Ochrona ludności jest jednym z elementów bezpieczeństwa powszechnego jako podsystemu bezpieczeństwa państwa, mającym na celu realizację zadań w zakresie ochrony życia i zdrowia ludzi oraz mienia i środowiska przed różnego rodzaju zagrożeniami, zarówno pochodzenia naturalnego, jak i cywilizacyjnego. Jako jeden z elementów bezpieczeństwa powszechnego, będącego podsystemem bezpieczeństwa państwa, ochrona ludności w dużej mierze zależy także od środowiska politycznego.
The article tries to determine the political and legal issues concerning the public safety namely the civil protection. Civil safety is one of the elements of public safety and as a state security subsystem it protects health, life ,property and environment against all kinds of natural and man – made threats. Civil Protection, as one of the elements of public safety and being the subsystem of the state security, is also heavily dependent on political environment.

Recent years have shown increased interest in the use of glass structures in the construction industry. Investors value qualities such as aesthetics and the good environmental resistance of glass. It has become commonplace to use glass not only to construct façades, but also in horizontal partitions (floors, building coverings ) and in such elements as protective canopies, passageway screens or fire barriers. Such extensive use of this building material has been made possible by the development of technology for manufacturing glass with improved strength properties, in particular, toughened and laminated glass. However, glass has some disadvantages as a building material – first of all, low tensile strength, impact strength and point load compressive strength. The use of glass with improved strength properties minimises these defects to a considerable extent. Nevertheless, it sometimes happens that glass structures crack or lose their aesthetic value. This results from errors made during the design stage as well as during the construction work on the structure. Based on an “in situ” study and the literature on the subject, the article identifies risks associated with the use of glass elements, in addition to analysing their causes and possible effects. Examples of real elements in the course of their use are provided in order to illustrate the factors under analysis. Moreover, the article includes recommendations linked to the safe usage of glass in the structure when discussed against the background of assembly errors.

Jednostki samorządu terytorialnego posiadają ogromne kompetencje w budowaniu polityki przestrzennej, ekologicznej, społecznej, infrastrukturalnej i polityki zarządzania informacją na określonym obszarze. Stwarzają warunki sprzyjające rozwojowi lokalnemu lub wprost przeciwnie – mogą go ograniczać. Poprzez współpracę z centralnym organem administracji rządowej w sprawach lotnictwa cywilnego mają możliwość kreowania i zarządzania poziomem bezpieczeństwa w lotnictwie cywilnym. Natomiast przedsiębiorca, korzystając z narzędzi stworzonych przez dwa wspomniane podmioty, wpływa na jego utrzymanie, lub go zaburza, co może doprowadzić do zachwiania ustalonego poziomu bezpieczeństwa. Ponieważ jednostki samorządu terytorialnego posiadają bezpośredni i pośredni wpływ na rozwój lokalny, została stworzona hipoteza, że podmioty administracji publicznej we współpracy z centralnym organem administracji rządowej w sprawach lotnictwa cywilnego i przedsiębiorcą kreują oraz utrzymują w obszarze okołolotniskowym bezpieczeństwo w lotnictwie cywilnym.
The local government entities have an excellent capability to build a spatial, ecological, social, and infrastructural policy as well as the policy of information management for a definite area. They all create beneficial conditions for local  development or, on the contrary, they may restrict them.. Thanks to their cooperation with the central government administration authority in the matter of the civil aviation, they have a possibility to create an acceptable level of its safety, whereas an entrepreneur using the tools created by the two above entities influences its maintenance and can disturb it, which can lead to instability of an established safety level. Since the local government entities have a direct and indirect impact on the local development, a hypothesis has been created that the public administration entities in cooperation with the central government administration authority in the matter of civil aviation together with the entrepreneur create and maintain the safety in the area of airport.

