In this article, we present our view on the Transport System of a city as a system, consisting of four layers: aesthetic, functional, safe and smart. We define the layers and describe their relationships. Getting deeper into the system and features needed in every layer are summarized. In the following part, we will introduce some smart and safe transport solutions, applied in the city of Žilina, solutions from Finnish city of Tampere, that is one of the smartest middle-sized cities in Europe, and also few more examples from around the world. In the last part, we take a look at the futuristic plans for the transport systems, represented by autonomous driving from the safety point of view.

Punktem wyjścia do rozważań w niniejszym artykule jest odniesienie się do sposobu kształtowania się struktur miast idealnych wraz z ich infrastrukturą, w stosunku do potrzeb ówczesnych mieszkańców. Zdefiniowanie miasta inteligentnego, poprzez podanie jego istotnych cech, ułatwi określenie istotnych zmian, jakie powinny być uwzględniane i dokonywane w strukturze tworzenia i kształtowania oraz funkcjonowaniu miast w Polsce. W oparciu o przedstawione w artykule rozważania, przybliżona zostanie problematyka miast inteligentnych. Ponadto w oparciu o podane przykłady i rozwiązania techniczne określone zostaną założenia, które później będzie można wykorzystać w procesie projektowania i planowania urbanistycznego polskich miast. Celem tej publikacji jest dostrzeżenie koniecznych zmian, jakie należałoby przeprowadzić w procesie kształtowania i funkcjonowania miasta.
The starting point for the reflections in this article is the reference to the manner of shaping the structures of ideal cities together with their infrastructure in relation to the needs of the inhabitants of a given time. Defining a smart city, by providing its important features, will help to identify significant changes that should be taken into account and made in the structure of creating, shaping and functioning of cities in Poland. Based on the reflections presented in the article, the issue of intelligent cities will be introduced. Moreover, based on the given examples and technical solutions, assumptions will be made which can later be used in the planning and urban planning process of Polish cities. The purpose of this publication is to notice the necessary changes that should be carried out in the process of shaping and functioning of the city.

Rising awareness of sustainable development challenges, along with the quest for optimization of the everyday functioning of the city, motivate many urban authorities to search for promising concepts and solutions. One of these is the smart city concept, which has gained governors of cities’ attention for little more than ten years. An object of research and development, it is still a distinctive feature for the cities that adopt this concept. City marketers use such distinction towards a large palette of beneficiaries of the city. At the same time, it deploys some traits suggesting synergies between the implementation of smart city solutions and sustainable development goals. The main objective of our work was to verify if the relationship between these aspects (smartness and sustainability of a transportation) in smart city rankings exists and, if that is true, what impact it has on marketing communication of the city comprised in such rankings. To fulfill this goal, we answered such research questions as: what place sustainability criteria in smart city rankings have occurred, how is the transport represented in these criteria, what use graded cities make of their presence in such competition, and which perspective dominates (if any) in daily marketing communication activities of the city. To provide such an analysis, we considered the criteria used to rank the cities to find the places that accorded to sustainable ones. We examined the marketing use of the results of such rankings, referring to the official websites and social media of selected cities (random selection from the total population of 174 cities comprised). The sources used to provide the data in natural language, and their analysis proceeded with methods and tools used in NLP (natural language processing), which are accessible through CLARIN.EU infrastructure. The results determine that cities can be classed into different groups, accordingly to their sustainability/smartness pending, and ability to use accorded ranks in marketing context.

The concept of resilience has in recent years been one of the more commonly used urban development concepts. In the social sciences, the term is understood as a dynamic process that reflects a relatively good adaptation, irrespective of the hazards or traumatic experiences. It is linked with the concepts of risk, vulnerability and positive adaptation. The concept of resilience as used in the social sciences has been adapted by other disciplines, including research on the city, where the term is ambiguously and sometimes inconsistently defined. The aim of this study is to explain the term resilience, its reference to the city and to clear up ambiguities of the terminology related to the two lines of research on resilience in relation to the city as presented by the relevant literature: city resilience and the resilient city. Analyses show that both these terms, despite their widespread application, are at present imprecisely defined in the relevant literature and generally speaking used interchangeably, which makes their precise application difficult. In addition, the assumption that city resilience can be treated as a process that leads to a desired state of the resilient city, has not been confirmed. The correctness of the application of the second of these concepts (the resilient city) raises doubts, because it will probably never be possible to develop a city not vulnerable or fully resistant to various types of development perturbations.

