Corruption is a complex phenomenon which can appear in various forms and political corruption remains one of the most common forms. Political corruption further encompasses many forms, one of which is ethnic corruption. Ethnic corruption is one of form of corruption that involves giving certain ethnic groups privileges that other groups do not have. The purpose of these privileges is for the ruling political structure to stay in power. This type of corruption was common practice in the former Yugoslavia and the former Soviet Union, and continues in its successor, the Russian Federation.. Pronounced ethnic corruption remains prevalent in many countries across Asia and Africa. With an increasingly polarized voting base in the United States, new forms of ethnic corruption have started to appear. Because of its characteristics, ethnic corruption is one of the most challenging types of corruption to address. Keyword: ethnic identity; corruption; political corruption; ethnic corruption Corruption is a complex political phenomenon, whose framework oeftn consists of several interconnected elements. These include, but are not limited to (Šumah, 2024): - the work and tasks performed by politicians, - the transparency of their actions, - the powers granted to politicians, 1 - the responsibilities and morals of individuals in exposed positions, 2 - public control, including public opinion, and - the technical monopoly over decision-making that politicians hold due to the nature of their work.

Corruption is not just a problem of developing countries, corruption scandals arise and develop also in Western democracies, what differ are the perception and assessment of corruption. As scientists state, corruption is a phenomenon that is determined by the country's democratic (state) traditions and culture, dominant values and behaviour standards, etc. Most of the time corruption is analysed in the context of political, business, health care and media systems that are interrelated. By far, talking about the understanding and reaction to corruption in politics, are based on public perception of corruption. Corruption in political arena is related not only to actions of politicians, or public officers, but depends on the understanding and its tolerance in society. The cases of political corruption are rare, but they still happen, and it does not matter whether it is a developing county, a newly established democracy, or a so called western democracy. The phenomenon of political corruption is based on political culture, or even more broadly speaking, on national culture, traditions. And because of that cases of political corruption and their evaluation and reaction to them of the participants of political system (political actors, media and citizens) in general demonstrates the level of tolerance of such actions. Results of political election campaign can be considered as the mirror of perception of political corruption in political system, because they demonstrate the activities of all participants of political system and their attitude toward the case. This article aims to analyze the concept of political corruption in order to identify its main determinants and to investigate the potential influence of the case of corruption of political actor on the outcome of the political elections. In this paper the quantitative media content analysis is presented to show the coverage of the political party in relation to political election campaign during the political election period and political corruption event. It is done in search for the factors that determine the presentation and possible impact of political corruption event on the results of political elections. In the research the media content of the political actor, that was accused of corruptive activities (bribery) was analysed. The article also discusses whether the political corruption of political party leader and its presentation in the media may affect the political election results.

The aim of this paper is an analysis of the formation and functioning of the anti-corruption system of Ukraine: National Agency on Corruption Prevention, National Anti-Corruption Bureau of Ukraine, Specialized Anti-Corruption Prosecutor’s Office, National Bureau of Investigation and National Agency of Ukraine for finding, tracing and management of assets derived from corruption and other crimes. The study stresses that despite the strong regulatory framework created to prevent and combat it, corruption remains a systemic problem that exists at all levels of government in Ukraine. The above-mentioned bodies have been created taking into account the European experience in the formation of anti-corruption bodies in the system of government, their activities are aimed at overcoming corruption in the country. The article highlights the feasibility of the existence and functioning of anti-corruption bodies and substantiates the importance of all their powers in the field of preventing and combating corruption. It has been concluded that these bodies need further improvement to combat corruption more effectively.

As Ukraine is considered to be a state with a high level of corruption, the fight against the latter one is proclaimed a priority by the Ukrainian government. The article reviews the current anti-corruption policy in Ukraine and shows the process of its implementation. The most important changes consider the harmonization of Ukrainian legislation along with international principles, establishment of special independent anti-corruption authorities, minimization of corruption within the judicial system and etc. Adoption of the developed laws to best European standards in anti-corruption sphere has a significant meaning on the way to fighting corruption in Ukraine. On the other hand, it’s clear that it is a long-term process and its results will be seen only in the case of a chain of actions: implementation laws into reality, effective activity of independent anti-corruption authorities and participation of the public.

