W transporcie wojsk do przerzutu stanów osobowych oraz sprzętu i zaopatrzenia wykorzystuje się różne środki transportu — do strategicznego przerzutu sił transportu morskiego i lotniczego, a do operacyjnego i taktycznego przede wszystkim transportu lądowego. Transport strategiczny odbywa się pomiędzy morskimi i lotniczymi portami załadowania a morskimi i lotniczymi portami wyładowania. Dowóz sił i środków do portów załadowania i z portów wyładowania do rejonów operacyjnego przeznaczenia odbywa się natomiast przede wszystkim transportem lądowym. Wybór środka transportu zależy od przyjętych kryteriów operacyjnych i ekonomicznych. Do najważniejszych z nich należą czas przemieszczenia sił oraz koszt operacji transportowej.
Various means of transport are used to transport manpower, equipment and supplies — at strategic level movement of forces is executed primarily by means of sea transport and air transport, and at operational and tactical level land means of transport are used. The strategic lift takes place between Sea Port of Embarkation and Sea Port of Debarkation or between Air Port of Embarkation and Air Port of Debarkation. Movement forces and resources to the SPOE/APOE and from SPOD/APOD to the operational area of destination is realized by land transport. The choice of means of transport depends on adopted operating and economic criteria. The most important of these include time to deploy forces and cost of transport operation.

W artykule opisano podział kosztów w transporcie kolejowym z uwzględnieniem kosztów zewnętrznych i wewnętrznych przedsiębiorstwa kolejowego. W zakresie kosztów zewnętrznych zwrócono uwagę na konkurencyjność transportu kolejowego w stosunku do pozostałych gałęzi transportu. Stwierdzono, że w wyniku wielokryterialnej optymalizacji ruchu pociągów na sieci kolejowej można dodatkowo znacznie ograniczyć zużycie energii i generowane przez nią koszty. Osiągnięcie tego celu jest możliwe bez ponoszenia dodatkowych nakładów na infrastrukturę i specjalistyczne urządzenia. Przytoczono przykłady energooszczędnych rozwiązań, w tym stosowanie optymalnej strategii prowadzenia pojazdów (ecodriving) lub systemu odzysku energii. W wielokryterialnej optymalizacji ruchu pociągów zaproponowano wyróżnienie kryterium efektywności wykorzystania odzyskiwanej energii w systemie pojazd – pojazd oraz kryterium minimalnego zużycia energii trakcyjnej podczas przejazdu.
In the article the division of costs (internal and external) in rail transport was presented. In terms of external costs attention to the „attractiveness” of rail transport in relation to other modes of transport was paid. Moreover, was found that the multi-criteria optimization of the organization of movement of trains can also significantly reduce energy consumption and thus the costs generated by it. Achieving this is possible without incurring additional expenditure on infrastructure and specialized equipment. The examples of energy efficient solutions in this subject applying the optimal strategy for carrying vehicles (eco-driving) or energy recovery system. As part of the multi-criteria optimization of train traffic distinction criterion of efficiency recovered in the energy system of the vehicle – vehicle and the criterion of minimum energy consumption traction during transit was proposed.

The purpose of the article was to develop transport service for the Okręgowa Spółdzielnia Mleczarska using multiple traveling salesmen problems. In the paper calculated the approximate total costs of the transport and compared with current costs incurred in respect of the distribution process outsourcing. To solve the optimization task traveling salesman used a computer program.

W artykule przedstawiono zagadnienie dotyczące włączenia polskich kolei do zrównoważonego systemu transportowego Unii Europejskiej. Scharakteryzowano stan techniczny infrastruktury kolei i skutki eksploatacyjne tego stanu, wynikające głównie z wieloletniego niedoinwestowania. Przedstawiono podział zadań przewozowych w ruchu pasażerskim i towarowym między różnymi przewoźnikami, zmieniający proporcje zwłaszcza w okresie po transformacji ustrojowej w 1989 r. Przedstawiono propozycję usprawnień technicznych, organizacyjnych i finansowych, zmierzających do radykalnej poprawy oferty przewozowej. Scharakteryzowano prace nad wdrożeniem metody obliczania kosztów zewnętrznych transportu. Zasugerowano potrzebę zwiększania dotacji z budżetu państwa do przewozów kolejowych, jako ważnego sposobu budowy zrównoważonego systemu transportowego.
The paper presents the issues related to the integration of the Polish Railways with the balanced transport system of the EU. Railway technical infrastructure and consequences of its poor condition resulting from decades lacking investments are described. Distribution of transport tasks in passenger and freight service between different carriers with changing participation ratios - particularly after the transformation of political system after 1989 - was presented. Suggestions about technical, organizational and financial improvements aiming at radical improvement of the offered transport services have been produced. Work on the implementation of a method for calculation of external transport costs was described. It has been suggested to increase state subsidies for the rail transport as being important element of the balanced transport system.

