Joint committee meetings are a form of cooperation between two separate bodies of the Sejm. In accordance with Article 163 Paragraph 1 of the Standing Orders of the Sejm of the Republic of Poland, the joint meetings are chaired by one of the chairmen of committees. If a consensus on the issues of determining the guest list and indicating a chairperson cannot be reached, the Rules of Parliamentary procedure contain points preventing the effective block of the work of parliamentary committees.

Opis:
Sejm committees are internal, collegiate bodies of the Sejm, the establishment of which is required by the Basic Law. The regulations in force, which set the number of standing parliamentary committees (29), allow to state that we are currently dealing with a complex structure. Standing committees are formed to consider and prepare cases which are the subject of the Sejm’s work, to express opinions in laws delegated to the Sejm, the Marshal of the Sejm or the Presidium of the Sejm, as well as to perform control tasks. The spheres of activity of Sejm committees are analyzed in the broader context of legislative, control or creative functions.
Komisje sejmowe są wewnętrznymi, kolegialnymi organami Sejmu, których powołania wymaga ustawa zasadnicza. Obowiązujące regulacje regulaminowe ustalające liczbę stałych komisji sejmowych pozwalają stwierdzić, że mamy współcześnie do czynienia z rozbudowaną strukturą. Stałe komisje Sejmu powoływane są do rozpatrywania i przygotowywania spraw stanowiących przedmiot prac Sejmu, wyrażania opinii w prawach przekazanych pod obrady przez Sejm, Marszałka Sejmu lub Prezydium Sejmu, a także są organami realizującymi zadania kontrolne.

The article is an analysis of the local elections, from the perspective of the actors taking part in it. The study involved the election committees taking part in elections in 2006, 2010, and 2014. Exploration statistical data and results of the election was preceded by theoretical observations concerning the discussed issues. It outlines the legal basis for election to local government and made a typology of electoral committees, in accordance with the electoral laws in force during the specified election. It shows the level of participation of each type of election committees. In the analysis, the number of registered electoral committees, the number of candidates each gained votes and seats obtained. The model analyzes afflicting a number of key statistical data allowed to create a picture that revealed the definite advantage of election committees of political parties in electoral competition at the local government level. In addition, the cross-section analysis gave the word Stagnation scenery election, in respect of the entities competing election. The survey covered a national and provincial level. Data were analyzed in the whole country, as well as the division into 16 voivodeships. Information and data on issues taken taken from literature, existing normative acts and the data of the State Electoral Commission. We conducted a descriptive considerations of a comparative analysis using descriptive statistics methods.

The article presents the result of quantitative research on local government elections in Poland carried out on October 21 and November 4, 2018. Its goal is to examine the proportions of lists registered by political parties and nonpartisan electoral committees and the mandates they have obtained. This proportion shows the degree of presence of political parties in local governments of various levels and sizes. The data were selected so that all provinces in Poland were examined (16), a number of districts were randomly selected (in provinces with less than 20 districts, data from half districts were examined, in provinces with over 20 districts, from one third). Within the selected districts, all communes were examined. The quantitative research shows that local governments elected in 2018 are not political only in small and medium-sized communes, in which the councils are made up mostly of councilors who were candidates from nonpartisan committees.

Prezentowany artykuł został poświęcony wyborom do Sejmiku Województwa Zachodniopomorskiego w 2014 r. Autor zwraca uwagę na działania podjęte przez środowiska polityków lokalnych z różnych miast województwa zachodniopomorskiego (Szczecin, Koszalin, Police, Stargard Szczeciński), które podjęły wspólną decyzję zbudowania bezpartyjnego komitetu wyborczego w wyborach do Sejmiku Województwa Zachodniopomorskiego. Autorzy projektu uznali, że występując w koalicji wyborczej będą w stanie rywalizować z partiami politycznymi. Projekt wyborczy dał jedynie jeden mandat radnego, nie oznacza to jednak, że zakończył się jednoznacznym niepowodzeniem. Przeciwnie możemy uznać, że jest to pierwszy krok na drodze w rywalizacji z partiami politycznymi. Krok, który może w przyszłości przynieść większe korzyści polityczne i dać inny wymiar sceny powyborczej na poziomie województwa.
The article is devoted to the elections to the Parliament of the Province of the West Pomeranian in 2014. The author draws attention to the action taken by the environment local politicians from different cities of the Province of the West Pomerania (Szczecin, Koszalin, Police, Stargard Szczeciński), have taken a joint decision to build a nonpartisan electoral committee in elections West Pomeranian Regional Assembly. Authors of the project decided that appearing in the electoral coalition will be able to compete with political parties. The project gave the election, only one councilor, does not mean, however, that ended in unequivocal failure. On the contrary, we recognize that this is the first step on the road to compete with political parties. A step that may in the future bring greater political benefits and give another dimension to the scene after the elections at the regional level.

