W artykule przedstawiono wybrane, kluczowe zagadnienia inżynierii systemów oraz modelu V na przykładzie tworzenia projektu systemu Kolei Metropolitalnej (KM) dla obszaru Górnośląsko- Zagłębiowskiej Metropolii (GZM). Uwzględniono etapy dotyczące metodologii projektowania koncepcji Kolei Metropolitalnej (M-K-KM) oraz konstrukcji koncepcji Kolei Metropolitalnej (K-KM). Omówiono m.in. założenia systemowe metodologii tworzenia koncepcji systemu oraz zastosowanie modelu V jako narzędzia inżynierii systemów. Zaprezentowano ogólne wytyczne dla projektów wysokiego poziomu i szczegółowej koncepcji systemu KM.
The article presents selected key issues of system engineering and model V on the example of the development of the Metropolitan Railway system (KM) project for the Upper Silesian Metropolis area. The stages of systems engineering concerning the methodology of designing the concept of the Metropolitan Railway (M-K-KM) and the construction of the concept of the Metropolitan Railway (K-KM) were included into presentation. Different system assumptions of the methodology for creating the system concept and the use of the V model as a system engineering tool have been discussed. General guidelines for high-level projects and the detailed concept of the KM system were presented.

Artykuł przedstawia koncepcję zintegrowanego systemu sterowania hybrydową wyrzutnią elektromagnetyczną. Głównym elementem koncepcji systemu sterowania będzie sterownik czasu rzeczywistego CompactRIO-9022, który pełnić ma również funkcję kontrolno – pomiarową. System będzie połączony do sieci LAN umożliwiając tym samym zdalne sterowanie pracą wyrzutni. W publikacji opisano również sterownik CompactRIO-9022 wraz z kartami rozszerzeń oraz program LabView.
The article describes concept of an integrated control system for the hybrid electromagnetic launcher. The main issue of the concept control system is to use a real-time controller (CompactRIO-9022) playing additionally role of a measurement system. The control system will be connected to LAN network, which allows to remote control of launcher. In article used controller is described specifically also with available extension and LabView software.

Redefinicja polskiego systemu ubezpieczeń społecznych została częściowo dokonana w 1999 roku, ale dotyczyła tylko ubezpieczenia emerytalnego i wypadkowego (bez ubezpieczenia chorobowego i rentowego). Zrealizowano ją między innymi poprzez zmianę idei funkcjonowania systemu zmieniając ideę solidarności w tych ubezpieczeniach na ideę indywidualnej przezorności. Zmiana ta to w istocie prywatyzacja polskich ubezpieczeń społecznych. Niestety, przeprowadzona redefinicja znacznie pogorszyła efektywność finansową systemu ubezpieczeń społecznych w Polsce. Niniejszy artykuł prezentuje brak jednolitości systemu ubezpieczeń społecznych w Polsce oraz efekty finansowe stosowanych aktualnie rozwiązań. W przedstawionych wnioskach wskazano możliwe kierunki działań sanacyjnych ukierunkowanych na ujednolicenie systemu, tak by system ten był spójny i efektywny finansowo. Wykorzystaną metodą badawczą była analiza dokumentów (aktów prawnych z zakresu ubezpieczeń społecznych i sprawozdań finansowych Funduszu Ubezpieczeń społecznych (FUS). Narzędziem badawczym zastosowanym do zdiagnozowania efektywności finansowej istniejących rozwiązań był opracowany na potrzeby analizy miernik efektywności finansowej systemu.
The Polish social security system was partially re-defined in 1999, however, the re-definition concerned only retirement and accident insurance at that time (excluding sickness and disability insurance). This re-definition was based, among other things, upon a change in the concept of the system's functioning, from the principle of solidarity to the principle of individual precaution. This change meant, in fact, the privatization of the Polish social security system. Unfortunately, the implementation of the redefinition ideas resulted in a significant decline in the financial effectiveness of the social security system in Poland. This article presents the lack of uniformity of the social security system in Poland and the financial effects of the solutions that are being currently applied. The conclusions presented in the paper indicate the possible directions of corrective actions aimed at unifying the system to make it coherent and financially effective. The research method used for the purposes of the study was an analysis of documents (legal regulations regarding the social security system and financial reports of the Social Insurance Trust Fund (FUS). The research tool used to evaluate the financial efficiency of the existing solutions was the financial efficiency meter of the system, developed for the purposes of the analysis.