The main subject of the article is Cittaslow network bringing together small and medium-sized cities (up to 50 000 inhabitants). Cittaslow is an international organization that has chosen the goal of improving the quality of life for residents, businesses and visitors from small towns. The towns focus on economic development while respecting the environment, promotion of regional products and a return to traditional craft. Activating social participation of citizens is also a crucial aspect, because Slow Cities are meant to be the strong local communities. The paper shows the main objectives of this international network, and based on research conducted from 2009 on Polish towns presents how the movement has been implemented in Poland. At the end, I try to answer whether, and if so, under what conditions it is an attractive alternative to the development of small towns in Poland.

Opis:
Representations of postcolonial African cities in contemporary literature, analysed from the perspective of postcolonial studies, allow the researcher to observe a number of phenomena: a polarization of attitudes towards the areas inhabited by literary characters, a dichotomous stratification of space, an awareness of the colonial past or deliberate actions suppressing reminiscences of colonialism, as well as the labile characteristics of the cities, with their transformations, degenerations and performativity (e.g. in the context of street names, or in the case of conceptualizing the boundaries of African countries during the Berlin Conference). These themes have been interpreted as part of a review of urban literary forms. The aim of the analysis was also to indicate the possibilities of further research on cities within postcolonial theory, which has hitherto focused rather on the issues of nativity and images of the village.

The aim of this paper is to discuss the smart city concept and indicate how its implementation may influence the efficient development of urban space. The paper is a review of the results of research on the smart city concept, smart cities in the European Union and selected aspects of modern urban space development. The author used above all a descriptive method and simple statistical methods. As the paper proves, the implementation of the smart city concept can facilitate and support the development of urban space. The main conclusions concern its impact on awareness in society, civic participation, creative attitudes, entrepreneurial activities and innovative solutions.

The civic budget (CB) from year to year enjoys the interest of city residents, especially since it enables cooperation with local government authorities. When adopting the city budget, it is possible to allocate a certain amount of cash in Opole in the first edition of CB, it was PLN 2 million so that in 2019 (fifth edition) this amount would increase to PLN 4.3 million, that could be spent to implement t submitted and adopted. The selection of tasks depends on electronic or traditional (paper) voting. Projects that succeed the majority of voting are chosen to be realized until the exhaustion of funds. The formal and legal requirements of the civic budget of the city of Opole are regulated in the provisions of the CB for each year. Through CB, residents have an impact on the management of public funds and, engaging in this project they build civic base, become active within society and thus influence the development of the urban space not only of their district but of the entire city.

