The liberty or the absence of the liberated. This notion was thought as an alternative between two choices. Kierkegaard or “Give me liberty, or give me death!” By Patrick Henry (the first governor of Virginia during the American War of Independence) Serve as typical examples of this way of thinking. For the people, subjected to the oppression of the despotic feudal system of the Middle Ages, the establishment of a modern society was the glorification of a form of liberty. By the revolution that led to the independence and creation of the United States of America and also by the French Revolution, the people obtained freedom symbolized by the slogan of the French Revolution: Liberty, Equality, Fraternity. The United States, a country that was built on these values, is now a dominant economic and military superpower. From this point of view, having completed the values of the French Revolution in its societies, the West (Europe and the United States) seems to have brought together ideal democracies. This, however, only holds true when we compare with countries suffering from poverty, oppression, tyranny or fascism. Because a nation is the gathering of men and no man is perfect, it is difficult to find an ideal country. Thus J.J. Rousseau, the ideologist and sympathizer of the French revolution, expresses it in his work “Du Contrat Social”: ... To take the term in the strict sense, there has never existed a true democracy, and it will never exist.

According to the Polish constitutional tradition, regulations concerning the duties of man and citizen can be found in chapter II of the Constitution of the Republic of Poland devoted to the rights and freedoms of the Polish Constitution, specifically in Articles 82-86 inclusive. The Constitution devotes relatively little space to its duties, and the catalog indicated therein is not extensive. The purpose of articulating obligations in the Constitution of the Republic of Poland is primarily to emphasize the most important ones from the point of view of the state, society and individual. In each country, some constitutional obligations are addressed only to citizens, while others are imposed on all who are subject to the authority of a given country. The Constitution of the Republic of Poland also does so. Indicated in art. 86 the obligation to care for the state of the environment and responsibility for its deterioration is in the group of universal obligations in terms of subject, which are imposed on every person who is within the jurisdiction of the Republic of Poland. This study is an analysis of the concept of environment, care for the state of the environment and the provisions of the constitution on this subject.

The alternative methods of the organisation and content managing in the citizen mediaThe goal of this article is to find  the differences in managing citizen and mainstream media. For this purpose the chosen citizen medium – Wiadomości24.pl (one of the biggest and most popular citizen journalism portal) and two mainstream media - “Gazeta Wyborcza” and “Rzeczpospolita” were compared and quantitative content analysis of the cultural publications was done. According to the Ch. Fush's definition of the alternative media,  to define the medium as an alternative one, it must differ from the mainstream medium in all mentioned dimensions: journalistic production, media product structure, organizational media structure, distribution structure and reception practices. The analysis of the chosen media shows, that the portal Wiadomości24.pl, as a citizen medium, differs a lot from two chosen mainstream media in every dimension. The portal is attuned to its basic function – including the receiver within the communication process as a sender.  That is why, the portal puts all responsibility on prosumers, provides as high interactivity as possible, delimits all formal requirements and offers high openness. Thanks to that, the content published by the citizen reporters is alternative to the content published in mainstream media. The alternative media are supplement for mainstream media and allow a bigger diversity and variety of the form and content. They include the receivers and encourage them to publish their own content and share their experiences with others.  The alternative media cannot replace public and commercial media, but can be a supplement and sometimes the alternative offer

Partycypacja obywatelska jest istotnym elementem współczesnej demokracji. Traktowana jest jako ratunek wobec stałego obniżania udziału obywateli w życiu politycznym i publicznym. Partycypację można podejmować z bardzo rożnych powodów. Istotne jest to, iż sprzyja ona rozwojowi demokracji lokalnej, chociażby poprzez wzmocnienie oddolnych inicjatyw obywatelskich; pobudza integracje środowisk lokalnych dzięki podejmowaniu wspólnych działań. Jest również skutecznym sposobem na rozwiązanie problemów: daje możliwość wysłuchania opinii wszystkich zainteresowanych osób, rozwiązania lokalnych konfliktów i wypracowania kompromisu. W niniejszym tekście podjęto próbę przeanalizowania zagadnienia partycypacji obywatelskiej na przykładzie konkretnej grupy społecznej, jaką jest wiejska społeczność lokalna. Skoncentrowano się na różnych teoretycznych ujęciach tych dwóch zagadnień. Celem tekstu jest przede wszystkim odpowiedź na pytanie o formy zaangażowania wiejskich społeczności lokalnych w działania partycypacyjne; ukazanie przykładowych instrumentów, które umożliwiają członkom tej wspólnoty uzewnętrznienie ich aktywności i postaw obywatelskich.
Citizen participation is an important element of contemporary democracy. It is considered a panacea to the declining participation of citizens in political and public life. People may decide to participate for various reasons. It is important that participation promotes the development of local democracy, for instance, by strengthening bottom-up civic initiatives; participation stimulates integrationof local communities through joint activities. It is also an efficient tool to solve certain problems, since opinions of all parties concerned can be heard, local conflicts mitigated and compromise reached. This article attempts to analyze citizen participation based on the example of a specific social group, namely the rural local community. The article concentrates on various theoretical views on the issue. The main goal of the article is to answer a question about the form of local rural communities participation, and it presents examples of instruments which help community members to implement their activity and express civic attitudes.

