Opis:: The circumstances in which the Civil Police assumed responsibility for convoy and protection duties on behalf of the justice system until 1939 (in practice, until now). The legal and financial aspects of performing convoy and isolation functions on behalf of the Department of Justice. The unsuccessful attempts to transfer these tasks to the Prison Guard. The methods and tactics deployed in performing convoy and protection duties towards criminal and political prisoners. Convoys on foot and by train and other means of transport. Opis:: The concept of self-government system in Poland assumes an important role for municipalities, which is the basic territorial unit of community of residents. It is the area where, with the help of democratically elected authorities, the basic needs of local communities shall be fulfilled. One of these needs, and at the same time, the own task of municipality, is to ensure public order and security of citizens. According to legislation, the proper measure supposed to be the communal police (municipal police in municipalities), which is a local uniformed formation, providing administrative-ordinal tasks. The first units of the communal police were formed in Poland in 1991. For all these years, however, they did not become a common service in the country. The communal police function just in one-fourth of municipalities and generally focus the heaviest negative emotions and social opinion of all the uniformed services. The author of the study, indicating causes of this situation, comments their underestimated by citizens role in shaping public order and security of local societies, juxtaposing it with the state of civic consciousness.

Opis:: In Iceland, since 2008, there has been a centralisation and coordination of forces and resources needed to protect the population and civil security. Duties in the fi eld of civil protection at the national level are delegated to the National Police Chief, who acts in accordance with the government’s policy of civil protection and security. The system’s reliability has been achieved thanks to the close cooperation of offi cials from many levels of government and self-government administration, which is overseen by the National Police Chief.

Opis:: Cooperation is one of the fundamental processes which shape the natural, social, economic and cultural environments. Therefore, it appears evident that this concept gained recognition within numerous scientific areas, which include, among others: management, economics, anthropology, sociology, political science, the psychology of work, and others. The scope of concerned aspects relates to human relations, it seems necessary to reflect on the subject of consideration from the point of view of sociology. In the contemporary world everybody operates within a global system, therefore everyone is interdependent. The paradigm of the organization constitutes of a man, the purpose and structure. Cooperation is the opposite of social conflict, hence by the means of cooperation conflicts may be prevented and through cooperation conflicts may be solved. Currently, the rescue system in Poland is based on organized but dispersed areas of responsibility among public authorities and non-governmental organizations. In Portugal, civil protection and relief operations are multidisciplinary activities developed by agencies, services and entities, at the national, district and municipal levels, duly organized in the Integrated Protection and Relief Operations System. Therefore cooperation between agencies should be a never ending process which is realized through all crises management phases. Only then it brings the synergy effect in the key moments of complex life-saving operations. These two agencies are almost always present on a scene of small and major incidents. Therefore the authors recognized that the problem is worth to be addressed as a comparison study on the base of Polish and Portuguese experiences.

Opis:: The Police are one of the entities involved in the protection and rescue of the population. Fulfilling a leading and auxiliary role in this endeavour, it is an important link in the security and defence system of the state. Administration authorities and other executive entities, including crisis management structures, create appropriate conditions to ensure this security and protection in each of the security states. Those entities – including the Police – were also guaranteed the opportunity to participate in rescue operations organized and conducted by other entities and administration structures. In times of peace and during a war, the Police play an important role in the implementation of civil protection tasks, including protection and rescue. The activities of this executive entity in this respect remain within the systemic solutions of the State defence system, as well as its own organizational subsystems. The tasks carried out by the Police are in accordance with the assumptions and the executive capabilities of the relevant forces and organizational structures.
Jednym z podmiotów uczestniczącym w ochronie i ratownictwie ludności jest Policja. Spełniając wiodącą i pomocniczą rolę w tym przedsięwzięciu, stanowi istotne ogniwo w systemie bezpieczeństwa i systemie obronnym państwa. Organy administracji i inne podmioty wykonawcze, w tym struktury zarządzania kryzysowego, stwarzają warunki do zapewnienia tego bezpieczeństwa i ochrony w każdym ze stanów bezpieczeństwa. Podkreślić należy, że podmiotom tym – w tym Policji – zagwarantowano także możliwość uczestniczenia w akcjach ratunkowych, organizowanych i prowadzonych przez inne podmioty i struktury administracji. W czasie pokoju i w okresie wojny w realizacji zadań ochrony ludności – w tym ochrony i ratownictwa – ważną rolę spełnia Policja. Działania tego podmiotu wykonawczego w przedmiotowym zakresie pozostają w rozwiązaniach systemowych systemu obronności państwa, jak i własnych podsystemów organizacyjnych. Realizowane przez Policję zadania pozostają w zgodności z przyjętymi założeniami i możliwościami wykonawczymi stosownych sił i struktur organizacyjnych.

