Opis:
Each of the triad of administrative sciences (administration science, administrative law science, administrative policy) should naturally react and evolve in contacts with new phenomena that fall within the subject of its research. For the needs of this article, concepts specific to the science of administration were combined with entities belonging to the concept of social economy. This results from the conclusion that the science of administration should keep up with changes visible in the actual functioning of administration, such as non-public administrative entities, socialization, or co-administration. Related to this, the conceptual network of administration science must be flexible and open to new instruments, because the field of administration is constantly expanding. Within the framework of this article, the issues of social economy will be analyzed against the background of the conceptual grid of the science of administration, trying to find an answer to the fundamental questionare social economy entities important from administration. A research problem defined in this way has not been previously analyzed on the basis of the literature on the subject. This allows drawing important threads from a new research perspective, both in relation to the issues belonging to the science of administration and the concept of social economy. The research area chosen thus required selection of appropriate methods, hence the dominant application of the classical legal-dogmatic method.
Każda spośród triady nauk administracyjnych (nauka administracji, nauka prawa administracyjnego, polityka administracyjna) w sposób naturalny powinna reagować i ewoluować w zetknięciu z nowymi zjawiskami, które wchodzą w obszar przedmiotu jej badań. Na potrzeby niniejszego artykułu zetknięto pojęcia właściwe nauce administracji z podmiotami przynależnymi do koncepcji ekonomii społecznej. Wynika to z konstatacji, że nauka administracji powinna podążać za zmianami widocznymi w rzeczywistym funkcjonowaniu administracji, takimi jak niepubliczne podmioty administrujące, uspołecznianie, czy też współadministrowanie. Co z tym związane siatka pojęciowa nauki administracji musi być elastyczna i otwarta na nowe instrumentarium, gdyż pole administrowania stale się poszerza. W ramach niniejszego artykułu problematyka ekonomii społecznej przeanalizowana zostanie na tle siatki pojęciowej nauki administracji, próbując znaleźć odpowiedź na zasadnicze pytanie: czy podmioty ekonomii społecznej są istotne z punktu widzenia siatki pojęciowej nauki administracji. Tak postawiony problem badawczy nie był wcześniej analizowany na gruncie literatury przedmiotu. Pozwala to na rozwinięcie z nowej perspektywy badawczej istotnych wątków, zarówno w odniesieniu do problematyki przynależnej: nauce administracji, jak i koncepcji ekonomii społecznej. Tak obrany obszar badawczy wymagał dobrania właściwych metod, stąd swoje zastosowanie znalazła głównie klasyczna metoda prawno-dogmatyczna.

The article aims at evaluating the measures applied in the EU projects supporting e-services development in selected local governments. The article provides characteristics of three partner projects co-funded as part of the 2014-2020 Operational Program Knowledge Education Development, specifically actions implemented under priority axis II Effective public policies for the labour market, economy and education (measure 2.18). Then the actions focused on e-administration development and evaluated it in terms of the benefits for the participating local governments, and thus the residents using the e-services. Further the, article presents the training actions completed as part of the projects and which were evaluated by 672 local government administration employees. Participants evaluated the trainings in terms of acquiring competencies, professional career development and the possibility of applying the knowledge in their professional work. Detailed questions also consisted in collecting the opinions on training organisation and the teaching methods and tools applied. Recapitulation stresses the importance and significance of e-administration development for clients using e-services provided by local governments. Finally, there are some conclusions and recommendations presented, referring to the execution of EU projects with the participation of local governments. This article is an introduction to a series of publications aiming at performing research on the effect of EU funds on the development of local governments, and thus the regional competitiveness.

The article aims at evaluating the use of EU funds allocated to public services development by local government administration and indicates the problems and challenges of Polish local governments in terms of integration and globalization processes, while stressing the necessity of public services development in e-administration. Then, the local governments’ opportunities to acquire co-funding from 2014-2020 Operational Program Knowledge Education Development, specifically under priority axis II Effective public policies for the labour market, economy and education (measure 2.18) have been provided with their characteristics. Further, the article evaluates the use of EU funds for the projects, submitted and recommended for co-funding, in response to the competitions announced by the Ministry of Internal Affairs and Administration in Warsaw. Last but not least, the outcomes reported by the Local Authorities participating in the completed projects, are presented. The importance and significance of e-administration development for clients residents and entrepreneurs using e-services provided by local authorities has also been stressed. This article constitutes an introduction to a series of publications for researching the effect of EU funds on the development of local governments, and thus enhancing the competitiveness across the regions.

There are some typical relations that can be observed in public administration, including management, supervision, control, co-ordination and co-operation. The latter two are seldom subject to scrutiny by administration law academics. The purpose of this article is to initiate a discussion on filling this gap. In most cases, co-ordination is performed in connection with management, supervision or control. This type of co-ordination can be described as functional. However, independent co-ordination also exists. Due to the limited number of positive law regulations regarding this type of co-ordination, it is usually limited to the co-ordinating body applying non-executive measures. The co-ordination relationship in administration law is an unusual type. At least three entities are necessary for such a relationship to exist, namely a co-ordinator and two co-ordinated parties. The analysis of co-operation in public administration is possible upon considering the principle of general co-operation as a separate one. This principle could have the status of a general administration law principle, but the positive law does not currently formulate this principle directly. However, it can be derived from various applicable rules, including rules of constitutional importance. This principle dictates that all public administration entities must co-operate with each other. The article attempts to define forms of co-operation, indicating their diversity. Many issues related to co-ordination and co-operation in administration still require scientific explanation. A further stage should involve regulating these activities within the framework of the positive law. This could be implemented by future act – the “General Provisions of Administrative Law”.

Opis:
Co-production of public services is an increasingly popular tool in public management, although it is still a new phenomenon in Poland. Despite the attention researchers give to co-production, some significant gaps remain. In this article, the author attempts to examine the legal possibility of implementing co-production by the Polish local government by local initiative and Solecki Fund. The article aims to examine how major Polish cities gathered in Union in Polish Metropolises used local initiatives. The next step in research is to find out how Solecki Fund is spread among rural areas according to statistical data. It is proved that only a handful of local governments in Poland are truly engaged in co-production. However, Solecki Fund can be shown as an excellent example of citizens’ engagement. It is presented a possible agenda on what can be done to make co-production more popular and used on a regular basis not only in metropolitan but also rural areas.
