This article presents the most important aspects of task and competence effectiveness of future commanding officers, who must be professionally prepared to assume their first official position – platoon commander. This is important due to the fact that only high-class commanders are capable of preparing their soldiers and subunits in accordance with their battlefield role both in times of peace, as well as when peace is threatened (in times of crisis or war). The article constitutes an attempt at identifying the above, as well as significant problems which are related to the task and competence effectiveness of commanding officers.

The aim of this article is to analyze the images of the two heroes of Chekhov`s early drama – the horse-thief Osip and Sophia Voynitseva, as characters that are similar to Commander, one of the heroes of the Don Juan story. A rtesponse to the Commander in Fatherlessness allows us to interpret Chekhov`s play in an ironic way and contributes to new value of this drama.

The opinion explains that “time of war” begins at the moment of taking the decision to declare a state of war under the procedure provided by Article 116 of the Constitution. “The time of war” implies the ability to exercise the powers by the Commander-in-Chief of the Armed Forces. The author puts a thesis that the Supreme Commander of the Armed Forces may be appointed in peacetime, but will assume his/her only after the declaration of the state of war.

The aim of this article is to analyse the presence of Commander in Mozart’s Don Giovanni as well as show the references to other opera depictions regarding the myth of Don Juan. Commander, also known as the Stone Guest, is an animate tombstone figure, which appears in every classic-based version of the story about Don Juan Tenorio (Don Giovanni) in order to summon a rogue to conversion; when he fails to do so, he drags the rogue to hell. The spectacular character of the final scene turned out to serve as an inspiration for numerous opera makers, from Mozart to Rimsky-Korsakov (Mozart and Salieri). This theme, which has not been the subject of research before, is definitely worth exploring.

Celem pracy jest wskazanie roli i znaczenia dowódcy ochrony w zapewnianiu bezpieczeństwa podczas ochrony osób. W artykule przedstawiono hipotezę: rolą dowódcy podczas zapewniania bezpieczeństwa osób jest planowanie, organizowanie i kierowanie podległymi mu pracownikami ochrony. Osoba dowódcy ochrony ma istotne znaczenie w zapewnianiu bezpieczeństwa ochranianych osób. W pracy zastosowano jakościową metodę badawczą: analiza i krytyka powstałych na ten temat prac naukowych. Z przeprowadzonych badań wynika, iż dowódca ochrony, jako najbardziej doświadczony pracownik posiadający odpowiednią wiedzę i cechy charakteru, przydziela pracownikom ochrony odpowiednie zadania podczas zapewniania ochrony osób, a także ustala zasady ich współdziałania. Od decyzji dowódcy zależą podjęte działania, a także rodzaj i forma sprawowania ochrony. Zadania, które wykonuje dowódca ochrony, mają ogromne znaczenie w zapewnianiu bezpieczeństwa ochranianej osoby. Przeprowadzone w artykule badania pozwalają na potwierdzenie hipotezy. Dowódca ochrony jest odpowiedzialny za zaplanowanie sposobu ochraniania ważnej osoby, zorganizowanie ochrony, a także kierowanie działaniami pracowników ochrony. Rola dowódcy ochrony w zapewnianiu bezpieczeństwa jest istotna, dlatego wato skupić się na predyspozycjach danej osoby na to stanowisko. W pracy przedstawiono zadania dowódcy ochrony. Analiza tych aspektów pozwala na poszerzenie wiedzy z zakresu zadań dowódcy ochrony podczas ochrony osobistej, jego predyspozycji psychofizycznych oraz stylów dowodzenia. Pozwala to na skuteczniejsze zapewnienie bezpieczeństwa ochranianej osoby.
The aim of the work is to indicate the role and importance of the security commander in ensuring safety while protecting people. The article presents the hypothesis: the role of the commander in ensuring the safety of people is planning, organizing and managing his subordinate security personnel. The person of the security commander is important in ensuring the safety of the protected persons. The work uses a qualitative research method: analysis and criticism of articles on the subject. The conducted research shows that the security commander, as the most experienced employee with appropriate knowledge and character traits, assigns security personnel appropriate tasks while ensuring the protection of persons, and also determines the rules of their cooperation. The actions taken, as well as the type and form of protection depend on the commander’s decision. The tasks performed by the security commander are of great importance in ensuring the safety of the protected person. The research carried out in the article allows to confirm the hypothesis. The security commander is responsible for planning the method of protecting an important person, organizing security and managing the activities of security personnel. The role of the security commander in ensuring security is important, therefore it is important to focus on the suitability of a given person for this position. The work presents the tasks of the security commander. The analysis of these aspects allows to broaden the knowledge of the tasks of the security commander during personal protection, his psycho-physical predispositions and command styles. It allows to ensure more effectively the safety of the protected person.

