    The theoretical and methodological foundations of intellectual technologies monitoring that are based on intellectual property are considered in the article. We prove that the evaluation of intellectual technologies market opportunities by the enterprise, the state of their target market, market changes on it to determine the position of the enterprise relatively goods analogs and substitute goods and identification of possible prospects and areas of intellectual development can be done very effectively using the principles and methods of economic monitoring. Methodical provision of monitoring commercial potential of intellectual property using the function of tangential economic effect is elaborated.

    Opis:
    The paper presents a commercial potential method to be used for the assessment of technical innovations. The method is an element of the evaluation system in the "Innovative Systems of Technical Support for Sustainable Development of Economy" Strategic Research Programme. The tool developed aims at the support of the management processes in the area of technical innovations. The commercial potential method can be used at all stages of the innovation development process, i.e. the concept stage, the development stage, and the final product stage, but also some years after the development of the solution. The use of the commercial potential method can contribute to the improved efficiency and effectiveness of the innovation implementation process.
    W artykule zaprezentowano metodę oceny potencjału komercyjnego innowacyjnych rozwiązań technicznych, stanowiącą element systemu ewaluacji Programu Strategicznego pn. "Innowacyjne systemy wspomagania technicznego zrównoważonego rozwoju gospodarki". Opracowane narzędzie wspomaga procesy zarządzania w odniesieniu do innowacji technicznych. Metoda oceny potencjału komercyjnego może być wykorzystana na wszystkich etapach powstawania innowacji, tj. na etapie koncepcji, w trakcie opracowania rozwiązania, w momencie uzyskania gotowego produktu, ale również w kilkuletnim okresie po zakończeniu prac nad rozwiązaniem. Wykorzystanie metody oceny potencjału komercyjnego może przyczynić się do wzrostu innowacyjności i konkurencyjności gospodarki poprzez zwiększenie efektywności i skuteczności wdrożenia rozwiązań innowacyjnych do gospodarki.

    Research background: technology development and its application for human activities - R&D - have been recognized as the basis of economic performance, a source of technological solutions and of high value-added supply both in scientific literature as well as in the strategic documents of the Government and international organizations. In order to ensure the harmonious activity of the institutions engaged in R&D and to reduce the uncertainty of the commercialization of technologies, an advanced tool for verifying decisions on technology development at early stages of commercialization, i.e. an instrument for assessing the commercial potential of technology, is needed. Over the last decade, the analysis of the tools on a global scale led to the unequivocal conclusion - so far developed methodical basis has suffered from lack of maturity for its practical use in business, a need for assessing commercial potential at an early stage of technology commercialization has been ignored, and the assessment of commercial potential has not considered the specificity of high technology. Purpose of the article: This article discusses in detail the preparation and application pro-cesses of the model for assessment the commercial potential of high technologies. Methods: in the model the multiple criteria method is applied the selection of which was determined by the motive related to the goal of assessment - assess the commercial potential of high technologies. Findings & Value added: The essence of scientific novelty embraces the creation of a qualitatively new, original, science-based model for assessing the commercial potential of technologies thus flexibly applying it to assessing different levels of technologies. The original model is based on: the focus on the specificity of high technologies in assessment the commercial potential of technologies; the focus on the early stage of technology commercialization by assessing the commercial potential of technologies; flexibility in the application of the model taking into account the technological level, legal status, opportunity to assess the commercial potential of technologies in different countries and institutions; mathematical calculations based on assessing commercial potential.

    A comprehensive evaluation of multifaceted R&D projects and their application potential should play a decisive role in the justification of research task continuation and a practical use of its results. It is therefore essential to use adequate, effective tools in directing these projects that allow assessing work progress and commercialization probability. This article describes a practical application of simulation methods for the assessment of implementation maturity, commercial potential, and innovation for supporting the management of project implementation, based on selected examples of innovative solutions of the Strategic Programme, “Innovative Systems of Technical Support for Sustainable Development”. The article presents the results of the evaluations and their interpretation, which facilitates taking appropriate corrective action. The examples of the application of assessment methods of the implementation maturity level (SDW), commercial potential (PK), and innovation potential presented in this article confirm the high suitability of the proposed methodology in the evaluation of R&D projects to rationalize product development processes. Moreover, a practical verification of assessment methods for innovative solutions facilitates the establishment of potential development directions of the methods themselves, and of the original, comprehensive assessment system of the efficiency and effectiveness of the research project implementation of innovative products as their result.
    Kompleksowa wieloaspektowa ocena realizacji projektów R&D oraz potencjału aplikacyjnego uzyskanych wyników powinny odgrywać decydującą rolę w odniesieniu do zasadności kontynuacji podjętych zadań badawczych oraz praktycznego wykorzystania ich rezultatów. Dlatego istotne jest zastosowanie w sterowaniu tymi projektami odpowiednich, skutecznych narzędzi pozwalających na ocenę stanu zaawansowania prac oraz urealnienie szans komercjalizacji. W artykule opisano praktyczne wykorzystanie autorskiej metody oceny dojrzałości wdrożeniowej, potencjału komercyjnego oraz innowacyjności do wspomagania zarządzania realizacją projektu na przykładzie wybranych, innowacyjnych rozwiązań stanowiących rezultat Programu Strategicznego pn. „Innowacyjne systemy wspomagania technicznego zrównoważonego rozwoju gospodarki”. Zaprezentowano wyniki ocen oraz ich interpretację umożliwiającą podjęcie właściwych działań korygujących. Przykłady zastosowań metod oceny stopnia dojrzałości wdrożeniowej (SDW), oceny potencjału komercyjnego (PK), a także potencjału innowacyjnego zaprezentowane w artykule potwierdzają wysoką przydatność proponowanej metodyki w ewaluacji projektów R&B do racjonalizacji procesów rozwoju produktu. Praktyczna weryfikacja metod oceny innowacyjnych rozwiązań pozwoliła także wyznaczyć potencjalne kierunki rozwoju samych metod i autorskiego systemu kompleksowej oceny skuteczności i efektywności realizacji projektów badawczych i innowacyjnych produktów stanowiących ich wynik.

