Local governance continues to be one of the key concepts in the contemporary approach to the functioning of local government, administration, and public management. The most crucial premise of this concept is the interactive way of exercising power, where various actors identify and implement joint projects, including residents, community organizations, and public and private institutions. Despite significant interest in this concept, it needs further analysis and refinement. In academia, the lack of conceptual clarity makes it difficult to analyze and identify the differences in collaborative governance and management processes. In practice, the concept’s full potential is not recognized, which hinders its application in local decision-making. An attempt has been made to fill this research gap by analyzing the role of French chambers of commerce and industry as participants in local collaborative governance and collaborative management. Chambers of commerce and industry have a long tradition and are a permanent element of the French political system. Their current status is the outcome of a long historical process and institutional development closely linked to France’s significant political and economic changes. Through literature and data analysis, as well as the study of documents, selected aspects of the activity of chambers of commerce and industry in local collaborative governance and collaborative management are presented, as well as identifying the challenges faced by these institutions in the process of collaboration with local authorities and other stakeholders.

The scope of the paper is to analyse the model of public governance by the application of the concept of market orientation. The author posits a new approach in resolving the problem of the assessment and evaluation of territorial government practices in the area of urban governance. The research was carried out in 8 large Polish cities and concentrated on the processes with regards to the improvement of the attractiveness of the city for external users such as: investors, tourists and potential students. The competitive nature of these processes as well as the necessity to take concerted actions with non-governmental and private partners set boundaries for a simultaneous analysis of market orientation on the one hand and collaborative governance on the other. The process of data collection comprised content analysis, in-depth interviews, an on-line survey and the mystery client method. Based on information acquired during research process the author assumes local administra-tion to follow a middle path between two models of public management: new public man-agement and new public governance with the aforementioned in the ascendency. The com-ponents of market orientation were visible in managerial practices of the cities concerned: public managers acknowledge the necessity to acquire intelligence with regard to users’ needs, undertake activities in order to coordinate efforts in the area of satisfying these needs, and attempts to monitor the results of these actions.

Nowadays an increasing number of enterprises realize the importance of competitiveness improvement through collaboration. It is obvious that the collaborative network is becoming an effective tool that enables small and medium sized enterprises (SMEs) to survive under the global crisis pressure. It enforces enterprises to focus resources and means on the main activities, and to rebuild the architecture for manufacturing system in effective ways. Therefore, we decided to continue working on research topic of collaborative manufacturing projects management. In this paper we introduce the novel framework for the further development of the existing collaborative network concept in which we combined multiple project management methodology and fractal model of collaborative network of enterprises. The proposed framework enables SME-s to use resources more efficiently, reduce manufacturing costs, rapidly respond to customer demand changes, increase the productivity, reduce total lead time of collaborative projects, improve the products quality, improve the practice of collaboration in multi-project management, improve stability, share the expensive costs and equipment, reduce inventory, raise the accuracy of the forecast, reduce the data entry time, and improve the performance of delivery. In this paper, we will present the project-based fractal collaborative network framework, multiple project management and fractal model framework. We will introduce our vision of information and communication processes in the novel collaborative network, tasks and relationships of collaborative enterprises project managers, external and internal relationships of project managers.

The literature review presents a lot of theoretical and empirical evidence that trust affects collaborative culture. The opposite also proves to be true: collaborative culture influences trust. The main hypothesis presented in this paper says that both these factors are strongly correlated and modify each other. This study examines the mutual relationship of the said variables in the context of tacit knowledge sharing based on research conducted among 514 Polish professionals performing different functions, and having various experience in managing projects, in the construction industry. The results obtained in the course of the study indicate that there is not only a strong correlation between trust and collaborative culture but both of them have a strong influence on tacit knowledge sharing. The main managerial implication of the study is the importance of stimulating the growth of both collaborative culture and trust. receiving a strong synergy effect will make it possible to leverage tacit knowledge sharing as an agent contributing to a company’s performance.