Artykuł jest przeglądem wiedzy z zakresu procesu podejmowania decyzji wykorzystywanej przez kierujących w trakcie prowadzonych działań ratowniczych, dokonanym pod kątem obowiązujących przepisów prawnych, literatury przedmiotu, aktualnych zasad i procedur oraz z przedstawieniem praktycznej postaci jego stosowania. W materiale przedstawiono definicje procesu decyzyjnego w świetle teorii przedmiotu. Szczególny nacisk położono na identyfikację modelu procesu podejmowania decyzji dla kierującego działaniami ratowniczymi oraz szeroko omówiono jego etapy. Dodatkowo przedstawiono algorytm podejmowania decyzji oraz cykl wyszukiwania rozwiązań. Wskazano również czynniki, które kierujący działaniami ratowniczymi musi uwzględniać, podejmując decyzje w trakcie różnego rodzaju działań.
The article is a review of knowledge in the field of decision-making process used by commanders during ongoing rescue operations, carried out in terms of applicable legal provisions, literature, current rules and procedures and presenting a practical form of its application. The material presents the definitions of the decision-making process concerning the theory of the subject. Particular emphasis was placed on identifying the model of the decision-making process for the commander of rescue operations, and its stages have been extensively discussed. In addition, the algorithm for decision making and a solution search cycle are presented. The article also presents the factors that the commanders of rescue operations must consider when making decisions during various types of activities.

Celem artykułu jest wskazanie ważnych aspektów związanych z uprawnieniami, w które wyposażono osobę dowodzącą działaniem ratowniczym w systemie ochrony przeciwpożarowej. Tezą podjętych rozważań jest stwierdzenie, iż przyjęte rozwiązania w organizacji działań ratowniczych w ochronie przeciwpożarowej niekorzystnie różnicują uprawnienia kierującego działaniem ratowniczym, w zależności od jego przynależności do danego rodzaju jednostki ochrony przeciwpożarowej prowadzącej te działania. Artykuł jest przeglądem podstawowych pojęć i ich poprawności językowej w unormowaniach ochrony przeciwpożarowej dotyczących ratownictwa. Omówiono w nim współdziałanie jednostek ochrony przeciwpożarowej w działaniach ratowniczych oraz ramowe zasady kierowania działaniami ratowniczymi. W materiale szczególny nacisk położono na obowiązki kierującego działaniem ratowniczym, a także jego uprawnienia i determinanty stosowalności przez niego prawa. Przedstawiono również opinię na temat form kierowania za pomocą rozkazów i poleceń.
The purpose of the article is to indicate some important aspects related to the rights in which the person conducting the rescue operations in the fire protection system is equipped. The thesis of the considerations is the statement that the adopted solutions in the organization of rescue operations in the fire protection adversely differentiate the powers of the commander of the rescue action, depending on his belonging to a given type of fire protection unit conducting rescue actions. The article is a review of the basic concepts and their linguistic correctness in the norms of rescue fire protection. The cooperation between the fire protection units in rescue actions and the framework rules for managing rescue actions are discussed. In the material, particular emphasis was placed on the responsibilities of the commander of the rescue action, powers and determinants of the applicability of the rights governing the rescue operation. An opinion was also presented on the forms of the rescue action management by means of orders and commands.

Podobieństwo funkcjonowania w wojsku i w środowisku cywilnym osób kierujących swoimi podwładnymi daje szansę aplikacji wartościowych cywilnych rozwiązań. Konsekwentne od wielu lat wykorzystywanie w firmach prywatnych możliwości rozwijania kompetencji społecznych osób kierujących pracownikami, stanowi praktyczne potwierdzenie znaczenia i skuteczności tego typu oddziaływań. Warto aby i wojsko jak najefektywniej skorzystało z możliwości rozwijania tych kompetencji. Wzorując się na koncepcjach rozwijanych na potrzeby doskonalenia umiejętności menedżerów, stworzono model kompetencji społecznych związanych z pełnieniem funkcji dowódczej. Model ten obejmuje zachowania związane z kompetencjami określonymi jako: przywództwo, komunikowanie się, współpraca, wpływ i negocjowanie oraz postępowanie w sytuacjach trudnych. Trafność modelu potwierdzona została empirycznie. Dodatkowo w toku analiz statystycznych ustalono, jakie konkretne umiejętności warte są doskonalenia oraz przy pomocy jakich metod powinno się rozwijać poszczególne kompetencje społeczne.
The fact, that for many years in private companies they improve the Social Competences of Managers is a practical confirmation of the importance and effectiveness of this type of proceedings. The fact, that the functioning of people who manage their subordinates is similar in the army and in the civil world is a chance to apply such valuable civil solutions in the army. The model of social competences related to commander function has been based on the concepts developed for the need to improve managers’ skills. The model covers behavior related to competences defined as: leadership, communication, cooperation, influence and negotiation, and how to behave in difficult situations. The research has shown, that the model works well. In addition, the statistical analyses have indicated which specific skills should be improved and which methods should be used.

