Clusters have proved to be an important source of competitiveness for the economic development of regions within the European Union. One of the main goals of cluster development is to stimulate cooperation between companies in one or a few related sectors. The stakeholders of a cluster, as well as the local economy, can derive many benefits from such cooperation. However, there are numerous barriers, which make it difficult for the companies within clusters to cooperate. This article addresses the need to develop a cluster-specific approach to inter-company cooperation. The aim of the article, on which this article is based, was to analyse the current co-operation efforts of Polish cluster initiatives and identify the main challenges that arise from organising such cooperation within clusters. The significance of cooperation between companies, for the strategic development of a cluster, is discussed and a set of tools to enhance this cooperation is proposed. Furthermore, reflecting the outcomes of the study, cluster policy actions are recommended.

This article presents the role of clusters in the Polish innovation system. This role has evolved in recent years due to maturing of cluster organisations and the expansion of their ability not just to provide services for cluster members but also to perform selected public tasks. This study aims to provide a better understanding of the nature and extent to which clusters can contribute to the objectives of development policies and thus to the economic development of the Polish economy and answer the question what role clusters can play in the innovation system. Based on a survey of 44 cluster organisations in Poland and interviews with cluster managers, the study explores the possibility of engaging Polish cluster organisations in the implementation of public policies. The results confirm that many of the Polish clusters achieved such a level of development that they themselves see the possibility of engaging in public tasks, for example education and specialised training, helping enterprises in digital transformation, monitoring technological trends, and so on. Therefore, it is justified pursuing a dual cluster policy. This duality means focus on two objectives: supporting cluster organisations on the one hand and implementing cluster-based development policies on the other hand.

Purpose – The purpose of the paper is to indicate the role of a cluster and a cluster-based policy in the process of regional development management as the tools serving the achievement of positive development effects in the region. Research method – The analysis was based on the review of domestic and foreign literature sources devoted to clusters, as well as the documents and the assumptions of the cluster policy at the EC level and the national and regional level, the participant observation as a member of research and implementation and advisory project teams in the field of cluster management and cluster policy in Poland and in the region. Results – A cluster can be used at any stage of the strategic management of regional development as an element of strategic analysis, as one of the key consultants in the process of regional development strategy projection, and ultimately as a tool for implementing the assumptions of regional development strategy. Originality / value – The proposed dual model of cluster policy in the Podlaskie Voivodeship using detailed assumptions, including developed clusters as a tool for managing regional development as a part of the cluster-based policy.

The aim of this article is to present a case study of the creation and development of the construction of wood cluster − “SIDE-CLUSTER” located in Lower Silesia. The following considerations present a bottom-up process of cluster formation, its’ evolution and the role of the cluster for the regional and sectoral development. The researcher’s goal is to identify the key factors determining cluster development, to show the stages of its growth, the role of both the external environment in the process of incubation and the growth of the cluster and endogenous factors, i.e. thelevel of trust within the cluster. The considerations are based on an analysis of the literature and analysis of empirical research. The article contains a cluster definition, a description of the stages of development and the characteristics of the cluster of SIDE-CLUSTER from the phase of cluster initiative to its form nowadays – the 6-year-old cluster. The author proves that the cluster of SIDE-CLUSTER is a dynamic organization actively operating in the Lower Silesia.

Podejście wielomodelowe dotychczas z dużym powodzeniem stosowane było w dyskryminacji w celu podniesienia dokładności klasyfikacji. W ostatnich latach analogiczne propozycje pojawiły się w taksonomii, aby zapewnić większą poprawność i stabilność wyników grupowania Liczne badania wykazały, że agregacja różniących się między sobą wyników wielokrotnego grupowania, pozwala na poprawę dokładności klasyfikacji. Stabilność algorytmu taksonomicznego w odniesieniu do niewielkich zmian w zbiorze danych, czy też parametrów algorytmu jest pożądaną cechą algorytmu. Z drugiej jednak strony, podejście wielomodelowe czerpie korzyści ze zróżnicowanych klasyfikacji składowych, których połączenie przynosi bardziej dokładne i stabilne rozwiązanie niż pojedynczy algorytm. Głównym punktem zainteresowania tego badania była stabilność w podejściu zagregowanym w taksonomii. Przeprowadzone badania empiryczne pokazały, że podejście zagregowane daje bardziej stabilne rezultaty niż pojedyncze algorytmy taksonomiczne oraz, że często wyższa stabilność idzie w parze z wyższą dokładnością klasyfikacji w podejściu zagregowanym.