Internetworked e-Work is enabling new channels in cyber space for collaboration among physical and cyber agents, e.g., humans, robots, software agents. Research on Collaborative Control Theory (CCT) indicates that building and augmenting the Collaborative Intelligence (CI) of participants in cyber-physical networks can provide better support for achieving their individual and common goals. In spite of its rising significance and popularity, however, no clear and precise definition and universal quantitative measure has been proposed for the CI. In this article, we first formalize the CI by suggesting a formal definition, based on the definitions of its elements - collaboration and intelligence. We then propose a quantitative measure for the CI, adapted from the universal intelligence measure. For illustration, we analyze three recent collaborative e-Work studies at three different scales: (1) Telerobotenabled computer supported collaborative design; (2) Collaborative product line control in supply networks; (3) Demand and capacity sharing in multi-enterprise collaboration. From these case studies, common advantages such as work efficiency, network robustness and stability, service level, resource utilization, and collaboration cost are observed, analyzed, and translated into formal CI measures. Results indicate significant impacts of CI on the efficiency, effectiveness, and quality of collaborative activities in emerging e-Work networks.

Over the past seven years, archaeological outreach activities and participatory research have increasingly been incorporated into different archaeological projects in Sudan while sites have faced growing threats from economic activities, mining, and climate change. To respond to such disciplinary shift and challenges in site protection, a training course on collaborative archaeology and heritage management planning was designed and offered to Sudanese archaeologists and students at Old Dongola in early 2021. This article assesses the course based on evaluations submitted by participants and the instructor’s self-reflection and observations. It explores an improved approach to capacity building in the two specialized fields in the context of Sudan, and concludes with the proposition that the approach and objectives of collaborative archaeology should be foregrounded in courses of this kind. Rather than just offering training per se, courses should be set up in collaboration with local communities and produce, by design, meaningful outcomes for communities, while training the participants.

This paper identifies and explores key elements for planning and implementing citizen involvement in the area of waste management and circular economy in cities. The analysis has shown that institutions responsible for waste management regard strategic planning, inclusivity, transparency, continuity, and resources as particularly important for reaching the objectives of citizen involvement. However, not all of the four analysed cities have applied these elements to the same extent, due to e.g. a lack of a strategy for citizen involvement, or limited personal and financial resources.

This paper summarizes our preliminary experiences with implementing some of the ideas lying behind the concept of creative environment. Research group at the National Institute of Telecommunications has developed a prototype framework for collaborative knowledge acquisition and sharing, called PrOnto. At the moment the artifacts we organize and share are typical sources of scientific knowledge, namely journal papers and web pages. In PrOnto we introduce two interrelated explicit levels of knowledge representation: keywords and ontological concepts. Each user of the framework maintains his own ontological profile, consisting of concepts and each concept is, in turn, by subjective user's decision, related to a set of weighted keywords that define its meaning. Furthermore, dedicated indexing engine is responsible for objectively establishing correspondence between documents and keywords, or in other words, the measure of representativeness of the keyword to document's content. Developing an appropriate knowledge model is a preliminary step to share it efficiently. We believe that higher level representation facilitates exploration of other people's areas of interest. PrOnto gives an opportunity to browse knowledge artifacts from the conceptual point of view of any user registered in the system. The paper presents the ideas behind the PrOnto framework, gives an outline of its components and finalizes with a number of conclusions and proposals for futuren enhancements.

Objectives: The public sector has been subjected to financial pressure. One of the tools to improve the environment of the public sector entities and introduce greater management flexibility in governance is establishing Shared Services Centres (SSCs). Research: The article presents a case study regarding the implementation process and the effectiveness assessment of this solution based on the example of the city of Toruń. Research Design & Methods: The paper provides a case study of SSC of the city of Toruń. Findings: Based on the results, it can be concluded that the key barrier to the implementation of SSCs as the innovation tool of public management is the lack of understanding of business management tools among directors of public sector units that were not involved in the issue of management efficiency. Implications / Recommendations: What appears to be the most challenging is the sociological factor that matters in terms of SSCs implementation. Social capital of the units’ directors, trust, and reciprocity is much more important than institutional arrangements. Contribution / Value Added: The paper shows the first evaluation of SSC in local government in Poland based on a case study. It is believed that this approach might be very fruitful for further theoretical research and practical implementation. Article classification: research article

This paper presents some elements of architecture of planned knowledge management system dedicated to research institutions. Main contributions include social extension of the idea of adaptive hermeneutic agent and preliminary implementation of domain specific language for development of knowledge management systems. Work described here concentrated on practical verification of viability of proposed ideas and took form of a prototype software system, which can be used by a group of researchers to easily find and recommend relevant information.

