    In a complex and rapidly changing global order continuous political courage, inspiration and citizen-centric practices are needed to shape and strengthen the values that are connected with the EU. We clearly affirm the value premises of the EU as a community responsible for security and stability and for guaranteeing the welfare and well-being of its citizens. The paper is structured in 3 parts: The first part focusses on the importance of citizens’ participation and citizens’ dialogue in the future developments of the EU. Growing complexity and interconnection between and within societies have become intrinsic characteristics of European societies, impacting the dialogue of institutions with citizens. In a second part, the paper deals with participatory democracy and civil dialogue as legally embedded concepts in the Lisbon Treaty. This implies an analysis and assessment of the phased development of EU practices in participatory democracy and civil dialogue. The last part concerns the instruments and practices of participatory governance that the EU has developed to respond to the citizens’ demands for a more values-based community.

    This article is based on a narrow definition of civil dialogue, which includes interactions between the bodies of public administration and non-governmental organisations (NGOs). The models of civil dialogue present in the basic units of local government (communes-Polish: gmina) were compared with the precepts of the European model of good governance. The author describes local civil dialogue in Poland (on the basis of existing data) and presents the results of his own research. These results show the approach of non-governmental organisations to social consultation with large municipal self-governments, as well as the reasons why NGOs avoid transparent forms of political communication.

    This article deals with the issue of civil activeness in a system of free market democracy. Participation in social and civil dialogue is a sign of citizens’ engagement and is considered here in the context of Jürgen Habermas’s theory of communicative action. The manifestations and consequences of the extant institutional arrangements are shown, as are the means of describing and explaining them in the Polish socio-political and economic context. The reflections presented here illustrate the weakness of the existing measures. Both the institutional structure and the theoretical tools used in Poland are imitative in nature and do not fulfil the practical expectations of either participants or researchers of civil dialogue.

    Dialog obywatelski wpływa na jakość prowadzonej polityki publicznej, w formie online umożliwia bezpośrednie wpływanie interesariuszy na proces jej formułowania i implementacji. Stanowi również nową jakość w procesie ewaluacji polityki publicznej. Dialog obywatelski rozumiany jest najczęściej jako proces komunikacji pomiędzy władzą państwową a organizacjami pozarządowymi, autor artykułu wskazuje jednak, że możliwe jest prowadzenie dialogu obywatelskiego w sposób bezpośredni z obywatelami za pomocą mediów społecznościowych. Przedstawia wyniki badań, których celem była weryfikacja sposobu korzystania przez władzę z mediów społecznościowych w celu nawiązania dialogu z obywatelami. Badanie polegało na pomiarach i analizie komunikacji prowadzonej przez wybrane polskie miasta wojewódzkie w serwisie społecznościowym Twitter. Autor wskazuje na charakterystyczne style komunikacji, które można interpretować z perspektywy dialogu obywatelskiego.
    Civil dialogue has an impact on the quality of public policy, in the online form it allows direct influence of stakeholders on the process of formulation and its implementation. It is also a new quality in the process of evaluating public policy. Civil dialogue is usually understood as a process of communication between the state authority and non-governmental organizations, but the author of the article indicates that it is possible to conduct civil dialogue in a direct way with citizens through social media. He presents the results of research aimed at verifying the use of social media by the authorities in order to establish a dialogue with citizens. The research consisted in measuring and analyzing communication conducted by selected Polish voivodeship cities on the Twitter social network. The author points out the characteristic styles of communication that can be interpreted from the perspective of civil dialogue.

