The article presents the level and spatial structure of the absorption of EU funds within Cohesion Policy and Common Agricultural Policy during the 2007–2013 EU financial framework in Poland. The data analysed include all of the payments from European programmes, divided into two groups: the support dedicated for the development of agriculture and rural areas, and the cohesion policy. It has been demonstrated that the level and structure of delivery of these funds is spatially diversified. The index of the absorption of EU funds per capita is negatively correlated with the level of socio-economic development, which results from the allocation of payments dedicated for development of agriculture and rural areas. The distribution of cohesion funds is not correlated with the level of socio-economic development in poviats.

The aim of the paper is to present issues connected with responsibility in the fishery industry. The paper discusses the ‘tragedy of common.’ An attempt was made to formulate proposals for how to increase the efficiency of marine resource management and reduce the problem of declining fisheries. The publication analyses the current Common Fisheries Policy in the context of overfishing. It will take a great deal of serious effort for fishermen, scientists and politicians to solve the problem of the Baltic Sea. The rebirth of fish stocks will create healthier ecosystems and greater reproduction of fish populations. A higher number of fish schools may result in more balanced catch figures. It is expected that profits will increase and thereby result in more jobs and higher salaries, leading to a greater overall profitability of the fishing sector. Commercial fishers in Poland demonstrate a unique version of “transition fatigue” (Rovelli, Zaiceva 2009). The situation leading to this phenomenon is related to three changes that occurred during the twentieth century. First, communist rule was marked by an orchestrated process of industrialization and a shift toward state-controlled fisheries after WWII. Second, political and organizational changes during the transition from a socialist to a free market economy in the nineties weakened social support and welfare structures in place during communism (and failed to replace them with something else). Third, accession to the European Union in May of 2004 introduced a new fisheries management strategy to the Polish fishing industry and the communities on the Baltic Sea coast. A regulatory vacuum created during the nineties has had negative effects on contemporary management strategies. EU-wide goals to reduce overcapacity since 2004 have significantly altered the composition of the Polish Baltic Sea fleet, while it is unclear that decommissioning schemes in Poland have had the positive results intended (Kuzebski, Marciniak 2009). A fishing closure and subsequent protests throughout the cod fleet in 2006 and 2007 underlined persistent problems in the management of Atlantic cod (Gadus morhua). In light of a potential shift to transferrable fishing concessions in the cod fleet, policy-makers should account for “transition fatigue” during the implementation process.

This article explores shifts in participation by artisanal Polish fishermen in management of the Atlantic cod (Gadus morhua) fishery since accession to the European Union. The European Union works to promote the long-term presence and influence of artisanal fishermen throughout Europe, and entering into the European Union system included an enhanced focus on stakeholder participation in Polish fisheries. However, impacts of this on artisanal fishermen have not been clear. For this project, shifts in participation by Polish artisanal fishermen in existing stakeholder forums were explored. A list of stakeholder groups in the Polish fishery was formulated, and stakeholders from multiple groups were interviewed about the fisheries management process. Participation by artisanal fishermen over time was qualitatively analyzed using inductive content analysis. Interview responses did not suggest that artisanal fishermen have experienced a marked increase in participation in the EU CFP system since accession in 2004. Although an increased number of potential spaces for them to participate exist, project participants did not identify artisanal fishermen as consistently or effectively active within them. This research is timely and important, because it addresses potential impacts of EU accession on artisanal fishermen in Poland. At the same time, descriptions of participation outlined in this paper are preliminary, and are meant to guide further inquiry into stakeholder participation in Polish fisheries management.

Global fisheries landings have stagnated and are associated with many negative en-vironmental impacts, affecting the economy and food security in many countries around the world. Although many different management policies trying to incorporate a more sustainable and resilient scope have been developed over the years to improve this current fisheries crisis, we are still in the early stages of adopting more adaptive and corrective fisheries management globally, as well as enforcing it, due to the inherent difficulties of managing uncertain natural resources Upon analysis of different management strategies, using Peru and the European Union as case studies, three major recommendations were made for developing more sustainable and resilient management policies: de-centralisation of the management system, ecosystem-based fisheries management and re-allocation of subsidies. Finally, possible management strategies for different scenarios predicting the future of fisheries were described. In the current fisheries crisis situation, developing and implementing sustainable and resilient fisheries management strategies should be seen as a long-term investment in the profitability of the industry, as well as an opportunity to decrease social tensions and improve food security.
