    Therefore, cluster-based policy gains an exceptional meaning. Selecting that model of policy, the problem of public aid and support instruments’ appliance are crucial issues. Beside the aspects that were mentioned above, the author also discusses barriers and limitations which are con-nected with cluster-based policy. The conclusions and implications that are presented are for the most part the aftermath of the author’s own re-search on cluster development issues.

    Opis:
    Redefinition of the role of central administration in the policy of support for cluster development Clusters are perceived as accelerator of progress and competitiveness. Thus, the stimulation of their development has become a signifi cant element of EU countries’ policy. The selection of proper instruments that support cluster development poses a peculiarly signifi cant problem. In Poland for a couple of years clusters have become the object of special interest of public authorities of different levels as well. Validity of public administration getting engaged in cluster initiatives’ development is undisputed. Principally it should consist in the stimulation of business environment to take up various forms of cooperation and creation of proper support instruments. In regional policy it plays a strictly qualitative role. However, although this problem has been given a high rank, Polish policy faces numerous restrictions here.

    Purpose – The purpose of the paper is to indicate the role of a cluster and a cluster-based policy in the process of regional development management as the tools serving the achievement of positive development effects in the region. Research method – The analysis was based on the review of domestic and foreign literature sources devoted to clusters, as well as the documents and the assumptions of the cluster policy at the EC level and the national and regional level, the participant observation as a member of research and implementation and advisory project teams in the field of cluster management and cluster policy in Poland and in the region. Results – A cluster can be used at any stage of the strategic management of regional development as an element of strategic analysis, as one of the key consultants in the process of regional development strategy projection, and ultimately as a tool for implementing the assumptions of regional development strategy. Originality / value – The proposed dual model of cluster policy in the Podlaskie Voivodeship using detailed assumptions, including developed clusters as a tool for managing regional development as a part of the cluster-based policy.

    Cel – Celem niniejszego artykułu jest zidentyfikowanie na podstawie założeń dokumentów strategicznych województw Polski Wschodniej zainteresowania władz regionalnych klastrami, jako instrumentami rozwoju regionalnego, wdrażania innowacji i regionalnych specjalizacji oraz przewidzianego na ich rozwój wsparcia. Metoda badań – Dla realizacji celu wykorzystano technikę desk research. Analizie poddano dokumenty strategiczne województw: podkarpackiego, podlaskiego, lubelskiego, warmińsko-mazurskiego, świętokrzyskiego, tj. strategie rozwoju regionalnego oraz regionalne strategie innowacji. Wnioski – Z przeprowadzonej analizy wynika, że pomimo zainteresowania władz klastrami jako narzędziami aktywizującymi rozwój regionów, w większości dokumentów brakuje konkretnych rozwiązań prowadzenia polityki opartej o klastry.
    Purpose – The purpose of this article is to identify, on the basis of the assumptions of strategic documents of the voivodships of Eastern Poland, the interest of regional authorities in clusters as instruments of regional development, implementation of innovations and regional specializations and support provided for their development. Research method – The desk research technique was used for the realization of the objective. The strategic documents (i.e. regional development strategies and regional innovation strategies) from the following voivodeships: Podkarpackie, Podlaskie, Lubelskie, Warminsko-Mazurskie, Świętokrzyskie were analysed. Results – The results of the analysis show that despite the interest of the authorities in clusters as tools for activating the development of the regions, most documents lack any defined policy solutions based on clusters.

    Klastry postrzegane są jako siła napędowa każdej gospodarki. Dlatego też stymulowanie ich rozwoju stało się istotnym elementem polityki w krajach Unii Europejskiej. Problemem szczególnie istotnym jest wybór właściwego modelu polityki ich wspierania oraz dobór odpowiednich instrumentów. Również w Polsce, od kilku lat, klastry stały się obiektem szczególnego zainteresowania władz publicznych różnego szczebla. Celowość angażowania się administracji publicznej w rozwój inicjatyw klastrowych jest bezsporna. Powinna ona polegać głównie na stymulowaniu środowisk biznesowych do podejmowania różnorodnych form współpracy i kreowaniu odpowiednich instrumentów wsparcia. W polityce regionalnej jest to rola stricte jakościowa. Jednakże, mimo nadania temu problemowi wysokiej rangi, polska polityka napotyka w tym zakresie na wiele czynników ograniczających. Cele niniejszego artykułu mają dwojaki charakter: poznawczy oraz praktyczny − bazujący na przeprowadzonych badaniach empirycznych. Cele poznawcze to przedstawienie założeń polityki wspierania rozwoju klastrów oraz jej modeli, uwarunkowań, a także programów i instrumentów polityki regionalnej. Cele praktyczne koncentrują się na roli i zadaniach, jakie stoją przed władzami publicznymi w odniesieniu do procesu rozwoju klastrów. W badaniach empirycznych autor wykorzystał materiały pochodzące ze źródeł pierwotnych, stosując różnorodne techniki badawcze. Większość kluczowych wniosków może zostać odniesiona nie tylko do badanego regionu, lecz także do innych regionów kraju.
    Clusters are perceived as accelerator of progress and competitiveness. Thus, the stimulation of their development has become a significant element of EU countries' policy. The selection of proper instruments that support cluster development poses a peculiarly significant problem. In Poland for a couple of years clusters have become the object of special interest of public authorities of different levels as well. Validity of public administration getting engaged in cluster initiatives' development is undisputed. Principally it should consist in the stimulation of business environment to take up various forms of cooperation and creation of proper support instruments. In regional policy it plays a strictly qualitative role. However, although this problem has been given a high rank, Polish policy faces numerous restrictions here. The goals set in the article are of both cognitive and practical − based on empirical studies − nature. Illustrating assumptions, models and prerequisites of the policy of cluster development support as well as depicting programs and instruments of regional policy represent the cognitive goals. Practical purposes focus on roles and tasks of public authorities in relation to the process of cluster development. To conduct empirical studies, the author used primary sources employing diverse investigational techniques. The majority of crucial findings can be applied to the examined region as well as to the other regions of the country.

