Shipping can be regarded as a high-risk domain with a large complexity in operations. Accidents and incidents may involve serious danger for seafarers and passengers, as well as for the environment and society at large. Education and training play a crucial role for the safe conduct of ships. While technical skills have been at the core of a mariner’s skillset, non-technical skills (NTS) have become increasingly important for the safe conduct of merchant vessels. Therefore, knowledge in NTS has become a mandatory requirement for officers serving on board. This knowledge is normally taught in courses labelled Bridge Resource Management, Engine room Resource Management, or Maritime Resource Management. While the number of courses in the industry is steadily increasing, research focused on NTS training and its relation to safety in operation seems sparse. This review article aims to provide an overview of scientific literature focused on training NTS for maritime operations published between 2000 and 2018. Based on the reviewed literature the article identifies and discusses current research gaps, trends and potential future directions to improve maritime resource management training.

The human factor is one of the main reasons for fires in engine rooms and most of the scenarios are very similar. Fires in engine rooms are usually associated with fuel or oil leaking onto a hot surface. Furthermore, engine rooms are very inhospitable places to work. Noise, vibration and high temperatures are most frequently mentioned by crews as negative factors that influence their work. The adoption of a safety culture is one of the ways to increase the fire safety level in engine rooms. Understanding and accepting the necessity of building a safety culture among engine room crews can effectively influence their standard of work. Safety management procedures are an important part of building a safety culture. The change in labor standards must be built on a safety culture among crews.

W artykule są prezentowanego rezultaty badań wybranego tragicznego zdarzenia lotniczego w strukturach lotnictwa państwowego Rzeczypospolitej Polskiej. Przesłanką do jego zaistnienia, jak dowiedziono w dochodzeniach wyjaśniających przeprowadzonych przez Komisje Badań Wypadków Lotnictwa Państwowego, były między innymi, kardynalne błędy szkoleniowe wynikające z nieprawidłowości w zarządzaniu zasobami załogi (CRM Crew Resources Management). Szersze analizy czynnika ludzkiego w operacjach lotniczych prezentują (R. Makarowski, T. Smolicz, 2012). Błędy w zarządzaniu i ich skutki kwalifikują się niejednokrotnie jako nadzwyczajne sytuacje kryzysowe w wyniku śmierci osób zajmujących kluczowe stanowiska związane z zarządzaniem Siłami Zbrojnymi Rzeczypospolitej Polskiej, jak i Państwem. Badania dotyczyły prawidłowości systemu zarządzania, jakości szkolnictwa, efektywności szkoleń i skuteczności doskonalenia personelu latającego lotnictwa państwowego oraz zadań wykonywanych w warunkach szczególnych, ekstremalnych i niestandardowych, jakimi cechują się operacje lotnicze wykonywane przez lotnictwo państwowe.
This article presents the results of research in the field of selected air tragic accidents that occurred in the State Aviation of the Republic of Poland. The key premises for the accident, as demonstrated in the investigation report carried out by the SCAAI – State Commission on Aircraft Accidents Investigation were training errors resulting from irregularities in crew resource management (CRM Crew Resources Management). Broader analysis of the human factor in air operations is presented by R. Makarowski, T. Smolicz, 2012. Errors in management and their effects are eligible often as extraordinary crises as a result of the death of the VIPs appointed on key positions related to the management of the armed forces of the Republic of Poland and the State. The study focused on the reliability of the management system, the quality of education, the effectiveness of the training and the effectiveness of the improvement of personnel flying State Aviation and the tasks carried out in the special and extreme conditions, different from those which were set up in STANAGs which are specific for mission assigned for air operationscarried out by State Aviation.

In this article, the Crew Resource Management (CRM) is described as an important element of the flight safety system aimed at preparing and supplying the aircraft crews with the necessary knowledge and competencies in the area of personal and group performances and limitations (Human Factor – HF). It also presents the CRM training requirements for both flight and cabin personnel in commercial aviation, as well as selected issues regarding the training of the military aviation personnel in the field of human factors and CRM. This paper identifies the common CRM training areas in the field of civil and military, and also presents the fundamental differences and challenges faced by the military aviation in the area of CRM training, based on one of the five key factors of the “5M model” by James Reason influencing the aviation incidents – “Media” (Environment).