Autorzy w artykule podjęli próbę przedstawienia obrazu przywódcy na misji wojskowej poza granicami kraju. Autorzy zwrócili szczególną uwagę na cechy przywódcy w kontekście ryzyka podejmowania decyzji w warunkach zagrożenia życia. Artykuł oparty jest na analizie literatury i wywiadach przeprowadzonych z oficerami i podoficerami, weteranami misji w Iraku i w Afganistanie. Przybliżono również zagadnienie skuteczności dowódcy w sytuacjach kryzysowych. Opierając się na stwierdzeniu, że przywództwo jest relacją między liderem a zwolennikami oraz wizją, jaką posiada przywódca i zaszczepia wśród swoich żołnierzy, autorzy podkreślają znaczenie ryzyka w działaniach zespołów bojowych. Odpowiadają na pytania, jak na zespół wpływa brak przywódcy, jakie niesie zagrożenia dla podwładnych. Autorzy w artykule przedstawili motywacje żołnierzy do działania w warunkach misji wojskowych, a także przykłady przywództwa na misjach. Zwrócili uwagę na stresory, które występują podczas działań bojowych. W artykule poruszono również zagadnienie przywództwa w szkolnictwie wojskowym.
In the article the authors attempt to draw the picture of a leader on a military mission abroad. The authors pay particular attention to the characteristics of leaders in the context of the risk of decision-making under life-threatening conditions. The article is based on an analysis of literature and interviews conducted with officers and non-commissioned officers, veterans of the missions in Iraq and Afghanistan. The article also discusses the effectiveness of the commander in crisis situations. Based on the claim that leadership is a relationship between the leader and the followers, and the vision that the leader has and instills among his/her soldiers, the authors stress the importance of risk in combat teams operations. How the team is affected by lack of the leader and what threats it poses to subordinates. In the article the authors present what motivates soldiers to operate on a military mission and also present examples of leadership on missions. The authors pay attention to the stressors that occur during combat operations. The article also addresses the issues of leadership in military education.

Organization of a manager’s workday has certain impact on numerous issues. No one needs to be convinced that the thesis is right. It is not only creation of own image but affecting many affairs connected with the functioning of a company or its element. A manager, due to his or her position in an enterprise, is able to significantly influence the activities of subordinates. One should also consider the fact that there is a correlation between a nature of work, specific character of a company and personality of a commander (manager). He or she is the one who choosing style of leadership is many a time determined by nature of work and issues to be decided. Remarkable feedback activity takes place between subculture of the managed and certain personal features and habits of a manager. Practice indicates that it would be good if a boss selected his or her style of leadership with respect to the subculture that can be initially found in an enterprise. There are many considerations affecting organization of a manager’s activity, his vertical and horizontal relations. It is not justifiable for a new boss occupying his or her position to destroy everything established by predecessors. In numerous literature analyses treating of management and the functioning of organization there is no direct reference to a specific company (firm, enterprise). As a rule general issues are presented and the function of a manager is defined in different ways. The subject matter that have briefly been elaborated on above show unambiguously that efficient organization of a manager’s activities is an important factor of an enterprise’s functioning efficiency. Such a statement is a result of, above all, the fact that a manager who irrationally organizes own activities may make many factual errors and have a disorganizing impact on work of direct subordinates and the whole company. A manager’s bad model may lead to a complete breakdown of institution efficiency. Even a traditional proverb, being a generalization of experience centuries old, draws one’s attention to this phenomenon by the following saying: „like master, like man”.

Opis:
Cabin crew communication is the basis for safe and effective action in civil and military aviation. The article includes the basic terms, types and elements of communication process characteristic for the aircraft crew’s work environment. Special attention was paid to the role of the crew commander, who is responsible for the overall activities concerning the flight operation. The aim of this study were the principles of communication between crew members and air traffic control services.
Komunikacja w załodze lotniczej jest fundamentem bezpiecznego i efektywnego wykonywania zadań w lotnictwie cywilnym i wojskowym. W artykule zostały opisane podstawowe pojęcia, rodzaje i elementy procesu komunikowania się w aspekcie pracy załogi statku powietrznego. Szczególną uwagę zwrócono na rolę dowódcy załogi, który jest głównym kreatorem, odpowiedzialnym za całość czynności związanych z działalnością lotniczą. Scharakteryzowano ponadto zasady komunikacji między członkami załogi oraz służbami kontroli ruchu lotniczego.

Opis:
The purpose of this papers is discussion on the President of the Russian Federation and his role in the management of national security system. Third Vladimir Putin’s presidency continued the assumptions that constituted in the years 2000-2008. Its common characteristic is strong foreign and home policy according to the pattern of authoritarian type of autocracy. It is associated with close bounds with the elements of force in the sector of national security and defence (special forces, army). Execution of decisions coming from central department of presidential orders requires the efficient management of national security system. For such purpose, author points out the presidential powers related with such issues. Thereafter, the accompanying apparatus, institutional and organizational structure of administration involved in statutory tasks in terms of national security and defence will be presented.
