Mediation is a new institution in administrative proceedings aims to provide a partnership approach of the administration to citizens and to enable which participation of the public in administrative governance. However, the introduction of mediation into administrative proceedings raises doubts as to its practical applicability, especially given the current reluctance of administration to the binding provisions of the agreement in view of the fact that mediation proceedings bring many unquestionable benefits also to the administration, there is a hope that it will adapt better than in judicial-administrative proceedings, where it is not applied.

Research background: The morality and sustainability depend upon the active engagement of all stakeholders. Businesses might have to observe minimum standards via their corporate social responsibility (CSR), but this does not imply any mandatory and enforceable requirements for their internal documents. Crises such as the COVID-19 pandemic magnify differences and might impact the perception and commitment to ethics and modify preferences. Purpose of the article: Since it is up to each and every business whether it will issue Codes of Ethics or Codes of Conduct (Codes) and how they will project ethical principles, values and concerns in them, it is both illuminative and instrumental to conduct a massive theoretical and literature review, to identify five aspects for exploration of  Codes: (i) human nature (ii) moral values (iii) ethical principles, (iv) reasoning and (v) sustainability pillars, and to perform such an exploration via a case study at the dawn of the COVID-19 pandemic. Methods: Based on a massive theoretical and literature review, five aspects for exploration have been identified and employed in a case study involving twenty Codes of the largest Czech businesses, while focusing on their preferences. This is to be achieved by a holistic advanced content analysis employing meta-analysis and manual Delphi method with Likert scoring by a panel of experts. Findings & value added: The case study reveals that generally Codes prefer (i) Socrates´ perception of human nature, (ii) respect and responsibility as moral values, (iii) the principle of solidarity, (iv) social contract and deontological reasoning and (v) the sustainability social pillar. These findings demonstrate discrepancies and inconsistencies between and also within  these Codes, which often paternalistically reject the multi-stakeholder approach that is needed to overcome COVID-19. This litigates for the appropriateness of this new methodology and encourages further longitudinal case studies entailing more jurisdictions and industries.

Suppliers are important links in the value chain of modern enterprises. The rapid changes that are happening on the market now were an impulse for the development of concepts that help to manage such a complex environment. The concept of Corporate Social Responsibility (CSR) may support the development of sustainable supply chains. The management of social issues in supply chains is becoming more and more important. The main reasons for that is the increasing risk of undesirable situations in supply chains that can cause real problems for business. One of possible responds of business is the implementation of code of conduct or code of ethics addressed to suppliers. This paper presents the potential role of codes of ethics and codes of conduct as tools that support the management of social and environmental issues of supply chain. Theoretical considerations will be supported by a qualitative analysis of codes of ethics and codes of conduct published by socially responsible companies from Poland (on the basis on IX Ranking Odpowiedzialnych Firm).

Space Traffic Management (STM) is a new concept referring to space activities. The highest priority is the safety and security of outer space and all conducted operations. There is no definition of STM. There is an urgent need to regulate STM providing safety and security regulations at the international, regional, and national levels. Because there is no STM definition, the regulator might use the example of existing regulations of the International Civil Aviation Organization on Air Traffic Management (ATM). European EUSST is a good example of being a “precursor” of STM. However, many questions are still open regarding specific regulations needed to create an STM system, such as at which level they should be made: globally, regionally, or nationally.

Scientific research and academia in Poland are undergoing radical change. It is also true about the scientific ethos. In this seminal moment, I want to determine whether scientists and academia uphold the same principles at the foundation of science, whether the scientific ethos differentiates between universities and their legal status and if so, to what degree. The data about the scientific ethos of the scientist are taken from Marzena Feldy’s research; the data about the scientific ethos of particular universities – from their ethical codes of conduct. The analysis shows differences between the scientific ethos declared by the universities and academia. In the ethical code of the universities, the dominant part is the ethos of academic study, whereas, when it comes to the scientist, it is more varied, containing parts of academic, postacademic and industrial codes. The type and legal status of universities do not influence their ethical code.

The paper presents the legal nature and functions of codes of conduct in EU data protection law. The General Data Protection Regulation (GDPR) contains much more extensive provisions on codes of conduct than previous Directive 95/46/EC, giving them a potentially much more significant role in the EU data protection regime. The GDPR specifies codes of conduct as co-regulatory instruments whose compliance by controllers and processors has significant legal consequences. They are primarily intended to facilitate compliance with the GDPR by controllers and processors from a specific sector or to perform similar processing operations. It is, therefore, essential to identify the legal nature of the codes of conduct, the legal consequences of adhering to them, and their function in the EU data protection model. The theoretical analysis of EU data protection codes of conduct considers legal and regulatory theory perspectives.