W ramach niniejszej publikacji przeprowadzono analizę rozkładu wybranych cech pożarowych zarejestrowanych w Informacjach ze zdarzeń Państwowej Straży Pożarnej za lata 2007-2012, zagregowanych do poziomu kraju. Cechy zdarzeń poddawane analizie to ogólna liczba pożarów, poszkodowanych (rannych, ofiar śmiertelnych) w ujęciu ogólnym oraz zagregowanych do klas obiektów użyteczności publicznej, mieszkalnych, produkcyjnych, magazynowych, środków transportu, lasów, upraw, rolnictwa i innych. Na podstawie wyników opracowano roczne wskaźniki rannych i ofiar śmiertelnych. Obliczono roczne oraz sześcioletnie wskaźniki częstości występowania pożarów, rannych i ofiar śmiertelnych, w rozbiciu na poszczególne kategorie obiektów. W podsumowaniu dokonano ogólnej oceny poziomu bezpieczeństwa polegającej na wskazaniu obszarów, w których wartości wskaźników są największe. Wyniki badań wskazują, że wraz z rosnącą w ostatnich latach liczbą pożarów wskaźnik ofiar śmiertelnych i rannych w odniesieniu do liczby pożarów maleje. Zauważa się, że częstość występowania pożarów obiektów mieszkalnych plasuje się dopiero na trzecim miejscu, podczas gdy współczynniki rannych i ofiar śmiertelnych są dla nich kilkunasto, a nawet kilkudziesięciokrotnie wyższe niż dla pozostałych obiektów.
Service Reports on fire incidents, covering the period 2007–2012. Information about fire injuries and fatalities was classified by type of premises and areas accessible to the public: residential dwelling, production facilities, storage areas, means of transport, forests, agricultural and other. Results from the analysis facilitated the construction of annual indicators covering injuries and fatalities. Calculations were also produced to reveal annual and six yearly frequency of fire incidents, injuries and fatalities, broken down by specific category of premises. A general assessment of fire safety was conducted to reveal areas where the indicator values are at the highest level. Results show that in tandem with an increase in the frequency of fires during recent years, indicators dealing with deaths and injuries attributable to fires show a decline. It is observed that the frequency of fires in residential dwellings is ranked third, whereas the coefficients of injuries and fatalities are about a dozen times higher than for the remainder of premises.

The presented article aims to show the role of the subject ‘education for safety’ in the field of civil protection. This subject almost a decade ago replaced the previous one called “civil defence preparation’. Along with the changing conditions of Poland’s security, it became necessary to depart from strictly pro-defence education, emphasizing the military area of security in favor of issues related to protection against threats, preparation for disaster management, or fi rst aid. The question that the author tries to answer is: to what extent does the subject currently taught involve problems related to civil protection? At the same time, the author assumes the hypothesis that issues in the fi eld of rescue and civil protection form the foundation of education for safety. Contemporary youth acquire knowledge and attitudes that make their actions complement the activities of civil protection entities, both in terms of prevention and response.