Resilient society and social dialogue are core topics for monitoring citizens’ initiative in participatory democracy as an engaged citizen often empowers governance facilitating active social engagement and democratic. (1) Background: The intent of the current research is to document and monitor the notion of “resilient society” and twenty associated topics in order to provide the latest emerging illustrations of the impact of social media on citizens’ initiative and participation levels in the European Union (EU); (2) Methods: Based on the Brand24 media monitoring tool, the quantitative and qualitative analysis of the social media reach focuses a period of one month (June-July 2023) with the aim to assess a better understanding of the resilient society and citizens’ participation; (3) Results and findings: The results of the research emphasize the role of citizens’ engagement and social dialogue for a resilient society by scaling the linkages between the historical, institutional and participative levels; (4) Discussion: The article shows how policy agenda and decisions, historical facts and social realities influence the social media reach and highlights the outcomes of the sentiment analysis and influence score of the selected topics.

This paper identifies and synthetically demonstrates the most important steps and changes in the evolution of the idea and institution of citizenship in Europe over more than two thousand years. Citizenship is one of the essential categories defining human status. From a historical perspective, the idea of citizenship in Europe is in a state of constant evolution. Therefore, the essence of the institution of citizenship and its acquisition criteria are continually being transformed. Today's comprehension of citizenship is different from understanding citizenship in Europe in earlier epochs of history. In some of them, the concept of citizenship existed only in the realm of ideas. In others, the idea materialised, and membership in the state (or city) and civic rights and obligations found a formal, legal expression. The formation of the idea and institution of citizenship is a long and multi-phase process.

This text is an attempt to subjectively consider of the issue of equality, on the topic of which Ryszard Borowicz in 1988 wrote a monograph entitled “Równość i sprawiedliwość społeczna” [Equality and Social Justice]. The author, referring to a historical and legal overview of the notion of the citizen, tries to suggest that it is the political system that determines the status of its citizens. What is more, it also determines not only their legal situation but also the scope of their subjective rights, freedoms and obligations. The general principles enshrined in the constitution are the means that the legislator uses to show the citizens which values he considers the most important and which are intended to guide social change. The main goal of the authors’ deliberations is to signal the need to continue research on equality, especially given that the notion of equality should be considered from a wider perspective, for example taking into account the change of the political and legal system.

While it has generally been accepted that non-professional media actors empowered by novel digitally networked technologies are changing the media landscape in the West, this is less obvious in the case of sub-Saharan Africa. Recent years, however, have seen the emergence of a diverse range of citizen media in Africa, enabled by technologies such as mobile phones, blogs, micro blogs, video-sharing platforms and mapping. Through in-depth and focus-group interviews with selected experts and citizen journalism practitioners, as well as a review of the existing body of research, this study aims to identify emerging patterns and trends in African citizen journalism, paying particular attention to the Zimbabwean case. The research hopes to establish the notion that digital technologyenabled citizen journalism, although still restricted to a subset of African countries, provides a powerful counter-narrative to professional media that are often constrained, or even controlled, by national governments.

It is possible to state that the organisation and way of functioning of the state administration has gone and will be going through an incessant development process, which has responded and will be responding to the changes and needs of the society. The analysis, which can be considered as an audit made for certain clients groups, is, besides others, also a starting point for the elaboration of an overall municipality strategy. The analysis can be realised by means of primary or secondary research. The present state of our society and the developmental tendencies taken in consideration, it is clear that the existence of leisure activities system will be a significant element in the decision-making processes of state employees on all levels of state (public) administration. The relationship between those who can influence the outer forces and those who occupy positions in the leisure-time organisations defines the dynamics of the future development. The role of municipalities in the domain of public services cannot be replaced. That is why it is necessary to study the opinions and attitudes of employees responsible on the local scale. It is also important for the information transfer and communication to be realized rapidly.

