Opis:: Individual differences in second language acquisition (SLA) encompass differences in working memory capacity, which is believed to be one of the most crucial factors influencing language learning. However, in Poland research on the role of working memory in SLA is scarce due to a lack of proper Polish instruments for measuring this construct. The purpose of this paper is to discuss the process of construction and validation of the Polish Listening Span (PLSPAN) as a tool intended to measure verbal working memory of adults. The article presents the requisite theoretical background as well as the information about the PLSPAN, that is, the structure of the test, the scoring procedures and the steps taken with the aim of validating it.

Opis:: Human brain is “the perfect guessing machine” (James V. Stone (2012) Vision and Brain, Cambridge, Mass: The MIT Press, p. 155), trying to interpret sensory data in the light of previous biases or beliefs. Bayesian inference is carried out by three complex networks of the human brain: salience network, central executive network, and default mode network. Their function is analysed both in neurotypical person and Attention Deficit Disorder. Modern human being having predictive brain and overloaded mind must develop social identity, whose evolution went probably through three stages: social selection based on punishment, sexual selection based on reputation, and group selection based on identity.

Opis:: Working memory is now one of the most frequently studied individual differences in various fields of science, including cognitive and developmental psychology, neuroscience, and second language acquisition. It affects cognitive functioning, including all aspects of learning a foreign language, and its deficits severely impair learning outcomes. This article focuses on practical application of this knowledge (see Gregersen & MacIntyre, 2014) in a language classroom. To this end, we first present a definition of a working memory and its components altogether with their relevance for various areas of foreign language learning. This is followed by a review of research on linguistically gifted individuals, polyglots, and savants as well as bilinguals from the perspective of memory aptitude. The last section offers some pedagogical implications, such as aptitude-treatment interaction and working memory training. The article ends with suggestions for further research in this area.

Opis:: This article aims to determine the system of the state bodies of executive power in terms of their competence in cultural and historical land usage and protection, taking into account the latest changes in Ukrainian legislation. The author emphasizes that the administration of lands designated for historical and cultural use and protection should take place within a framework of executive bodies specifically authorized as regards cultural heritage protection. Special attention is drawn to the powers of such state bodies like the Ministry of Culture and Information Policy of Ukraine, the State Service for the Protection of Cultural Heritage of Ukraine, and the State Inspection for Cultural Heritage of Ukraine. The article includes a historical and contemporary overview of central executive bodies that ensure the formation and implementation of state policy in the sphere of cultural heritage protection. This scientific study focuses on the constant changes that occur in the system of executive power. The results of the investigation show that these changes in Ukraine take place irregularly today and are not conducive to the efficient use and protection of lands of historical and cultural significance.
Celem artykułu jest przedstawienie systemu organów wykonawczych pod kątem analizy ich uprawnień w zakresie wykorzystania i ochrony terenów o znaczeniu historyczno-kulturowym, biorąc pod uwagę ostatnie zmiany w ustawodawstwie ukraińskim. Autor podkreśla, że zarządzanie w zakresie wykorzystania i ochrony tych terenów ma się odbywać z udziałem szczególnie uprawnionych organów administracji rządowej w zakresie ochrony dziedzictwa kulturowego. Szczególnie uwaga została zwrócona na uprawnienia takich organów władzy państwowej, jak: Ministerstwo Kultury i Polityki Informacyjnej Ukrainy, Państwowa Służba ds. Ochrony Dziedzictwa Kulturowego Ukrainy oraz Państwowa Inspekcja ds. Ochrony Dziedzictwa Kulturowego Ukrainy. Artykuł zawiera przegląd historycznej i współczesnej działalności organów administracji rządowej, które zapewniają tworzenie i realizację polityki w zakresie ochrony dziedzictwa kulturowego. Autor skupił się na przedstawieniu ciągłych zmian w systemie organów administracji rządowej. Wnioski wskazują, że nieregularne zmiany społeczne na Ukrainie nie sprzyjają efektywnemu wykorzystaniu i ochronie terenów o znaczeniu historyczno-kulturowym.

Opis:: Artykuł podejmuje problematykę rządu w Europie Środkowo-Wschodniej, rozumianego jako jeden z podmiotów władzy wykonawczej, powoływany przez organ przedstawicielski, na przykładzie trzech państw, tj. Polski, Czech i Słowacji. Państwa te łączy wspólna, niełatwa historia, przyjęty po 1989 r. system rządów, wzajemne sąsiedztwo, zbieżne interesy. Funkcjonujący w tych państwach model egzekutywy statuuje Polskę, Czechy i Słowację w gronie państw o parlamentarno-gabinetowym systemie rządów. Obok prezydenta wybieranego w wyborach bezpośrednich, istnieje kolegialne ciało-rząd, na którego czele stoi premier. Rząd z premierem na czele jest de facto podmiotem o największym zasobie władzy i zasadniczym wpływie na politykę kraju, tak w wymiarze krajowym, jak i zagranicznym.
The article deals with the issue of government in Central and Eastern Europe, understood as one of the executive branch entities, appointed by the representative body, on the example of three countries, the Poland, the Czech Republic and Slovakia. These countries are joined by a common, difficult history, a system of government adopted after 1989, mutual neighborhood, convergent interests. The executive model functioning in these countries sets Poland, the Czech Republic and Slovakia in the group of states with a parliamentary- cabinet system of government. In addition to the president elected in direct elections, there is a collegial body-government headed by the prime minister. The government with the prime minister is de facto the subject with the greatest resource of power and a fundamental influence on the country’s policy, both in the national and foreign dimensions.

Opis:: The article reveals the organization of the state aid to homeless and neglected children in the Ukrainian SSR of the 1920s. It is proved that the main task of the authorities of the USSR and the regulations adopted by them in the social sphere at the beginning of the studied period was the urgent assistance to children who spent most of their time in the street. The resolution “On measures to fight children’s neglect” was aimed primarily at ensuring the legal protection of children who had a family, but were deprived of the parental care. Regulations passed during the famine of 1921-1923 introduced the initiative to place such individuals into the families with the purpose of the individual patronage and teens’ employment. These activities met two main needs of homeless and neglected children - the material support and the adult supervision. The most common form of the assistance to the homeless and neglected was internment. Owing to the consolidation of the legal basis for the collective patronage of enterprises and firms over children’s institutions, the possibilities of state bodies to create new orphanages and maintain existing ones were expanded.
