Opis:: Marketing Media (MM ) is a term which, together with the ongoing massification and interactivity of the media is becoming increasingly popular. The media in the media marketing are characterized by sending transfers, mediates them and multiply them being their recipient at the same time. Media marketing should not be regarded as a way of reaching out through the media to the client – it is the component of the management and marketing. This media marketing, not marketing products or services by the media. The article pointed out some of the tools, techniques and modern marketing communication channels used by media companies. The purpose of this publication is to analyze the aspect of marketing communication which is organization of „Action plebiscite” in the network. Exemplification of the above considerations is the „Dziennik Zachodni” acting in Silesia since 70 years.

Opis:: The most important indicators of the effectiveness of content protection systems are indicators of the achieved security level, i.e. functional properties of security. These indicators are: confidentiality, integrity, availability.Each of the indicators of the functional properties of content securityis distributed according to the methods of ensuring and the degree of its achievement. A significant drawback of such indicators is that they are qualitative. This significantly narrows the scope of their use and makes it impossible to use them in mathematical expressions for optimizing the parametersof protection means, obtaining quantitative estimates of the performance quality of the protection system or its components, etc. The work offers a number of quantitative indicators, which, depending on the purpose, can be probabilistic and temporal. Calculation of such indicators makes it possible to assess the degree of ensuring the functional properties of information security or the possible degree of ensuring the functional properties of protected information.
Najważniejszymi wskaźnikami skuteczności systemów ochrony treści są wskaźniki osiągniętego poziomu bezpieczeństwa –właściwości funkcjonalne zabezpieczeń. Takimi wskaźnikami są: poufność, integralność, dostępność. Każdy zewskaźników właściwości funkcjonalnych bezpieczeństwa treści jest podzielony ze względu na metody zapewnienia i stopień ich osiągnięcia. Istotną wadą takich wskaźników jest to, że są one jakościowe. Zawęża to znacznie zakres ich stosowania i uniemożliwia wykorzystanie ich w wyrażeniach matematycznych do optymalizacji parametrów środków ochrony, uzyskania ilościowych ocen jakości działania systemu ochrony lub jego elementów itp. W pracy zaproponowano szereg wskaźników ilościowych, które w zależności od celu mogą mieć charakter probabilistyczny i czasowy. Obliczenie takich wskaźników pozwala ocenić stopień zapewnienia właściwości funkcjonalnych bezpieczeństwa informacji lub możliwy stopień zapewnienia właściwości użytkowych chronionych informacji.

Opis:: Internet is an information and communication environment. The Internet replaces the reference offices of airports, train stations, shops, pharmacies. The Internet replaces libraries by placing on the Internet the main encyclopedias, dictionaries, various directories, branch databases and much more. TV channels and newspapers create their own websites, because the number of online audiences is constantly increasing. The network version of the publication due to advertising banners on the site can be more profitable and promising than its paper or television analogue-source. Social networks and blogs are developing and gaining popularity. They differ from traditional broadcast media not only in their interactivity, but the lexical filling and syntactic processing of the information offered. In addition, one of the special features of network communication is its metalanguage. Purpose is to characterize explicit and implicit manifestations of metalanguage reflexion of network vocabulary. The task: to describe the explicit symbols that are typical for network communication; language phenomena of implication in the network vocabulary. Methods. Descriptive and comparative. Results. The peculiarity of the network vocabulary is undeniable, since such lexicon is inherent in explicit and implicit meta-linguistic reflection. Language peculiarity of network communication covers all levels of language – phonetic, lexical, morphological and syntactic. In addition, graphics and spelling of the network language deserve attention. Such uniqueness is dictated by the activation of metalanguage reflexion.

