The article presents the forms of the citizens’ participation in governing the state in socialist countries. As it is highlighted at the beginning of the article, this participation is much more intensive than in democratic countries of Europe. This is because, in socialist countries, participation is not limited to election of the citizens’ representatives every few years, but is, in different forms, realised constantly. These different forms of participation are analysed in the further part of article.In the socialist countries, participation is realised by electing the representatives who express the will of their electors and who are responsible before them, and even can be revoked before the end of their mandate. On the contrary, in democratic countries the representative is independent from the electors. In Poland there is a special notion of self-administration, which does not exist, neither in western Europe countries, nor in other socialist countries. It is embodiment of direct participation. Its realisation is provided by the activity of council of people (in countryside, cities and on the voivodship level), work councils in the enterprises, socio-professional self-administration in agriculture, cooperative self-administration and professional associations. Indirect participation is realised by social and political associations as Patriotic Movement for National Rebirth (PRON) whose broad public support justifies its broad competences (it, inter alia, organizes common consultations on proposed legal acts). Other examples are: Association of Combatants that takes care of the combatants’ rights and Environment Protection League. The exercise of state’s organs’ tasks also needs citizens’ participation, especially on the local level and in the judicial system – participation of jury in courts and the special organ judging the offences (called kolegium do spraw wykroczeń). There are also many organisations of social character, as Polish Women League, Consuments’ Federation, Social Committee against Alcoholism, Nature Protection League, National Technical Federation, Childhood Friends Society and many others. The special prerogatives are given to the Supreme Chamber of Control. Constitutional role of these institutions has been analysed in the further part of the article. Significant element of the citizens’ participation are the consultations over the projected legal acts and, existing also in other socialist countries, referendums. The results of the actions taken by the aforementioned forms of participation can be legally bounding (as the decision adopted by the majority in referendum) or may constitute only consultative opinion, for example in a form of recommendations. The last part of the article analysis the domains in which citizens’ participation may be of great importance, for example in law-making process, jurisdiction, in the executive, in social control, both on central and on local level. The conclusion is very optimistic for the future, as the citizens’ participation is constantly developing and it brings measurable effects that let the citizens feel they are part of the changes that are having place in People’s Republic of Poland.

To sum up present considerations, it should be stated that the homiletic message of the Primate of Poland Stefan Wyszyński is clear and unabiguous. His communicative and language competences were the basis for the accurate and comprehensible presentation of citizens’ obligations to the state. In the context of entirety of the Primate’s of Poland message, the renewal of the state community also requires a renewal of personal and social life. Therefore, at this moment – as the Cardinal noted on December 10, 1980 – „the blessed hour of examination of conscience has come to our Homeland... Everyone should do an examination of his or her conscience, asking oneself what are the reasons of such drama experienced by our contemporary Homeland"

Article tackles the idea of environmental and participatory democracy in Poland. Due to Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters known as the Aarhus Convention people should be involved in decisions concerning environment and energy issues in the country. All large investments, and those are certainly investments in energy infrastructure, are associated with a variety of interest groups and organizations. The main goal of this article is to show the decision making processes do not come across the knowledge and public information on nuclear energy in Poland. We present the context and background for the structural model of energy decisions using and reinterpreting survey data from 2014 and 2015 from the opinion polls on various sources of energy in Poland. From this point of departure we distinguish the micro-, meso- and macro- level of energy decisions.

In the author’s opinion, in the light of the current provisions of the Act on Petitions and the Act on Municipal Self-Government, it cannot be considered that municipal councils of senior citizens have the legitimacy to submit a petition to the Sejm. In particular, the study notes that the mu‑ nicipal council of seniors is neither a natural person, nor a legal entity. Moreover, it is also not an organisational unit that is not a legal person within the meaning of the Act on Petitions. It was also emphasised that the functions of the municipal council of seniors are, strictly speaking, of an internal nature and it does not have competences that would allow it to represent the municipality externally, including submitting a petition to the Sejm.

