    Opis:
    The study presents the analysis of the increment of tree diameter at the breast height in connection with two variants of the method of assessment the damage to Norway spruce stands. Variants utilise different assessment criteria. The first one is based on the tree's defoliation, the other one – on the damage index W that links defoliation, condition of the tree−top and branching in the middle part of the crown. Detected relations between damage criteria and type of the increment reaction show that index W characterises the damage to trees and stands better than feature A (defoliation). Therefore, method of assessment the damage to trees and stands based on this parameter is suggested for utilisation in the forestry practice.

    Opis:
    The paper presents criteria of assessment the damage to silver fir that were elaborated on the basis of the features describing the development of fir crown that is assimilation apparatus condition (feature A), tree− top condition (feature B) and tree vitality (feature C). Feature A is based on the defoliation, feature B assesses length of last height increments and branching, while feature C takes into account loss of branches in the middle part of the crown and percentage of the alive shoots on branches of higher order. Determined criteria may be applied in methods of the assessment the damage to stands and forests of units of higher position in different classifications.

    A review of EU legislation and national rules applicable to the assessment of the quality of the marine waters of the Baltic Sea in Poland. A review of the procedures prescribed by law, highlighting some inconsistencies, and pointed to the importance of the innovative approach of the EU Water Directive towards assessing water quality, which now should be based primarily on assessing the health hydrobiont by limiting the amount recommended for the study of chemical indicators of water quality. It pays attention to the progression, and at the same time, retreat from this canon, which manifests itself primarily by gradually increasing the recommended number of chemical indicators of water quality that should undergo mandatory testing - on the road to increasing the number of priority contaminants placed in subsequent acts supplementing and modifying the EU Water Directive.

    Opis:
    The paper presents the criteria for assessment of the damage to Norway spruce determined on the basis of its crown development. Three features were included: condition of the assimilation apparatus (feature A), condition of the tree−top (feature B) and tree vitality (feature C). Feature A is based on the defoliation. Feature B assesses the length of the last height increments and their branching models. Feature C includes the loss of branches in the middle part of the crown, the presence of branches of 2nd and higher orders as well as condition of proventive sprouts (developed from dormant buds). Determined criteria may be applied in the methods of assessment of the damage to stands and larger forest objects e.g. management region, forest region, nature−forest regions.

    Leon Chwistek był jednym z najważniejszych myślicieli w Polsce okresu międzywojennego. Będąc filozofem, logikiem, artystą i teoretykiem sztuki, niejednokrotnie komentował historyczne i współczesne sobie zjawiska życia artystycznego, a także formułował wyraziste poglądy na temat krytyki sztuki. Celem niniejszego artykułu jest syntetyczne omówienie tych poglądów i nakreślenie kontekstu, w jakim się one kształtowały. Tym samym w artykule autor odwołuje się nie tylko do osiągnięć teoretyczno-artystycznych Chwistka, ale również do jego filozofii i dokonań naukowych. W tym celu autor prezentuje kluczowe zagadnienia krytyki sztuki Chwistka w układzie problemowym, przeprowadzając analizę treści wybranych wypowiedzi i nakreślając ich konteksty kulturowe. Omówione zostają kolejno następujące aspekty: miejsce krytyki artystycznej w ogólnie pojętym życiu kulturalnym Polski międzywojennej, doświadczenie jako podstawa sądu krytycznego, metodologia pracy krytyka sztuki, kryteria wartościowania dzieł sztuki i postaw twórczych.
    Leon Chwistek was one of the most important thinkers in the inter-war Poland. As a philosopher, logician, artist and art theorist, he frequently commented on historical and contemporary aspects of artistic life, formulating his distinct ideas concerning art criticism. The aim of this article is to synthetically discuss these ideas and to outline the cultural and artistic context that shaped them. In order to achieve this goal, the author of the article refers to both the art theoretical output of Chwistek and his philosophy as well as scientific research. Having employed a descriptive method, the author presents the main questions of art criticism discussed by Chwistek in his various texts. The following aspects are examined: the role of art critics in society, experience as a basis of critical opinion, methodology of art critic’s work, criteria for evaluation of works of art and creative attitudes. In his writings Chwistek emphasized the importance of theory for artistic practice, but even more strongly he stressed the illuminating power of experience, which is able to undermine aesthetic dogmas and which should remain the basic determinant of critic’s activity.

