The paper focuses on the quite original and not much discussed subject of the relationship between volunteerism and community sense, whose support in Czech society has great potential for the development and functioning of a humane-oriented civil society. First, the paper depicts both concepts and capacity of volunteering utilization in the development of the community sense. Then it emphasizes two promising ways of volunteering support that take into account the educational and developmental context. These are the development of prosocial values and positive shaping of youth happiness. As the presented findings indicate, the individual happiness impacts on both the individual’s prosocial orientation and willingness to volunteer that is enhanced also by prosocial values.

The paper is an approach to present the category of social rights in the background of entire legal system of the human rights protection. It is particularly dealing with the issue of nature of the 2nd generation of human rights and its significance for society. It starts with a brief presentation of the philosophical (human dignity) and normative roots as well as a short historical view of the human rights’ codification; the established legal terminology (human rights, fundamental rights, individual rights and liberties) and various levels of the legal protection (international – of global or regional nature, supranational and national one). Thereafter it focuses directly on the issue of social rights. Unlike the 1st generation of human rights, they are rather connected with public activity, policy and services (facere) than with autonomy and liberty (non facere). This, in turn, demands appropriate institutional structures and procedures. Social rights are hardly provided – in a binding and effective way – by global or regional international law. Thus, the burden of their protection, guaranty and execution is satisfied by the particular state and depends on its economic and social circumstances. On the other hand – they significance is based on fact that they serve the protection of social security which is the fundamental issue for both – dignity and sense of community.

In the context of the current postmodernity and global world’s consumer societies, the author proposes the reading of the history of Polish cultural oikoumene (Gr. ‘inhabited’) – the Republic, from the perspective of moral courage constituting particular subjects’ fulfillment in the glory of life in this cultural and civilisational community of subjects. This review of the theoretical framework for Mastery Learning Theory and Sense of Community theories is provided in conjunction with a review of the literature for mobile technology in relation to language learning. Although empirical research is minimal for mobile phone technology as an aid for language learning, the empirical research that exists positively points toward mobile phone technology as a tool that is becoming more widely used and accepted by second language teachers. A conceptual application of the theoretical frameworks is applied to the use of mobile phone technology as a teaching aid for language learners, with the conclusion that there is an overlap worth researching empirically.

Opis:
The article presents the medieval accounts of the two short stories about the past of Lublin, concerning the siege of its castle by Tatars in the winter of 1340/1341 and the apparition of St. Michael to prince Leszek Czarny and the ruler’s subsequent victory over pagan Jatvings (1282). Following the traces of the familiarity of these narratives in the town up to the turn of the 16th century, it is argued that they were well recognized local traditions. They conveyed ideas of particular importance and attractiveness to theLublin community and provided a distinct way of perceiving of the important elements of townscape. Thus the stories about legendary history ofLublin influenced the sense of identity of theLublin community in several significant ways.
Artykuł przedstawia średniowieczne wersje dwóch opowieści o przeszłości Lublina, dotyczące oblężenia miejscowego zamku przez Tatarów na przełomie 1340 i 1341 r. oraz ukazania się świętego Michała księciu Leszkowi Czarnemu i zwycięstwa władcy nad Jaćwingami w 1282 r. Przyglądając się śladom znajomości tych narracji w mieście nad Bystrzycą do początku XVII w., autor dowodzi, że były to wówczas dobrze znane tradycje lokalne. Wyrażały one idee szczególnie ważne i atrakcyjne dla społeczności Lublina. Za ich sprawą członkowie miejscowej wspólnoty postrzegali ważne elementy miejskiej przestrzeni w swoisty dla swej grupy sposób. Można zatem dostrzec, że opowieści z kręgu legendarnych dziejów Lublina oddziaływały na poczucie tożsamości członków społeczności Lublina w kilku ważnych aspektach.

Opis:
Article focuses on the common phenomenon of involvement in the activities on the internet, such as participating in social networks. The measurement tool of a sense of virtual integration among internet users, is proposed. So-called, the VSI indicator (Virtual Social Integration) is defined as a need of affiliation that enhances in a virtual environment during online activities in social context. Presented studies show reliability and the validity of the measurement scale. The significances of internet users’ sense of social support, their number of online relationships and online activities’ diversity, are evidenced in relations with investigated VSI. Furthermore, there is no relation between VSI and internet addiction. Thus, it is identified as a beneficial social phenomenon that is a common practice of maintaining social bonds into virtual environment.

