The system’s reliability has been achieved thanks to the close cooperation of offi cials from many levels of government and self-government administration, which is overseen by the National Police Chief.

The article analyses the Polish political thought after 1989 concerning the local self-government. Attention was drawn to various currents of the Polish political thought, such as liberalism, conservatism, the teaching of the Church, social democracy or nationalism. This article presents fundamental issues related to the process of planning scientific research in security sciences based on methods belonging to operational research. Operational research is one of the areas that are intensively developed and implemented towards security and performance improvement in areas such as planning, organizing, implementing or controlling various types of projects. Therefore, issues related to operational research, its methodological foundations, and the use of network programming methods in the field of planning research process required a broader explanation in the context of security sciences. As a consequence, a reference to the decision model was made. It was stated that each decision related to security research increases the demand for methods of analysis and objective assessment. Each undertaking, in particular this related to security research, is associated with specific goals, the achievement of which requires possession of appropriate forces and resources. This study refers to the essence of project implementation time, which is very often limited and can be used in a variety of ways, which is determined by the specific conditions in which the technical, organizational or other activities are carried out. As a consequence of the above, it is stated that the research process is characterized by conducting a sequence of activities aimed at achieving research goal, solving research problem or verifying hypothesis within a specified time frame. It is also stated that each research process has a specific duration and one can be tempted to state that it is usually unique.

The aim of the study is to present the process of transformation of the Polish civil special services in the years 1989-2014. To this end the evolving changes affecting the organizational structure of the relevant institutions along with the accompanying adjustments in the scope of the supervisory and control system are discussed. Additionally, the nature of the past and current threats is outlined in the context of the competencies of the Polish civil special services.

The article deals with the expediency of using multimedia technologies in the training of future specialists in environmental engineering and construction, including at the initial stage in the study of the subject "Introduction to the specialty". It is emphasized that these technologies open unprecedented prospects in solving important tasks and lead to the transition from the traditional scheme of transfer of reproductive knowledge to a new, creative form of learning. It is established that multimedia technologies in the classes of future specialists in environmental engineering and construction contribute to: the formation of professional skills through the use of Internet materials of different levels of complexity; improving listening skills with the help of authentic sound texts, film episodes; development of dialogue skills, improvement of professional correspondence skills, enrichment of professional vocabulary (both active and passive), which reflects a certain stage in the development of culture, various technical equipment, social and political structure of society; enrichment of students with cultural knowledge, including professional etiquette, features of traditions; improving knowledge through online exercises and tests. It is proved that the use of multimedia presentations in the training of future specialists in environmental engineering and construction, provides the function of transmitting information, as well as receiving feedback in the process of its perception and assimilation, as information presented in visual form is most accessible to perception. It is noted that the use of multimedia technologies in the training of future professionals contributes to the intensification and enrichment of the educational process, evokes a conscious perception of educational material, motivates and activates student learning, individualizes the process of studying specialties, diversifies classes, and promotes mental and creative skills. construction and civil security, increases interest in training and the level of professional skills.

Jednym z priorytetów współpracy krajów Regionu Morza Bałtyckiego w zakresie bezpieczeństwa jest stworzenie zintegrowanej sieci nadzoru i monitoringu morskiego poprzez współpracę krajowych systemów. Przykładem takiej inicjatywy jest SUCBAS (Sea Surveillance Cooperation Baltic Sea). Jej celem jest uzyskanie bezpośredniego wpływu na poprawę bezpieczeństwa morskiego krajów sygnatariuszy w aspekcie militarnym, ekonomicznym oraz środowiskowym poprzez zwiększenie świadomości sytuacji morskiej oraz opracowanie koncepcji współpracy, określenie zasad bezpieczeństwa, wymiany informacji oraz pozyskanie rozwiązań technicznych umożliwiających automatyczną wymianę danych.
One of the priorities of the cooperation of the Baltic countries regarding security is the creation of the integrated marine surveillance network and monitoring by the means of the cooperation of domestic systems. Its task is to ensure the conditions of the safe use of sea resources and the protection of marine frontiers. It is particularly important for the protection of sailing, immigration, fishing, sea waters against pollution as well as for the control and execution of sea law and international security. An example of such an initiative may be SUCBAS (Sea Surveillance Cooperation Baltic Sea). Its aim is to have a direct impact on the improvement of sea security of the signatories’ countries in the military, economic and environmental aspect through rising the awareness of the sea situation and to draw a cooperation concept, establish security rules, exchange information and obtain technical solutions that will make it possible to exchange data automatically.