The article provides a comprehensive analysis of the right of petition and the need for regulation of this field by statute. The author examines the right of petition both in historical context and by way of reference to the existing regulations and views of legal theorists. She comes to an unequivocal conclusion that there is need for statutory regulation of the right of petition, that would lead to an elevation of the status of that right which, in practice, has been reduced to the right to make requests and complaints in the form that existed prior to the adoption of the Constitution. Moreover, a separate law devoted to the right of petition would encourage citizens to make use of this form of dialogue with the government and make it possible to comprehensively regulate the issue of petition and to ultimately solve many problems with establishing the mutual relations between petitions, complaints and requests.

In German concepts of education until the end of World War II was the trend dominant to interpret the notion of „good citizen” through the prism of state and its political characteristics. In the late sixties of the twentieth century one began to challenge this understanding. But it was the political transformation in Central and Eastern Europe, and above all the integration processes in Germany and Europe in the early nineties, which led to a redefinition of the concept of „citizen” and modified the idea of his patterns. That’s when the idea was ultimately rejected the „good citizen” as a guarantor of stability of the political agenda, and the goal of civic education was superior to „civic maturity”. In connection with the change of paradigm, a „citizen” was discovered again (Rückkehr des Bürgers) in the public debate. Defining the essence of the concept of „good citizen”, the German authors began to identify them as „democratic” and started a new discussion complemented the existing conceptualization of the citizen to demand his maturity as the overarching objective of civic education and the need to strengthen its competencies. The aim of the article is to present the key directions of the German debate on civic education in the context of civil practice, as well as the positions of the features characterizing the normative notion of the citizen, which should be its „maturity”. Particularly important for strengthening the cognitive aspect is to enter the foregoing, in the current discourse related to competence as a result of the learning process, but it will be important to draw attention to democratic competence.

The European Citizens’ Initiative (ECI) is the first transnational instrument of citizen-participation and agenda-setting worldwide and it has been created with the aim to bring citizens to the decision-making process in Europe. Its potential for creating a European public sphere and alleviating the democratic deficit has been emphasized either in EU political level and in Academia level. Thus, it is a participatory democracy mechanism and currently it could be one of the main instruments to increase the legitimacy of the EU. The ECI main goal is to enable citizens to influence the political agenda of the Union inviting the Commission to submit legislative proposals and to create a proper European public sphere. It is, therefore, an attempt to reduce the citizens’ disaffection. Such high expectations reflect normative criteria which form a difficult basis for empirical measurement. This paper analyses the ECI and whether it is a proper tool of participatory democracy. The paper especially answers the question about whether the ECI is the propitious participatory democracy tool aimed at reducing or eliminating the citizens’ disaffection with the main political institutions that is suffering the EU, besides the proposal of enhancement mechanisms. Thus, an in depth legal amendment of the ECI regulation would constitute a measure to be taken to strengthen EU’s and European integration’s legitimacy. This paper provides an overview of the theoretical expectations towards the ECI.

This article focuses on the emotionality of belonging among European Union (EU) citizens in the context of the United Kingdom’s (UK) 2016 referendum and its result in favour of the UK leaving the EU, commonly referred to as Brexit. Drawing from testimonies of EU27 citizens in the UK (mainly mid- to long-term residents) published in a book and on blog and Twitter accounts by the not-for-profit and non-political initiative, the ‘In Limbo Project’, it explores a range of emotions which characterise the affective impact of Brexit and how they underpin two key processes disrupting the sense of belonging of EU citizens: the acquisition of ‘migrantness’ and the non-recognition of the contributions and efforts made to belong. The resulting narratives are characterised by senses of ‘unbelonging’, where processes of social bonding and membership are disrupted and ‘undone’. These processes are characterised by a lack of intersubjective recognition in the private, legal and communal spheres, with ambivalent impacts on EU citizens’ longer-term plans to stay or to leave and wider implications for community relations in a post-Brexit society.
