Opis:
In the paper a general safety analytical model of complex technical system related to the climateweather change process in its operating area is defined. First, the system operation at climate-weather variable conditions is given. Additionally, the semi-Markov approach is used. Further, the safety model of the multistate system at climate-weather variable conditions is introduced. The notions of the conditional safety functions at the climate-weather particular states, the unconditional safety function and the risk function of the complex system at changing in time climate-weather conditions are presented. The other safety indices like mean lifetime up to the exceeding a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the intensities of ageing of the critical infrastructure and its components and the coefficients of the climate-weather impact on the critical infrastructure and its components intensities of ageing are defined.

Opis:
In the paper optimization of operation process and minimization of operation cost for interconnected and interdependent critical infrastructure (CI) networks with cascading effects at variable operation conditions related to the climate-weather change are proposed. A multistate series network with assets dependent according to local load sharing (LLS) rule is analyzed and optimization of operation and safety of CI network with the LLS rule is introduced. For such CI network, the optimal transient probabilities that minimize the mean value of the total operation costs are found. Finally, cost analysis of CI network operation impacted by climate-weather change is presented in case the CI network is non-repairable and in case it is repairable after exceeding its critical safety state.

Opis:
The climate-weather change process for the critical infrastructure operating area is considered and its states are introduced. The semi-Markov process is used to construct a general probabilistic model of the climate-weather change process for the critical infrastructure operating area. To build this model the vector of probabilities of the climate-weather change process staying at the initials climate-weather states, the matrix of probabilities of the climate-weather change process transitions between the climate-weather states, the matrix of conditional distribution functions and the matrix of conditional density functions of the climate-weather change process conditional sojourn times at the climate-weather states are defined. To describe the climate-weather change process conditional sojourn times at the particular climate-weather states the uniform distribution, the triangular distribution, the double trapezium distribution, the quasi-trapezium distribution, the exponential distribution, the Weibull distribution, the chimney distribution and the Gamma distribution are suggested and introduced.

The paper is concerned with an application of the climate-weather change process for a critical infrastructure operating area model to identification and prediction of this process for maritime ferry operating area. For the considered ferry operating area, there are distinguished four different climate-weather change processes and their states. The paper presents a computer simulation technique applied to generating the climate-weather change process at Baltic Sea restricted waters and its characteristics evaluation. The Monte Carlo method is used under the assumption of semi-Markov model of this process. A procedure and an algorithm of climate-weather change process’ realizations generating and its characteristics evaluation are proposed to be applied in C# program preparation. Using this program, the climate-weather change process’ characteristics are predicted for the maritime ferry operating area. Namely, the mean values and standard deviations of the unconditional sojourn times, the limit values of transient probabilities and the mean values of total sojourn times for the fixed time at the climate-weather states are determined.

In the paper, there are presented the methods for identification of the critical infrastructure operation process on the basis of statistical data coming from this process realizations related to the critical infrastructure operating environment threats. These are the methods and procedures for estimating the unknown basic parameters of the critical infrastructure operation process semi-Markov model and identifying the distributions of the critical infrastructure operation process conditional critical infrastructure operation process sojourn times at the particular operation states. There are given the formulae estimating the probabilities of the critical infrastructure operation process straying at the particular operation states at the initial moment, the probabilities of the critical infrastructure operation process transitions between the operation states. Moreover, there are given formulae for the estimator of unknown parameters of the distributions suitable and typical for the description of the critical infrastructure operation process conditional sojourn times at the operation states. Namely, the parameters of the uniform distribution, the triangular distribution, the double trapezium distribution, the quasi-trapezium distribution, the exponential distribution, the Weibull’s distribution and the chimney distribution are estimated using the statistical methods such as the method of moments and the maximum likelihood method. The chi-square goodness-of-fit test is described and proposed to be applied to verifying the hypotheses about these distributions choice validity. The procedure of statistical data sets uniformity analysis based on Kolmogorov-Smirnov test is proposed to be applied to the empirical conditional sojourn times at the operation states coming from different realizations of the same critical infrastructure operation process.

The paper is devoted to presentation the safety model for Baltic Port and Shipping Critical Infrastructure Network (BPSCIN) taking into account interactions between Baltic Port Critical Infrastructure Network, Baltic Shipping Critical Infrastructure Network and Baltic Ship Traffic and Port Operation Information Critical Infrastructure Network. First of all, the BPSCIN and its safety parameters are introduced. Next, the basic information and necessary data to describe the interactions in considered critical infrastructure network are given. Finally, the safety, resilience and risk indicators of the BPSCIN are presented.

Opis:
In the paper optimization of operation process and maximization of safety lifetimes for interconnected and interdependent critical infrastructure (CI) networks at variable operation conditions related to the climateweather change are proposed. A multistate series network with assets dependent according to local load sharing (LLS) rule is analyzed and optimization of operation and safety of CI network with the LLS rule is introduced. For such CI network, the optimal transient probabilities of CI network operation process at operation states related to climate-weather change that maximize the mean value of CI network safety lifetimes are found. Finally, the optimal safety and resilience indicators of CI network are presented.