Artykuł ma w założeniu skłonić potencjalnych odbiorców – osoby zaangażowane w działalność lotniczą do rozważań nad potrzebą przeanalizowania istniejących i ewentualnie wdrożenia nowych rozwiązań w przedmiotowym zakresie.
The following article outlines the issues related to the influence of the planned enclosed structures at the airport on the widely understood civil aviation security. In the era of terrorist threat and continued improvement of security standards implemented in the scope of people and baggage security checks, an important, though less frequently discussed issue is the subject connected with the proper planning of airport infrastructure which takes into account the needs of the principles in this way understood security. This article is intended to encourage potential customers – persons involved in aviation activities, for consideration of the need to examine existing and possibly implement new solutions in the field.

Wydarzenia, które rozpoczęły się w grudniu 2019 r. w chińskiej prowincji Hubei, gdzie wykryto wirusa COVID-19, i które objęły swoim zasięgiem niemal cały glob, zmienią również paradygmaty bezpieczeństwa w komunikacji lotniczej. Celem artykuły jest przegląd dostępnych technologii w celu detekcji zagrożeń w transporcie lotniczym, w tym czynnika biologicznego. Pandemia koronawirusa nie osiągnęłaby swoich rozmiarów w tak szybkim czasie bez udziału komunikacji lotniczej, jako transmitera przemieszczających się pomiędzy wszystkimi kontynentami zarażonych ludzi. Pomijając skutki ekonomiczne dla branży lotniczej, wydaje się, że ochrona pasażerów przed czynnikiem biologicznym będzie koniecznym elementem transformacji systemów ochrony. O ile branża lotnicza poradziła sobie skutecznie z zagrożeniem terrorystycznym wprowadzając i ciągle rozwijając nowe technologie, o tyle czynnik biologiczny wykazał jej bezradność w jego detekcji i przeciwdziałaniu rozprzestrzeniania. Co ważne czynnik biologiczny jest jednym z możliwych do zastosowania w przeprowadzeniu aktu terroryzmu (tzw. bioterroryzmu).
The events that began in December 2019 in the city of Wuhan, the capital of Central China’s Hubei province, where a virus called COVID-19 was detected, and which, as of the date of this paper, has spanned across almost the entire globe, will undoubtedly change the safety paradigms in air communication. The goal of this paper is to review the technologies that are available for the detection of threats in air transport, including biological agents. The coronavirus pandemic would not have reached its severity in such a short time without the participation of air communication as a transmitter of infected people traveling between all the continents. Apart from the economic consequences for the aviation industry, whose activity in many countries came to a complete standstill during the pandemic, this came about through the decision of governments. It seems that the effects of this pandemic will be far-reaching in security regarding the protection of passengers from biological agents, and will be a necessary element of security system transformation. It should also be emphasised that while the aviation industry has successfully coped with the terrorist threat by introducing and constantly developing new technologies, the biological factor has revealed an almost total helplessness in its detection and prevention of its spread. More importantly, the biological factor is one of many possibilities to carry out an act of terrorism (so-called bioterrorism).

