    Opis:
    The study deals with the criteria of forest site classification in forest planning taking special consideration of the significance of soils in forest site mapping. The analysis embraced two documents: Site−based principles of silviculture 2004 and Instruction of forest management. Part II. Instruction of differentiating and mapping forest sites 2003. It was pointed out that the soil criteria adopted in these two documents are inconsistent and incomplete and make it impossible for the appraiser to clearly distinguish forest sites on the basis of soil properties.

    Opis:
    The introduction of geosynthetics into road construction significantly facilitated fulfilment of the set of requirements for modern road building technologies. The fact that geosynthetic materials can be implemented at all stages, from earthwork through land drainage to the construction of layers of roads, new, repaired or strengthened ones, means that geosynthetics now occupy an important place in contemporary road building technologies. Industry supplies numerous materials classified as geosynthetics. In line with the standard PN-EN ISO 10318:2007, we distinguish four principal groups of these products: geotextiles, geotextile derivatives, geosynthetic barriers and geocomposites. The industrially produced materials have various properties, which means they have different applicability. This paper analyses basic characteristics, which decide how geosynthetics can be used. Because of a large number of features and factors that could apply to an evaluation of specific solutions, it is necessary to include a large group of criteria. Their analysis might be cumbersome, and therefore an approach is suggested which will greatly facilitate making a complex assessment and selection of a solution which will best meet the customer’s expectations. The assessment of the extent to which specific criteria are met by the geosynthetic materials selected for an analysis allows us to gain better understanding of their suitability and proper choice, supported by multifactorial analytical methods. The theme of the article is a preliminary step which is to prepare and organize the relevant characteristics of geosynthetics and define the major groups of criteria and sub-criteria.

    The paper addresses the problem of analysing information tables which contain objects described by both attributes and criteria, i.e. attributes with preference-ordered scales. The objects contained in those tables, representing exemplary decisions made by a decision maker or a domain expert, are usually classified into one of several classes that are also often preference-ordered. Analysis of such data using the classic rough set methodology may produce improper results, as the original rough set approach is not able to discover inconsistencies originating from consideration of typical criteria, like e.g. product quality, market share or debt ratio. The paper presents the framework for the analysis of both attributes and criteria and a very promising algorithm for generating reducts. The algorithm presented is evaluated in an experiment with real-life data sets and its results are compared to those by two other reduct generating algorithms.

    Opis:
    This paper introduces TODIM-FSE, a multicriteria method for classifying alternatives based on Prospect Theory. TODIM-FSE therefore relies on the TODIM method combined with the Fuzzy Synthetic Evaluation approach. TODIM-FSE makes use of the innovative "contribution" concept, not used previously for multicriteria classification purposes. This notion is central to the classification procedure of TODIM-FSE as it is associated to the contribution of each criterion to the classification of a given alternative in a predefined category. The TODIM-FSE method is explained in this paper by means of an application example and its steps are outlined. The application example has to do with the selection of trainee candidates for a company in the area of information technology. The classification of the candidates allows to identify the best of them, which is typically done at the first stage of the selection process. Some of the evaluation criteria considered in the study were: computers skills, mastery of technical English, and previous working experience in the field. In the second stage of that process another procedure ranks the best candidates. TODIM-FSE can be easily programmed in spreadsheets so as to be made available to professionals without a sound knowledge of either Multiple Criteria Decision Analysis or Prospect Theory. Currently the authors are working on a series of applications for validating TODIM-FSE in a broader way.

    W związku z dwudziestoleciem obowiązywania Ustawy z dnia 23 lipca 2003 roku o ochronie zabytków i opiece nad zabytkami autor stawia zasadnicze pytania dotyczące przedmiotu ochrony prawnej, to jest rozumienia prawnej definicji zabytku, granicy oddzielającej zabytki od innych obiektów dawnych oraz kryteriów przesądzających o tym, który obiekt winien trafić do rejestru zabytków, a który – jedynie do wojewódzkiej lub gminnej ewidencji zabytków. W poszukiwaniu odpowiedzi w pierwszej kolejności prześledzono przepisy ustawy i przeanalizowano poszczególne kategorie zabytków w kontekście zakresu przyznanej ochrony prawnej oraz kryteria, na których podstawie dany obiekt ma być kwalifikowany do określonej kategorii. Następnie omówiono prowadzony w ostatnich latach dyskurs przedstawicieli środowiska konserwatorskiego, który dotyczył zagadnień związanych z wartościowaniem zabytków, w tym prac nad ujednolicaniem kryteriów waloryzacji. Przedstawiono także zróżnicowane stanowiska w kwestii kryteriów wpisania zabytku do rejestru, prezentowane w decyzjach organów ochrony zabytków oraz w orzecznictwie sądów administracyjnych. Rezultatem prowadzonej analizy są krytyczne wnioski dotyczące braku jednolitych i powszechnie zrozumiałych standardów oceny zasobu zabytkowego i sposobu interpretacji prawnego pojęcia zabytku oraz niejasnych kryteriów mających przesądzać o tym, który obiekt winien trafić do rejestru zabytków. Artykuł wieńczą refleksje na temat działań, które w ocenie autora winny zostać podjęte, by uporządkować proces wartościowania zabytków.
    In conjunction with the twentieth anniversary of the Act of 23 July 2003 on the protection and care of historical monuments, the author raises some fundamental questions concerning the subject of legal protection, that is, the understanding of the legal definition of a monument, the borderline separating monuments from other historical objects, and the criteria determining which objects should be included in the central register of monuments, and which should only be included in voivodship or municipal records of monuments. In order to find an answer, first the provisions of the Act were examined, and the various categories of monuments analysed with regard to the scope of legal protection provided and the criteria for qualifying them to a particular category. Then the discourse that has been taking place in recent years among representatives of the conservation community is discussed; this concerns issues related to the valuation of monuments, including work on standardizing the criteria for their valorization. Also presented are the differing views on the issue of the criteria for entering a monument in the register, as expressed in the decisions of monument protection authorities and in the rulings of administrative courts. The result of the analysis is a critique of the lack of consistent and generally understood standards for the evaluation of historic monuments and how the legal concept of a monument should be interpreted, as well as vague criteria to determine which objects should be included in the register of monuments. The article concludes with reflections on actions which, in the author’s opinion, should be taken to organize the process of valuation of monuments.
