    The programme is a continuation and intensification of the former preventive and repressive measures against corruption. After a five-year break, at the time of growing social disapproval for the governing authorities’ measures taken in the field, a concrete policy is being introduced in a comprehensive document. As it was the case previously, the policy is based on penal and administrative solutions. In his article, the author analyses tasks and measures provided for in the governmental programme for those appointed to lead and cooperate in their implementation. The assessment has been based not only on the experience from the governmental Programme for Corruption Combating. The Anti-corruption Strategy for the years 2002-2004, and Programme for Corruption Combating. The Anti-corruption Strategy. Second Stage of Implementation 2005−2009, but on numerous other research projects.

Wskazuje podstawowe cele i wytyczne odpowiednich inicjatyw organizacji regionalnych, międzyregionalnych oraz wielostronnych zajmujących się zwalczaniem procederu prania pieniędzy przeznaczonych w szczególności dla banków i instytucji fi nansowych. Inicjatywy te przedstawione są na tle unormowań konwencyjnych dotyczących zwalczania i zapobiegania przestępczości korupcyjnej, mogą jednak mieć zastosowanie nie tylko w przypadku przestępczości korupcyjnej, lecz również w przypadku każdej innej transgranicznej działalności przestępczej.
    The paper presents the most important international organizations focusing on fighting with corruption following the most significant international documents’ resolutions. It discusses the basic objectives and guidelines of the regional, interregional and multilateral initiatives dealing with the fight against money laundering, in particular the money for banks or financial institutions. Those initiatives are presented with consideration for conventional regulations for fighting and prevention of corruption. However, they may also be used to discuss any other transboundary criminal activity.

    The paper analyses the Guidelines issued in 2020 by the Central Anti-Corruption Bureau in Poland on the establishment and implementation of effective compliance programmes in the public sector. These guidelines constitute the very first Polish official document referring to compliance in the public sector. Its detailed critical analysis is therefore useful for the construction of compliance policies by public institutions, in order to prevent and possibly detect irregularities, including corruption, within these organisations.

    compared on the basis of backwardness-forwardness dichotomy. The Industrial Revolution has made the polarization between developed and underdeveloped countries deeper. Those countries that could not complete their industrialization process in the last two centuries are now aware that their less-developed positions and prefer to target the level of developed countries. Turkey’s development endeavor goes back to the Ottoman Reform Movement Era in which the Ottomans tried to imitate the development model of Western European countries. This perspective has gradually expanded from advancement in military technology and administrative structure to political, economic and socio-cultural fields. Thus, the value system of the West concerning development has been taken as a point of reference during the Republic. As a consequence, the last two centuries of Turkey has been passed with successful and failed attempts to reach to the level of modern civilization. This paper investigates on the how far Turkey’s development efforts have gone, what opportunities have been missed, at what level now Turkey stands in the development process, what similarities and differences can be identified between Turkey and Western countries, and at which extent Turkey’s development endeavor provides some clues for transitional countries. In this paper, the fundamental questions are on whether the administration of development process (e.g. misallocation of resources, inefficiency and waste, corruption) is in the “right direction”.

    Abstract: The article presents anti-corruption activities in Poland undertaken in relation to behaviours of a corrupt nature, as well as selected issues related to activities undertaken by the state aimed at limiting and counteracting them within the framework of the System for Combatting Corruption Crime. The text presents the state entities established for this purpose and presents the most important elements which are indispensable for carrying out effective preventive and detection activities against such behaviours. The article indicates what tasks are performed, inter alia, by the Police in the system of combatting corruption and what requirements are imposed on law enforcement bodies in this respect. Attention is also drawn to the necessity of strengthening the possibilities of cooperation between individual services in order to increase the effectiveness of counteracting this phenomenon.

    The police is an institution serving the society, its task being to enforce the law and take all actions aimed at eliminating its violations. As a uniformed and armed force, it plays an important role in the state security system, including prosecution of individuals who do not comply with applicable legal norms. The police offi cer’s profession enjoys particular respect, but to ensure the correctness of the service performed, only those who meet the requirements specifi ed for this profession can join the ranks of the police. The article presents topics related to the recruitment process, and the role of internal control as elements of crime prevention in the Polish police. A special role has been assigned to recruitment, which is responsible for verifying the admitted people – their character traits, moral attitudes, emotional stability, as well as health and physical fi tness. In turn, the task of control is, on the one hand, to ensure the correctness of service, and on the other hand, to reveal any irregularities and to strive to remove them. The internal control in the police is the responsibility of the Control Bureau at the National Police HQ under the direct supervision of the National Police Chief, Provincial HQ Control Departments under the supervision of the Provincial Police Chiefs, and inspections by designated persons under the supervision of the City Police Chiefs. In addition, new technologies have been introduced in the police for more effective control, including determining the location of offi cers (using the GPS system) and recording interventions (by body-worn cameras). The said technology also has a preventive function against breaking the law. The measure of control affects the number of all crimes revealed in the police environment. The analysis of revealed irregularities has shown that more than 50% of them are corruption-related offences, and therefore this aspect has been widely discussed in the article.