    The article presents the Analytic Hierarchy Process (AHP) method, used for the development of the commercial potential assessment method (PK) of innovative technological solutions. The need for the development of such a method was stemmed from the “Innovative Systems of Technical Support for Sustainable Development of Economy” strategic research programme. The AHP method helps to assign weights to the thematic assessment areas of the commercial potential method and the criteria within the areas. The AHP method is dedicated to supporting the decision making process and to facilitating the assessment with the use of multi-criteria, especially in the case of qualitative criteria subjectively assessed by the experts. The developed PK method significantly supports the process of knowledge transformation and transfer of advanced technologies in the area of the development and the maintenance of machines and technical devices. The use of this assessment improves the innovativeness and competitiveness of the economy by increasing of the efficiency and the effectiveness of the commercialisation process of innovative technological solutions.
    W artykule zaprezentowano metodę hierarchicznej analizy problemu (Analytic Hierarchy Process – AHP) w zastosowaniu do opracowania metody oceny potencjału komercyjnego (PK) innowacyjnych rozwiązań technicznych, w tym opracowanych w ramach Programu Strategicznego pn. „Innowacyjne systemy wspomagania technicznego zrównoważonego rozwoju gospodarki” (w zakresie wyznaczania wag obszarów problemowych oraz poszczególnych kryteriów w ramach obszarów). Metoda AHP jest dedykowana głównie do wspomagania wyboru wariantów decyzyjnych, ale także do dokonywania oceny diagnostycznej lub porównawczej w ujęciu wielokryterialnym, szczególnie w przypadku występowania kryteriów jakościowych oraz subiektywnym charakterze dokonywanych przez ekspertów ocen. Opracowana metoda oceny potencjału komercyjnego (PK) stanowi istotny element wspomagania procesów transformacji wiedzy i transferu zaawansowanych technologii procesowych i produktowych w obszarze wytwarzania oraz eksploatacji maszyn i urządzeń technicznych. Wykorzystanie metody do oceny powstających rozwiązań przyczynia się do wzrostu innowacyjności i konkurencyjności gospodarki poprzez zwiększenie efektywności i skuteczności procesu komercjalizacji innowacyjnych.

    The article presents the original methodology of the evaluation of strategic research programmes in the area of technical solutions supporting sustainable economic development. Proposed methodology, containing non-standard procedures, criteria and methods of evaluation of strategic research programmes, enables one to test the implementation maturity level of solutions, the level of the implementation risk of planned solutions, and the analysis of their commercial potential, among others.

    Как правило общепризнанна эксклюзивная сила и стоимость технологии по отношению к бизнесу и экономики страны из-за возможности создать высокую добавленную стоимость. Для учреждений, выполняющих НИЭР (научные исследования и экспериментальные разработки), необходимо средство для развития технологических решений на основе определенной целесообразности на стадии коммерциализации для избежания непродуктивных инвестиций, т. е. необходимо средство для оценки коммерческого потенциала технологии. В научной литературе при оценке коммерческого потенциала не были приняты во внимание особенности высоких технологий, поэтому научные исследования оценки коммерческого потенциала технологии являются актуальными в науке управления. Цель статьи: на основании экспертных оценок определить значимость факторов коммерческого потенциала высоких и традиционных технологий. Для достижения поставленной цели были сформулированы следующие задачи: (1) с помощью методов и моделей для проведения критического сравнительного анализа коммерческого потенциала определить факторы и составлящие факторов коммерческого потенциала технологий; (2) проанализировав литературу по маркетингу высоких технологий, выявить факторы и составлящие факторов, определяющие коммерческий потенциал этих технологий; (3) провести экспертное исследование направленное на сбор информации о значимости факторов высоких и традиционных технологий; (4) используя методы математической статистики, оценить степень согласованности мнений экспертов и рассчитать веса факторов и их составляющих.
    It is widely accepted that the primary value of technology in relation to business and the national economy consists in the ability to generate high added value. R&D institutions are in need of a decision-making mechanism basing on a particular set of goals that will help avoid unproductive investments in the technology commercialization process. In other words, they need a tool for the assessment of the commercial potential of technologies. Specific characteristics of high technologies has not been taken into account in the scientific literature so fat. Therefore, research on the assessment of the commercial potential of technologies should be regarded as relevant in contemporary management sciences. The aim of the paper is to determine – on the basis of experts’ assessment – the significance of the factors influencing the commercial potential of high and traditional technologies. In order to achieve that goal the following research tasks have been formulated: (1) to determine the factors (and their constituents) influencing the commercial potential of technologies by applying the methods and models of critical comparative analysis; (2) to reveal the factors (and their constituents) determining the commercial potential of technologies through the analysis of the scientific literature on the high technologies marketing; (3) to conduct the expert study aiming at the gathering of information on the significance of the high and traditional technologies factors; (4) to evaluate the level of unanimity of experts’ opinions using statistical methods, to calculate the weights of factors and the constituents thereof.