This article describes the characteristics of a PCSO institution against the background of legal and political changes. In accordance with the current legal regulations ‘the PCSO is a police officer appointed for a PCSO or senior PCSO post and a police officer who was entrusted with carrying out his /her official duties on these posts.’ Over the years the PCSO’s definition has evolved. At the beginning of the political transformation only a policeman who was trained on a PCSO course was assigned to the PCSO’s role. At that time he personified his/her function as a PCSO. Over time the regulations were adapted to the existing conditions. In 1999 a district division with the structure of three positions was created within the Police, namely the junior PCSO, PCSO and senior PCSO. After less than a year the positions of the junior and senior PCSO were liquidated, and thus the possibility of horizontal promotion was abolished. However, a PCSO evaluation system was introduced through a score-based assessment, consisting of calculating PCSO’s points for performing specific activities. In 2004 the score-based system for the assessment of PCSOs’ work was abolished. In 2007 two PCSOs categories were introduced with a limited range of tasks, a PCSO serving in urban and in non-urban areas. Over the years a number of changes have been made both in the PCSO structure itself and in the implementation of tasks that they had to perform. These changes are described in the article presented.
Artykuł ten opisuje charakterystykę instytucji dzielnicowego na tle zmian prawno- ustrojowych. Dzielnicowy zgodnie z obecnie obowiązującymi przepisami prawnymi to policjant mianowany na stanowisko dzielnicowego lub starszego dzielnicowego oraz policjant, któremu rozkazem personalnym powierzono pełnienie obowiązków służbowych na tych stanowiskach”. Na przestrzeni lat definicja dzielnicowego ewoluowała. Na początku transformacji ustrojowej do roli dzielnicowego wyznaczano policjanta mającego przeszkolenie na kursie dla dzielnicowych. Wówczas uosabiał on swoją funkcją instytucję dzielnicowego. Z biegiem czasu dostosowywano przepisy do istniejących uwarunkowań. W 1999 roku w strukturach Policji utworzono pion dzielnicowych o strukturze trzech stanowisk, a mianowicie młodszego dzielnicowego, dzielnicowego i starszego dzielnicowego. Po niespełna roku zlikwidowano stanowiska młodszego i starszego dzielnicowego a tym samym zniesieniu możliwości awansu poziomego. Wprowadzono za to system oceny dzielnicowych poprzez ocenę punkową, polegającej na naliczaniu punktów dzielnicowym za wykonanie określonych czynności. W 2004 roku został zniesiony system punktowy oceny pracy dzielnicowych. W 2007 roku wprowadzono dwie kategorie dzielnicowych o rozgraniczonym zakresie zadań, dzielnicowego pełniącego służbę w miastach i na terenach pozamiejskich. Na przestrzeni lat dokonywano szeregu zmian zarówno w samej strukturze dzielnicowych jak i w realizacji zadań jakie mieli do wykonania. Zmiany te zostały opisane w przedstawionym artykule.

The article adresses the problem of increasing cultural diversity of Wroclaw’s inhabitants which is a result of intensive migration of citizens of other countries to the city. For the majority of Wroclaw inhabitants experiencing cultural diversity is a new experience started in 1990’s . Based on the empirical data we try to present opinion of foreigners about their relationships with Polish inhabitants of Wroclaw as well as the attitude of Polish inhabitants of Wroclaw towards foreingers who in the growing numbers live in Wroclaw. In the light of the research data, secondary data and the review of literature one can pose a thesis about transformation of relatively ethnically and culturally homogenous Wroclaw community into multicultural community that is characterized by a positive and negative effects of thereof.
Artykuł podnosi problem zwiększonej różnorodności kulturowej mieszkańców Wrocławia, która jest rezultatem intensywnej migracji do miasta obywateli innych państw. Dla większości mieszkańców Wrocławia doświadczanie kulturowej i etnicznej różnorodności jest nowym doświadczeniem, zapoczątkowanym w latach 90. XX wieku. Na podstawie danych empirycznych staramy się zaprezentować opinie obcokrajowców o ich relacjach z polskimi mieszkańcami Wrocławia, jak również stosunek polskich mieszkańców Wrocławia do obcokrajowców, którzy coraz liczniej zamieszkują Wrocław. W świetle danych empirycznych, danych wtórnych i przeglądu literatury można postawić tezę o transformacji względnie jednorodnej etnicznie i kulturalnie społeczności Wrocławia w wielokulturową społeczność charakteryzującą się zarówno pozytywnymi, jak i negatywnymi konsekwencjami owej wielokulturowości.

The article discusses the sense of community of contemporary residents of the north-eastern Polish borderland. The process of individualisation and the contemporary direction of interpreting the concept of community constitute the background of the analyses. The adopted pedagogical perspective of narration has set out both the theoretical foundations of the presented research results, as well as their interpretation, stressing the importance of the local environment and its cultural nature as factors determining an individual’s consciousness of belonging to a community and taking responsibility for it. The article presents selected aspects of the statistical analysis of the sense of community and their interpretation.