Liczba ludności w miastach na świecie rośnie o prawie 60 mln rocznie. Szacuje się, że do 2050 r. 2/3 ludności świata będzie mieszkać w miastach. Nadmierna urbanizacja i rosnąca liczba ludności w miastach stanowią poważne wyzwanie dla zarządzania miastem, a w szczególności dla logistyki miejskiej. Dziedzina ta, sprowadzająca się do koordynacji i synchronizacji przepływów na obszarach zurbanizowanych, zyskuje na znaczeniu w ujęciu strategicznym. Działania prowadzone w miastach europejskich, mające na celu usprawnienie logistyki miejskiej, postrzegane są jako element programu na rzecz inteligentnych miast (smart cities). Celem artykułu jest przedstawienie koncepcji smart city oraz jej znaczenia w kontekście logistycznego zarządzania miastem. Następnie, poprzez case study, zaprezentowanie przykładów rozwiązań z zakresu smart city stosowanych w miastach europejskich. Na bazie rozwiązań europejskich w artykule przeanalizowane zostaną możliwości czterech miast polskich w zakresie adaptowania rozwiązań smart city na swoich obszarach. Przedstawione w artykule wnioski sformułowano na podstawie dwóch faz badawczych – analityczneji syntetycznej. Pierwsza zawiera przegląd literatury oraz analizę przypadków rozwiązań smart city pochodzących z miast europejskich. Wykorzystano w niej dane z dokumentów strategicznych Komisji Europejskiej. Na podstawie obserwacji dobrych praktyk w ramach rozwiązań smart cities stosowanych w miastach europejskich przeprowadzono badania metodą wywiadów pogłębionych z zarządzającymi polskimi miastami, odnosząc się do potencjalnych rozwiązań smart city możliwych do zastosowania w czterech polskich miastach.W fazie syntetycznej badań na bazie analiz teoretycznych oraz case study wyciągnięto wnioski końcowe.  
The number of urban residents is growing by nearly 60 million people every year. It is estimated that by the year 2050 2/3 of the world population will have been urban. The increasing urbanisation requires new and innovative ways to manage the complexity of urban living and to target problems of energy consumption, resource management and environmental protection. These problems are essential for city logistics. The field concerning coordination and synchronization of the flows within the urban areas is gaining strategic importance. Activities in European cities that are going to improve city logistics are included as a part for the smart city idea. Scope: At the beginning, this paper will introduce the background of the smart city concept, as well as its meaning in the logistics-related aspects of city management. Then, through the case study, it will present solutions that make European cities smart. Moreover, using the background of the significance of the concept of a smart city and its applications in the European reality, the author will analyze the possibilitiesof four Polish cities (Rzeszow, Gdansk, Cracow and Bialystok – recognised as the smartest Polish cities) for approaching the smart city concept standards in the European dimension. Methodology: The methodology of the paper is based on two dimensions: analysis and synthesis. The first phase included a thorough thematic literature review, an analysis of case studies of European and Polish smartcities. It was complemented by interviewing city board representatives of the examined Polish cities. In the synthetic phase, the study provided conclusions based on the theoretical analysis and the survey of the case study.

The tittle shouldn’t be understood literally as it’s just necessary simplifi cation. Th e main aim of this article is to consider the city as socio-spatial environment for human beings. This environment creates better or worse possibilities for implementation of the idea of fairness. Key elements are here: space arrangements, organization of social life and governance. Th rough the ages we witness not only the process of seeking for the formula of fair city but also practical attempts to implement this concept. First part of this paper is aiming to capture characteristics of the fair city. Next the examples of the fair city idea in social thought are being reviewed so at the end the modern determinants and possibilities to develop this concept in practice could be presented.

This study offers a short introduction to the development of cities in general, their types, functions, position and points of differentiation. It stresses the importance of multifarious factors that determine the importance of particular entities. The main part of the study though is concerned with Polish cities. It takes into consideration their origins, geographical location, administrative and political importance, city reforms, demographic and economic factors as well as their functions and finance to assess the role and salience of different city categories. It analyses the impact of the aforementioned factors, especially of administrative and self-government reforms on self-government reforms, reflecting the international trend towards the unification of self-government system, have not led to the homogenization of cities in Poland, but that provisions introduced allow for individualisation of their internal structures and functions.

Collaborative planning for city development. A perspective from a city planner. A number of definitions related to collaborative governance have been developed since early 2000. The common characteristics of collaborative governance are, among others, policy consensus, community visioning, consensus rule-making, and collaborative network structures. Collaborative planning is a new paradigm of planning for a complex contemporary society through which it encourages people to be engaged in a dialogue in a situation of equal empowerment and shared information to learn new ideas through mutual understanding, to create innovative outcomes and to build institutional capacity. This indicates that collaborative planning can provide policy makers with more effective community participation. Collaborative process is the key of collaborative planning which also emphasizes the significant role of collaborative leadership. The process includes a participatory activity of dialogue oriented to the joint decision and summarized in a collaborative process. The collaborative leadership is crucial for setting and maintaining clear ground rules, building trust, facilitating dialogue, and exploring mutual gains. Along with the shift of planning paradigm, the role of city planner will also change since the city planning deals with the political process. In the political process, city planners must be able to perform as technocrats, bureaucrats, lawyers and politicians who always uphold their ethics because they are responsible to the society, the assignor for their integrity and professionalism.

Cities are an important element of the functioning of the state and fundamentally determine its potential. The purpose of this review is to present how the issue of management and development of urban agglomerations, in theoretical and practical aspects, is analyzed by the authors of the articles contained in the book ‘Cities of the future. In search of a new management and development paradigm’. Its editors – Alfred Lutrzykowski, Robert Musiałkiewicz and Fabian Nalikowski – undertook with the authors of the texts to define new determinants in the development of urban structures.