Opis:
Railway traffic simulation, taking into account operation and maintenance conditions, is not a new issue in the literature. External effects in such networks (e.g. level crossings) were not taken into account in studies. The used models do not take into account sufficiently the process of degradation and recovery of the network. From the technical side, currently carried out simulations are made using similar approaches and techniques as in the initial stage of research. Well-established work in this area could be the basis for evaluation of new solutions. However, the progress in simulation tools during the last years, especially in performance and programming architecture, attempts to create a modern simulation tool. In the paper were presented the main assumptions for the evaluated event-based simulation method, with application to stiff-track transportation networks.

Instytucja zarządzania statkami morskimi (ship management) nie jest zbyt dobrze znana ani polskiemu prawu, ani polskiej doktrynie prawa morskiego, pomimo tego że rola zarządzającego statkiem (ship manager) rosła sukcesywnie przez wiele lat. Jej początki przypadają na lata osiemdziesiąte poprzedniego stulecia, w okresie poważnych zmian na rynku żeglugowym, gdy dochodziło do wielu bankructw przedsiębiorstw armatorskich i gdy banki hipoteczne musiały zwracać się do fachowych podmiotów zarządzających statkami o pomoc w prowadzeniu działalności żeglugowej.Trzydzieści lat temu, w 1988 r. BIMCO opublikowała pierwszy wzorzec umowy o zarządzanie statkiem o nazwie SHIPMAN, który zapewnił pewną równowagę pomiędzy prawami i obowiązkami armatora i zarządzającego statkiem oraz jednolitość w szeroko stosowanych na rynku żeglugowym umowach tego rodzaju, szczególnie w podziale odpowiedzialności pomiędzy stronami. Po wejściu w życie w 1998 r. Kodeksu ISM, który wprowadził do prawa międzynarodowego instytucję Company jako podmiot odpowiedzialny za bezpieczną eksploatację statku, rola zarządzającego wzrosła niepomiernie. Było to między innymi przyczyną tego, że BIMCO przygotowała nowy formularz umowy o nazwie SHIPMAN 98. Po kolejnych kilku latach formularz został uaktualniony i jego nowa wersja została wydana w 2009 r.Głównym celem artykułu jest przybliżenie czytelnikowi zagadnień związanych z zarządzaniem statkiem morskim i podmiotem nim zarządzającym (ship manager), przez omówienie i przetłumaczenie na język polski opracowanego przez BIMCO nowego wzorca umowy o zarządzanie statkiem o nazwie SHIPMAN 2009
The concept of a Ship Management is vaguely known in the Polish law and legal doctrine although the role of the Ship Manager has become quite complex through the years. It started in the eighties when there was a deep change in the shipping market as many shipping companies became bankrupt and mortgagor banks had to turn to ship managers for help.Thirty years ago in 1988 BIMCO published the first Ship Management Contract which provided the market with a standard document striking a fair balance between the rights and obligations of the owners and the managers, giving some uniformity in the widely used in house contracts, particularly in the apportionment of liability between parties. After the implementation of the ISM Code in 1998 and creating the entity called “Company” as a subject responsible for a safe operation of a vessel the ship manager’s role rose extremely. It caused, among other factors, that BIMCO issued the world wide known form of contract named SHIPMAN 98, which was then superseded by its new version issued in 2009. The main goal of this article is to bring a reader closer to the issue of a Ship Management and the Ship Manager through a Polish translation of this modern BIMCO form named SHIPMAN 2009

Despite the adoption of crew resource management training for bridge teams over the last decades, the training is still heavily focussed on technical achievements. In an educational context, the situation is more problematical, since with requirement of developing the technical skills, there is a need to build and evaluate the non-technical skills of cadets with little experience in bridge team management. In parallel with the application of team leadership models, the Portuguese Naval Academy conducted a research to improve the development and assessment of non-technical skills in bridge simulators. This paper describes the method used to identify the key non-technical skills required for naval cadets and to develop a behavioural marker system for their measurement. A literature review of behavioural marker systems was supplemented with an analysis of interviews conducted with students and simulator instructors. Additionally, further analysis of Portuguese Navy accidents reports was made, applying the HFACS framework to identify the relevant non-technical skills involved in the accidents. The resulting rating system covers five skill categories (leadership, situational awareness, communication, team work and decision making), each one with three rating elements. The framework is currently under evaluation tests in bridge simulators sessions, within an educational context.