This paper provides an analysis of marketing activities and marketing organization of the Southwest apparel and textile cluster in Bulgaria. The original HINoV method (Carmone et al., 1999 ) is not robust to the presence of correlated unimodal and uniform variables among noisy variables (e.g. Korzeniewski, 2012). Moreover, HINoV can be applied only to a single cluster structure analysis. In the article, a modification is proposed consisting in grouping all variables (separately for each reference variable) into two classes. One of the classes consists of variables similar to the reference variable, the other consists of variables which are “less similar”. Similarity between two variables is based on the similarity of the data set division into an established number of clusters (from 2 to 10) measured with the modified Rand index. We arrive at a zero-one matrix describing relations between every pair of variables. Then, a set of variables creating the same (the strongest) cluster structure is selected by means of a criterion optimizing the matrix division into four blocks. After completing the first stage selection one can search another cluster structure applying the same procedure to the set of remaining variables. The modification is assessed in a broad experiment based on 2250 data sets generated from the mixtures of normal distribution.
Oryginalna metoda HINoV jest zupełnie nieodporna na występowanie wśród zmiennych zanieczyszczających strukturę skupień zmiennych skorelowanych jednomodalnych lub równomiernych. Ponadto HINoV można stosować tylko w przypadku jednej struktury skupień.W referacie zaproponowana jest modyfikacja polegająca na tym, by, oddzielnie, dla każdej ustalonej zmiennej, grupować zmienne w dwie klasy zmiennych podobnych i niepodobnych do niej w sensie podobieństwa podziału zbioru danych na daną liczbę skupień (od 2 do 10). Otrzymujemy wówczas macierz zerojedynkową opisującą związki pomiędzy każdą parą zmiennych. Następnie, podzbiór zmiennych tworzących tę samą (najsilniejszą) strukturę skupień wybierany jest za pomocą kryterium optymalizującego podział macierzy na cztery bloki. Po wybraniu zmiennych tworzących jedną strukturę skupień można, w dalszym kroku, wybierać zmienne tworzące następną strukturę skupień spośród zmiennych, które nie zostały wybrane w pierwszym kroku. W celu selekcji właściwego bloku macierzy stosowane jest kryterium stabilności podziału zbioru danych oparte na wielokrotnym losowaniu połowy zbioru i porównywaniu podziałów otrzymanych przy pomocy metody k-średnich. Modyfikacja oceniona jest w obszernym eksperymencie symulacyjnym na 2250 zbiorach danych wygenerowanych w postaci mieszanin rozkładów normalnych.

The theoretical note deals with the problem of estimation of the value of the least number of objects in fuzzy clusters for following detection of the optimal number of objects in fuzzy clusters through heuristic possibilistic clustering. A technique for detecting the optimal maximal number of elements in the a priori unknown number of fuzzy clusters of the sought clustering structure is reminded and a procedure for finding the initial minimal value of the number of objects in fuzzy clusters is proposed. Numerical examples are considered and conclusions are formulated.

W artykule przeanalizowano rolę, jaką pełni zarządzanie zmianą w sprawnym funkcjonowaniu organizacji oraz wskazano na potrzebę stosowania nowego podejścia do zarządzania zmianą w klastrach. W celu wykazania słuszności takiego stwierdzenia dokonano przeglądu dostępnych źródeł literatury oraz wiedzy praktycznej pod kątem występowania oraz przykładów stosowania pojęcia zarządzania zmianą w klastrach. Pokazano, że klastry coraz częściej przekształcają się w grupę świadomych kooperantów, współpracujących i koordynujących swoje działania w długim okresie, w efekcie uzyskując dużo wyższy poziom efektywności działania i rozwoju niż pojedyncze podmioty.
The article analyzes the role of change management in efficient functioning of the organization and points to the need of using the new approach of change management in clusters. In order to prove this need, available literature and practical knowledge were reviewed for the presence of the concept and examples of its use in change management in clusters. The main aim of the article is to show that the clusters stop being a group of economic entities uniting to realize only a single project, but more often they become a group of aware cooperators coordinating their actions in a long‑term perspective. This way they achieve much higher level of efficiency and development than single entities.

The article investigates the potential of regional initiatives supporting business clusters. It begins with an overview of Michael E. Porter’s concept of clusters and the impact competitive clusters can have on productivity, innovation, and employment. The author also briefly examines the ways clusters might be supported by local government. Next, the trends of outsourcing and offshoring, which influence the growth of business and technology services sector worldwide, are described. The third section focuses on a business services cluster in Kraków, Poland, which is now a key outsourcing destination in Europe. The final section draws on interviews with employees of 15 cluster-based companies conducted between August and December 2016. The goal of this research was better understand Kraków’s strengths and weaknesses as an outsourcing location, gather insights on ways to improve the local business environment, and obtain information about predicted changes in companies’ activities and management over the next few years.

