Opis:
A coalition in a graph $ G = (V,E) $ consists of two disjoint sets $ V_1 $ and $ V_2 $ of vertices, such that neither $ V_1 $ nor $ V_2 $ is a dominating set, but the union $ V_1 ∪ V_2 $ is a dominating set of $ G $. A coalition partition in a graph $ G $ of order $ n = |V| $ is a vertex partition $ π = {V_1, V_2, . . . , V_k} $ such that every set $ V_i $ either is a dominating set consisting of a single vertex of degree $ n − 1 $, or is not a dominating set but forms a coalition with another set $ V_j $ which is not a dominating set. Associated with every coalition partition $ π $ of a graph $ G $ is a graph called the coalition graph of $ G $ with respect to $ π $, denoted $ CG(G, π) $, the vertices of which correspond one-to-one with the sets $ V_1, V_2, . . . , V_k $ of $ π $ and two vertices are adjacent in $ CG(G, π) $ if and only if their corresponding sets in $ π $ form a coalition. The singleton partition $ π_1 $ of the vertex set of $ G $ is a partition of order $ |V| $, that is, each vertex of $ G $ is in a singleton set of the partition. A graph $ G $ is called a self-coalition graph if $ G $ is isomorphic to its coalition graph $ CG(G, π_1)$, where $π_1$ is the singleton partition of $ G $. In this paper, we characterize self-coalition graphs.

Mission “Resolute Support” began on 1 January 2015 after the 13 years of the ISAF operation. Resolute Support is intended to support the Afghan army and the preparation of the local headquarters of the security forces and institutions subordinate to the Ministry of National Defense and the Ministry of the Interior for independent action. It is now probably the last stage of preparing Afghanistan for autonomous action. International consultants play a key role on achieving the mission. Resolute Support is for Afghanistan forces responsible for efforts to launch independent efforts and the fight against the Taliban. Support for the Afghan security forces must be carried out with the help of the international coalition.

The pressure for reforms is similar in all established democracies, including Germany. This is true for all policies. Lower income caused by economic development and ageing societies is a burden on all budgets. ! is increases the pressure on political actors to speed up the decision-making process. In 2005 the grand coalition of CDU/CSU and SPD was welcomed by the German people. Many commentators assumed that the political deadlock would be overcome by the government of the two major parties. Because the second chamber (Bundesrat) is the major veto-player in the German federal system, the current CDU/CSU majority in the Bundesrat was a high hurdle for the former red-green government (1998 to 2005), as until 2006 about 80 percent of all laws had to pass the second chamber. This led to early elections. People hope that the grand coalition under Chancellor Angela Merkel will overcome this restriction, which the SPD-led government could not evade.

Opis:
Ideologies are shared via language. Language on the other hand, forms the raw material for dispensing ideology since it is invested by ideology, (Fairclough, 1995:73). According to Wodak (2021), the manifestation of ideology in language is evident in metaphors as well as other forms of linguistic features like lexical meanings, presuppositions, implicatures and coherence. Ideological discourses could be political, religious, economic or social. CMT with reference to Lakoff and Johnson (1980/2003), advanced by Kovecses (2002, 2009, 2010, 2020) have been used for analysis. This paper analyses metaphors that depict the ideology of the popular Kenyan Politician Raila Odinga. His political discourse especially during general elections is characterized by metaphoric language. The key argument in this paper is that, metaphors could manifest ideologies in discourse. Findings indicate that Raila Odinga uses varied metaphors presented in four ideological concepts namely: the socio-democratic ideology; the ideology of conflicts; the savior ideology and the ideology of fear. The socio-democratic ideology projects Raila’s organization of all leaders from various political parties under one coalition that front him as the presidential candidate. The philosophy of solidarity is that all political parties and their leaders have an equal chance to proof themselves as suited for the top seat. Also, Raila projects Kenya in a socio-economic crises and he presents himself as the savior. He therefore calls himself the savior via the biblical Joshua’s metaphor. The one who successfully led the children of Israel to the land flowing with milk and honey. He also spells fear to his opponents once elected in office and he projects the ideology of fear via weather pattern metaphor. He talks of dark clouds, heavy rains and a cyclone that would spell doom for opponents. This paper is a single case study, which is extracting practical data in solving human made phenomena. It is acceptable in the social science and science disciplines. In depth verbatim data has been analyzed both at the surface and deep level to explain how metaphors manifest ideology in the contemporary Kenyan political context, (Zainal 2007; Schoch 2020).

The article analyzes the functioning of the PiS – LPR – Samoobrona coalition (Law and Justice – League of Polish Families – Self-Defence of the Republic of Poland coalition). The analysis was limited to just two of those political parties – LPR and PiS. The articles found in a daily “Rzeczpospolita” constitute the main source of data. An attempt at answering the question of why such a formation could not and did not survive, leading to premature dissolution of government is the key notion of the paper. The authors tried to present the environment of conflict and agreement between two right-wing parties – PiS and LPR.

The “Revolution of Dignity” has led to the pre-term presidential and parliamentary elections. The article analyzes parliamentary election process and coalition policy of parliamentarian groups. As a result of the campaign, a bipolar model of competition has been shaped (Maidan – Anti-Maidan), while each of them has radical and moderate divisions. Analysis of election programs has shown that in most cases there are national security issues in the first place, including resistance to Russian aggression and conflict resolution. The most important demands included the issue of decentralization, fight against corruption, tax and justice reforms. As a result of the elections, a broad coalition “European Ukraine” has been set with the participation of five political parties related to Maidan.
Rewolucja Godności doprowadziła do przedterminowych wyborów prezydenckich i parlamentarnych.