The article presents possibility of performing trainings on board of the Gdynia Maritime Academy's training ships. It has been described main rules of curriculum of practices, also included requirements of the timeline of the practice which were defined in proper law acts as well as applying of those requirements in accomplishment of practices on board of the ships. Paper presents statistics of the numbers of students trained on board of "Dar Mlodziezy" from the Gdynia Maritime University and from other Maritime Universities and schools. Based on the presented statistics data it has been analyzed possibility of the extension time of the trainings. Such analysis assay results from curriculum of the Maritime Academy in Gdynia and others maritime schools.

Ongoing research has indicated important effects on seafarers’ occupational commitment due to gender and family situation. In this study, these findings have been elaborated further by controlling for the effect of perceived work content. Statistical analyses were employed, using a survey material of Swedish seafarers collected from a national register in 2010. The results showed that the effect on occupational commitment of having children at home is strongly positive and statistically significant for women. However, the significance was dependent on the level of satisfaction with the job content. It was suggested that the seafaring occupation could be viewed as a cooping strategy, although only appropriate if the job content is agreeable. Another important family effect was, as expected, the positive effect of having a relative working, or having worked, at sea. This effect was, however, only significant for male seafarers in the age group below the early 40’s. It was concluded that this effect is mainly emotionally driven and not particularly influenced by the actual job content. The results further showed that working in the catering department comes with a strong negative effect on commitment to the seafaring occupation for women. This effect, however, lost its significance after control for job content. It was concluded that the effect of satisfaction with job content on occupational commitment is generally important, with the exception of women, without children, working in the catering department.

Throughout history, women have struggled to gain a place and establish their presence in social life. Mostly, they have continued their life in the position of carrying out family responsibilities. When women want to get involved in the business world, they are facing some problems arising from dogmatic thinking and prejudices, especially among the professions with "male-dominated" judiciary. Maritime profession, one of the oldest professions in the world, was also regarded as a single-gender area until the 20th century. However, in recent years, economical and political changes in the world, equal opportunity in education and incentive works of the International Maritime Organization have led women to work as seafarers. Although female seafarers constitute 2% of the world seafarers, this ratio is higher in developed countries than that of undeveloped or developing countries (URL-1). There is very little information regarding women seafarers in general, including the actual population size. Most of studies focus on passenger ships or cruise ships, not cargo ships (Sohyun, 2010). It is difficult to find relevant studies regarding women seafarers in the world, including in Turkey. In Turkey, women have played an active role and gained an apparent identity in the maritime sector since the 2000s. According to 2015 data, Turkey is ranks the 14th in the world maritime trade with more than 27,6 million deadweight tonnage and manages 1530 vessels (UNCTAD, 2015). In Turkey, many studies related to the employment of seafarers are carried out as in the whole world. However, studies on the employment of women seafarers should be paid more attention. In this study, a questionnaire was carried out with the personnel department managers in Turkish shipping companies. Employment, career, educational status of female seafarers and the general difficulties they face were revealed.

W niniejszej publikacji jej autorzy, na tle zagrożeń dla bezpieczeństwa operacji lotniczych, identyfikują przyczyny narodzin szkoleń realizowanych w zakresie zarządzania zasobami załogi (Crew Resource Management - CRM), definiują ich charakter, istotę i cele. Przedstawiają również, uwarunkowany szeregiem czynników, proces ich ewoluowania, skupiając się na rozwiązaniach przyjętych w zarobkowym przewozie lotniczym na świecie. W ramach tego zagadnienia przedstawiają zasadnicze, charakterystyczne dla kolejnych generacji szkoleń CRM, zmiany w zakresie i w sposobie ich prowadzenia.
In this paper, the authors describe, against the backdrop of threats to the safety of aviation operations, the reasons why training in Crew Resource Management (CRM) came to exist and its nature, essence and purposes. Furthermore, the authors have covered the evolution of said training along with many factors that shaped this process. In making the presentation, the authors have focused on the solutions implemented in commercial air transport around the world. As part of this topic, they indicate the basic and generation-specific changes in the scope and manner of conducting the CRM trainings.