Opis:: Upowszechnienie się Internetu w życiu społecznym budziło wielkie oczekiwania. Z Internetem wiązano nadzieje na demokrację procesu tworzenia i dostępu do informacji oraz na wzmocnienie aktywności ludzi w kwestiach społecznych i politycznych. Oczekiwania te jednak się nie spełniły. Wynika to z tego, że znaczna część komunikacji internetowej została zapośredniczona przez prywatne firmy. Dążą one przede wszystkim do osiągnięcia zysku finansowego. W tym celu mogą zbierać dane na temat różnych osób, naruszać dobra innych ludzi, ograniczać użytkownikom dostęp do informacji, utrudniać mobilizację społeczną i protesty wobec władzy. Współczesny Internet wygląda zatem inaczej niż wyobrażano sobie w początkach jego popularności. Refleksja na ten temat ujawnia istnienie ważkich problemów społecznych, takich jak: komercjalizacja życia publicznego, rozproszenie i fragmentaryzacja społeczeństwa, inwigilacja i rozbudowany nadzór nad jednostkami. Pojawia się w związku z tym pytanie, czy współczesne społeczeństwo potrzebuje nowego podejścia teoretycznego, które miałoby charakter krytyczny.
Proliferation of the Internet in social life aroused great hopes. The Internet was expected to democratize the process of creating and accessing information, as well as to enhance the activity in social and political matters. These expectations were not fulfilled, because a large part of communication on the Web was mediated by private businesses, whose main goal is financial gain. To this purpose, they may collect data regarding their users, infringe on their goods, limit the users’ access to information and make the social mobilization and protests against power more difficult. Contemporary Internet is, therefore, different from what had been imagined in the beginning of its popularity. This brings to light many important social problems, such as commercialization of public life, fragmentation and dispersion of societies, invigilation and elaborate surveillance over individuals. A question arises, whether contemporary society does not need a new, critical theoretical approach.

Opis:: Artykuł zawiera analizę dostępności komunikacyjnej województw pod względem gęstości sieci transportowej oraz liczby połączeń bezpośrednich, realizowanych transportem kolejowym, autobusowym i lotniczym. Dla tych trzech gałęzi transportu porównano i przeanalizowano czasy jazdy oraz ceny biletów z dwóch okresów (marca i października 2011 r.), będące obok dostępności przestrzennej i czasowej czynnikami decydującymi o wyborze środka transportu, a tym samym o jego pozycji konkurencyjnej. Przedstawiono również i porównano wyniki analizowanych gałęzi transportu, mierzone wielkością przewozów.
The paper includes an analysis of regional transport accessibility in respect of transport network density and the number of direct connections provided in rail, coach and air transport. Since the choice of transport mode, i.e. particular transport competitiveness, is besides location and time, dependent mostly on travel time and fare, the travel times and fares were compared for these three modes of transport within two periods (March and October, 2011). Moreover, results of the transport modes under study according to traffic volume are shown.

Opis:: With traveling professions and nomadic lifestyles on the increase there is a growing need for comprehensive mobile networking within the Next Generation Network, and the security, reliability and technical independency of the Short Message Service (SMS) is becoming more and more indispensable for business processes. Since competitiveness goes hand-in-hand with this business capability, and methods to determine the quality of this service are becoming equally indispensable. This paper presents possible methods to evaluate the “Completion Rate of SMS” and “End-to-End Delivery Time” and combinations of them (new metric in this paper). A software tool, QoSCalc(SMS), has been developed in collaboration with the authors in order to verify whether service providers are abiding by the Service Level Agreements. The tool has been tested in a real measurement environment and the results are presented graphically here and interpreted.

Opis:: This paper is dedicated to the subject of measuring QoS in the Video Telephony over IP (VToIP) service. QoS measurement models in general and then models designed specifically for measuring QoS in the VToIP service are presented. A new numerical tool for examining the quality of VToIP video streams VToIP is described. The tool’s functionality is then put to the test in a number of analysis scenarios. The results and insights gained from the analyses are then presented in several diagrams, and interpreted. The paper concludes with a summary and an outlook on further areas of work.