    One of the key issues in the management of R&D projects is tracking the process of their implementation, and the PR of the development of created solutions. The information about the current progress of the project and the identification of risks in different spheres of its implementation provides the possibility to take appropriate corrective actions on a continuing basis. This article presents a systemic approach and a practical application of a complex assessment of the maturity level of implementation and commercial potential in tracking and predicting the development of innovative technological solutions developed through R&D projects. It presents prediction capabilities for the development of technological solutions based on the analysis of evaluations using the example of tracking research projects conducted within the framework of the Strategic Programme, „Innovative Systems of Technical Support for Sustainable Development”. The article proposes directions for further research, which, in the process of predicting the development of solutions, factors in various aspects occurring at the design stage, preparation for the implementation, and commercialization.

    The article presents a system for the complex assessment of technological innovative solutions at different stages of their development, whose application facilitates the generation and the development of commercially viable products. The complex assessment comprises three individual technology assessment modules, including the implementation maturity level assessment, the commercial potential assessment, and the innovativeness level assessment. The system has been developed, according to the conception of the authors of the paper, at the Institute for Sustainable Technologies - National Research Institute (ITeE - PIB) in Radom, Poland. It is mainly used for the assessment of solutions developed at the Institute, and it is also utilised by the Polish business support institutions and enterprises.
    W artykule zaprezentowano kompleksowy system oceny innowacyjnych rozwiązań technologicznych na kolejnych etapach ich rozwoju, którego stoso-wanie ma umożliwić generowanie i opracowywanie rozwiązań o największych potencjalnie szansach wdrożeniowych. Kompleksowa ocena uwzględnia stopień dojrzałości wdrożeniowej, potencjał komercyjny oraz poziom innowacyjności. System opracowany został wg koncepcji autorów w Instytucie Technologii Eksploatacji - Państwowym Instytucie Badawczym w Radomiu i stosowany jest na potrzeby oceny rozwiązań opracowywanych w Instytucie oraz ocen przeprowadzonych na zlecenie instytucji otoczenia biznesu i przedsiębiorstw.

    Technology assessment is one of key challenges in innovation management concerning support for the decision-making processes with regard to the importance, development, and implementation of technologies. The article presents a literature review concerning the term “technology assessment” and methods and models applied in this field. Against this background, an original complex technology assessment system that was developed and verified at the Institute for Sustainable Technologies – National Research Institute in Radom, Poland is presented.
    Ocena technologii stanowi jedno z kluczowych wyzwań zarządzania innowacjami w zakresie wspomagania procesów decyzyjnych dotyczących znaczenia i rozwoju technologii. W artykule przeprowadzono analizę pojęciową terminu „ocena technologii” oraz zaprezentowano przegląd stosowanych w tym zakresie metod i modeli. Na tym tle przedstawiono oryginalny system kompleksowej oceny technologii opracowany i zweryfikowany w Instytucie Technologii Eksploatacji – Państwowym Instytucie Badawczym w Radomiu.

    Omówiono zagadnienia związane z rolą stanu redox w procesie topienia szkieł przemysłowych oraz z oznaczaniem i kontrolą potencjału utleniająco-redukującego (potencjału redox) - jednego z najbardziej istotnych parametrów tego procesu. Szczególną uwagę zwrócono na metody określania potencjału redox szkieł przemysłowych. Omówiono i porównano ze sobą metody empiryczne, metodę spektrometryczną oraz metodę online pomiaru ciśnieniowej aktywności tlenu w masie szklanej.
    There have been described problems connected with function of the redox-state in the melting process of the commercial glasses and with determination and control of redox potential - one of the most important parameters of this process. Especially, attention has been devoted to the methods of determination redox potential of the commercial glasses. This article describes and compares the empirical method, spectrometric method and method of measurement online of the chemical activity of oxygen dissolved in the glass melt.