This article provides insights into proactive safety management and mitigation. An analysis of accident reports reveals categories of supervening causes of accidents which can be directly linked to the concept of generic competencies (information management, communication and coordination, problem solving, and effect control). These findings strongly suggest adding the human element as another safety-constituting pillar to the concept of ship safety next to technology and regulation. We argue that the human element has unique abilities in dealing with critical and highly dynamic situations which can contribute to the system’s recovery from non-routine or critical situations. By educating seafarers in generic competencies we claim to enable the people onboard to successfully deal with critical situations.

artykule podejmowany jest problem zmieniających się warunków pracy na morzu. Autorzy dokonują rekapitulacji głównych aspektów środowiska pracy na statku dalekomorskim, wykorzystując analizy przeprowadzone na gruncie socjologii morskiej dotyczących polskich przedsiębiorstw gospodarki morskiej w czasach PRL. Następnie, na bazie badań jakościowych przeprowadzonych przez autorów, wyłoniono siedem głównych zagadnień jako podstawowych obszarów problemowych związanych z zarządzaniem załogami marynarzy na statku dalekomorskim. Analizie poddano cztery z nich: różnice kulturowe i zarządzanie różnorodnością, sfera publiczna, ekonomizacja funkcji personalnej, etos marynarza. Na zakończenie zaprezentowano praktyczne wskazówki dla zarządzających zasobami ludzkimi.
This article looks at questions of changing conditions of work at sea. The authors recapitulate the main aspects of the working environment on a deep–sea vessel using maritime sociology based analyses conducted on Polish maritime enterprises during the period of the People’s Republic of Poland. Subsequently, based on qualitative research conducted by the authors, seven main questions were isolated as basic problem areas connected with the management of seamen on a deep–sea vessel. Four of them were subject to analyses: cultural differences and diversity management, the public sphere, the economizing of the personnel function, and the seaman ethos. Practical recommendations for human resource management are presented as a conclusion.

This study aimed to determine the perceptions of the managers in the shipping and manning companies in the Philippines and the seafarers regarding the nobility of the seafaring profession in the light of the shortage of competent officers. It utilized the interview approach in gathering data. It was found out that in other countries especially in OECD or highly industrialized countries, the youth today are no longer interested in the seafaring profession. Working on board ships is becoming less attractive for students coming out of the schools and colleges. In the past, seafarers were paid better than their peers on shore, and they had the opportunity to travel across the world. In the Philippines, it is still preferred by some students whose fathers or relatives are seafarers. They have seen that the profession is financially rewarding and it is perhaps the best, if not the only way to improve their quality of life. This study also looked into the perceptions and opinions of the practitioners, the master mariners themselves who once also struggled in order to realize their dreams and aspirations in life. Most of the officers interviewed believed that it takes determination and focus in the job in order to be successful. Thus, students aspiring to become officers and ultimately captains or master mariners must study hard, persevere and be disciplined to be able to overcome any problem along the way.

The author attempts to describe the safety factors which should be considered for the sea transportation through coastal waters and the International waterways. First segment of this paper is designated to investigate the role of females as crew and officer on board ships. Based on STCW95 Convention and from the professional point of view the author believes that the Iranian females can be able to take responsibility on board ship as officer or even master mariner. Boys and girls can learn the required theories at the college when they are Cadet and improve their skill on board ship; therefore, operation of the advanced equipment on board ship can be done by both sides easily. A section of this paper is devoted to elucidate the various aspects of Iranian culture for the sea jobs which are going to be carried out by Iranian women on board ships. Some technical suggestions will be described in this paper in order to be taken into account the cultural factors by the IMO representative and finally the Parliament of Islamic Republic of Iran. The existence of women especially Iranian women or the mixture of men and women officers on board Iranian ships in order to improve the safety factors of sea transportation will be discussed in depth.
