In this paper the hybrid supervisory control architecture developed by Famularo et al. (2011) for constrained control systems is adopted with the aim to improve safety in aircraft operations when critical events like command saturations or unpredicted anomalies occur. The capabilities of a low-computational demanding predictive scheme for the supervision of non-linear dynamical systems subject to sudden switchings amongst operating conditions and time-varying constraints are exploited in the flight control systems framework. The strategy is based on command governor ideas and is tailored to jointly take into account time-varying set-points/constraints. Unpredictable anomalies in the nominal plant behaviour, whose models fall in the category of time-varying constraints, can also be tolerated by the control scheme. In order to show the effectiveness of the proposed approach, simulations both on a high altitude performance demonstrator unmanned aircraft with redundant control surfaces and the P92 general aviation aircraft are discussed.

Opis:
Due to different reasons a significant modal shift from railway to road transport took place over last decades. The basic reasons are pointed in the paper introduction together with contradicting transport policy taking into account environmental and economical challenges. Political vision to stimulate modal shift from road and air to railway cannot become true without achieving railway technical and operational interoperability. Paper describes wide range of technical barriers between individual intraoperable railway systems in civil engineering structures, traction power supply, control command and signalling and the ways, which are being applied to ensure stepwise converging of the technical solutions taking into account safety and technical compatibility, as well as other essential requirements, namely: reliability, accessibility, health and environment.
Europejska polityka transportowa od dwudziestu już lat zakłada secesję kolei jako ekonomicznie i środowiskowo cennego środka transportu. Tak się jednak nie dzieje, więc pytanie o przyczyny jest jak najbardziej zasadne. Artykuł wychodzi od powodów i uwarunkowań szybkiego rozwoju kolei w pierwszej połowie dwudziestego wieku by pokazać praprzyczyny dzisiejszego braku konkurencyjności kolei oraz wyzwania i rozwiązania proponowane i stosowane dla właściwego uwzględnienia kolei w zrównoważonym systemie transportu w Unii Europejskiej.

The time of dynamic information and multi - information system development have been gaining popularity on the crisis management and rescue operation decision support systems field. Environmental differences between emergency services are the main causes that the decision support systems are different each other. The article shows that the State Fire Service dispatcher centers have nearly the same solution. The paper presents results of the research on Decission Support System called "SWDST" that were being carried out on the county (municipal) level last year. The article briefly describes system characteristic, the range of system and modules implementation and supporting.

Niniejszy artykuł opisuje problematykę certyfikacji interfejsów w świetle obowiązujących regulacji prawnych na przykładzie interfejsów związanych z podsystemem sterowanie – urządzenia przytorowe. W opracowaniu umiejscowiono w systemie kolei podsystem sterowanie oraz jego interfejsy. Przedstawiono zagadnienia formalne związane z certyfikacją interfejsów oraz podstawę prawną do realizacji procesu. Na potrzeby artykułu dokonano podziału na certyfikację interfejsów w ramach certyfikacji zgodności typu i zgodności z typem oraz certyfikację interfejsów w kontekście interoperacyjności. Omówiono genezę, wymagania, zakres sprawdzeń i badań, kompetencje jednostek dokonujących certyfikacji oraz przypadki braku precyzyjnych wytycznych zauważonych w dokumentach normatywnych. Przedstawiono także propozycję zmian i uzupełnień w dostępnych aktach prawnych.
This article presents the issue of interfaces certification in the light of the applicable legal regulations on the example of interfaces related to the control- command and signalling subsystem - track-side equipment. In this study, the control-command subsystem and its interfaces are located in the railway system. Formal issues related to the certification of interfaces and the legal basis for the process implementation are presented. For the purpose of the article, a distinction between the certification of interfaces under type-certification and type conformity and certification of interfaces in the context of interoperability has been made. The genesis, requirements, scope of tests and inspections, competences of certification bodies and cases of lack of precise guidelines noted in normative documents are discussed. The amendments and additions to the available legislation are also proposed.