Political corruption is a multidimensional phenomenon, concerning political authorities at all possible levels. It is defined as the abuse of power by political entities in order to obtain personal benefits in the form of greater power or wealth. It shows that the subject of political corruption is not only material benefits but also the mechanisms of increasing the influence or special treatment. The character of political corruption results in the public interest in it, enhanced by the public character of the individuals it refers to. It is also influenced by the processual character of the phenomenon itself, but first of all by the specific attractive nature of corruption in social awareness. The article presents the findings of research concerning opinions on political corruption. Its goal is to study the relationships between the respondents' opinions on political authorities' honesty and the determinants of corrupt phenomena. The main research question is: Is there any relationship between the person's opinion on political authorities' honesty and the person's perception of political corruption? The hypothesis related to the question assumes there is a connection between the perception of political authorities' honesty and the evaluation of components of political corruption. The research is part of a research project carried out by the IPSO ORDO Academic Foundation on the perception of the corruption phenomenon in the public domain.

Tworzenie niezależnych agencji, biur lub komisji antykorupcyjnych staje się częstą praktyką stosowaną przez państwa zmierzającą do kompleksowej walki z korupcją. Tego rodzaju rozwiązania instytucjonalne wprowadziło wiele państw w Europie, Afryce, Azji i Ameryce, również w Polsce utworzono antykorupcyjną agencję pod nazwą Centralne Biuro Antykorupcyjne. Na potrzebę tworzenia agencji antykorupcyjnych zwrócono również uwagę na płaszczyźnie międzynarodowej. Szereg konwencji dotyczących zapobiegania i zwalczania korupcji zobowiązuje strony do tworzenia odpowiedniego organu lub organów, których głównym celem będzie zapobieganie i zwalczanie korupcji. W opracowaniu dokonano przeglądu rozwiązań instytucjonalnych przyjmowanych w różnych państwach, zwracając szczególną uwagę na wiodące w świecie agencje antykorupcyjne (w Hong Kongu, Singapurze i Australii) oraz na te państwa, które wg indeksu percepcji korupcji szacującego ogólny poziom korupcji w państwie nie osiągnęły najwyższych wyników, by wykazać, że instytucje takie per se nie likwidują korupcji. Istotną rolę bowiem odgrywa wiele innych czynników, w szczególności trójwymiarowa strategia: wykrywania, zapobiegania i edukacji społecznej.
Creating independent agencies, offices or anti-corruption commissions becomes a common practice used by the states aiming to a comprehensive fight against corruption. This kind of institutional arrangements introduced in many countries in Europe, Africa, Asia and America, also in Poland created an anti-corruption agency called the Central Anticorruption Bureau. The need for creation of anti-corruption agencies also highlighted at international level. A number of international documents on preventing and combating corruption contain a requirement to create the appropriate agency or unit whose main purpose is to prevent and combat corruption. The paper reviews the institutional solutions adopted in different countries, with special emphasis on the leading anti-corruption agencies in the world (in Hong Kong, Singapore and Australia) and those countries, where according to the Corruption Perceptron Index, which estimates the level of corruption in the country, have not reached the highest results, to demonstrate that such institutions per se do not eliminate corruption. Many other factors play more important role, like, three-dimensional strategy: detection, prevention and public education.

Artykuł podejmuje problem analizy zmian mierzonego w badaniach społecznych poziomu korupcji i jej postrzegania w Polsce w ciągu ostatnich kilkunastu lat. Autorzy przedstawiają i interpretują wiele miar poziomu korupcji i percepcji korupcji tworzonych na podstawie różnego rodzaju badań i analiz, próbując odpowiedzieć na pytania o powody zmienności wskazań, a także – na bazie danych – o skuteczność polityk antykorupcyjnych podejmowanych Polsce.
The authors discuss the changes in the level of perception of corruption in Poland in the last 20 years. They present many measures of (perception of) corruption in order to explain their changeability in time and the differences between them. They also raise the problem of efficiency of anti-corruption policies with regard to measured levels of corruption.