Energy is one of the crucial performance parameters in wireless sensor networks (WSNs). Enhancement of network lifetime is an important consideration as well. Low energy-aware clustering hierarchy (LEACH) is one of the protocols proposed for WSNs. In this paper, a residual energy-aware clustering transformation protocol for LEACH (REACT-LEACH), enhancing performance of LEACH by introducing a clustering mechanism, is proposed. The proposed cluster head (CH) rotation and cluster reformation processes are more effective in REACT-LEACH, as residual energy is considered to be one of the metrics. Performance of REACT-LEACH is validated based on simulations.

The OCLUS algorithm and genRandomClust algorithm are newest proposals of generating multivariate cluster structures. Both methods have the capacity of controlling cluster overlap, but both do it quite differently. It seems that OCLUS method has much easier, intuitive interpretation. In order to verify this opinion a comparative assessment of both algorithms was carried out. For both methods multiple cluster structures were generated and each of them was grouped into the proper number of clusters using k-means. The groupings were assessed by means of divisions similarity index (modified Rand index) referring to the classification resulting from the generation. The comparison criterion is the behaviour of the overlap parameters of structures. The monotonicity of the overlap parameters with respect to the similarity index is assessed as well as the variability of the similarity index for the fixed value of overlap parameters. Moreover, particular attention is given to checking the existence of an overlap parameter limit for the classical grouping procedures as well as uniform nature of overlap control with respect to all clusters.

Niniejszy artykuł ma na celu ukazanie roli euroregionów w rozwoju inicjatyw klastrowych. Euroregion, będący sformalizowaną formą współpracy transgranicznej, stwarza dogodne warunki dla rozwoju klastrów. Wstępne rozważania poświęcono zagadnieniom teoretycznym związanym z euroregionami i klastrami. Dalsza część pracy stanowi próbę omówienia zadań i roli euroregionów w rozwoju sieci współpracy pomiędzy przedsiębiorstwami w regionach transgraniczych.
The main purpose of this paper is to show the role of euroregions in the development of clusters. Euroregion is a formalized form of cross-border cooperation. Euroregion creates favorable conditions for the development of clusters. Preliminary discussion devoted to theoretical issues related to the euroregions and clusters. The rest of the work is an attempt to discuss the tasks and the role of euroregions in the development of networks of cooperation between enterprises in cross-border regions.

Opis:
The primary objective of this paper is to present theoretical foundations, principles of operation and the benefits resulting from efficiently functioning innovative integration relations which are cluster structures. This study attempts to assess the impact of above-mentioned forms of relations on regional and local development, as well as to indicate the conditions for development of these relations in the face of ongoing globalization processes. Clusters play a particularly important role in the context of increasing innovation across the whole economy. Moreover, thanks to their often considerable clout they are able to influence the shape of economic law, the formal institutional framework of functioning of economy. Cluster structures can be a stimulant of many positive changes, especially towards the development of advanced integration processes, as well as an effective regional and trans-regional development, and, finally, an increase of the competitiveness at global level.
Podstawowym celem niniejszego opracowania jest prezentacja teoretycznych podstaw, zasad funkcjonowania oraz korzyści płynących z efektywnie funkcjonujących innowacyjnych powiązań integracyjnych, jakimi są struktury klastrowe. W opracowaniu podjęto próbę oceny wpływu ww. form powiązań na rozwój regionalny i lokalny, jak też wskazania uwarunkowań rozwoju tych związków w obliczu zachodzących procesów globalizacji. Klastry odgrywają szczególnie ważną rolę w kontekście zwiększania innowacyjności całej gospodarki. Ponadto dzięki swojej często znaczącej sile przebicia są w stanie oddziaływać na kształt prawa gospodarczego, instytucjonalno-formalne ramy funkcjonowania gospodarki. Struktury klastrowe mogą być stymulantem wielu korzystnych zmian, zwłaszcza w kierunku rozwoju zaawansowanych procesów integracyjnych, jak również efektywnego rozwoju regionalnego, ponadregionalnego czy wreszcie wzrostu konkurencyjności na poziomie globalnym.

