Opis:
The aim of this publication is to present the relationship between the dominant forms of urban mobility and the environmental pressures of the transport sector as well as the quality of life of the inhabitants of large cities and urban agglomerations. The presentation of trends and scenarios is based, on the one hand, on statistics describing current development trends and, on the other hand, on scenarios, recommendations, and commitments defined in European, national, and local governmental documents programming the socio-economic development of urbanised areas and the directions of climate transformation in their area. The article consists of a brief introduction, background on the latest regulations in the field of sustainable urban mobility, and a comparative analysis of environmental demands, along with actual trends observed in the transport sector in urbanised areas. It closes with conclusions relating to the validity and effectiveness of current transport and environmental policies, and recommendations, whilst identifying areas and instruments that increase the likelihood of achieving the stated objectives.
Celem publikacji jest prezentacja zależności pomiędzy dominującymi formami mobilności miejskiej a presją środowiskową sektora transportu i jakością życia mieszkańców dużych miast i aglomeracji miejskich. Z jednej strony ukazane zostały aktualne trendy rozwojowe, z drugiej zaś scenariusze, rekomendacje i zobowiązania definiowane w europejskich, krajowych i samorządowych dokumentach programujących rozwój społeczno-gospodarczy terenów zurbanizowanych oraz kierunki transformacji klimatycznej na ich obszarze. Artykuł składa się z krótkiego wprowadzenia, tła w postaci najnowszych regulacji z zakresu zrównoważonej mobilności miejskiej oraz analizy porównawczej postulatów środowiskowych i rzeczywistych trendów obserwowanych w sektorze transportu na obszarach zurbanizowanych. W podsumowaniu zawarte są wnioski odnoszące się do prawidłowości i skuteczności obecnej polityki transportowej i środowiskowej oraz rekomendacje, wskazujące obszary i instrumenty zwiększające prawdopodobieństwo osiągnięcia zakładanych celów.

The smart city concept has been growing in importance in the research activities worldwide as a direction in the development of modern cities. Mobility-as-a-Service (MaaS) solutions are quite a new transport concept introduced in a small number of cities usually in the pilot phase. The main purpose of the article is to explore the interactions and complementarity of these concepts. This paper analyses how MaaS can support progress in achieving smart mobility, and thus the idea of a smart city. It has the potential to improve the use of assets and contributes to a reduction in the number of passenger cars in congested cities. The research methodology includes a literature review and a deductive research method. The research has shown that cities having high indexes of ‘smartness’ are more likely to implement technologically advanced ICT solutions in transport systems and both these concepts (smart city and Mobility-as-a-Service) are important for the future of cities making them more sustainable and providing a higher quality of life for residents and visitors. The results of this study can be useful for policy makers, especially at local and regional levels.
Koncepcja inteligentnego miasta jako kierunek rozwoju nowoczesnych miast zyskuje na znaczeniu jako przedmiot badań naukowych. Mobility-as-a-Service to nowa koncepcja organizacji transportu, wprowadzona w niewielkiej liczbie miast, mogąca poprawić wykorzystanie zasobów, zmniejszyć udział samochodów osobowych w przewozach i po- ziom kongestii. Głównym celem artykułu było przedstawienie badań nad interakcjami i komplementarnością tych dwóch koncepcji. W pracy wykorzystano przegląd literatury i wnioskowanie metodą dedukcji. Wykazano, jak MaaS może wspomagać osiągnięcie inteligentnej mobilności i celów inteligentnego miasta. Badanie empiryczne dowiodło, iż miasta mające wysokie wskaźniki w rankingu inteligentnych miast wykazują większe skłonności do wdrażania zaawansowanych technologicznie rozwiązań zaliczanych do MaaS. Obie te koncepcje (smart city i Mobility-as-a-Service) są istotne dla miast, aby rozwijały się w sposób zrównoważony i zapewniały wysoką jakość życia mieszkańcom.

W niniejszym artykule, na tle rozważań teoretycznych, przedstawiono najważniejsze wyniki i wnioski z badań.
In March this year, the European Commission has published a study report on urban mobility in terms of urban accessibility. Within these studies, the costs of congestion in each Member States of the European Union have been estimated. In this article, against the background of theoretical considerations, the most important results and conclusions of the study are presented.

The concentration of population in urban centres and the progressing economic development are the one of the fundamental causes of problems of functioning of contemporary cities. One of these issues is the urban transport causing environmental losses and a lower quality of life. The concept that limits the adverse phenomena may be the smart city, and intelligent solutions in the way of moving the urban community. The purpose of this article is to show how urban transport can influence the shaping of intelligent solutions in cities with the help of various factors and components.
Koncentracja ludności w ośrodkach miejskich oraz postępujący rozwój gospodarczy stanowią jedne z zasadniczych przyczyn problemów funkcjonowania współczesnych miast. Jednym z tych zagadnień jest transport miejski powodujący straty w środowisku naturalnym oraz niższą jakość życia. Koncepcją ograniczającą niekorzystne zjawiska może być smart city, a w tym inteligentne rozwiązania w sposobie przemieszczania się miejskiej społeczności. Celem niniejszego artykułu jest ukazanie jak transport miejski może wpłynąć na kształtowanie inteligentnych rozwiązań w miastach przy pomocy różnych czynników i komponentów.