    Clusters belong to the regional innovation system, which led to the formulation and implementation of the cluster-based policy in many countries. The positive impact of clusters on the competitiveness of regions was confirmed by empirical studies. Absence of clusters means retardation in a regional development. The implementation of cluster policy supporting coopetition into the scope of principled regional policy assumptions seems urgent. In this way effective conditions for the formation of growth poles around industries specific for a given region will be developed and, consequently, the economic specialization of individual regions will be achieved. Observation of the benefits resulting from the functioning of clusters in the region, taking into account their possible negative impact, will allow to determine the specificity of regional development policy based on clusters. These problems indicated above are the subject of this study, based on the Polish and foreign literature available on the subject employing the desk research method.

    W artykule przeanalizowano, w jakim stopniu naukowe rozumienie skupień gospodarczych (klastrów) i metody ich identyfikacji znajdują odniesienie w krajowej polityce klastrowej i na jakich konkretnych ujęciach i wyborach się ona zasadza. Omówiono założenia współczesnej polityki klastrowej w Polsce, a następnie zreferowano osiem ugruntowanych metod identyfikacji gron. Posługując się czterostopniową skalą, określono stopień zgodności pomiędzy siedemnastoma kryteriami stosowanymi do wyłaniania krajowych klastrów kluczowych i metodami identyfikacji. Doszukano się nikłych powiązań w kryteriach: „masy krytycznej”, na które składa się liczba członków klastra i ich struktura, „koncentracji”, wyrażonym udziałem podmiotów w określonej odległości od koordynatora, i „potencjału gospodarczego” opartym na wielkości zatrudnienia i wartości sprzedaży.
    The article discusses the extent to which the national (Polish) cluster-based policy reflects scientifically-based industrial cluster identification methods as well as policy selection criteria. The framework of the current Polish cluster-based policy is discussed, followed by the presentation of eight well-grounded cluster identification methods. A four-level qualitative scale was used to determine the degree of compliance of 17 selection criteria with the identification methods. Only insignificant links were found in such criteria as “critical mass” (the number of the cluster members and the cluster structure), “concentration” (the number of the entities acting within some distance from their coordinator) and “economic cluster’s potential” (employment rate and sales values).

    The purpose of this paper is to discuss cluster development policy in Poland from 2004 to 2020 and to examine its relevance for the support of innovative activities by enterprises. The article outlines the characteristics of cluster development policy. It examines domestic and regional operational programmes addressed to cluster members, and it also looks at European Union guidelines for supporting clusters. The article investigates issues related to innovation pursued by enterprises operating within Polish clusters, while also exploring cluster policy evaluation methods. The study is based on an analysis of documents regulating support for clusters in Poland compared with other EU member states, in addition to source materials and statistical data from Poland’s Central Statistical Office. The analysis has demonstrated that enterprises active within cluster structures have access to a range of cluster development policy instruments. In addition, enterprises cooperating as part of cluster initiatives play a growing role in business innovation.
    Artykuł napisano w celu omówienia polityki rozwoju klastrów w Polsce w latach 2004–2020 i jej znaczenia we wspieraniu działalności innowacyjnej przedsiębiorstw. W artykule scharakteryzowano istotę polityki rozwoju klastrów, przeanalizowano krajowe i regionalne programy operacyjne adresowane do członków klastrów oraz założenia Unii Europejskiej w zakresie wspierania klastrów. Przedstawiono również zagadnienia dotyczące działalności innowacyjnej przedsiębiorstw funkcjonujących w ramach polskich klastrów i metody ewaluacji polityki klastrowej. Rozważania oparto na analizie dokumentów regulujących wsparcie klastrów w Polsce na tle UE oraz na materiałach źródłowych i danych statystycznych z bazy Głównego Urzędu Statystycznego. Z przeprowadzonej analizy wynika, że przedsiębiorstwa w ramach struktur klastrowych mają dostęp do szeregu instrumentów polityki rozwoju klastrów. Ponadto wzrasta udział przedsiębiorstw współpracujących w ramach inicjatyw klastrowych w zakresie działalności innowacyjnej.