Celem artykułu jest prezentacja ogólnej zasady działania metody bezpośredniego poszukiwania oraz jej zastosowanie w liniowym problemie transportowym. W przeciwieństwie do tradycyjnych metod szukania punktu minimum, w których dla znalezienia minimum wykorzystuje się informację o gradiencie funkcji celu lub o pochodnych różnego rzędu, w algorytmie metody bezpośredniego poszukiwania analizuje się wprowadzony zbiór punktów wokół bieżącego punktu. Algorytm bezpośredniego poszukiwania może być zastosowany do zadań związanych z kosztami stałymi, zmiennymi ograniczeniami w postaci równań i nierówności czy wymaganiami dotyczącymi źródeł zaopatrzenia. Powyższe zadania często występują w różnych gałęziach przemysłowych, w tym również w branży spożywczej.
Direct search is a method for solving optimization problems which does not require any information about the gradient of the objective function. Unlike more traditional optimization methods which use information about the gradient or higher derivatives to search for an optimal point, a direct search algorithm searches a set of points around the current point, looking for one where the value of the objective function is lower than the value at the current point. The paper presents a general principle of direct search method operation and their application in cost transportation problem in food industry.

In recent years dynamic increase of orders for ships intended for liquified natural gas (LNG) shipping has been observed with simultaneous trend of increasing their transport capability. This results from the fact that natural gas has become today the third energy source worldwide just next to crude oil and coal. The fast growth of demand for natural gas and its limited resources would cause growth of its price, therefore better solutions of natural gas transport technology with respect to economy, ecology and safety should be searched for. This paper presents various technologies for natural gas transport by sea with special attention paid to some alternative methods of transport, namely: CNG and NGH ransport technologies in contrast to LNG one.

From an economic perspective, the purchase cost of an electric bus is greater than that of a conventional one. This results from the additional components of the bus drivetrain and the costly charging infrastructure. However, it should be noted that electric bus ensures greener and more sustainable public transport. The presented study focuses on the economic and energy efficiency analysis of city buses with different types of driving system evaluated for selected urban and suburban routes. The routes differ in terms of the number of journeys per day, elevation, the daily distance travelled, and the daily operating time. The results demonstrate that driving conditions can affect economic efficiency. The Total Cost of Ownership (TCO) method used in the study shows that electric buses represent the highest TCO values among the vehicles taken into account. However, for the TCO calculated for electric and hybrid buses, fuel (energy) costs have a much lower share than for the TCO of conventional buses.

Railway infrastructure access rates, as an important element of the costs affecting the services offered to railway clients, are an object of interest in the context of transport sustainability and the promotion of railway transport. The pandemic caused by the SARS-CoV-2 coronavirus has spawned a crisis that has affected the railway sector in a significant way. In October 2020, the European Commission published a Regulation establishing measures for a sustainable rail market in view of the COVID-19 pandemic. The European Commission’s initiative of introducing a Regulation allowing for derogations from existing laws, as well as satisfying the urgent needs of the railway sector for the duration of the effects of the pandemic, may be a significant step towards a permanent leveling of the playing field for all of the branches competing in the transport sector. This article presents information in terms of the legal regulations concerning the charges for infrastructure use and outlines the assumptions of Regulation 2020/1429 (EU) of the European Parliament and of the Council.

It is demonstrated that (1) transport enterprises can operate on the market with a profit of zero and (2) they can finance their investments without profit. The rigid conditions of pure competition are not necessary. It is enough to adjust the different situations of incomplete competition by setting equal and homogeneous rules for accounting, founding and running enterprises well as financing. A special rule is to have no foreign trade. But these conditions are not stringent. There are many non-profit-enterprises in Austria and a lot of other countries which are operating without these conditions. The result is a new maxim for (transport) economics: Application of the principle of covering the costs and optimization of quality in spite of profit maximization! The postulate to consider the quality in transport theory and policy has the same long tradition as the postulate to applicate the principle of covering the costs. The joint application will bring more benefit for realizing welfare and an equal distribution of income and property.