Pożary, miejscowe zagrożenia i alarmy fałszywe to podstawowa klasyfikacja zdarzeń rejestrowanych przez dyżurnych Stanowisk Kierowania Komendantów Powiatowych (Miejskich) Państwowej Straży Pożarnej (PSP). Autorzy przeprowadzają analizę rozkładu wybranych cech miejscowych zagrożeń zarejestrowanych w Informacjach ze zdarzeń PSP za lata 2007-2012. Analizie i ocenie poddawane są w szczególności: ogólna liczba zdarzeń, ranni i ofiary śmiertelne. Dane analizowane są na poziomie kraju w rozbiciu na klasy obiektów: użyteczności publicznej, mieszkalne, produkcyjne, magazynowe, środki transportu, lasy, uprawy i rolnictwo oraz pozostałe. Na podstawie wyników badań statystycznych opracowano roczne wskaźniki rannych i ofiar śmiertelnych oraz sześcioletnie wskaźniki częstości występowania zdarzeń, rannych i ofiar śmiertelnych, w rozbiciu na powyższe kategorie. Dla klas obiektów charakteryzujących się największymi wartościami współczynników przeprowadzono analizę i ocenę rozkładu wartości współczynników w funkcji poszczególnych lat, jak również opisano trendy rozwojowe. W artykule przeprowadzono ogólną ocenę poziomu bezpieczeństwa, polegającą na wskazaniu obszarów, w których koncentracja wartości wskaźników jest największa. Wyniki badań wskazują, że miejscowe zagrożenia pojawiają się najczęściej w klasie innych obiektów (39%), obiektów mieszkalnych (31%) i środkach transportu (20%). Notuje się dla nich wskaźniki śmiertelności odpowiednio na poziomie 25%, 22%, 49% oraz wskaźniki rannych 4%, 8%, 86%. Zauważono, że dla obiektów mieszkalnych notuje się stały wzrost wartości współczynników rannych i ofiar śmiertelnych, podczas gdy w transporcie tendencja jest odwrotna. W opracowaniu scharakteryzowano dokładniej podkategorię zdarzeń generujących największą liczbę interwencji, jak również opisano dominujące rodzaje interwencji PSP.
Fires, local emergencies and false alarms are the main events` classes registered by dispatchers of the Polish State Fire Service Command Control Rooms. Statistical analysis of local emergencies factors was conducted on data from the State Fire Service Reports, covering the period 2007-2012. The statistical research was carried out on the state level. Firstly, the authors examined general number of local emergencies and casualties (injured, fatalities). Secondly, the number of local emergencies and casualties in object classes as public utilities, housing, production companies, warehouses, means of transport, forests, agriculture and others was analyzed and assessed. Based on the results of statistical indicators, annual injuries and fatalities as well as six-year local emergency frequency coefficients were calculated. The article presents overall assessment of safety level involving indication of the areas, where the concentration of frequency distribution coefficient the highest is. The object classes with the highest coefficient values between 2007 and 2012 are analysed and evaluated. The selected conclusions show that local emergencies appear the most often in the other object class (39%), housing (31%), means of transport (20%). Local emergencies injured coefficients are adequately on the level 25%, 22%, 49%, whereas local emergencies fatalities coefficients achieve 4%, 8%, 86%. It is noticed that when the coefficient values for means of transport are on the decline, the coefficient values for housing are on the rise. Additionally, the article describes subcategories which generate the highest number of interventions as well as dominant types of intervention conducted by the State Fire Service.

For centuries, the period of war and peace was an essential stage in the development of the international order. Armed violence has been and continues to be an instrument of solving both internal and external problems. The nightmare of two world wars was an attempt to eliminate armed conflicts from the reality of international relations and the development of the idea of humanity. Over the centuries, effective legal and institutional arrangements have been sought to ensure the protection of the civilian population, which has been the subject of deliberate or accidental attacks. The current standards of international humanitarian law of armed conflicts allow for a certain degree of humanization of armed conflicts. However, there are known cases where these norms are not respected or even deliberately violated. In addition, it is left to wish that those who violate the civil protection legislation are held accountable.

The article aims to show selected issues related to safety management system with particular reference to its legal aspects. It is composed of seven parts. The first one outlines the general overview on the problem of aviation safety. In the following passage, substance of safety management in civil aviation is presented. Third part describes key factors determining safety in aviation. In the fourth subtitle, selected issues regarding international regulations concerning safety management systems are discussed with reference to Chicago Convention and Annex 19 which established detailed arrangements for safety management. Subsequently, the author describes the EU legislation related to subject matter as well as major institution in charge of ensuring safety like European Aviation Safety Agency. The las but one subtitle refers to some legal aspects of safety management in civil aviation in Polish law. The summary contains conclusions drawn from the analysis of the both international and polish regulations.Purpose - The paper’s main purpose is to present legal framework of aviation safety management at the level of international, European and polish law. The author also investigates the role of legal regulations in the process of keeping aviation safe with reference to other factors which have a negative influence on aviation safety. Design/Methodology/Approach - A comprehensive analysis of legislation was conducted along with literature review including international publications focused both on the area of management and law. The reference list was selected in such way to show an objective and impartial approach to the subject matter.Findings - The laws regarding safety management in aviation are subject to harmonization but we can observe that the regulations are becoming more and more technical and complex.Research limitations/implications - The limitations of this paper lie in the lack of review of the studies of practical part of the safety management system regulations.Practical implications-The review shows a profound review of legislation which may be used by both managers and lawyer from aviation industry. Moreover, some statistical data is provided in order to emphasize the importance of safety management in the current world.Originality/Value-The article presents analysis carried at three levels of legal regulations, i.e. international, European and local (Polish) which is the best way to show similarities and point out differences.