Opis:: Polscy żołnierze od dawna brali udział w operacjach międzynarodowych pod auspicjami różnych organizacji, przede wszystkim ONZ. Jednak od czasu wstąpienia Polski do NATO i przyjęcia naszego kraju do Unii Europejskiej działalność naszych kontyngentów wojskowych skupiła się przede wszystkim na udziale w operacjach międzynarodowych, organizowanych przez te dwa podmioty i na zasadach określonych w ich procedurach. Polska, w ramach solidarnych działań zapewniających wspólne bezpieczeństwo, aktywnie angażuje się w operacje militarne i misje niemilitarne różnych organizacji międzynarodowych, a także w działania lokalne w ramach doraźnie tworzonych koalicji. Stopień i geograficzne obszary zaangażowania są wypadkową aktualnych możliwości sił zbrojnych oraz jasno zdefiniowanych celów zbieżnych z polską racją stanu, określoną w Strategii bezpieczeństwa narodowego Rzeczypospolitej Polskiej, czy wyrażającą się w działaniach na rzecz umacniania międzynarodowej pozycji Polski. Artykuł przedstawia wyniki badań dotyczących funkcjonowania sieci łączności PKW (polskiego kontyngentu wojskowego) w działaniach militarnych poza granicami kraju. Badania przeprowadzone były wśród żołnierzy specjalistów, którzy brali udział w operacjach międzynarodowych i dotyczyły wymagań organizacyjno - technicznych dla sieci łączności PKW. Dotyczyły także organizacji i funkcjonowania sieci łączności i usług w niej realizowanych oraz środków łączności i informatyki wykorzystywanych przez personel łączności i użytkowników sieci, żołnierzy i pracowników PKW.
Polish soldiers have long participated in international operations under the auspices of various organizations, primarily the UN. However, since Poland's accession to NATO and the adoption of our country to European Union, the activities of our military contingents have focused primarily on participation in international operations, organized by the two organizations and under the terms of their procedures. Poland, as part of joint and several actions to ensure common security, has actively been engaged in military operations and nonmilitary missions of various international organizations, as well as local actions in the ad hoc coalition created. The degree of involvement and geographical areas are determined by the current capabilities of the armed forces and the clearly defined objectives coincide with the Polish raison d'etat, as defined in the National Security Strategy of the Republic of Polish and expressed in their efforts to strengthen Poland's international position. This paper presents the results of research on the functioning of NEC communication network (the Polish military contingent) in military operations abroad. The research was carried out among the soldiers-specialists who were involved in international operations and it focused on the organizational requirements: the technical specifications for the NEC communication networks. Also, the research concerned the organization and operation of communication networks and its services as well as the means of communication and IT used by the staff, users, soldiers and NEC employees.

Opis:: We consider a communication network routing problem wherein a number of users need to efficiently transmit their throughput demand in the form of data packets (incurring less cost and less delay) through one or more links. Using the game theoretic perspective, we propose a dynamic model which ensures unhindered transmission of data even in the case where the capacity of the link is exceeded. The model incorporates a mechanism in which users are appropriately punished (with additional cost) when the total data to be transmitted exceeds the capacity of the link. The model has multiple Nash equilibrium points. To arrive at rational strategies, we introduce the concept of focal points and get what is termed focal Nash equilibrium (FNE) points for the model. We further introduce the concept of preferred focal Nash equilibrium (PFNE) points and find their relation with the Pareto optimal solution for the model.

Opis:: Background. Emergency management requires flexibility and adaptation to dynamic and changing circumstances. The urgent requirements and high standards of responsiveness in terms of emergency management depend on horizontal and vertical communication since this is of the main factors associated with the appropriate coordination of many essentially independent organisations. Research aims. The paper attempts to identify the determinants of effective communication, particularly in regard to close coordination, as well as the role played by these processes in the management of local emergency networks. Method. This work consists of a theory-based empirical study. It is qualitative in nature and the research method is based on both desk research and field research. The research was conducted as part of a research project entitled "Coordination, communication and trust as factors driving effective inter-organisational collaboration in the public safety management system " (DEC-2012/07/D/HS4/00537) financed by the National Science Centre. Key findings. As a result, the new role of communication as a factor associated with the appropriate coordination in local emergency networks was identified.