Opis:
Police brutality in Nigeria assumed monstrous dimensions and indeed remained the greatest threat to the youths and the survival of the nation. The government has not been seen to do much to resolve these problems and has made citizens who are inflicted with constant violence to begin to revolt. This paper examines the impact of police brutality on the peace and progress of Nigeria. It argues that low remuneration for police officers, indiscipline of police officers, corrupt political and judicial system from top to bottom, citizens nonchalance or foolishness, the fact that perpetrators do not get punish but get away free, greed of officers, psychological problems and undefined limits of their power are reasons why these actions strive. The paper extracted some basic proposition of the political participation theory as our theoretical framework of analysis. It employed secondary sources of data collections, which entails the use of materials from secondary sources. The method of analysis is descriptive, qualitative and prescriptive. The paper found out that the inability of government and her agencies to adopt preventive strategies that will focus more on promoting professionalism within the police and citizen friendly attitude are the root course of the challenges. We therefore recommend preventive and proactive approach as opposed to brutality, reactiveness, negligence and fire-brigade response to issues arising between the police and the citizenry.

In the heavily computerized world based on networks (e.g., social or computer networks) and IT tools, the level of security of citizens in cyberspace will play an increasingly important role in ensuring state security. In fact, cyber threats may affect not only individual units, but also entire systems composed of diverse components. The purpose of this paper is to indicate what effect the actions taken by citizens in cyberspace have on state security. Therefore, it is necessary to find answers to the following questions: Can citizens significantly affect the level of state security? How can the actions taken by citizens in cyberspace influence the formation of the level of state security? The author used the following research methods in his research: system approach, comparison, inference, analogy, abstraction and generalization.

The article analyses attitudes of Poles towards the state. The attitudes are shaped by four factors: both recent and past history, experiences of the young liberal-democratic republic and opening of Poland to the world. Research, conducted on all-national sample in November, 2007, shows that for the majority of citizens of Poland state is an intrinsic value, however they have various visions of its optimal model (from nearly authoritarian to libertarian). Welfare expectations towards the state are widely spread. This attitude has strong positive affective ground, which, however, does not eliminate critical assessment of ways the state is actually functioning. Particularly the criticism is related to unequal treatment of various groups of citizens.

The results of the Seimas elections in 2016 have revealed one of the greatest transformations in Lithuanian party system since its formation in 1992. Though there are similarities between the political processes in Lithuania, Poland, Hungary and the Czech Republic, it is important to stress important differences, which enable us to speak about the unique “Lithuanian way”. First of all, the new political group, which dominates in Lithuanian political system after the elections – Lithuanian Peasants and Green Union (LPGU), not only rejected the tradition political continuum of “right-left” politics, but also does not fit into the main political cleavage in post-communist political system of Lithuania - between ex-communists and anti-communists. Secondly, the elections revealed a huge crisis of democracy based on political parties in Lithuania. The dissatisfaction with parties, as the main actors in modern liberal democracy, constantly increases. Thirdly, we can speak about the decisive victory of anti-politics in Lithuania, the marginalization of political deliberations and political competence in the governance of the state. This triumph of anti-politics in Lithuania is not the outcome of cultural tradition of anti-politics which was strong in Poland and Czechoslovakia during the 20th century (Havelka 2016), but rather a price which we have to pay for the invasion of consumptive mentality in political sphere. The main hypothesis of this article is that the triumph of anti-politics in Lithuania means the victory of “consumer” over “citizen” and it will cause the growing turmoil in political system of Lithuania.

Aim. The present research aims to explore the English language learning motivation of students at the Sapientia University, Faculty of Economics, Socio-Human Sciences and Engineering, Miercurea-Ciuc (Csíkszereda). Method. 103 students took part in the exploratory research where an online questionnaire containing 50 statements was used to find out students’ motivations to learn English, focusing on seven different motivational factors (instrumentality, desire to become a global citizen, ideal foreign language self, desire for self-satisfaction, attitudes towards learning English, cultural integration and ought-to foreign language self). Results and conclusion. Results show that instrumental motivation has a strong effect on the surveyed students as they are highly motivated by the idea of getting a well-paying job with the help of their English language knowledge. Moreover, we also found out that participant students do not want to integrate within a native English-speaking community; they do not want to speak the language as native speakers, they rather aim to become global citizens with English. Cognitive value. The results of this exploratory research might offer valuable insight into students’ language learning motivation. Therefore, the study might be helpful for university teachers to have detailed information and a clearer picture of their students’ language learning motivations.