Wydarzenia, które rozpoczęły się w grudniu 2019 r. w chińskiej prowincji Hubei, gdzie wykryto wirusa COVID-19, i które objęły swoim zasięgiem niemal cały glob, zmienią również paradygmaty bezpieczeństwa w komunikacji lotniczej. Celem artykuły jest przegląd dostępnych technologii w celu detekcji zagrożeń w transporcie lotniczym, w tym czynnika biologicznego. Pandemia koronawirusa nie osiągnęłaby swoich rozmiarów w tak szybkim czasie bez udziału komunikacji lotniczej, jako transmitera przemieszczających się pomiędzy wszystkimi kontynentami zarażonych ludzi. Pomijając skutki ekonomiczne dla branży lotniczej, wydaje się, że ochrona pasażerów przed czynnikiem biologicznym będzie koniecznym elementem transformacji systemów ochrony. O ile branża lotnicza poradziła sobie skutecznie z zagrożeniem terrorystycznym wprowadzając i ciągle rozwijając nowe technologie, o tyle czynnik biologiczny wykazał jej bezradność w jego detekcji i przeciwdziałaniu rozprzestrzeniania. Co ważne czynnik biologiczny jest jednym z możliwych do zastosowania w przeprowadzeniu aktu terroryzmu (tzw. bioterroryzmu).
The events that began in December 2019 in the city of Wuhan, the capital of Central China’s Hubei province, where a virus called COVID-19 was detected, and which, as of the date of this paper, has spanned across almost the entire globe, will undoubtedly change the safety paradigms in air communication. The goal of this paper is to review the technologies that are available for the detection of threats in air transport, including biological agents. The coronavirus pandemic would not have reached its severity in such a short time without the participation of air communication as a transmitter of infected people traveling between all the continents. Apart from the economic consequences for the aviation industry, whose activity in many countries came to a complete standstill during the pandemic, this came about through the decision of governments. It seems that the effects of this pandemic will be far-reaching in security regarding the protection of passengers from biological agents, and will be a necessary element of security system transformation. It should also be emphasised that while the aviation industry has successfully coped with the terrorist threat by introducing and constantly developing new technologies, the biological factor has revealed an almost total helplessness in its detection and prevention of its spread. More importantly, the biological factor is one of many possibilities to carry out an act of terrorism (so-called bioterrorism).

The paper presents the characteristics of the rail transport system, including passenger and freight transport during the Covid-19 pandemic. The entities responsible for the safety of the railway sector were presented, among which were the Railway Transport Office, the company PKP PLK S.A., and the Railroad Security Guard, which played the most critical role. The paper presents statistical data for railway accidents and casualties in 2018–2021. It was noted that the Covid-19 pandemic significantly reduced passenger and freight transport. 2021 was the European Year of Railways; it was also an exceptional, demanding, and significant year for changes taking place on the railways. Throughout this time, the Office of Rail Transport promoted rail as a safe, ecological, and comfortable means of transport. Based on statistics and empirical research, the main problems of the railway sector were discussed, and the research hypothesis was verified positively.

After the fall of communism in 1989, XXI century brought continuous changes in the way how state defense is perceived and how the citizens participate in creating it. A few decades of social malaise caused by the atmosphere prevailing in the country engulfed in the communist dictatorship resulted in a significant degeneration, also in the paramilitary activity of the citizens. However, after the period when any grassroots initiative was regarded suspicious ended, there came a revival of public benefit organizations and any broadly understood citizens’ initiative. This also applies to defense and the creation of so-called safety culture. Its development is not easy. It Involves creating a lot of new structures and, most importantly, changing of the social consciousness of the citizens. Based on the Academic Legion of the Catholic University of Lublin, the article describes one of the elements of the security system of the Republic of Poland, which is formed by paramilitary youth organizations. Their main purpose is to promote patriotism and to help create civil society. They are also one of the most important elements of safety culture.