    Celem artykułu jest omówienie procesu oceny oddziaływania na środowisko (OOŚ) w państwach Grupy Wyszehradzkiej (V4) w zakresie drogownictwa. W pierwszej części pracy analizie poddany został rozwój sieci drogowej w państwach V4 a następnie oceniono kryteria etapu screeningu procedury OOŚ wynikające z podziału przedsięwzięć ze względu na wielkość oddziaływania na środowisko. W drugiej części pracy ocenie poddano wyniki ankiety przeprowadzonej w państwach V4 wśród wykonawców OOŚ. W niniejszej pracy analizowano i oceniono odpowiedzi respondentów, którzy deklarowali swój udział w zakresie związanym z transportem. Ukazano różnice w procedurze OOŚ inwestycji drogowych w poszczególnych krajach V4.
    The goal of the paper is to discuss the process of the Environmental Impact Assessment (EIA) in the Visegrad Group (V4) member countries in the field of road construction. Development of the road system in V4 countries was analysed in the first part of the paper and then criteria of the screening stage of the EIA resulting from the division of projects due to their environmental impact were estimated. The second part presents results of the survey carried out in V4 countries among people involved in EIA. Responses given by people who declared their activity in the field of transport were used in the paper. Differences in EIA procedures in road investments in particular V4 countries have been pointed out.

    Due to the growing scales of business and internationalisation, the issue of the office lease is becoming more and more relevant for companies. They are becoming an inherent part of business, on which the results of the commercial activity depend. Currently existing methodologies for the assessment of the office lease options are imperfect as they lack complexity; they are not associated with the objective of the lease – the improvement of the business results; the methods of the quantitative assessment of lease options are far from perfect. The paper aims at formulating the hierarchical indicator system of commercial real estate facilities (offices) adjusted for the multi-criteria assessment and at calculating the lease options based on this indicator system. To achieve this goal, the following methods have been used: scientific literature analysis and multi-criteria assessment methods.

    Przedmiotem badań jest proces wyboru dostawców materiałów w przedsiębiorstwach sektora budowy maszyn. Celem jest identyfikacja czynników ulepszających ten proces w dużych przedsiębiorstwach. Zbudowany model przetestowano na przedsiębiorstwie „KRANEKS”. Podstawy teoretyczno-metodologiczne pracy zawierają się w obrębie analizy systemów, rachunkowości zarządczej i ekonometrii. W rezultacie stworzone metodologię oraz algorytm wyboru dostawcy oraz hierarchiczny model wnioskowania rozmytego dla oceny dostawców. Narzędzia te dobrze nadają się do wspierania decyzji o wyborze dostawców w przedsiębiorstwie sektora budowy maszyn. W istocie mogą one wspierać decyzje w każdym przedsiębiorstwie produkcyjnym, które zgłasza zapotrzebowanie na dostawy licznych materiałów. Narzędzia te mają poprawiać efektywność decyzji administracyjnych oraz wspierać działy zakupów tego rodzaju przedsiębiorstw.
    The subject of our research is the process of selecting a supplier of material resources to machine-building enterprises. The aim of this work is to identify factors that improve the process of supplier selection of material resources to large enterprises. Testing this model is made on the example of the “KRANEKS” machinebuilding enterprise. The methodological basis of the scientific research is work in the fields of systems analysis, management accounting, and econometrics. As a result of the research, a methodology and estimation algorithm of suppliers was developed, as well as a hierarchical model of fuzzy inference to supplier evaluation. These developments are mainly aimed at supporting decision making in choosing the best provider for a machine-building enterprise. These developments mainly focused on decision support in choosing the best provider for an engineering enterprise whose list of material resources runs into the thousands. They are aimed at improving the efficiency of administrative decisions in the supplier selection process of machine-building enterprises and improving the work process of their purchasing departments.

    W opracowaniu omawiane są niektóre problemy dotyczące pomiaru efektywności pedagogicznej. Jest to ciągle problem otwarty. Dlatego konieczna jest reinterpretacja całej konwencji terminologicznej. Dotyczy to także edukacji informacyjnej i informatycznej. Konieczne jest nowe określenie w tym zakresie siatki problemowej. Wyróżnienie rodzajów efektywności wewnętrznej i zewnętrznej pozwala na opracowanie katalogu wskaźników dla każdego z nich, a przez to dobór metod i narzędzi pomiaru. W ostatnim czasie szczególnie ważne są problemy oceny efektywności zewnętrznej, a w tym badanie losów i przydatności zawodowej absolwentów, ocena efektywności różnych form doskonalenia zawodowego, w tym tzw. egzaminów zewnętrznych, pozwalających na uzyskanie certyfikatów. Konieczna jest także ocena poziomu rozwoju społeczeństwa informacyjnego. Proponuję zastosowanie wskaźników: szansy cyfrowej (DOI) i gotowości sieciowej (NRI).
    This study is to take certain issues concerning the measurement of the effectiveness of teaching. It is still an open problem. Therefore it is necessary to reinterpret the whole convention of the terminology. This also applies to IT and information education. It is needed to determine the area of issue net. Mention the types of internal and external efficiency allows creating the catalog of indicators for each of them and thus the selection of methods and tools of measurement. Nowadays there are particularly important issues to value the effectiveness of external including future and professional suitability of graduates, evaluate the effectiveness of various forms of professional development and so-called: external exams that enable to obtain certificates. It is also necessary to value the level of development of information society. I suggest using in this case indicators such as Digital Opportunity Index (DOI) and Network Readiness Index (NRI).