Space security means safe and permanent access to space and limiting threats coming from there. This definition also includes the security aspects of man-made devices sent into space and of ground stations. Space infrastructure can be described as a network of space and ground systems connected by communication channels and allowing access to space. Today, the largest space powers have begun to consider space as an operational domain of warfare. Space more and more often appears to be a field for competition, which might become an arena of conflict. The aim of this article is to present today’s many law challenges to the security of space infrastructure, such as unintentional threats (space debris, geomagnetic and solar storms, and other random disturbances), intentional threats (ASAT anti-satellite weapons, malicious interference, and cyber-attacks), the growing problems of Earth orbit congestion, and the increasing amount of space debris from devices launched into space. The article also presents the role of international organizations (such as the UN Committee on the Peaceful Uses of Outer space) in making laws that are intended to observe and react to all changes necessary in the outer space environment and to be proactive to help outer space to be safe and secure for all mankind. The conclusion is, however, not optimistic. Space security is a sensitive issue, mainly during conflicts or wars. States are not inclined to bind themselves by international law in this matter. Thus, due to the absence of hard international law (treaties), bilateral and multilateral agreements as well as the best practices from countries that organize space flights must apply. Space monitoring systems, such as the Situational Awareness System (SSA), the code of conduct in space, the UN Long Term Sustainability, or the space Traffic Management rules are legal tools to manage the above challenges in space today.

Artykuł podejmuje kwestię rozbieżności między zapisami kodeksów etyki zawodowej public relations (PR) i działaniami obserwowanymi na rynku. Brak możliwości skutecznej egzekucji zapisów kodeksów etycznych wynika zdaniem autorki opracowania ze słabości branży public relations w Polsce. Dlatego też dbałość o utrwalanie wartości etycznych w zakresie PR powinna być przedmiotem skutecznej strategii opracowanej i realizowanej przez same stowarzyszenia branży public relations.
This article aims at analyzing the subject of discrepancy between principles recorded in the ethical codes of PR branch and observed market activities. According to the author, the lack of effective execution of PR ethics legislation is a result of the weakness of the Polish PR branch. Therefore, solicitude concerning ethical values in PR fi eld should be implemented based on strategy elaborated by PR professional associations.

The growing dependence of countries and societies on the use of space technologies results in the increasing activity in outer space of new actors, both state and non-state. It produces a number of adverse outcomes for the space environment, making it a less and less safe place (e.g. space debris). Emerging threats may affect national and international security on earth. As a result, an urgent need for a collective approach to the management of the use of outer space is emerging. The international legal regime for outer space that has been developing since the beginning of the space age is no longer sufficient, because it does not take into account many rapid changes. One of the attempts to overcome this problem is the International Code of Conduct for Outer Space Activities drafted by the European Union in 2008. This paper discusses the reasons why, despite long-lasting efforts and intensifying problems, the Code has so far failed to win the approval of the powers which is requisite to constitute an important part of the international outer space regime.

Główny przedmiot rozważań stanowi problematyka zarządzania kodeksami postępowania. Jest to rzadki obszar dyskusji zarówno w literaturze polskiej, jak i światowej. Tematyka poruszanych zagadnień wpisuje się w szerszy kontekst dotyczący zrównoważonych łańcuchów dostaw i działań społecznie odpowiedzialnych. Oryginalne studium badawcze wypełnia lukę empiryczną w zakresie tworzenia kodeksów, kosztów ich obsługi oraz dyfuzji wiedzy. Zebrany materiału badawczy od 52 dużych i średnich przedsiębiorstw produkcyjnych zlokalizowanych w Polsce posłużył do sformułowania konkluzji i wytyczenia przyszłych kierunków badawczych. Na podstawie badań między innymi ustalono, że kodeksy postępowania tworzone są przede wszystkim na bazie własnych doświadczeń. Tym samym dowiedziono, że w obszarze omawianych kodeksów przedsiębiorstwa cechuje najniższy poziom generacji odpowiedzialnego zarządzania łańcuchem dostaw - tzw. RSCM 1.0. Stwierdzono również, że trudności dotyczące kalkulacji kosztów audytowania i monitorowania działań, będących konsekwencją przyjętych kodeksów postępowania, wynikają przede wszystkim ze złożoności i różnorodności systemów zarządzania nimi.
Our main considerations were the issues related to the management of the codes of conduct. It is a rarely discussed area both in the Polish as well as in the global literature. The issues are a part of a broader context regarding both sustainable supply chains and social responsible actions. This original research study bridges the empirical gap concerning the codes of conduct, their costs and knowledge diffusion. The research material acquired from 52 large and medium production enterprises localized in Poland allowed to formulate the conclusions and to develop the future research directions. Based on the research, we determined that the codes of conduct are made mostly on the basis of own experience. At the same time, we proved that in the area of the discussed conducts of enterprises, there was the lowest level of the generation of responsible supply chain management – the so-called X. We also claim that the difficulties regarded the calculation of the costs of auditing and monitoring actions, which are the consequences of the applied codes of conduct, result mainly from the complexity and diversity of their managing systems.

This article concerns the Warsaw period in the life and work of Helena Modrzejewska. The years 1869-1876 are the least researched and described period in the entire career of this actress. The article refers to Zbigniew Raszewski’s essay ‘Modrzejewska-warszawianka’ (‘Modrzejewska the Varsavian’), debating the significance of the experience of the Krakow theatre in Modrzejewska’s work. In the light of a factual analysis, he presents the actress as a Drama Artist of Warsaw theatres, posing questions about the evaluation of the experience of working on the Warsaw stage in the context of her career. The methodological framework of the article is an attempt to see the principles of realistic idealism, i.e. the model style of the art of acting in the nineteenth century, not only in the actress’s stage performance, but also in social life and the iconographic material based on Jan Mieczkowski’s photographs.