    The success of further development of Ukraine as sovereign and independent, democratic, social, constitutional state now, more than ever earlier, depends on determination of politicians, statesmen and public employees and adherence to principles of each citizen and civil society in general in fight against the external and internal enemy. Among internal enemies of Ukraine corruption which makes impossible effective economic, social and humanitarian development of Ukraine is high on the list, slows down the European integration of Ukraine, and at the end advantageous of external foes of our state. Therefore, eradication of corruption is one of the most important functions of the Ukrainian state now. The important place in system of subjects of forming and implementation of the state anti-corruption policy belongs to the Verkhovna Rada of Ukraine, the President of Ukraine and the Cabinet of Ukraine. So, the parliament in Ukraine creates legal including the legal framework of the state anti-corruption policy, and also participates in forming of contest committees on election of special subjects of the prevention and counteraction. The head of state in Ukraine also defines essence and the maintenance of the state anti-corruption policy in the decrees, and also participates in forming of the commissions on selection and appointments of officials of specially authorized bodies according to the prevention and counteraction of corruption, and provides independence in activity of some of these bodies. The government of Ukraine provides complex implementation of the state anti-corruption policy, has own representation in contest committees which carry out forming of specially authorized bodies of prevention and counteraction of corruption (National Anti-Corruption Bureau of Ukraine, etc.), And also performs the common directorship and coordination of activity of National police of Ukraine and National Agency for Prevention of Corruption. At the same time, the success of prevention and counteraction of corruption in Ukraine depends on efficiency of interaction of the supreme bodies of the government in the field of forming and implementation of the state anti-corruption policy.
    Sukces dalszego rozwoju Ukrainy jako suwerennego, niezależnego i demokratycznego państwa bardziej niż kiedykolwiek wcześniej uzależniony jest od determinacji zarówno polityków, jak i urzędników państwowych oraz poszanowania zasad społeczeństwa obywatelskiego. Jednym z najpoważniejszych zagrożeń jest korupcja, która uniemożliwia skuteczny rozwój gospodarczy, społeczny i humanitarny, spowalnia proces integracji europejskiej Ukrainy i – co nie bez znaczenia – działa na korzyść wrogów zewnętrznych państwa. Walka z korupcją jest zatem jednym z najważniejszych zadań państwa ukraińskiego. Istotne miejsce w kształtowaniu i realizacji państwowej polityki antykorupcyjnej zajmują Rada Najwyższa, prezydent i rząd Ukrainy. Parlament określa ramy prawne, głowa państwa – cel i sposób prowadzenia, zaś rząd zapewnia kompleksową realizację państwowej polityki antykorupcyjnej, w tym koordynuje działania policji i Narodowej Agencji Zapobiegania Korupcji. Podkreślić należy, że powodzenie zapobiegania i przeciwdziałania korupcji na Ukrainie w dużym stopniu zależy od efektywności współdziałania naczelnych organów państwa w zakresie tworzenia i wdrażania państwowej polityki antykorupcyjnej

    Problematyka zwalczania przestępstw korupcyjnych jest niezwykle zawiła i wciąż pozostaje aktualnym zagadnieniem nawet w państwach rozwiniętych. Sama korupcja na terenach przygranicznych jest ważnym zagadnieniem prawno-kryminalistycznym. Współczesne problemy migracyjne w Europie stanowią coraz większe wyzwanie dla organów ścigania, a determinacja ruchów migracyjnych może być szczególnie korupcjogenna. Problem jest niezmiernie istotny z uwagi na fakt, że Polska stanowi wschodnią granicą Schengen i Unii Europejskiej, dlatego właściwe działania służb policyjnych i specjalnych, nastawione na wykorzystanie możliwości analitycznych, mogą stanowić skuteczne narzędzie w zapewnieniu integralności granic. Mechanizmy uwzględnione w aktach normatywnych nie zawsze są wystarczająco skuteczne, jednakże z pomocą przychodzą nowe narzędzia kryminalistyczne.
    The issue of combating corruption crimes is extremely hard and still actual, even in developed countries. Corruption in the border areas is an interesting issue for both legal and forensic research. Migration problems in Europe is a growing challenge for law enforcement, as the determination of migration may be particular to corruption. The problem is important due to the fact that Poland is the eastern border of the Schengen Area and the European Union, therefore, appropriate work of the police and special forces, focused on the use of analytical capabilities, can provide an effective tool in ensuring the integrity of the borders. Mechanisms included in the normative acts are not always effective, however, useful are new forensic tools.

Autorzy podkreślają znaczenie i wpływ tego rodzaju badań na system bezpieczeństwa państwa.
    The article discusses problems with research on corruption in the context of security and defense sciences; what is more, it indicates possible areas of research, the aim and specifics of research on corruption, as well as describes chosen methods of research. Regarding either the wide scope of the issue or conditions having an influence on the research results, the authors of the article are trying to struggle with a range of approaches throughout a revision of the latest domestic and foreign publications. At the same time they paid attention to the role of such research for the state security system.