The aim of the study is to analyse the changes in the command and control functions of cities in 2006 and 2012 based on the method of gravity centres. The analysis was performed both for individual sectors of the economy, as well as for European ones. On the basis of the International Potential Indicator, the shift of the centre of gravity of the command and control functions of cities to the East was noted. Nowadays, mainly due to the development of Central and Eastern Europe and the progressive European integration (rising to the East and South), the relocation of many companies from West to East and the growing importance of local companies in developing countries are increasing. It can be said that the importance of the command and control functions of cities in developing countries has increased (Russia, Poland). There was a decline in the importance of the blue banana region and British and German cities. This is especially visible in terms of the number of headquarters in the Eastern part of the continent. However, the capital shift is not that clear and the German and British corporations still remain strong leaders in Europe.
Celem artykułu jest analiza zmian wartości funkcji kontrolno-zarządczej ośrodków miejskich w latach 2006 i 2012 w oparciu o metodę centrów grawitacji. Zakres czasowy analizy obejmował okres światowego kryzysu gospodarczego oraz zależny był od dostępności danych. Analizę przeprowadzono zarówno dla poszczególnych sektorów gospodarki, jak i dla międzynarodowego wskaźnika potencjału (MWP). Na podstawie użytego wskaźnika MWP zauważono przesunięcie środka ciężkości funkcji kontrolno-zarządczej miast w kierunku wschodnim. Współcześnie, głównie w wyniku rozwoju obszarów Europy Środkowo- -Wschodniej oraz postępującej integracji europejskiej (wzrastającej w kierunku wschodnim i południowym), następuje wzrost znaczenia lokalnych przedsiębiorstw w krajach rozwijających się. Można stwierdzić, że nastąpił wzrost znaczenia funkcji kontrolno-zarządczej miast w krajach rozwijających się (Rosja, Polska). Zaobserwowano spadek znaczenia tzw. niebieskiego banana (blue banana), a przede wszystkim ośrodków brytyjskich i niemieckich. Szczególnie widoczne jest to pod względem zwiększenia się liczby siedzib zarządów na wschodzie kontynentu. Jednakże przemieszenie kapitału nie jest aż tak wyraźne i w dalszym ciągu korporacje niemieckie i brytyjskie pozostają zdecydowanymi liderami w Europie.

The Command and Control System of the Armed Forces of the Republic of Poland constitutes an essential element of the State Defense System. Its primary function is to enable decision-makers and commanders at all levels to make decisions and to create systems of actions that, in the course of the operation, achieve strategic, operational and tactical goals. Various external factors and internal conditions influence the structure and then the functioning of this system. This system is subject to continuous evaluation and, consequently, changes that are to lead to its improvement, so that the assumed goals are achieved efficiently and effectively. The article discusses three groups of conditions directly, and with certain factors indirectly, affecting the organization of the command and control system as well as its functioning. The first one concerns the change in the nature of modern security threats. With regard to the short characterization of hybrid activities, subliminal actions, and asymmetric threats, it was indicated how they determine the requirements regarding the organization and functioning of the Armed Forces Command and Command System adequate to such situations. The findings of the 2016 Strategic Defense Review and its result document – the Defense Concept of the Republic of Poland constitute the second group of factors. In the consequence of strategic analysis, the conclusions and recommendations included in the Concept should be taken into account when introducing changes to the command and control system. In the last part, it was pointed out how the decision to establish the Territorial Defense Forces (WOT) and the organizational assumptions resulting from it concerning their structure, tasks, and rules of operation influenced the changes in the Command and control System of the Polish Armed Forces. The conditions presented in particular parts of the study should be considered during the forecasted and partially implemented organizational and functional improvements to the Polish Armed Forces Command and control System.
System Kierowania i Dowodzenia Siłami Zbrojnymi RP stanowi ważny element Systemu Obronnego Państwa. Zasadniczą jego funkcją jest umożliwienie decydentom oraz dowódcom na wszystkich poziomach podejmowanie decyzji oraz tworzenie systemów działania, które w toku działania osiągają odpowiednio cele strategiczne, operacyjne i taktyczne. Na architekturę, a następnie funkcjonowanie tego systemu ma wpływ wiele czynników zewnętrznych oraz uwarunkowania wewnętrzne. System ten podlega ciągłej ocenie, a w konsekwencji zmianom, które mają powodować jego doskonalenie, tak aby zakładane cele były osiągane skutecznie i efektywnie. W artykule omówiono trzy grupy uwarunkowań wpływających bezpośrednio, a w odniesieniu do pewnych czynników pośrednio na zorganizowanie systemu kierowania i dowodzenia oraz jego funkcjonowanie. Pierwsze z nich dotyczą zmiany charakteru współczesnych zagrożeń bezpieczeństwa. W odniesieniu do krótkiej charakterystyki działań hybrydowych, działań podprogowych oraz zagrożeń asymetrycznych wskazano, jak determinują one wymagania w zakresie adekwatnej do takich sytuacji organizacji i funkcjonowania Systemu Kierowania i Dowodzenia Siłami Zbrojnymi RP. Jako drugą grupę czynników przedstawiono wyniki Strategicznego Przeglądu Obronnego 2016 oraz jego dokumentu wynikowego – Koncepcji Obronnej RP. Jako efekt analizy strategicznej, wnioski i rekomendacje ujęte w Koncepcji powinny być uwzględnione podczas wprowadzania zmian do systemu kierowania i dowodzenia. W ostatniej części wskazano, jak na zmiany w Systemie Kierowania i Dowodzenia Siłami Zbrojnymi RP wpłynęła decyzja o utworzeniu Wojsk Obrony Terytorialnej (WOT) oraz wynikające z niej założenia organizacyjne dotyczące ich struktury, realizowanych zadań oraz zasad funkcjonowania. Przedstawione w poszczególnych częściach opracowania uwarunkowania powinny być brane pod uwagę podczas prognozowanych i po części wdrażanych zmian organizacyjnych i funkcjonalnych Systemu Kierowania i Dowodzenia Siłami Zbrojnymi RP.