Praca przedstawia aktualną sieć komitetów naukowych PAN z przydziałem do poszczególnych wydziałów a także liczbę i strukturę członków PAN oraz imienny wykaz komitetów funkcjonujących w Wydziale V. W oparciu o ustalone przez Prezydium PAN kryteria przedstawiono 10 najlepszych i 10 najmniej aktywnych komitetów. Szczególną uwagę poświęcono Komitetowi Techniki Rolniczej PAN i jego wpływowi na działalność całej dyscypliny inżynierii rolniczej.
The paper presents present network of scientific committees subordinated to PAN [polish Academy of Sciences] and their allocations to particular departments as well as numbers and structures of PAN members and names of committees operating at the Department V. Base on citeria determined by the Board of PAN the best 10 and the least active 10 committees were chosen. Particular attention was paid to the PAN Committee of Agricultural Technology and its influence on activities of the agricultural engineering branch as a whole.

District authorities in the system of communal decentralization, known in many Italian cities as Consigli di circoscrizione (Cdc), were established between the end of the ‘70s and the early ‘80s make the local government closer to citizens and to promote, at the same time, the participation of the latter in the administration of the former. The set up of such district councils was also a move aiming to give real answers to the many questions raised by the urban social movements active in the big metropolitan areas of the Country. This article, starting from the results of some recent studies on the decentralization system within the Commune of Genova, is set to discuss the implications of the establishment and the evolution of Cdc for political parties as well as for citizens’ committees exerting pressure on local authorities. In other terms, it will describe the patterns of institutional and non-institutional political participation prompted by this new layout of local government, considered as an example of change in the political opportunity structure, trying also to verify if these two fields of participation may somehow overlap. With regard to the local case study, where a new system of nine decentralized organs called Municipi was set up in 2007, the following points will be discussed. First, what kind of political actors and what kind of lists participate in the elections to the bodies of the communal decentralization system. In more detail: are they civic or local lists (organized bottom-up) or organized by traditional political parties (top-down)? Second, what kind of relationships are set with these institutions by neighbourhood-based citizens’ committees that choose not to take part in elections at this level directly. Third, the sociographic profile and attitudes of the politicians elected to these bodies, trying to verify whether they are closer to the mainstream political class or, say, to neighbourhood volunteers

Web-based surveys were sent to Canadian certified ergonomists, Joint Health and Safety Committees (JHSCs) and health and safety certification trainers to understand better which ergonomics analysis tools were used in industry and help JHSCs obtain the necessary training required to reduce work-related musculoskeletal disorders (WMSDs). The results showed that most of the certified ergonomists used the Snook/Mital tables, the National Institute of Occupational Safety and Health (NIOSH) equation and rapid upper limb assessment (RULA)/rapid entire body assessment (REBA). The most frequently used methods by JHSCs to identify ergonomics risk were injury reports and worker complaints. The surveys for the health and safety certification trainers revealed that most curricula did not include ergonomics analysis tools. There appears to be a gap between what is recommended by certified ergonomists for JHSC, what is taught in training and what is used by JHSCs for ergonomics risk analysis. A better understanding, modifications in training curricula and education of JHSCs are needed to help reduce WMSDs.

The article discusses the role of the committee in the control function of the Sejm of the Republic of Poland. Committees are one of the key bodies of the Sejm. They perform a significant range of work, both legislative and control. The article discusses the competences of parliamentary committees, highlights the importance of the presence of the most important people in the state at their meetings and indicates the possibilities of increasing the effectiveness of the committee’s control activities.
W artykule omówiono rolę komisji w funkcji kontrolnej Sejmu RP. Komisje są jednym z kluczowych organów Sejmu. Wykonują one znaczny zakres prac, zarówno legislacyjnych, jak i kontrolnych. W artykule omówiono kompetencje komisji sejmowych, uwypuklono znaczenie obecności najważniejszych osób w państwie na ich posiedzeniach oraz wskazano możliwości zwiększenia skuteczności działań kontrolnych komisji.

Z uwagi na specyfikę francuskich rozwiązań prawnych (administrację konsultacyjną) w samorządzie gminnym, w tym mnogość komisji i komitetów, w których uczestniczą mieszkańcy wspólnot lokalnych, w artykule dokonano porównania przedmiotowej problematyki badawczej od przedstawienia francuskich wzorców partycypacji konsultacyjnej korespondujących z ewentualnymi polskimi rozwiązaniami prawnymi w tym zakresie, w oparciu o kryterium funkcjonalne. Perspektywa porównawcza ma na celu zapoznanie się z administracją konsultacyjną na szczeblu gminy w obu porządkach prawnych oraz wysunięcie postulatów de lege ferenda odnośnie polskich regulacji prawnych w tym zakresie.
Due to the specific nature of French legal solutions (consultative administration) in the commune government, including the multitude of commissions and committees where the inhabitants of local communities participate, the article compares the considered issues by presenting the French patterns of consultative participation corresponding to Polish legal solutions, if any, in that scope, basing on the criterion of functionality. The comparative perspective is aimed at presenting the consultative administration at the commune level in both legal orders and at putting forward the postulate de lege ferenda in reference to the Polish legal regulations in this respect.