Starzenie się społeczeństwa Europy, skutkujące wzrostem liczby seniorów w strukturze użytkowników miast, wymaga podejmowania działań zmierzających do dostosowania środowisk miast do potrzeb tej grupy użytkowników. Problematyka dostosowania miast do potrzeb seniorów jest podejmowana w działaniach o charakterze międzynarodowym – włączającym do prac naukowców – reprezentantów różnych dziedzin wiedzy czy dyscyplin naukowych – skutkująca formułowaniem zaleceń dla miast. W praktyce jednak owe zalecenia są mało znane, a polityki miast w zakresie dostosowań są zazwyczaj niekompleksowe. Badanie literatury krajowej w tym zakresie wykazuje na stosunkowo małą popularność tego tematu w opracowaniach logistycznych czy transportowych. Autor podjął tę tematykę, by wskazać na potrzebę i kierunki działań, jakie zarówno teoretycy, jak i praktycy, zajmujący się problematyką funkcjonowania współczesnych miast, powinni rozważyć jako swoje pola działań. Autor w artykule zaprezentował przesłanki znaczenia podjętej problematyki oraz wskazał na kierunki działań, jakie miasta powinny podejmować w celu zagwarantowania seniorom właściwego poziomu życia w miastach, m.in. poprzez zwiększenie stopnia mobilności seniorów, leżącej u podstaw znaczącej części ich aktywności życiowej.
Aging of Europe’s population, resulting in increasing number of senior citizens in structure of population’s cities, requires taking action to adapt urban environments to the needs of that group of users. Problems of adapting cities for senior citizens needs recently are taken in the international scene, integrating scientists - representatives of different disciplines, including scientists and resulting in formulating recommendations for cities. In practice however, these recommendations are generally not noted, and urban policies of adjustments are not usually complex. The study of literature in this area shows relatively low popularity of the topic in logistics and transport studies. Therefore, author has undertaken this topic, to indicate a need and directions of actions, which both scientists, as well as in practice, dealing with issues of modern cities, should consider as their field of activities. Author in the article is presenting significance of those issues and pointing directions of action, which should be undertake by cities to provide adequate level of life’s quality of elderly people living in the cities. Among others it should include increasing of seniors’ mobility, which is at the heart of significant parts of their life activities.

A holistic approach and stakeholder consultation are necessary before implementing a particular city logistics measure. The need to implement sustainable urban logistics solutions is particularly important in seaports located in cities. Such cities, particularly Gdynia, have a high intensity of cargo flows resulting from transport connected with their port facilities. The purpose of this article was to identify the level of acceptance of sustainable and innovative urban logistics solutions by entities that use the services of the seaport in Gdynia. We investigated whether the proposed solutions found sufficient acceptance among the respondents, and which of the proposed solutions were the most preferred by stakeholders. We hypothesized that urban logistics solutions were not sufficiently accepted by the stakeholders of the seaport of Gdynia. In order to analyze the awareness of the involved parties, we surveyed parties at the Port of Gdynia as part of the Interreg project called TENTacle. Our findings did not support this hypothesis with respect to such measures as FQP, the use of interactive city maps, night deliveries, and the use of ITS, as these are the solutions most preferred by the stakeholders of Gdynia. The results of this study can therefore serve as an important tool for the city of Gdynia, and similar cities, when preparing sustainable urban logistics plans.

