    Opis:
    The purpose of this paper is to discuss cluster development policy in Poland from 2004 to 2020 and to examine its relevance for the support of innovative activities by enterprises. The article outlines the characteristics of cluster development policy. It examines domestic and regional operational programmes addressed to cluster members, and it also looks at European Union guidelines for supporting clusters. The article investigates issues related to innovation pursued by enterprises operating within Polish clusters, while also exploring cluster policy evaluation methods. The study is based on an analysis of documents regulating support for clusters in Poland compared with other EU member states, in addition to source materials and statistical data from Poland’s Central Statistical Office. The analysis has demonstrated that enterprises active within cluster structures have access to a range of cluster development policy instruments. In addition, enterprises cooperating as part of cluster initiatives play a growing role in business innovation.
    Artykuł napisano w celu omówienia polityki rozwoju klastrów w Polsce w latach 2004–2020 i jej znaczenia we wspieraniu działalności innowacyjnej przedsiębiorstw. W artykule scharakteryzowano istotę polityki rozwoju klastrów, przeanalizowano krajowe i regionalne programy operacyjne adresowane do członków klastrów oraz założenia Unii Europejskiej w zakresie wspierania klastrów. Przedstawiono również zagadnienia dotyczące działalności innowacyjnej przedsiębiorstw funkcjonujących w ramach polskich klastrów i metody ewaluacji polityki klastrowej. Rozważania oparto na analizie dokumentów regulujących wsparcie klastrów w Polsce na tle UE oraz na materiałach źródłowych i danych statystycznych z bazy Głównego Urzędu Statystycznego. Z przeprowadzonej analizy wynika, że przedsiębiorstwa w ramach struktur klastrowych mają dostęp do szeregu instrumentów polityki rozwoju klastrów. Ponadto wzrasta udział przedsiębiorstw współpracujących w ramach inicjatyw klastrowych w zakresie działalności innowacyjnej.

    Therefore, cluster-based policy gains an exceptional meaning. Selecting that model of policy, the problem of public aid and support instruments’ appliance are crucial issues. Beside the aspects that were mentioned above, the author also discusses barriers and limitations which are con-nected with cluster-based policy.     Purpose – The purpose of the paper is to indicate the role of a cluster and a cluster-based policy in the process of regional development management as the tools serving the achievement of positive development effects in the region. Research method – The analysis was based on the review of domestic and foreign literature sources devoted to clusters, as well as the documents and the assumptions of the cluster policy at the EC level and the national and regional level, the participant observation as a member of research and implementation and advisory project teams in the field of cluster management and cluster policy in Poland and in the region. Results – A cluster can be used at any stage of the strategic management of regional development as an element of strategic analysis, as one of the key consultants in the process of regional development strategy projection, and ultimately as a tool for implementing the assumptions of regional development strategy. Originality / value – The proposed dual model of cluster policy in the Podlaskie Voivodeship using detailed assumptions, including developed clusters as a tool for managing regional development as a part of the cluster-based policy.

    Clusters belong to the regional innovation system, which led to the formulation and implementation of the cluster-based policy in many countries. The positive impact of clusters on the competitiveness of regions was confirmed by empirical studies. Absence of clusters means retardation in a regional development. The implementation of cluster policy supporting coopetition into the scope of principled regional policy assumptions seems urgent. In this way effective conditions for the formation of growth poles around industries specific for a given region will be developed and, consequently, the economic specialization of individual regions will be achieved. Observation of the benefits resulting from the functioning of clusters in the region, taking into account their possible negative impact, will allow to determine the specificity of regional development policy based on clusters. These problems indicated above are the subject of this study, based on the Polish and foreign literature available on the subject employing the desk research method.