This paper identifies the main flaws, dilemmas and challenges concerning the concept of civic education and teaching democracy in the Czech schooling system after 1989. Special focus is placed on the urgent need for the application of more pluralist, constructivist and procedural approaches that would enhance the traditional concepts of social science education based on facts and typologies. In this regard, methods and trends promoting the principle of civic education as a multidimensional and everyday phenomenon are applied, since such understanding of civic identity has become even more urgent in recent two years with the reflection of issues concerning the SARS‑CoV‑2 situation. To suggest and analyse possible means to this end, the study outlines two dominant causes of the low prestige and effectivity of civic education in the Czech Republic: first, the implicitly ideological and universalist character of the current national curriculum, which is not able to accept social values as a permanently flowing and contextually based discourse; second, the prevalence of ethnic attributes in the process of national identification which impede any relevant efforts to treat collective identity and citizenship in an open pluralist way. Nonetheless, the main focus of the paper lies in its empirical part where the fundamental pillars and particular activities from the current EU project—realised at several Czech universities and grammar schools in recent three years—are both presented and analysed. On the basis of this project analysis, the paper aims to demonstrate that together with the implementation of procedural, interpretative and constructivist understanding of social reality, even more radical questions—linked to postmodern democratic theory—such as the notion of agonist democracy, the impact of social networks, the reflection of instrumental manipulative behaviour as well as more unbiased interpretations of human liberty should be addressed in the Czech current educational discourse as well.

Janusz Korczak has his unique contribution to the development of work with street children. The purpose of this text is an attempt to answer the question: what has Korczak in common with people who are working with the category of abandoned, neglected children nowadays? To what extent his views, developed over a hundred years ago, are an inspiration for educators taking up work in the street space today? To answer these questions I will refer both to Korczak’s thoughts contained in his works as well as to the texts created by contemporary educators. The analyses confirm that the common feature of the described projects is the concept of sharing the world. Both Korczak and pedagogues of the street situate themselves close to the children’s community, participating in their everyday life. Both pedagogues and Korczak refer to a similar concept of the child, focusing primarily on the child’s potential. They try to get to know the child’s living conditions and by understanding its habitus they aim to take actions appropriate to child’s abilities, avoiding elements of symbolic violence.

Celem studium przypadku jest przedstawienie odmiennego niż prezentowany w polskiej i światowej literaturze chińskiego modelu ustrojowego. Autor studium konstatuje, że nie jest to odmiana jakiejkolwiek wersji ustroju kapitalistycznego czy ustroju socjalistycznego znanego z historii. Zwraca też uwagę, że ustrój ten w większym stopniu został oparty na pragmatycznym planie niż na zdefiniowanej naukowo wizji. Ma to swoje istotne przyczyny, ale wiąże się też z negatywnymi skutkami. Autor zastanawia się nad swoistego rodzaju historyczną zagadką co do możliwości pojawienia się w prawie niezauważalny dla rządów i ośrodków analityczno-naukowych sposób konkurencyjnej wobec kapitalistycznej formy ustrojowej, odmiennej jednocześnie od radzieckich rozwiązań ustrojowych i wyraźnie zyskującej przewagę nad pozostałymi konkurentami ustrojowymi.
The purpose of the present case study is to present a different model of the Chinese political system than the one which is persistent in Polish and world literature. The author of the study demonstrates that it is neither a variation upon any version of the capitalist system nor a modified version of the socialist system, e.g. the Soviet system or one modelled on it. He also points out that the Chinese system is built in a more pragmatic dimension, rather than on the basis of a vision elaborated by scientists. There are important valid reasons for this, but there are also major drawbacks. The proposed publication is a case study which attempts to partly resolve a historical mystery that requires a separate, more extensive analysis. The question posed in the study is: why is it that a vast proportion of world capital, which has effectively dominated the world at the end of the 20th and at the beginning of the 21st century and is guided by immediate, short-term interests, has allowed an effective political competitor to emerge over an entire, vast continent. This rival Chinese system is of incomparably greater significance than anything the Soviet system ever achieved. Big capital, the governments representing it and their think tanks appear to have missed the rise of such a major competitor which is not only difficult to eliminate, but is clearly getting an edge over western capitalism.

It is difficult to imagine socio-economic relations without property. Ownership can be understood differently: narrowly – as a right within the meaning of civil law and broadly – as in fact any right belonging to a person that together with other rights forms property of this person. Therefore, ownership is of interest to almost all branches of law, including constitutional law. As a consequence, ownership can be regarded as a single right, especially within the meaning of the Civil Code, or as institution that includes ownership rights and associated obligations. Nowadays, these obligations become more and more important because property is regarded as a social function and not only as an absolute right of the owner. The social perspective of ownership makes the property differentiated by its object. In this way various legal regimes of ownership are created, including agricultural property of great social significance. Agricultural property is a basic element of the agricultural system that is constitutionally based on a family farm. The state, shaping the agricultural system in the assumed way, regulates the agricultural system accordingly. This is done, among others, by the Act of 2003 on the shaping of the agricultural system that also defines a family farm. However, the Act, contrary to its title, regulates only the transfer of ownership of agricultural lands and farms. The provisions of the Act raise serious objections both in terms of assumptions and in terms of applied legal solutions. The source of these defective regulations, after the transformation of the political system at the turn of the 1980s and 1990s, is a fact that in Poland the model of the agricultural system has never been developed.