Subject and purpose of work: Integrated fare to date is essential for the efficient functioning of city transport services and for the involvement of citizens to shift from private to public transport. Implementation of this kind is a necessary component of the future development of the city in the direction of smart mobility. Materials and methods: The research focuses on evaluating the barriers and challenges towards the implementation of an integrated fare in Ukraine, mainly using the city of Kyiv as a case study. Results: The article analyzes early attempts to introduce an integrated fare, problems in the way of implementation and, basically, the experience of the EU cities, which may later be adopted. Next, it outlines some critical aspects in the relationship between government policy, city authorities, transport operators and city residents in the context of the introduction of an integrated fare. W artykule przeanalizowano związki pomiędzy wizerunkiem przestrzeni miejskiej a cechami współczesnej kultury wizualnej oraz strategiami życia społecznego. Ponieważ mobilność jest podstawową cechą współczesnej kultury, to ona wyznacza podjętą perspektywę badawczą. Wrocław jest miastem, które potraktowano jako reprezentatywny przykład do analizy. Opisano mobilność ciał/mieszkańców, rzeczy i obrazów, które są składowymi wizerunku miasta. Nowe formy świadomości wizualnej związane są z powszechnym użyciem aparatu fotograficznego i w konsekwencji multiplikowaniem obrazów. Analiza cech kompozycji prac studentów na temat wizerunku Wrocławia pozwoliła zilustrować i pogłębić analizę charakteru mobilnego obrazu miejskiego. Powstały miastoobrazy jako kolaże miejskie, z których wyłoniła się nieostra, ruchoma sylwetka miasta o zmiennej scenografii. Opisywany w tekście i uwidoczniony w pracach studentów proces oderwania czasu od przestrzeni w strategiach miejskich potwierdził wcześniejsze tezy, na przykład Zygmunta Baumana i jego teorii płynnej nowoczesności. Jednocześnie proliferacja coraz bardziej mobilnych znaków i obrazów w przestrzeni miejskiej otwiera również granice tej przestrzeni, tak jak w definicji dzieła otwartego Umberta Eco. W ten sposób miasto, hybrydyczny krajobraz mobilnych społeczeństw, to wciąż przestrzeń otwarta, niedokończona i podatna na ruch i zmiany. Mobilność jest głównym czynnikiem kształtującym jej wizerunek – kolaż obrazów i wrażeń, śladów życia jego mieszkańców.
The article analyzes the relationship between the image of public space, features of modern visual culture and strategies of social life. Since mobility is the basis of modern culture it designates the undertaken research perspective. Wrocław is a city which has been considered as a leading example for analysis. The mobility of bodies/citizens, objects and pictures, all of which are the components of the city image have been described. New forms of visual awareness are connected with the common usage of camera, resulting in multiplication. The analysis of composition of the features of student artworks about the image of Wrocław has allowed us to deepen and illustrate the analysis of the mobile city character. The city - pictures have been created as urban collages, which have emerged in a blurred, mobile city silhouette with variable scenography. Featured in the text and indicated in student artworks, the process of detachment of time from the space in urbanstrategieshas confirmed earlier theses, for example of Zygmunt Bauman’s theory of fluent modernity. At the same time proliferation of increasingly mobile characters and images in the urban space also opens the boundaries of this space, as in the definition of Umberto Eco’s The open work. In this way, the city, the hybrid image of mobile communities is still an open space, unfinished, liable to movement and change. Mobility is the main factor forming its image – a collage of images and impressions, traces of living of the citizens.

The article presents the axiological aspects of mobility management. On selected examples of space design, illustrated with pictures from Polish cities, it shows how choices in the area of organization of transport and space are connected with values, even if the authorities are unaware of the ethical aspects of their choices. The examples analyzed in the article were selected to demonstrate how values can differ in different space designs. At the same time they highlight the importance of ethical issues raised by planning mobility in cities. They aim of the article is providing the reader with pictures and accurate descriptions of model situations, in order to introduce these issues to a broader public and show the ethical dimension of city planning to readers not familiar with these issues.

Celem artykułu jest analiza i ocena działalności jednego z pierwszych w Polsce systemów wypożyczalni rowerów miejskich. W artykule opisano rozwój Wrocławskiego Roweru Miejskiego (WRM) na przestrzeni 8 lat jego istnienia. Przedstawione zostały dane dotyczące liczby stacji oraz dostępnych do wypożyczenia rowerów w każdym z sezonów wiosenno-letnich, w których możliwe było korzystanie z rowerów miejskich. Opis został uzupełniony o analizę funkcjonalności systemu przeprowadzoną na podstawie badania ankietowego pod koniec ostatniego sezonu w ramach pierwszej zleconej przez Urząd Miejski Wrocławia usługi dotyczącej obsługi Wrocławskiego Roweru Miejskiego. Celem przeprowadzonych badań ankietowych było również zebranie opinii użytkowników dotyczących funkcjonowania WRM oraz jego oceny. Badania zostały uzupełnione także o analizy opracowane na podstawie wyników obserwacji towarzyszących, które pozwoliły zidentyfikować mocne i słabe strony systemu wypożyczalni rowerów miejskich. Przedstawione wnioski stanowić mogą podstawę do określenia warunków funkcjonowania tego typu systemów w przyszłości zarówno we Wrocławiu jak i innych miastach.
The aim of the article is to analyze and evaluate the activity of one of the first bike-sharing system in Poland. The article describes the development of Wrocław City Bike (WRM) over the eight years of its existence. In the article were presented data on the number of stations and bikes available for rental in each of the spring and summer seasons in which it was possible to use city bikes. The description has been supplemented with an analysis of the functionality of the system based on a survey at the end of the last season. The purpose of the conducted surveys was also to collect user opinions on the functioning of WRM and its evaluation. The research was also supplemented with analyzes developed on the basis of the results of accompanying observations, which allowed to identify the strengths and weaknesses of the city bike-sharing system. The conclusions presented can be the basis for determining the conditions for the functioning of such systems in the future, both in Wrocław and in other cities.

