Opis:
The purpose of this paper is to analyze the impact of the European Union’s multiannual financial framework 2021–2027 on regional governance in Poland. The article is based on results of the research in the area of multilevel governance of the EU in the context of regional development. In particular, it aims to explore the influence of strategic and financial arrangements which might determine the processes of regional govern-ance in Poland. The paper shows the key proposals elaborated by the European Commission and their potential consequences for the Polish regions. The final section of the paper describes how a new mechanism in the area of the rule of law as part of the conditionality rule can limit the access to the European Structural and Investment Funds for Polish regions. The paper has been elaborated using the following two methods: 1) institutional analysis of the key EU law regulations in the area of multiannual financial framework and regional policy; 2) case study. The article also implements up-to-date scholarly findings included in available scientific literature. The added value of the article is that the subject in question is yet to be discussed extensively by researchers.

This study examines the role of theEuropean Union (EU) and domestic actors in the development of the rule of law (judicial quality) in Romania between 2000 and 2009. This study offers an empirical analysis of rule of law development across two key dimensions (1. judicial capacity, 2. judicial impartiality). The findings of the study show that, while the reform actions of domestic change agents and the EU led to improvement on the judicial capacity dimension of the rule of law (efficiency-related aspects), there was considerable persistence on the judicial impartiality dimension (power-related aspects). The limited transformative power of the EU is explained by the strong resistance of clientelistic veto players, who captured the reform process and undermined the creation of de facto rule of law.

Although the governments of Poland and Hungary seem to similarly contest the conditionality mechanism that requires one to respect the rule of law when using EU funds, there are differences between these countries. They become visible in the framing of political communication as regards the opposition parties. This article seeks to identify the grounds of the competition from parliamentary opposition of the governments in relation to the EU Recovery and Resilience Fund. An analysis of 2021's parliamentary debates on national recovery and resilience plans revealed three communication frameworks: the financial frame (the policy dimension), the quality of governance frame (the politics dimension), and the European integration frame which shaped domestic political rivalry (the polity dimension). Differences within these framings between the narrative of the Polish and Hungarian opposition resulted from different institutional and structural contexts. The study confirms the importance of national opposition parties for the analysis of the process of European integration. The existence of a liberal opposition may promote the salience of the topic of European integration in domestic political debate.