In the last decade, the oil industry has transitioned from primarily drilling vertical wells to a majority of extended reach complex horizontal wells with help of geosteering techniques for better reservoir and production efficiencies. The overall objective of geosteering and well placement has helped to maximize reservoir contact by the keeping well trajectory in the pay zone with the help of quality real-time data, especially in these uncertain times of pandemic due to COVID-19. This paper illustrates the immense impact of real-time data feeds (special logging tools/images) at operation centers with the full remote expert support of multidisciplinary teams. The proper data communication mechanism is also helpful to share the information across asset teams in a timely manner to drill complex wells remotely. To achieve the desired geosteering objectives, experts monitor and evaluate the real-time data in a landing well accurately in the pay horizon by designing the well path which considers geological variables like (reservoir architecture, permeability and porosity distribution, and fluid contacts) which further helps update the reservoir models in real-time based on the latest subsurface information for better reservoir management and timely decision making.

Recent rapid developments in information and network technology have profoundly influenced manufacturing research and its application. Main factor, which has got influence on aspects, activity, configuration, and efficiency of mentioned supply chain is demand’s fluctuations. The ability to predict fluctuations is the basis of creating the competitive advantage and increasing the customer service level. The purpose of following paper is to demonstrate the necessity of using a quantitative forecasting methods and to show further research directions connected with CPFR implementation in selected entity. The main issue of demand management consideration has a CPFR conception. One of the many advantages of CPFR is the improvement in forecast accuracy, eg. accuracy of exponential smoothing forecasting methods like Winter’s method, by gaining ability to make proper modifications of this method based on reached demand information. Second part of this article is based on case study concerns on one of the basic exponential smoothing forecast method in comparison with current forecast method and necessity of CPFR implementation in the future.
Kluczowym czynnikiem, który ma wpływ na aspekty, funkcjonowanie, konfigurację oraz skuteczność łańcuchów dostaw, są wahania popytu. Zdolność przewidywania wahań jest podstawą do kreowania przewagi konkurencyjnej i podniesienia poziomu obsługi klienta. Aby zdobyć wspomnianą zdolność, przedsiębiorstwa często tworzą w szerszej perspektywie systemy zarządzania popytem, a w węższej – prognozy sprzedażowe. Celem artykułu jest ukazanie konieczności użycia ilościowych metod prognostycznych i wskazanie dalszych kierunków badań związanych z wdrożeniem CPFR w wybranym podmiocie. Główny obszar dotyczący zarządzania popytem będzie skupiał się na koncepcji CPFR. Jedną z wielu zalet CPFR jest poprawa dokładności stawianych prognoz. Druga część artykułu oparta jest na studium przypadku skupiającym się na zastosowaniu podstawowych metod wygładzania wykładniczego i porównaniu rezultatów z dotychczasową metodą prognostyczną, a także ukazuje kierunki dalszych badań związanych z wdrożeniem CPFR.

Collaborative management means creating organizational structures based on cooperation, and thus creating more effectiveness in the area of management and economic calculation. This article presents the assessment of shared service centers (SSCs) operating the 12 largest Polish cities. The purpose of this article is to attempt to evaluate the effects of implementing a tool characteristic of business into the public sector. The conducted research allowed to define the goals that local governments associate with the creation of SSCs, gave the answer to the questions to what extent the above objectives were achieved, what were the threats to the process of putting in place organizational changes and what competences of the management staff of the serviced entities were crucial in the process. The final conclusion is that changing location of back-office service provides quick success in terms of operational actions, but demands additional skills of managers in order to receive public value.

Digitalization, the spread of artificial intelligence solutions and robotization pave the way for new industry trends that shape the framework of a new industrial era. This era brings both benefits and drawbacks for some enterprises. Definitely, a swift reaction is a must when enterprises need to adjust their strategies, products and services according to the latest customer requirements. These trends have a sound impact on human resources management and jobs performed by humans and, at the same time, pose serious security threats to organizations. The research aims to explore what is meant by the term Industry 5.0 and how it differs from Industry 4.0. The research reveals the changing role of human resources management in the context of the necessary digital and computer competencies of society, highlights some security aspects, and looks at how enterprises, including SMEs, fit into the Industry 4.0 and 5.0 era.