The phenomenon of corruption in Russia, shown in the historical perspective, is described here by changes of legislation in this matter throughout the ages. It is clearly seen that changes of legal regulation tried to penalize many new aspects of bribery and to increase of penalty. The attitude of the society, both Russian and Soviet, shows that legal regulations have been ignored not only by citizens, but also by the state’s officers. The scale of corruption now and damages it causes is an evidence that there is no effective system of protection against these crimes in Russia.

The author examines the causes behind corruption and checks why strategies designed to combat corruption fail to produce the expected results. The analysis is based on a review of the extensive body of empirical research into the sources of corruption and a descriptive analysis of the effectiveness of anti-corruption measures. The author offers a definition of corruption and presents the most common anti-corruption programs. He also describes problems widely associated with empirical studies involving corruption. The analysis addresses four issues: the overall level of development; the public sector; political institutions; and limitations to a free market and competition. Contrary to popular belief, not all the measures commonly proposed in the ongoing public debate on corruption will work in practice, Goczek says. For example, political reforms are unlikely to produce the desired results. Anti-corruption reforms should be geared toward limiting the room for corruption by reducing the number of transactions subject to arbitrary decision-making and by delegating authority to the market instead of the government. It is necessary to limit the powers of politicians and officials in areas such as the issuance of business permits and licenses, the author says. This should be accompanied by measures designed to limit the government’s monopoly in areas such as barriers to market entry, interventionism, economic freedom and competition. One possible reason why anti-corruption measures fail to deal with the real causes behind the problem is that far-reaching economic reforms are unpopular in Poland, the author says. Many anti-corruption programs are ineffective because they are often only a “smoke screen” designed to hide inaction, Goczek concludes.

Corruption is present in every country in the world. The Scandinavian countries are leading on the lists of the least corrupt countries. Norway is however with the highest rate of corruption. The paper raises the issue of corruption in Poland and Norway, taking into account the statistics illustrating the scale of this phenomenon. The author also compares the outline of criminal laws of both countries and tries to answer to the question what affects the number of committed crimes, taking into account the methods of counteracting them. The article includes a description of the so-called “nordic factors” that are characteristic of Scandinavian countries and which significantly contribute to the reduction of corruption.
Zjawisko korupcji jest obecne w każdym kraju na świecie. Kraje skandynawskie przodują na listach najmniej skorumpowanych państw. Norwegia jednak odznacza się wśród nich najwyższym wskaźnikiem korupcji. Opracowanie porusza problematykę korupcji w Polsce i Norwegii, z uwzględnieniem statystyk ilustrujących skalę tego zjawiska. Autorka porównuje także w zarysie przepisy karne tych państw i próbuje odpowiedzieć na pytanie, co wpływa na liczbę popełnianych na tym tle przestępstw, uwzględniając metody przeciwdziałania im. W artykule uwzględniono opis tzw. czynników nordyckich, które są charakterystyczne dla państw skandynawskich i które w istotny sposób przyczyniają się do zmniejszenia zjawiska korupcji.

The article attempts to thoroughly discuss and interpret actions and mechanisms strictly related to corruption, associated with the abuse of authority, mandated responsibilities and decision-making competences. The author discusses broad understanding of the notion of corruption, provides his own definition of corruption and presents substantive arguments to justify his reasoning and perception of specific events and processes. In his article, the author also analyses the proceedings patterns which are characteristic of the so-called legal corruption. Special attention is paid to the motives and objectives of actions taken, as well as the consequences of such practices. In the later part of the study, the premises and circumstances are discussed, which are significant for the abuse of power qualified under the provisions of Article 231 of the Criminal Code.

The Polish-Lithuanian state was at the summit of its power in the 16th century. It was fully entitled to be proud of a flourishing development of culture, of its military achievements and a successful economic development. Nevertheless, it was then that predictions of the state’s decline began to appear. The Catholic Church, too, felt itself endangered, its representatives resenting the toleration of numerous heresies. Complaints about corruption, which was quite frequent in judicature, were widespread. These black visions of the future multiplied in the second half of the 17th century. They materialised a hundred years later when after the three partitions the state lost its independence for 123 years (1795-1918).