The paper presents a method of the GBNCIN operation and safety, with considering the climate-weather change process, safety optimization. Basic characteristics of the critical infrastructure operation process related to climateweather change process are shown. Then, the GBNCIN operation cost related to climate-weather change is introduced. Furthermore, by analysis of the operation cost of the GBNCIN impacted by the operation process, related to the climate-weather change process, and its conditional safety functions, mean values of the total sojourn times at particular operation states during certain sufficiently large GBNCIN operation time are fixed. Finally, the GBNCIN operation cost related to climate-weather change minimization, and cost analysis of the GBNCIN operation impacted by climate-weather change, are presented.

The climate-weather change process for the critical infrastructure operating area is considered and its states are defined. Preliminary applications of the proposed model to the climate-weather change process for the port oil transportation system operation area are presented.

The maritime ferry – a passenger Ro-Ro ship operating at the Baltic Sea between Gdynia and Karlskrona ports on regular everyday line is described. The paper is concerned with an application of the critical infrastructure operation process related to climate-weather change model to identification and prediction of this process for maritime ferry. There are distinguished four different processes for the corresponding ferry operating area. The general model of a critical infrastructure changing its safety structure, its components safety parameters and its operation cost during the variable operation process and linear programming are applied to optimize the critical infrastructure operation process in order to get the critical infrastructure operation cost optimal value. The optimization problem allowing to find the optimal values of the transient probabilities of the critical infrastructure operation process at the particular operation states that minimize the critical infrastructure operation cost mean value in the safety states subset not worse than a critical safety state is presented. The optimization of operation cost of the critical infrastructure is proposed with considering climate-weather change process influence on the system safety.

Aim: Provide a summary of the expressed views, presentations and discussions during the ISINI14 (2020) online conference. Design: Next to rather traditional but this time online presentations, the discussions not only took place by way of oral communication, but also via an online tool. The administrators of the conference prepared in a word-processing programme a framework, where the participants could enter issues, questions and comments in real time, and react to each others writings. These issues, questions and comments were also discussed orally. The results of the exchange of new ideas are presented below, and should provide an impulse for further discussion at  ISINI online meetings in the future. Findings: In order to achieve sustainable development, protect democratic values and empower citizens in different countries with a different institutional setting, a sound balance between open markets and sound regulation should be struck at various levels. Global and regional (EU) cooperationis needed for solving challenges to sustainable development – e.g. in relation to unexpected events such as the COVID-19 pandemic and  climate (change) as a kind of public good. Opis:
The rising levels of greenhouse gases (GHGs) in the Earth‟s atmosphere have the potential to cause changes in our climate. Some of these emission increases can be traced directly to solid waste. Landfills are among the largest emitters of carbon dioxide and methane, the key GHGs. Thus, effective mitigation of these emissions through formalization of waste reduction into the waste management system to reduce land filling could provide environmental benefits of reducing the adverse impacts of climate change. This paper therefore proposes waste prevention and recycling-jointly referred to as waste reduction as better and most potent strategies for the management of solid waste and for reducing greenhouse gases and calls on both the government and private agencies to check or control the increasing pollution or abuse of the environment by enforcing compliance with the laid out Policies, Pronouncements, Regulations and enacted Legislation especially in the developing countries. The study concludes that by choosing to prevent waste and recycle, less waste will be generated, the need for landfill will be minimal, energy demand will decrease, fewer fossil fuels will be burned and less methane and carbon dioxide will be emitted to the atmosphere which helps to curb climate change.

This article is aimed at developing a proposal of indicators to integrate climate change adaptation into the process of designing legislation and assessing the effectiveness of this legislation in adapting the society, the economy and the environment to climate change. Based on a review of climate change adaptation monitoring indicators used in selected European countries, an assessment of potential indicators according to the proposed criteria was carried out and a proposed list of indicators for monitoring climate change adaptation in selected economic sectors was developed for use in the ex-ante assessment of legislation. The proposed set of indicators can be used for ex-ante assessment of legal acts in terms of implementation of climate change adaptation requirements - both to determine the values of indicators selected for a given sector that are relevant to climate change adaptation, and then to monitor changes in these indicators to assess the effects of implementing legal regulations in terms of supporting the state's climate change adaptation policy.
Celem artykułu jest opracowanie propozycji wskaźników mających na celu uwzględnienie problematyki adaptacji do zmian klimatu w procesie projektowania przepisów prawnych i oceny efektywności tych przepisów w zakresie dostosowania społeczeństwa, gospodarki oraz środowiska naturalnego do zmian klimatu. Na podstawie przeglądu wskaźników w zakresie monitorowania adaptacji do zmian klimatu stosowanych w wybranych krajach europejskich, przeprowadzono ocenę potencjalnych wskaźników według zaproponowanych kryteriów oraz opracowano proponowaną listę wskaźników monitorowania adaptacji do zmian klimatu w wybranych sektorach gospodarki, do wykorzystania w ocenie ex-ante aktów prawnych. Zaproponowany zestaw wskaźników może zostać wykorzystany do oceny ex-ante aktów prawnych pod kątem realizacji wymagań adaptacji do zmian klimatu — zarówno w celu ustalenia wartości wybranych dla danego sektora wskaźników istotnych z punktu widzenia adaptacji do zmian klimatu, a następnie monitorowania zmian tych wskaźników, co ma służyć ocenie efektów wdrażania regulacji prawnych pod kątem wspierania przez państwo adaptacji do zmian klimatu.