Celem artykułu jest zaprezentowanie analizy funkcjonalności systemu dowodzenia sił powietrznych w aspekcie narodowym i sojuszniczym. Autorzy artykułu szczególną uwagę skupili na wykazaniu mankamentów systemu dowodzenia siłami powietrznymi w czasie pokoju, kryzysu i wojny, zwłaszcza w toku realizacji zadań na rzecz systemu bezpieczeństwa narodowego. Dlatego też w treści artykułu przedstawiono dogłębną analizę funkcjonowania stanowisk dowodzenia jednostek sił powietrznych na wszystkich poziomach organizacyjnych, od Dowództwa Sił Powietrznych RP, do szczebla pododdziału, wskazując na problemy kompetencyjne i funkcjonalne w toku realizacji zadań. W części końcowej artykułu zaprezentowano potencjalne zadania sił powietrznych w systemie bezpieczeństwa narodowego, wskazując na uwarunkowania ich realizacji wynikające z systemu dowodzenia.
This article aims to present the analysis of functionality of the air force command system in national and allied aspects. The authors have focused attention on demonstrating the shortcomings of the air force command systems in times of peace, crisis and war, especially in the course of implementation of tasks for the national security system. Therefore, the article presents an in-depth analysis of the functioning of the command posts of the air force at all organizational levels, from the air force command down to the squadron level, pointing to competency and functional problems during the implementation of tasks. The final part of the article presents a potential missions of the air force in the national security system, indicating the conditions related to the command system.

Large corporations are an important aspect influencing the status of the city in the international context. The aim of this article is to determine the level of development of the command and control functions of cities in Central and Eastern Europe. These functions are defined on the basis of revenues from sales and net income of 600 corporations whose headquarters are located in Central and Eastern Europe for the years 2008 and 2012. The impact of each sector was also examined. During the economic slowdown in 2008–2012, revenues from sales and net income of the examined corporations slightly increased. The highest level of development of control and management functions has been observed in two capitals: Prague and Warsaw. In addition, a decrease in the number of cities in which the head offices were located was noted, which is different from the trend observed on a global scale.
Wielkie korporacje mają duży wpływ na rangę miasta na arenie międzynarodowej. Celem artykułu jest określenie poziomu rozwoju funkcji kontrolno-zarządczych miast Europy Środkowo-Wschodniej. Określono je na podstawie przychodów ze sprzedaży i zysku netto 600 korporacji (dla lat 2008 i 2012), których siedziby zarządów zlokalizowane są w Europie Środkowo-Wschodniej, oraz wpływu poszczególnych sektorów na tę funkcję. Na podstawie przeprowadzonych badań wykazano, że mimo spowolnienia gospodarczego w latach 2008–2012 przychody i dochody badanych korporacji nieznacznie się zwiększyły. Najwyższy rozwój funkcji kontrolno-zarządczych w analizowanym regionie odnotowano w dwóch stolicach: Pradze i Warszawie. Ponadto zauważono zmniejszenie się liczby miast, w których zlokalizowane były siedziby zarządów, co jest odmienną tendencją od obserwowanej w skali globalnej.

The subsystem defining the principles of command and control of armed forces is a key element of the national security system. The command and control system in a given country is determined by its organization, degree of development, form of government and the political and socio-economic system prevailing in it. Tradition, historical heritage, as well as intellectual and material achievements, and above all the geopolitical position, also play a crucial role. This article presents the evolution of political and normative views and solutions in the area of building a new system of command and control of armed forces, taking into account the changing external and internal conditions from the beginning of the political transformation in Poland, initiated in 1989, to the currently functioning system, in force since January 1, 2014.
