Opis:
This article is aimed at developing a proposal of indicators to integrate climate change adaptation into the process of designing legislation and assessing the effectiveness of this legislation in adapting the society, the economy and the environment to climate change. Based on a review of climate change adaptation monitoring indicators used in selected European countries, an assessment of potential indicators according to the proposed criteria was carried out and a proposed list of indicators for monitoring climate change adaptation in selected economic sectors was developed for use in the ex-ante assessment of legislation. The proposed set of indicators can be used for ex-ante assessment of legal acts in terms of implementation of climate change adaptation requirements - both to determine the values of indicators selected for a given sector that are relevant to climate change adaptation, and then to monitor changes in these indicators to assess the effects of implementing legal regulations in terms of supporting the state's climate change adaptation policy.
Celem artykułu jest opracowanie propozycji wskaźników mających na celu uwzględnienie problematyki adaptacji do zmian klimatu w procesie projektowania przepisów prawnych i oceny efektywności tych przepisów w zakresie dostosowania społeczeństwa, gospodarki oraz środowiska naturalnego do zmian klimatu. Na podstawie przeglądu wskaźników w zakresie monitorowania adaptacji do zmian klimatu stosowanych w wybranych krajach europejskich, przeprowadzono ocenę potencjalnych wskaźników według zaproponowanych kryteriów oraz opracowano proponowaną listę wskaźników monitorowania adaptacji do zmian klimatu w wybranych sektorach gospodarki, do wykorzystania w ocenie ex-ante aktów prawnych. Zaproponowany zestaw wskaźników może zostać wykorzystany do oceny ex-ante aktów prawnych pod kątem realizacji wymagań adaptacji do zmian klimatu — zarówno w celu ustalenia wartości wybranych dla danego sektora wskaźników istotnych z punktu widzenia adaptacji do zmian klimatu, a następnie monitorowania zmian tych wskaźników, co ma służyć ocenie efektów wdrażania regulacji prawnych pod kątem wspierania przez państwo adaptacji do zmian klimatu.

Aim: Provide a summary of the expressed views, presentations and discussions during the ISINI14 (2020) online conference. Design: Next to rather traditional but this time online presentations, the discussions not only took place by way of oral communication, but also via an online tool. The administrators of the conference prepared in a word-processing programme a framework, where the participants could enter issues, questions and comments in real time, and react to each others writings. These issues, questions and comments were also discussed orally. The results of the exchange of new ideas are presented below, and should provide an impulse for further discussion at  ISINI online meetings in the future. Findings: In order to achieve sustainable development, protect democratic values and empower citizens in different countries with a different institutional setting, a sound balance between open markets and sound regulation should be struck at various levels. Global and regional (EU) cooperationis needed for solving challenges to sustainable development – e.g. in relation to unexpected events such as the COVID-19 pandemic and  climate (change) as a kind of public good. The paper presents a computer simulation technique applied to generating the climate-weather change process at Baltic Sea restricted waters and its characteristics evaluation. The Monte Carlo method is used under the assumption of semi-Markov model of this process. A procedure and an algorithm of climate-weather change process’ realizations generating and its characteristics evaluation are proposed to be applied in C# program preparation. Using this program, the climate-weather change process’ characteristics are predicted for the maritime ferry operating area. Namely, the mean values and standard deviations of the unconditional sojourn times, the limit values of transient probabilities and the mean values of total sojourn times for the fixed time at the climate-weather states are determined.

The general approach to the prediction of critical infrastructure safety and resilience is proposed and the safety and resilience indicators are defined for a critical infrastructure impacted by its operation process and the climate-weather change process. Moreover, there is presented the model application for port oil piping transportation system safety and resilience prediction. Further, the cost analysis and optimisation of critical infrastructure operation process impacted by climateweather change is proposed and applied to the considered piping system.

The general model of a critical infrastructure changing its safety structure, its components safety parameters and its operation cost during the variable operation process and linear programming are applied to optimize the critical infrastructure operation process in order to get the critical infrastructure operation cost optimal value. The optimization problem allowing to find the optimal values of the transient probabilities of the critical infrastructure operation process at the particular operation states that minimize the critical infrastructure operation cost mean value in the safety states subset not worse than a critical safety state is presented. The optimization of operation cost of the critical infrastructure is proposed with considering climate-weather change process influence on the system safety.

The paper presents a method of the GBNCIN operation and safety, with considering the climate-weather change process, safety optimization. Basic characteristics of the critical infrastructure operation process related to climateweather change process are shown. Then, the GBNCIN operation cost related to climate-weather change is introduced. Furthermore, by analysis of the operation cost of the GBNCIN impacted by the operation process, related to the climate-weather change process, and its conditional safety functions, mean values of the total sojourn times at particular operation states during certain sufficiently large GBNCIN operation time are fixed. Finally, the GBNCIN operation cost related to climate-weather change minimization, and cost analysis of the GBNCIN operation impacted by climate-weather change, are presented.
