraz infrastruktury krytycznej znajdującej się w obszarze aglomeracji Poznańskiej. W artykule nie umieszczono żadnych informacji ani danych definiowanych jako informacja niejawna, zgodnie z Ustawą z dnia 5 sierpnia 2010 r. o ochronie informacji niejawnych.

Ukraine which is experiencing the war is an exemplification of the state that requires urgent military, material (e.g.: reconstruction of infrastructure) and first of all humanitarian aid. The aim of the paper is to identify task for civil protections in the future war environment and consequently suggest how to organize the civil protection to face the new realities. The emergency/humanitarian operations in Ukraine prove that delivering any aid should be coordinated by the centers/units consisting of the representatives of all sectors responsible for providing security to citizens. This units would ensure higher effectiveness and minimize/eliminate tasks duplication. The method applied for this research is a case study of the Russian - Ukrainian war (2022) with a focus on civilians, critical infrastructure and assistance provided as the referral points of the analysis. The concept of ecosystem as a multi-actor network and the concept of fractal organization are the theoretical base for the analysis.

The functioning of critical infrastructure depends on information and communication technologies (ICT) systems that enable its equipment or facilities to operate smoothly. Threats to its functioning can present a major issue for the state and society, as it also spans strategic sectors which overlap with the essential services which remain within the purview of operators of essential services. Because of the relationship that links strategic systems within critical infrastructure and simultaneously supports its operation with essential services, ensuring cybersecurity will also affect the protection of this infrastructure. It should be emphasised that critical infrastructure may be adequately protected by ensuring the cyber resilience of the ICT systems it utilises and through cooperation between the public and the private sector.
Funkcjonowanie infrastruktury krytycznej jest uzależnione od systemów teleinformatycznych, które pozwalają na sprawne działanie urządzeń czy instalacji wchodzących w jej skład. Zagrożenia jej funkcjonowania mogą stanowić poważny problem dla państwa i społeczeństwa, gdyż obejmuje ona strategiczne sektory. Sektory te pokrywają się z usługami kluczowymi, za świadczenie których odpowiedzialni są operatorzy usług kluczowych. Ze względu na związek strategicznych systemów będących elementem infrastruktury krytycznej i jednocześnie odpowiadających za jej działanie z usługami kluczowymi, zapewnienie cyberbezpieczeństwa będzie wpływało również na ochronę tej infrastruktury. Należy podkreślić, że właściwa ochrona infrastruktury krytycznej może się odbywać przy zapewnieniu odporności na cyberzagrożenia wykorzystywanych przez nią systemów teleinformatycznych oraz przy wykorzystaniu współpracy sektora publicznego z sektorem prywatnym.

In the literature on the subject and international legal acts, there is no universal and common definition of cyberspace. Due to the above lack, countries are moving towards regional cooperation in cybersecurity. This descriptive-analytical research was conducted to illustrate cybersecurity threats (faced by countries and private individuals), the list of which, as a result of digital transformation, is constantly growing. The analysis results presented that a wide range of potential cyber-attacks may affect objects of a tangible and intangible character. This research suggests that in cyberspace, which is essentially intangible, non-physical targets (values) can also be an object of a cyber-attack.

Maintaining the continuous operation of Critical Infrastructure (CI) facilities and restoring them after a disaster is an important task for the functioning of individual communities and even the country as a whole. For this reason, tools are being developed to assist staff responsible for the operation of CI facilities. One interesting example of this type of tool is interactive training simulations implemented in virtual reality. This type of simulation allows procedures to be practised in situations where the continuity of the CI facility is threatened, and the procedures to be followed after a CI facility failure. This paper presents the possibilities of interacting with the virtual environment during a training simulation. Preliminary results are also discussed. Concerning research into the usability of such a training tool, the acceptance of the technology used etc.
Zachowanie ciągłości funkcjonowania obiektów Infrastruktury Krytycznej (IK) oraz przywracania ich sprawności po awarii jest istotnym zadaniem z punktu widzenia funkcjonowania poszczególnych społeczności, a nawet całego kraju. Z tego względu rozwijane są narzędzia wspomagające kadry odpowiedzialną za funkcjonowanie obiektów IK. Jest z interesujących przykładów tego typu narzędzi są interaktywne symulacje szkoleniowe realizowane w wirtualnej rzeczywistości. Tego typu symulacja pozwala na przećwiczenie procedur postepowania w sytuacjach, gdy zagrożona jest ciągłość funkcjonowania obiektu IK, oraz procedur postępowania po awarii obiektu IK. W artykule przedstawione są możliwości interakcji z środowiskiem wirtualnym w czasie symulacji szkoleniowej. Omówione są również wstępne wyniki badań dotyczących m.in. użyteczności takiego narzędzia szkoleniowego oraz akceptacji zastosowanej technologii.

Opis:
Critical infrastructure determines the survival and well-being of all citizens. The main purpose of its protection is to maintain the continuity of providing key services for the state. The mission and responsibility of CI participants, coordination of activities are very important things. Understanding this is the basis for the effectiveness and sustainability of this system. CI operators are people with the best knowledge about the specifics and functioning of critical infrastructure items (facility/installation/device/service). They also have the conditions to eliminate threats and reduce their negative effects. In this article provides space for entities designated to protect CI, i.e. the person responsible for maintaining contacts and the plenipotentiary for critical infrastructure.

Opis:
The article attempts to present the Russia’s devastating impact on critical infrastructure during the hybrid war in Ukraine. In order to present a broader context regarding the process, a timeline of the Ukraine-Russia war is presented, starting with the seizure of Crimea, the separation of Donbass, the beginning of the invasion and the Kiev phase, the positional war, and ending with the Kharkiv and Kherson counter-offensives. It goes on to analyse the targets and magnitude of Russian attacks on critical infrastructure, including such as medical and energy infrastructure. Authors point out that many times the overriding aim is to make life difficult for the civilian community, presumably to trigger signs of discontent and opposition to the Ukrainian authorities. The article also identifies the risks in the area of destruction of critical infrastructure in possible future conflicts and points to the need to take measures to strengthen the resilience of societies and states enabling their undisturbed functioning.