Opis:
This paper introduces two variations of the Public Good Index (Holler, 1982) for games with a priori unions. The first one stresses the public good property which suggests that all members of a winning coalition derive equal power. The second variation follows earlier work on the integration of a priori unions (Owen, 1977 and 1982) and refers to essential subsets of an a priori union when allocating power shares. Axiomatic characterizations of both indices are discussed. Numerical examples, one of them taken from a political setting, illustrate the new power indices presented in this paper.

After the Warsaw Pact expiration polish leaders had to decide also the question of safety concerning the incorporation in NATO, at that membership in EU and NATO was considered as the related key objectives of the foreign policy. In 1988-1993 years the democratic reform of the armed forces of Poland was characterized by the political forces unsuccessful attempts to achieve a certain visibility of macro-stablity and come to an agreement concerning control of the armed forces. Poland received an offer of cooperation with NATO within the program «Partnership for the sake of peace» in January 1994 at the summit in Brussels with other CEE countries. In 1999 year the Polish Parliament ratified the North Atlantic Treaty, demonstrating consolidated position of the political forces concerning that question. To the Council of Europe took a decision for the start of negotiations concerning the accession to the EU, Poland had to satisfy the political criteria, for execution of which, the consolidated position of the political forces concerning eurointegrational question had to exist. The application for membership in EU was made then, when the majority of places in parliament belonged to the political party, which had been created before the parliamentary elections in 1991 year from the political forces connected with the previous system. Already on July 16 of the 1997 year the „Agenda 2000”, which was presented at the meeting of European parliament, denoted that, the political institutes of Poland function stably and consistently, and the parliamentary elections in 1991 and 1993 years had been free. Poland was recommended to negotiations concerning its membership, and its accession to the European Union took place while the fourth parliament cadence was functioning, when the majority belong to leftist forces.

Opis:
The British political system is unusual in many aspects. First of all, Britain lacks a written constitution. The country’s political system has long appeared a model of stability in a changing world. It should be noted that European integration has had a considerable impact on the British political system. However, the election of Tony Blair government in 1997 was a starting point towards serious constitutional reforms. One of the most important was the devolution and The House of Lords reform. Apart from it Human Rights and Freedom of Information Act were introduced. In 2000 a directly elected mayor of London was elected. In 2010 a coalition government was established with David Cameron as the Prime Minister from the Conservative Party. The second were the Liberal Democrats. This coalition in itself was unusual in Britain’s post-war history. The set of changes in the British political system was an important part of the coalition agreement. The first stage was The Parliamentary Voting System and Constituencies Act 2011 which provided for a referendum on the voting system for UK Parliament and reduced the number of constituencies. The second was The Fixed-term Parliaments Act 2011 which set the date of the next general election as 7th May 2015 and on the first Thursday in every fifth year thereafter. There are only two circumstances when early elections can be held. The Monarch no longer dissolves Parliament, but the Act does not affect her/his power to prorogue Parliament. In 2011 proposed reforms to the royal succession were also announced. They changed the rules of succession and the first-born child of a monarch would be heir apparent regardless of gender. Apart from it there were plans to reform the House of Lords again. Its current serving members were to be replaced by a semi-elected house of as few as 300 members (240 elected and 60 appointed). The plans failed, because they did not gain acceptance. Constitutional changes since 1997 have been extensive, but there was no holistic view on the reform process. Nowadays the country faces the possible separation of Scotland, which could lead to the breakup of the United Kingdom. It could be a revolutionary change of the British political system. However, there are close links between Scotland and the rest of the country and in all probability the status quo will prevail.

The main aim of the article is to argue the need for better focus of researchers conducting their research in the field of political science on some digital analytical tools used in social network analyses. Additional objectives are to outline the historical context of SNA’s development in this discipline, as well as to present possible fields of exploration and using of this method, both in basic and in applied research. Particular attention was paid to the potential of SNA in the study of the processes of cabinet coalitions formation, as well as to the important limitations of this method. The article was constructed as a methodological essay. We inevitably accept - because of its focus on network analyses a structural perspective on social reality. We verify the hypothesis that the greatest potential of SNA could be currently to create a visualization of social relations based on large data sets, but at the same time the most important barrier to the development of the method are limitations in the access to these data, which could be used as a basic analytical material for visualization of the network and generalization of the statistical conclusions. Presenting some political science research in Poland and around the world, in which SNA tools are used, we used the historical as well as the case study method.

The paper deals with alliances and coalitions that can be formed by agents or entities. It is assumed that alliance agents cooperate and form coalitions for performing the tasks or missions. It is considered that alliance agents are unselfish. That is, they are more interested in achieving the common goal(s) than in getting personal benefits. In the paper, the concept of fuzzy alliance was introduced. A fuzzy alliance is considered as generalization of traditional alliance allowing agents to decide on the capabilities that their agents can and wanted deliver to coalition. Coalitions that can be formed by fuzzy alliance agents were considered. The definition of the “best” coalition was explained. The method of how to find the “best” coalition among all possible coalitions was suggested and verified by computer simulation.