    Dialog społeczny koncentrujący się na problemach świata pracy nie zapewnia wystarczającej przestrzeni komunikacyjnej dla wszystkich obywateli. Dlatego też, co trzeba podkreślić z całą stanowczością, rozwija się dialog obywatelski, który szerzej pozwala spojrzeć na problemy społeczne i włączyć bardziej zróżnicowanych partnerów do procesu podejmowania decyzji przez władze publiczne. Głównym celem artykułu jest prezentacja dialogu obywatelskiego w ujęciu teoretycznym i praktycznym oraz ukazanie relacji dialogu społecznego z dialogiem obywatelskim, a także narzędzi i metod tego ostatniego. Druga część artykułu zawiera analizę w ujęciu teoretycznym jednej z technik dialogu obywatelskiego – konsultacji społecznych. Trzecia sekcja ukazuje studium przypadku, opisujące spotkanie informacyjne na temat dolnośląskiego budżetu obywatelskiego. W ostatniej części znajduje się podsumowanie rozważań o dialogu obywatelskim. W artykule wykorzystano dane pochodzące z literatury, w tym publikacji książkowych, czasopism, a także akty prawne oraz studium przypadku – obserwację, jak również rozmowy z uczestnikami spotkania konsultacyjnego.
    Social dialogue focusing on the problems of work does not deliver a sufficient area of communication for all citizens. It is important, therefore, to note that civil dialogue develops and permits to look at social problems in a wider manner as well as to include various partners to decisions made by the public authorities. Therefore, the aim of this paper is to present civil dialogue in a theoretical and practical way. For that reason, making the detailed objectives of the study, we turn our attention to the relationship between social and civil dialogue, as well as the methods of civil dialogue. In the second section we wish to investigate one of these methods – namely, public consultation in a theoretical way. The third part of this paper describes a case study analysing an information meeting over the Lower Silesian participatory budget. In the final section we conclude our reflections about civil dialogue. The paper uses data from scientific literature, acts as well as the case study – observations and interviews with the participants of the consultative meeting.

    Artykuł koncentruje się na poszukiwaniach odpowiedniego dla polskich realiów, konsensualnego modelu podobieństw, różnic, transferów praktyk oraz użyczania sieci współpracy w dialogu regionalnym. Rozważania te czynione są w ramach analizy dwóch zinstytucjonalizowanych odmian dialogu: społecznego i obywatelskiego na poziomie województwa. Elementy modelowej odpowiedzi na podejmowane przez autorów kwestie konstruuje się w odniesieniu do regionu małopolskiego, ponieważ wcześniejsze badania wykazały, że region ten posiada wyraźny potencjał sprzyjający rozwojowi instytucji dialogowych. Autorzy posługują się wskazanymi kategoriami, uwzględniając narzędzie, jakim jest publiczna deliberacja. Za teoretykami i praktykami uznają deliberację za jedną z najbardziej optymalnych dialogowych ścieżek (przed)decyzyjnych, które prowadzą ku skutecznym i akceptowalnym rozstrzygnięciom i umożliwiają optymalne, sprawiedliwe i przejrzyste publiczne zarządzanie zasobami środowiskowymi. Wychodzą w tekście z założenia, że wzajemne uczenie się nowych sposobów działania przez konkretne instytucje dialogu społecznego i obywatelskiego umożliwia korygowanie w przyszłości utrwalonych już elementów niedialogowych. Zakładają również, że w myśl koncepcji tzw. uczących się regionów, od jednego regionu są w stanie uczyć się dialogu inne województwa. Autorzy korzystają z metodologii nauk społecznych, a w szczególności sięgają do propozycji studiów z polityki publicznej, które uzupełniają elementami analizy formalno-instytucjonalnej: wykorzystują analizę porównawczą dialogu społecznego i obywatelskiego w polskich regionach, a także analizę prawną oraz studia przypadków.
    This article focuses on searching for a consensual model of similarities, differences, transfers of practices, and lending networks in regional dialogue, which would be appropriate for Polish realities. These considerations are made within the framework of an analysis of two institutionalized varieties of dialogue: social and civil dialogue at the level of voivodship. Elements of a model answer to the issues addressed by the authors are constructed with reference to the Malopolska region, which was selected due to the results of nationwide research – conducted earlier by one of the authors – indicating that this region has a clear potential which favours the development of dialogue institutions. The authors use the categories indicated, taking into account the tool of public deliberation. Following theorists and practitioners, they consider deliberation as one of the most optimal dialogical (pre)decision-making paths, since it leads to effective and acceptable decisions and enables the optimal, fair and transparent public management of environmental resources. It is assumed that the mutual learning of new ways of doing things by specific institutions engaged in social and civil dialogue enables the correction of already established nondialogue elements in the future. It is also assumed that, according to the concept of so-called learning regions, other regions are able to learn dialogue from one region. The authors use the methodology of the social sciences, and in particular they reach for proposals of public policy studies, which they supplement with elements of formal and institutional analysis. The method used for this purpose is a comparative analysis of social and civil dialogue in Polish regions, along with the use of legal analysis and borrowings from case studies carried out in earlier research.