Celem artykułu było przedstawienie analizy działalności przedsiębiorstwa z branży przewozów intermodalnych w latach 2013-2017.Artykuł w swojej treści zawiera kolejno: istotę transportu, rodzaje technik przeładunkowych jak również porusza kwestie związane z technologiami przewozowymi w intermodalnym transporcie towarowym. Następnie w celu analizy rzeczywistej sytuacji rynkowej, analizie poddano przedsiębiorstwo świadczące usługi intermodalne, zlokalizowane w Polsce, PCC Intermodal S.A. Na podstawie przeprowadzonej analizy wyciągnięto wnioski.
The aim of the article was to present ananalysis of the enterprise activity from the intermodal transport industry in 2013-2017. The article contains in its content: the essence of transport, types of reloading techniques, as well as issues related to transport technologies in intermodal freight transport. Then, in order to analyze the actual market situation, the company providing intermodal services located in Poland, PCC Intermodal S.A. Based on the analysis, I drew conclusions.

Zawsze w kolizji drogowej z udziałem samochodu ciężarowego powstają dodatkowe koszty dla firmy transportowej. Koszty te mogą mieć różną wielkość w zależności od danej sytuacji. Firmy transportowe starają się zabezpieczyć przed dodatkowymi kosztami związanymi z kolizjami na tyle, na ile jest to tylko możliwe, jednak w 100% nie da się ich wyeliminować. W artykule przedstawiono informacje zawierające dane o kolizjach w naszym kraju. Na ich podstawie oszacowano, że koszty wszystkich kolizji drogowych w 2013 r. w Polsce – wyniosły 14,9 mld zł. Analizy przeprowadzone w niniejszym artykule uwzględniają tylko przypadki kolizji, w których wzięły udział samochody ciężarowe. Na ich podstawie oszacowano, że tylko w 2015 r. koszty te stanowił równowartość aż 500 nowych zestawów ciągników siodłowych z naczepami.
Company trucks in collisions always includes additional costs for the transport company. These costs may have a different scope depending on situation. Transport companies are trying to protect against additional costs as much as possible, unfortunately is not possible to eliminate the risk at 100%. Paper presents the data about collisions in Poland. Base on those data authors calculate costs of all collisions in 2013 – 14,9 mn PLN. The analyses done in this article include only cost of collisions that trucks were involved. Base on this authors calculate that in 2015 those cost were the equivalent of 500 new sets of truck-tractors.

W artykuł dotyczy zagadnienia kosztów działalności przedsiębiorstw transportowych. Przedstawiono ogólny podział kosztów transportu znany z literatury, a także podziały wprowadzone przez odpowiednie uregulowania ustawowe. W rozważaniach podjętych w artykule posłużono się rodzajowym podziałem kosztów. Na podstawie dostępnych opracowań przedstawiono proporcje tych kosztów charakterystyczne dla dużych firm transportowych. W pracy zaprezentowano także proporcje kosztów rodzajowych występujące w reprezentatywnej jednoosobowej firmie transportowej będącej obiektem badań. Dokonano porównania obu proporcji. W konkluzji zwrócono uwagę na znacznie słabszą pozycję małych firm transportowych, czego skutkiem jest przede wszystkim większy udział kosztów ponoszonych na rzecz zewnętrznych firm usługowych.
The article deals with the problem of operating costs of transport companies. It presents the overall distribution of transport costs known from the literature, as well as the divisions introduced by the relevant statutory regulations. In the considerations made in the article a generic cost-sharing was used. On the basis of available studies the proportion of those costs typical for large transport companies was shown. The study also shows the proportion of these costs occurring in a representative single-transport company which was the subject of research. A comparison of the both proportions was carried out. In conclusion, attention was drawn to a much weaker position of small transport companies, resulting primarily from higher share of costs of external service companies.

Opis:
The objective of this publication is to translate the activities included in road transport task into the language of tasks and to ascribe appropriate costs and economic effectiveness indicators to them. Such a representation is new in litera-ture and serves as the base for any further analysis of costs carried in an international road cargo transport company. The suggested indicators refer to both direct and indirect costs which are carried. They also allow to evaluate the work of people involved in the organization and realisation of transport tasks. Additionally, the suggested cumulative indicators allow for the evaluation of transport tasks from the perspective of operational management of the company. The usage of the IT systems proved to be extremely helpful in this respect as they generate all the required infor-mation on the spot.