Opis:
Warunkiem realizacja idei smart city (inteligentnego/cyfrowego miasta) jest wspieranie innowacyjności, w szczególności w dziedzinie ICT (ang. Information and Communication Technology), czyli elektronicznego gromadzenia, transmisji i przetwarzania danych. Rozwój współpracujących, inteligentnych systemów transportowych – C-ITS (ang. Cooperative Intelligent Transport Systems) jest z kolei konieczny w dążeniu do osiągnięcia eko-mobilności zautomatyzowanej. Cztery czynniki niezbędne dla rozwoju inteligentnego transportu w smart city to: inteligentne społeczeństwo, inteligentna mobilność, inteligentna droga i inteligentny pojazd. Inteligentnej ekomobilności sprzyja realizacja Planów Zrównoważonej Mobilności (SUMP), gospodarka współdzielenia oraz wdrażanie idei Mobilność jako Usługa (MaaS) i aplikacji ułatwiających optymalizację planowania podróży miejskich (SEP). Współpracujące, inteligentne systemy transportowe – C-ITS – są narzędziem koordynacji inteligentnej drogi z inteligentnym pojazdem, stanowiąc platformę kontaktującą różne pojazdy z infrastrukturą drogową i pomiędzy sobą, co znacznie zwiększa bezpieczeństwo i efektywność decyzji podejmowanych w Centrum Zarządzania Ruchem. Zagadnienie inteligentnej drogi w smart city, oprócz C-ITS, obejmuje również aspekty środowiskowe, związane z poszanowaniem energii i redukcją emisji transportowych. Automatyzacja dobrze zabezpieczonych przed cyberatakiem przewozów pasażerskich i towarowych, stwarza szansę na dalsze zwiększanie bezpieczeństwa ruchu i przepustowości ulic oraz na poprawę warunków środowiskowych w miastach.
Indispensable for the Smart City idea deployment is to support innovations in the field of ICT – Information and Communication Technology. On the other hand, C-ITS (Cooperative Intelligent Transport Systems) development is the most important for making autonomous eco-mobility true. Four crucial factors of transport system arrangement in a Smart City are: intelligent society, intelligent mobility, intelligent road and intelligent vehicle. Intelligent eco-mobility means: SUMPs, sharing economy, MaaS and Smart Eco-travel Planners. C-ITS coordinates intelligent road with intelligent vehicle, connects all vehicles and vehicles with TMC – increasing road safety and traffic management efficiency. An intelligent road besides connectivity covers also energy and environmental issues. Well protected of cyberattacks road traffic automation makes possible further increase of a road safety and streets capacity, improving city environment as well.

Rozważania zamieszczone w artykule wpisują się w koncepcję on-demand economy, której podstawą jest unikanie własności i współdzielenie zasobów na zasadzie dóbr puli wspólnej, a dotyczą mobilności realizowanej na terenie miasta i jego aglomeracji. W tym przypadku unikanie własności dotyczy pojazdu i miejsca postojowego. Artykuł zawiera przykładową kalkulację kosztów posiadania samochodu wobec kosztów mobilności realizowanej za pomocą zbiorowego transportu publicznego oraz sporadycznie wypożyczanego pojazdu na zasadach komercyjnych. Wyniki tej kalkulacji skłoniły do poszukania możliwych alternatywnych scenariuszy mobilności z uwzględnieniem usługi krótkoterminowego wynajmu pojazdu. Zostały one omówione, jak również określone zostały szanse ich realizacji w najbliższych latach na podstawie obserwacji działań różnych podmiotów w tym zakresie. To skłoniło autora do zaproponowania koncepcji abonamentu mobilności, który dawałby możliwość swobodnego poruszania się po mieście w myśl unikania własności i zrównoważonego rozwoju miasta.
Considerations included in this paper are part of the concept of on-demand economy, which is based on the avoidance of ownership and sharing resources on a common pool of assets. They relate to urban area mobility that includes the city itself and its agglomeration. In this case, the avoidance of ownership relates to the vehicle and the parking space. The paper contains a sample calculation of the cost of owning a car to the cost of mobility realized by means of collective public transport and a vehicle occasionally rented on the commercial basis. The results of this calculation prompted the author to look for possible alternative scenarios of mobility services, including short-term vehicle rental. They have been discussed and accordingly, the chances of their implementation in the coming years, based on the observation of activities of different actors in the field, have been determined. Consequently this enabled the author to propose the concept of mobility subscription, which would offer the opportunity to move freely around the city and its outskirts with simultaneous avoidance of ownership and keeping in mind sustainable development of the city.