    W procesie formułowania polityki publicznej Unii Europejskiej istotną rolę odgrywają mechanizmy deliberatywne, które mają rekompensować niedostatek demokracji przedstawicielskiej. Jednym z nich są konsultacje społeczne prowadzone głównie przez Komisję Europejską. Artykuł zawiera analizę roli otwartych konsultacji publicznych w programowaniu i realizacji unijnej polityki sektorowej. Wyraźnie widoczny jest wzrost ich znaczenia i częstość stosowania w odniesieniu do różnych rodzajów polityki gospodarczej. Konsultacje pełnią różne funkcje, przede wszystkim służą jako instrument legitymizacji podejmowanych przez Komisję decyzji oraz jako ważne źródło informacji o opiniach i stanowiskach interesariuszy. Szczegółowo analizowany jest wypadek konsultacji społecznych dotyczących umowy transatlantyckiej TTIP ze względu na jej wagę dla wszystkich Europejczyków oraz masowe protesty społeczne, które już występowały i mogą również mieć miejsce w przyszłości.
    Public deliberation mechanisms play an important role in the process of the EU public policy making because they are to compensate the shortage of representative democracy. One of them is social consultation carried out mainly by the European Commission. The paper consists of the analysis of open public consultation role in designing and implementing the EU sector policies. Their growing importance and frequency of use with regard to the economic policy and its kinds is clearly visible. The aims of such consultations are various. They are primarily used as an instrument of legitimacy of decisions taken by the Commission as well as an important source of information about the stakeholders’ opinions and stance.     The paper describes a problem of collision between the concept of solidarity which is based on concern for the others interests of others with the liberal concept of implementing particular goals. Institutional solutions adopted in Poland, as well as the theories and tools and methods for their description and interpretation, still have imitative character. The result is a hybrid conglomerate of institutional arrangements that are created along the lines of the existing organizational structure of the EU countries. The structure and the way of functioning of those institutions are most commonly analyzed by using borrowed theoretical solutions present in the European or American sociological literature. Social dialogue and civic dialogue do not work so as to bring the expected results which causes permanent institutional and intellectual crisis. The paper postulates to use the new dialogue for the reflection about intellectual mechanisms that create the world better suited to people's expectations.

    The Constitution of The Republic of Poland (Article 17) says that: “By means of a statute, self‑governments may be created within a profession in which the public repose confidence, and such self‑governments shall concern themselves with the proper practice of such professions in accordance with, and for the purpose of protecting, the public interest”. This regulation is based on two principles: The first is the principle of professionalism; the second embraces norms that must be observed by representatives of professions of public trust. Those groups can make the decisions of their members or profits for themselves. This puts them in a different position than other participants of social and economic life. Professional associations are not driven by market rules, nor administrative regulations (relating to the postulate of the division of labor). The problem begins when – from a social point of view – it is no longer possible to regard these organizations as trustworthy partners. The gap between legal and social perspectives raises doubts about the way in which a civil society could face professional self‑governments when they are seen as being hostile to them.

The main focus of this article is to analyze the way in which wrestling and football – sport disciplines that are popular in both these countries – made it possible to get out of mutual isolation lasting uninterruptedly since 1979.