The text presents an outline of the history of local government development in Poland over the last hundred years, with particular emphasis on the last three decades. Its importance was discussed in the process of decentralization and democratization of the broadly understood political system. It was emphasized that it was this segment that was the first to be subjected to democratic changes and that it is in this area, both objectively and in the opinion of the public, that one can speak about the greatest success in rebuilding the social and political system of Poland. The extremely important role of self-government in the socio-economic development of the state was also pointed out, which is also connected with the fact that in no other country local governments play such a significant role in using EU structural funds. The role of local self-government as a school of democracy was also presented, showing that it is increasingly a kind of a center for the cadres of central power elites. Particular emphasis was placed on the fact that it is at this level that the instruments of direct democracy are used to the greatest extent, which favors democratic education in increasing social subjectivity. . It was also pointed out that after the parliamentary elections in 2015, won by the "Prawica Razem" coalition, the central authorities are taking steps to strengthen their position in relation to the local government.

Opis:
Community is a conceptual category that originated from social sciences. However, from the cognitive and analytical point of view no universal definition of the term is available. Problems arise with respect to the definition framework of the category and ambiguity of theoretical concepts regarding the function and substantial state of community. Ideologically, it is frequently perceived as a desirable state, which makes an axiologically neutral analysis rather difficult. Studies of the National Centre for Culture Poland show that sense of community is one of the reasons why Poles celebrate their Independence Day. The article discusses the idea of community attitudes based on David B. Clark’s analysis and the results of the 2016 and 2017 surveys of Poles’ attitudes to and opinions on this holiday.

Wojska Obrony Terytorialnej, powołane jako piąty rodzaj wojsk, są najmłodszą formacją w Siłach Zbrojnych RP. Na terenie województwa podlaskiego została rozlokowana 1 Podlaska Brygada Obrony Terytorialnej im. gen. bryg. Władysława Liniarskiego ps. „Mścisław”. Terytorialny wymiar działania Brygady powiązany z terytorialnym zamieszkaniem żołnierzy WOT ma zapewnić ich szybkie użycie, dobrą orientację w terenie oraz zaangażowanie w rozwiązywaniu lokalnych problemów. Brygada ma zatem służyć społeczności lokalnej tak podczas za-grożeń militarnych, jak i niemilitarnych. Bezpieczeństwo człowiek zawsze odczuwa subiektywnie zależnie od określonych warunków zewnętrznych i jego osobistych starań. Zapewnienie odpowiednich warunków zewnętrznych jest zadaniem polityki państwa. Celem prezentowanych badań jest uzyskanie odpowiedzi na pytanie: Czy poczucie bezpieczeństwa społeczności lokalnej Białegostoku zależy od realizacji ustawowych zadań przez 1 Podlaską Brygadę Obrony Terytorialnej?
The Territorial Defence Forces (WOT), established as the fifth single service, is the youngest formation in the Polish Armed Forces. The 1st Podlasie Territorial Defense Brigade named after General Władysław Liniarski (nom de guerre "Mścisław") was deployed on the territory of Podlaskie Voivodeship. The territorial dimension of the Brigade's activity, connect-ed with WOT soldiers’ place of residence, is to ensure their quick use, good knowledge of the ground and involvement in solving local problems. Therefore, the Brigade is to serve the local community during both military and non-military threats. Human safety is always subjective depending on specific external conditions and their individuals’ efforts. Ensuring appropriate external conditions is a role of state policy. The aim of the research discussed in the article is to answer the question: Does the sense of security of the local community of Białystok depend on the execution of statutory tasks by the 1st Podlasie Territorial Defense Brigade?

Opis:
The sense of community is recognised as a key category favouring the development of local communities, conducive to the growth of social activity, supporting the activation of internal resources of the group in the field of solving social problems. The main goal of the article is to show the possibility of using the assumptions of the theory of community-relatedness in pedagogical research. The author indicates how much and to what extent the sense of community is complementing the area of research of contemporary local environments. The analysis of research on the sense of community conducted by American and European researchers determines possible areas and directions of research with particular emphasis on social participation in the local space.

Przedmiotem artykułu jest wpływ instytucji zamkniętych – Krajowego Ośrodka Zapobiegania Zachowaniom Dyssocjalnym w Gostyninie i Zakładu Karnego w Sztumie – na rozwój miast, fnansów lokalnych, opinii o miejscowości i poczucia bezpieczeństwa mieszkańców. Artykuł zawiera teoretyczne opracowanie podstaw prawnych funkcjonowania KOZZD oraz pojawiających się wokół niego kontrowersji, analizę doniesień medialnych na temat badanych instytucji, a także metodologiczne podstawy i wyniki przeprowadzonych badań.
The subject of this article is the impact of closed institutions – the National Center for Prevention ofDissocial Behavior and the Penitentiary – on the functioning of the inhabitants of Gostynin and Sztum in terms of city development, fnances, opinions about the town and sense of security. The article contains a theoretical elaboration of the legal basis for the functioning of KOZZD and the controversies that arise around it, an analysis of media reports about the examined institutions, as well as the methodological basis and results of the research.