Opis:: The ‘civil law’ fi eld, which is part of the curricula of university courses of law and administration, as well as of other courses of many higher education institutions (at both master’s and bachelor’s levels), has also found its place in the curriculum of the Police Academy in Szczytno. The basis of such a solution is the assumption that the knowledge of civil law issues, although it does not belong to the basic ‘tools of work’ of police offi cers and other law enforcers, appears to be useful in some of the positions in the service. Moreover, many civil law concepts occur in the structure of criminal law institutions, and show links with legal regulations relating directly to the tasks of the Police (other services) and the official status of officers. For this reason, they are an inspiring subject matter to be researched and published on, which is done, among others, in the periodicals of the Police Academy in Szczytno.

Opis:: Artykuł omawia Krajowy System Ratowniczo-Gaśniczy bezpieczeństwa państwa publicznego, który stanowi integralną część bezpieczeństwa państwa. Przedstawia organy sytemu, do których w szczególności zalicza się Ministra Spraw Wewnętrznych, jako nadzorującego działania i funkcjonowanie oraz podległe mu organy najbardziej zaangażowane: Policję, Straż Graniczną, Państwową Straż Pożarną i Obronę Cywilną, jak również pozostałe organy ratownicze, państwowe, samorządowe, związki, organizacje pozarządowe, itd. Organizatorem Krajowego Systemu Ratowniczo-Gaśniczego jest Komendant Główny Państwowej Straży Pożarnej. W związku z powyższym do zadań organów w ramach systemu należy: ratowanie życia, zdrowia, mienia ludzi, ochrona środowiska, prognozowanie, rozpoznawanie i zwalczanie pożarów, klęsk żywiołowych lub innych miejscowych zagrożeń. System ten funkcjonuje na trzech poziomach: powiatowym, wojewódzkim i krajowym. Dużą rolę odgrywają w nim stanowiska kierowania, które zbierają najważniejsze informacje o wszelkich zaistniałych zdarzeniach na danym obszarze. Krajowy System Ratowniczo-Gaśniczy funkcjonuje w dwóch stanach: stałego czuwania i doraźnego reagowania oraz wykonywania działań ratowniczych. Jest systemem otwartym, żywo reagującym na wszelkie zmiany i w szerokim zakresie współpracującym z otoczeniem, co jest wyrazem, iż jest on bardzo elastyczny.
The article discusses the National (Emergency) Rescue and Fire System, which is an integral part of national security. It presents the bodies of the system, which in particular include the Minister of Home Affairs, as the supervisor of activities and functioning and its most involved subordinate bodies: Police, Border Guards, State Fire Service and Civil Defence, as well as other rescue authorities, i.e. state, local government, unions, NGOs, etc. The organizer of the National Rescue and Fire System is the Chief of State Fire Service. Therefore, the tasks of the bodies within the system include: saving lives, health, and property of people, environmental protection, prediction, detection and fighting of fires, natural disasters or other local hazards. This system operates at three levels: district, provincial and national levels. The major role play the control rooms, which collect important information about any event occurring in the area. National Rescue and Fire System operates in two states: constant vigilance and emergency response, and performing rescue operations. It is an open system quickly responding to any changes and in a wide range co-operating with its surroundings, which reflects its flexibility.
