The scope of the paper is to analyse the model of public governance by the application of the concept of market orientation. The author posits a new approach in resolving the problem of the assessment and evaluation of territorial government practices in the area of urban governance. The research was carried out in 8 large Polish cities and concentrated on the processes with regards to the improvement of the attractiveness of the city for external users such as: investors, tourists and potential students. The competitive nature of these processes as well as the necessity to take concerted actions with non-governmental and private partners set boundaries for a simultaneous analysis of market orientation on the one hand and collaborative governance on the other. The process of data collection comprised content analysis, in-depth interviews, an on-line survey and the mystery client method. Based on information acquired during research process the author assumes local administra-tion to follow a middle path between two models of public management: new public man-agement and new public governance with the aforementioned in the ascendency. The com-ponents of market orientation were visible in managerial practices of the cities concerned: public managers acknowledge the necessity to acquire intelligence with regard to users’ needs, undertake activities in order to coordinate efforts in the area of satisfying these needs, and attempts to monitor the results of these actions.

Local governance continues to be one of the key concepts in the contemporary approach to the functioning of local government, administration, and public management. The most crucial premise of this concept is the interactive way of exercising power, where various actors identify and implement joint projects, including residents, community organizations, and public and private institutions. Despite significant interest in this concept, it needs further analysis and refinement. In academia, the lack of conceptual clarity makes it difficult to analyze and identify the differences in collaborative governance and management processes. In practice, the concept’s full potential is not recognized, which hinders its application in local decision-making. An attempt has been made to fill this research gap by analyzing the role of French chambers of commerce and industry as participants in local collaborative governance and collaborative management. Chambers of commerce and industry have a long tradition and are a permanent element of the French political system. Their current status is the outcome of a long historical process and institutional development closely linked to France’s significant political and economic changes. Through literature and data analysis, as well as the study of documents, selected aspects of the activity of chambers of commerce and industry in local collaborative governance and collaborative management are presented, as well as identifying the challenges faced by these institutions in the process of collaboration with local authorities and other stakeholders.

The study moves from the assumption that the sharing of data can – under specific circumstances – give rise to anticompetitive aggregations of research-valuable data in the form of closed data silos. It addresses the question whether and how competition remedies available under EU law can be used for the design of pro-competitive data pools in digital markets. Interesting suggestions for these purposes are given by the recent enforcement policies enacted by the European Commission in high technology innovation markets. Although aimed at restoring very different anticompetitive conducts, these remedies nonetheless appear to share the common function of opening up established innovation alliances for the transfer of research-valuable information assets to external competing parties. Against this backdrop, the suitability of such information-based remedies in the context of digital markets is questioned. The study ultimately puts forward the opportunity of a close collaboration between competition and data protection authorities for a joint governance of data sharing remedies.
L’étude part de l’hypothèse que le partage des données peut – dans des circonstances spécifiques – donner lieu à des agrégations anticoncurrentielles de données précieuses pour la recherche sous la forme de silos de données fermés. Elle aborde la question de savoir si et comment les remèdes en matière de concurrence disponibles en vertu du droit communautaire peuvent être utilisés pour la conception de pools de données proconcurrentiels sur les marchés numériques. Des suggestions intéressantes à cet égard sont données par les récentes politiques de mise en oeuvre adoptées par la Commission européenne sur les marchés de l’innovation de haute technologie. Bien qu’elles visent à rétablir des comportements anticoncurrentiels très différents, ces mesures correctives semblent néanmoins partager la function commune d’ouvrir les alliances d’innovation établies pour le transfert d’actifs d’information précieux pour la recherche à des parties concurrentes externes. Dans ce contexte, la pertinence de ces mesures correctives fondées sur l’information dans le contexte des marchés numériques est remise en question. L’étude met finalement en avant l’opportunité d’une collaboration étroite entre les autorités de la concurrence et de la protection des données pour une gouvernance commune des mesures correctives en matière de partage des données.

This paper identifies and explores key elements for planning and implementing citizen involvement in the area of waste management and circular economy in cities. The analysis has shown that institutions responsible for waste management regard strategic planning, inclusivity, transparency, continuity, and resources as particularly important for reaching the objectives of citizen involvement. However, not all of the four analysed cities have applied these elements to the same extent, due to e.g. a lack of a strategy for citizen involvement, or limited personal and financial resources.

Objectives: The public sector has been subjected to financial pressure. One of the tools to improve the environment of the public sector entities and introduce greater management flexibility in governance is establishing Shared Services Centres (SSCs). Research: The article presents a case study regarding the implementation process and the effectiveness assessment of this solution based on the example of the city of Toruń. Research Design & Methods: The paper provides a case study of SSC of the city of Toruń. Findings: Based on the results, it can be concluded that the key barrier to the implementation of SSCs as the innovation tool of public management is the lack of understanding of business management tools among directors of public sector units that were not involved in the issue of management efficiency. Implications / Recommendations: What appears to be the most challenging is the sociological factor that matters in terms of SSCs implementation. Social capital of the units’ directors, trust, and reciprocity is much more important than institutional arrangements. Contribution / Value Added: The paper shows the first evaluation of SSC in local government in Poland based on a case study. It is believed that this approach might be very fruitful for further theoretical research and practical implementation. Article classification: research article

Opis:
Collaborative management means creating organizational structures based on cooperation, and thus creating more effectiveness in the area of management and economic calculation. This article presents the assessment of shared service centers (SSCs) operating the 12 largest Polish cities. The purpose of this article is to attempt to evaluate the effects of implementing a tool characteristic of business into the public sector. The conducted research allowed to define the goals that local governments associate with the creation of SSCs, gave the answer to the questions to what extent the above objectives were achieved, what were the threats to the process of putting in place organizational changes and what competences of the management staff of the serviced entities were crucial in the process. The final conclusion is that changing location of back-office service provides quick success in terms of operational actions, but demands additional skills of managers in order to receive public value.