Opis:
Objective: This paper attempts to prove that an effective model of protecting civilians from consequences of hazards ensuing from natural events considered as natural disasters, as well as risks arising from civilisational development in the reality of a global world, is the civil security engineering system based on achievements of many scientific disciplines related to the humanities, social sciences and technical sciences. This objective is justified by the thesis that stipulates that civil security engineering is an interdisciplinary measure of numerous entities in a modern state, the task of which is ensuring security for the society as regards the protection of life and health, property and the environment as fundamental conditions for the existence of the nation. Introduction: The contemporary reality, in which the 21st century society is functioning, creates diverse hazards for human life and health, property and the environment. Hence it is the obligation of the state to seek new effective methods that would allow combatting the consequences of such hazards. Many of those methods and tools are comprised by security engineering with civil protection engineering distinguished as a specialist discipline, which comprises means, methods and ways of organising effective protection of the society, human life and health as well as civilisational and cultural achievements of the society. Methodology: The basic method adopted in preparing this article was a review of source materials related to hazards to the society resulting from natural phenomena and industrial environment, followed by preparing conclusions and a presentation of the complete reasoning in relation to the subject of the present article. Conclusions: Civil protection is one of the most crucial challenges for the state security system in the context of all-encompassing globalisation, which is conducive to the generation of new hazards, especially those that result from the development of modern technologies. But also in the sphere of natural hazards we are faced with new events, i.a., due to climate change, such as extreme weather conditions, changes to annual precipitation, melting of icebergs, rise of the water level in seas and oceans, or the recent spread of epidemic hazards, which may be caused by diverse viruses, such as the current coronavirus outbreak. To be effective, the civil protection system has to be organised in a way that ensures it is capable of coping with all challenges; it needs to be able to use knowledge from many scientific fields and domains, and furthermore it also has to be an interdisciplinary system characterised not only by social knowledge, but in the first place technical know-how, and that is why we can speak of civil protection engineering.
Cel: Celem artykułu jest próba dowiedzenia, że efektywnym modelem ochrony ludności przed skutkami zarówno zagrożeń wynikających ze zdarzeń naturalnych, jak i z rozwoju cywilizacji jest system inżynierii ochrony ludności oparty na osiągnięciach dyscyplin naukowych z dziedziny nauk humanistycznych, społecznych oraz nauk technicznych. Cel ten uzasadnia teza mówiąca, że inżynieria ochrony ludności jest interdyscyplinarnym działaniem wielu podmiotów współczesnego państwa, którego zadaniem jest zapewnienie bezpieczeństwa społeczeństwu w zakresie podstawowych warunków istnienia narodu: ochrony życia i zdrowia, mienia i środowiska. Wprowadzenie: Współczesna rzeczywistość, w której funkcjonuje społeczeństwo XXI wieku, stwarza wiele zagrożeń dla życia i zdrowia ludzi, mienia oraz środowiska. Stąd obowiązkiem państwa jest szukanie nowych efektywnych metod pozwalających na przeciwstawienie się skutkom tych zagrożeń. Wiele metod i narzędzi dedykowanych temu celowi znaleźć można w obszarze inżynierii bezpieczeństwa – z wyodrębnieniem inżynierii ochrony ludności jako specjalistycznej dyscypliny zawierającej środki, metody i sposoby organizowania skutecznej ochrony społeczeństwa, życia i zdrowia ludzi oraz dorobku cywilizacyjnego i kulturowego społeczeństwa. Metodologia: Podstawową metodą zastosowaną w trakcie przygotowania artykułu była analiza materiałów źródłowych z zakresu zagrożeń dla społeczeństwa płynących ze zjawisk naturalnych i środowiska industrialnego, opracowanie wniosków i przedstawienie całości wywodów w odniesieniu do tematu artykułu. Wnioski: Wobec powszechnej globalizacji, która sprzyja powstawaniu nowych zagrożeń, zwłaszcza tych będących wynikiem rozwoju nowoczesnych technologii, ochrona ludności stanowi dla systemu bezpieczeństwa państwa jedno z najważniejszych wyzwań. Także w obszarze zagrożeń naturalnych mamy do czynienia z nowymi zdarzeniami będącymi skutkiem np. zmian klimatycznych (ekstremalne zjawisko pogodowe, zmiany w ilości rocznych opadów atmosferycznych, topnienie lodowców, podnoszenie się poziomu wód w morzach i oceanach, szerzenie się zagrożeń epidemicznych, których przyczyną mogą być różnego rodzaju wirusy). Aby system ochrony ludności był efektywny, powinien czerpać wiedzę z różnych obszarów i dziedzin nauki oraz dyscyplin naukowych, wykazywać się interdyscyplinarnością, wykorzystywać nie tylko wiedzę społeczną, prawną, ale przede wszystkim techniczną. Stąd możemy mówić o inżynierii ochrony ludności.

Opis:
The purpose of this article is to highlight the essence and content of teaching this subject, which was introduced in Polish schools on 1 September 2009. To achieve this goal, the importance of education and, specifically, security education is discussed. The essence of security education is then presented, and it replacing the currently implemented defense adaptation is explained. Subsequently, the educational content of security education was discussed. The aim of the study was based on theoretical research methods such as analysis, synthesis, comparison, and inference.The conclusion encourages further reflection on this subject because education is an important area for ensuring security; hence, education in security from pre-school education to adult education can be found in Polish education. The tendency toward change testifies to broader cognitive perspectives, especially in the area of personnel and structural security of individuals and social groups. It also testifies to the understanding of the essence and importance of education itself.

The third part of the article describes selected services which are responsible for security at airports. The article was written to show the relations between the activities of the security services and security at airports.

For centuries, the period of war and peace was an essential stage in the development of the international order. Armed violence has been and continues to be an instrument of solving both internal and external problems. The nightmare of two world wars was an attempt to eliminate armed conflicts from the reality of international relations and the development of the idea of humanity. Over the centuries, effective legal and institutional arrangements have been sought to ensure the protection of the civilian population, which has been the subject of deliberate or accidental attacks. The current standards of international humanitarian law of armed conflicts allow for a certain degree of humanization of armed conflicts. However, there are known cases where these norms are not respected or even deliberately violated. In addition, it is left to wish that those who violate the civil protection legislation are held accountable.