The Cluster Theory raises a lot of interest among scientists and government institutions. Internationally, there have been many studies published and empirical research conducted which help broaden the knowledge of clusters. The analysis of literature presented in this article indicates that the comprehension of the nature of creation and development of clusters requires knowledge of management, economics and economic sociology. The Cluster Theory must be viewed in relation to questions such as: regional development, relations within regional business structures, innovation, competitiveness and social capital.
Teoria klastrów wzbudza duże zainteresowanie zarówno wśród naukowców jak i instytucji rządowych. Na arenie międzynarodowej powstało wiele prac oraz przeprowadzono liczne badania empiryczne, które pozwoliły zgłębić wiedzę o klastrach. Zaprezentowana w niniejszym artykule analiza literaturowa wskazuje, iż zrozumienie istoty tworzenia i rozwoju klastrów wymaga wiedzy w zakresie nauk o zarządzaniu, ekonomii i socjologii gospodarczej. Teorię klastrów należy rozpatrywać w odniesieniu do co najmniej takich kwestii jak: rozwój regionalny, relacje w ramach regionalnych struktur działalności gospodarczej, innowacyjność, konkurencyjność firm oraz kapitał społeczny.

Celem artykułu jest przedstawienie polityki wspierania klastrów gospodarczych prowadzonej w Polsce oraz w Unii Europejskiej. W pierwszej części pracy zaprezentowano pojęcie oraz klasyfikację polityk klastrowych, a także możliwości wdrożenia opisane w najważniejszych dokumentach Komisji Europejskiej dotyczących wspierania klastrów. Dalsza część artykułu zawiera opis efektywnych narzędzi polityki klastrowej oraz kierunków jej rozwoju. Analiza podjętych działań na rzecz rozwoju klastrów wskazuje na ich istotną rolę jako narzędzia rozwoju gospodarczego.
The article presents the concept of cluster policy in Poland and European Union. At the beginning the author presented models of clusters policy and implementation in the most important document written by European Commission. Cluster policy for the period 2014–2020 show effective tools for government to support for cluster development. The analysis of the actions taken to support clusters shows clusters as a tool of policy and the fundamental conditions for economic success.

Celem artykułu jest wskazanie możliwości wykorzystania klastra w działaniach logistycznych. Zaprezentowano różne podejścia do koncepcji i przykłady przypadków klastrów funkcjonujących w logistyce, wskazując na istotę klastrowania w tym sektorze z uwzględnieniem ujawniających się barier.
Cluster is an example of a specific solution for improve the market position of companies participating in it. The aim of the article is to point out the possibilities of using cluster in logistics operations. There were different approaches to the concept and examples of cases of clusters operating in logistics, pointing to the essence of clustering in the sector, taking into account revealing barriers.

W artykule dokonano syntetycznego przeglądu literatury tematu począwszy od prac P. Jaccarda z roku 1908 a skończywszy na pracach B. Mirkina z 2011 roku. Dokonano próby klasyfikacji znanych wskaźników jakości grupowania, uwzględniając kryteria pochodzące z różnych dyscyplin naukowych. W szczególności dokonano klasyfikacji wskaźników optymalnej liczby skupień jako podklasy wskaźników jakości grupowania. Wyniki prezentowanych badań powinny być użyteczne dla wszystkich zajmujących się problemami grupowania i klasyfikacji.
In the article are presented the synthetic review of the literature from P. Jaccard in 1908 to B. Mirkin, 2011. In this paper, the concept and classification of cluster validity indices are proposed. There are presented classification of validity indices to find the optimal number of clusters. The results of this study should be useful for all concerned with the problems of classification.

Changeability of market conditions make businesses look for effective cooperation methods. To increase their competitive edge, companies often work together in clusters which are groups of organizations on a certain area connected by a network of vertical and horizontal relationships. The formation of a cluster is a result of a cluster initiative. The goal of the article is to determine factors conducive to cluster initiatives and the relationship between these factors and the number of enterprises cooperating within a cluster in individual provinces in Poland. A spatial analysis of data concerning production and services companies was carried out. The years 2012-2014 were analyzed.

Opis:
Development policy defining trends of changes in Polish economy is the source of many solutions implemented from the top down into economic practice. It also happens around initiatives realized in the area of clusters. The confrontation of program documents and research reports with cluster theory does not give rise to a positive evaluation of this organizational formula in the Polish economic practice. The newly established institution of key national clusters has been integrated into the complex public-private system far from universally accepted theoretical concept of a cluster. The chosen method of selecting key clusters raises serious concerns as it leads to the unauthorized segregation of market operators/participants in the access to public funds.