Practical use of solutions preparation of financial statements by the IASB / FASB for the first time in the company associated with the introduction of relevant standards and regulations. Choosing the right criteria for the distribution of assets and liabilities affect the value of financial statement information by the IASB / FASB. The condition for the effective and efficient implementation of the concept of the financial statements by the IASB / FASB in the company's application of the relevant rules and procedures for the transition from the previous system to the new. The paper identifies areas that require a new approach and presents an overview of innovative approaches to the implementation of the preparation of financial statements by the IASB / FASB for the first time.

The term ‘human rights’ is used to describe the rights of every person, regardless of their nationality or social position. In the doctrine, the term is also understood differently as the material, social and cultural premises of human independence. Both the concept and the content of the principle of sustainable development are the subject of a broad debate involving representatives of different scientific disciplines, publicists, and politicians representing different options. The authors of the article analyze the principle of sustainable development in the context of human rights. From the text of Art. 5 of the Constitution, it can be deduced that the principle of sustainable development in this layer is a human and civil right, broader than the law, relating to living in an uncontaminated environment. The core of the concept of sustainable development, which is not sufficiently emphasized due to its “appropriation” by ecologists and its complexity unduly perceived by lawyers, is that it formulates rights for future generations. The perception of these rights by the creators of the Polish Constitution, both in its preamble and in its Article 5, should be considered momentous and anticipating its creation.
Termin „prawa człowieka” jest używany do opisania praw każdej osoby, niezależnie od jej narodowości czy pozycji społecznej. W doktrynie termin ten jest też różnie rozumiany jako materialne, społeczne i kulturowe przesłanki samodzielności człowieka. Natomiast koncepcja, jak i treść zasady zrównoważonego rozwoju są przedmiotem szerokiej debaty z udziałem przedstawicieli różnych dyscyplin naukowych, publicystów i polityków reprezentujących różne opcje. Autorzy artykułu w swoim opracowaniu poddają analizie zasadę zrównoważonego rozwoju w kontekście praw człowieka. Z treści art. 5 Konstytucji można wywnioskować, że zasada zrównoważonego rozwoju w tej warstwie jest szerszym od prawa prawem człowieka i obywatela, odnoszącym się do życia w środowisku nieskażonym. Sednem koncepcji zrównoważonego rozwoju, niedostatecznie podkreślanej ze względu na jej „zawłaszczanie” przez ekologów i niewłaściwie postrzeganą przez prawników złożoność, jest formułowanie praw dla przyszłych pokoleń. Postrzeganie tych praw przez twórców Konstytucji RP, zarówno w jej preambule, jak i w art. 5, należy uznać za doniosłe i antycypujące jej powstanie.

Opis:
The aim of the study is to identify and descript the process of inmutation (bringing negative changes) in the systems of values and attitudes among volunteers on given examples (written reports from voluntary work in Spain, Georgia and Uganda). The author refers to his own theory of mutation and inmutation of society, which is placed in the thematic area of social cognition.
Celem artykułu jest identyfikacja i opis procesu inmutacji (wnoszenia zmian negatywnych) w postawy i systemy wartości wolontariuszy (na przykładzie pisemnych relacji wolontariuszy pracujących w Hiszpanii, Gruzji i Ugandzie). Autor odwołuje się do swojego autorskiego konceptu mutacji i inmutacji społeczeństwa, mieszczącego się w obszarze poznania społecznego.

Opis:
The article deals with issues of ensuring the reliable and safe city transport system operation through the use of the rational management methods. To make evidence-based management decisions are encouraged to use worked out intelligent decision support system. It is shown that a comprehensive solution of the city transport system management contributes to the sustainable development of the region.
В статье рассматриваются вопросы обеспечения надежного и безопасного функционирования транспортной системы города путем использования рациональных методов управления. Для принятия научно-обоснованных управленческих решений предлагается использовать разрабатываемую интеллектуальную систему поддержки принятия решений. Показано, что комплексное решение задачи управления транспортной системой города способствует реализации концепции устойчивого развития региона.

Opis:
Upbringing and teaching processes are interrelated. During the separation of these processes some difficulties begin to arise, although in modern educational practice in some countries there is a tendency to separate them. An example of an empirical study of the properties of adaptation of children to school in the first grade shows that in the absence of the willingness of teachers to consider teaching and upbringing as related processes a dissonance is created between the demands of school on the one hand and the creation of psychologically conducive conditions to the education of the child on the other. Poor identification of the health condition of pupils, and reluctance to take into account their individual psychological characteristics do not make it possible to realize well the full scope of the learning process and to create an atmosphere conducive to successful learning in school.
