Opis:
Resilience is a relatively new conceptual category used when considering security and defence. It means adaptability, resistance to threats, flexibility of response, and the ability to regenerate. The term resilience has been present in English for a long time, as evidenced by the presence of this term in old dictionaries of the English language. Originally, its meaning related to medicine and mechanics, a bit later – to human psychology, and today it has extended to the issues of resilience of cities, societies, and entire countries. An attempt at applying this new conceptualisation is associated with the recognition that the current security paradigm is losing its relevance in a rapidly changing and complex world. The changing scale of threats makes it necessary to search for new theoretical foundations for creating an effective defence policy. However, the theory of resilience has not yet been fully formulated, at best, only its theorem has. The aim of this article is to present the significance of this conceptual category, to indicate the theoretical concepts underlying this conceptualisation in social sciences, and to reflect on the value of the concept of resilience for security and defence.

Opis:
An observed trend, which can be defined as tourist interest in natural hazards and disasters, has persuaded the authors to attempt to research several issues, including tourist motivations and specific tourism properties and functions of this form of activity. The objective also covered the allocation of this social and natural process in the general structure of tourism. This interest has a long history, and a new stage is currently forming, which partly results from factors affecting society, such as information and education, which provoke antagonistic reactions. Extreme natural phenomena entail a common reduction of tourist interest in the destination which hosted the event; however, it never drops to zero. Differences are visible depending on the type of phenomenon. On the other hand, natural hazards and disasters are considered to hold a specific tourism value. This article discusses the allocation of this human activity in the tourism forms known to scientists, accounting for its diversity and relating to ethics.

The paper considers the structure and functional elements of the emergency computing center that carries out operational control of sea catastrophes of vessels of the fishing fleet based on the integration of intelligent systems of new generations and high‐performance computing within the problem‐oriented dynamic environment of the virtual testing area. The real time operation of the computer center is provided by the system integration of information, algorithmic and software support based on dynamic measurement data and a structured knowledge base. The focus is on providing decision support in complex dynamic environments using modern catastrophe theory.

These occurrences, occurring during both construction and operational phases, underscore the significance of identifying underlying causes to enhance safety and risk management practices. In this pursuit, this scientific endeavor delves into the intricate realm of construction disasters that have transpired within the geographical boundaries of Poland subsequent to the Second World War. By meticulously examining these instances, this paper endeavors to shed light on the multifaceted factors that contributed to their unfolding. Through rigorous analysis, it seeks to unravel the underlying elements, encompassing engineering flaws, material limitations, regulatory oversights, and human errors, which collectively or in isolation, led to these prominent mishaps. Through an amalgamation of empirical data, historical context, and contemporary discourse, this study seeks to not only comprehend the individual incidents but also to extract overarching patterns and lessons learned. By synthesizing these findings, the research aspires to contribute to the broader discourse on construction safety, resilience, and preventive strategies. Ultimately, this investigation strives to equip stakeholders, including engineers, policy makers, and construction professionals, with a more comprehensive understanding of the factors that can precipitate catastrophic events in construction projects, thus paving the way for a safer and more secure built environment in Poland and beyond.

Mitigating climate change ultimately contributes to reducing the costs of adaptation. Expenditures on adaptation are diverse in terms of geographical distribution and they are usually incurred to adapt to climate change or prevent their negative effects, such as natural disasters. These expenditures must be distinguished from expenses to cover disasters’ losses. From the social justice point of view, it is important who bears the costs, who contributes to the additional costs and who benefits from climate change. The paper analyses and compares sources of financing of the costs of climate change adaptation and mitigation, to determine the share of individual actors in their performance. The conducted literature review helped in identifying the sources of financing of these costs. The possibilities of growth of adaptation financing need in the face of climate change predictions, and the ability to finance the rising costs, including new ways of financing, were also analysed.

The saltmine in Wieliczka is a mining plant which is unique on the worldwide scale, which has been developing since the Middle Ages until the present times. The high geological complexity of bedrock in the vicinity of the mine, which is associated with the Carpathians orogeny, determines the high level of complexity of local hydrogeological conditions. At present, about 260 l/min of water discharges into the mine, which is considered very high as for a salt mine. 86% of that amount comes from three major inflows, i.e. WVII-16 (from Fornalska II chamber), WVI-32 (from Z-32 chamber) and WVI-6 (from Z-28 chamber). These seepages cause threats to the mine, not only due to their large volumes but also due to high quantities of salt that is leaching from the rock mass. The most troubled area in the Wieliczka salt mine, from the hydrogeological viewpoint, is the northern border, where salt deposits are in contact with strongly dislocated sandstones via a gypsum-clay layer. These sandstone deposits comprise not very productive aquifers that, to some degree, are isolated from one another.

The subject of the analysis in this article are three films by Bong Joon-ho: The Host (2006), Snowpiercer (2013) and Okja (2017), considered from the posthumanist perspective. A starting point is Donna Haraway’s suggestion that science-fiction stories should be treated as a tool for speculative thinking. Then, I point to the way the Korean film director demonstrates his critical reflection on the effects of climate change, deepening economic inequalities, the impact of global capitalism and the biopolitical model of the governance. The main aim is to seek out the possible strategies of resistance which enable humans to change their attitude to other species (Okja) and to ask a question about the scope of human freedom, the effects of our interference in the functioning of the biosphere (Snowpiercer) and the results of genetic modifications of animals.

The main goals of geophysics have been considered in following areas: - prediction and prevention of natural catastrophes and mitigation of their impact, - detection, location and monitoring of contaminated areas and goals related to their reclamation, - goals related to the safety of large and important structures and constructions, - goals related to safe deposition, storage and monitoring of dangerous wastes and toxic materials, - application of geophysical methods and observations to obtain "clean" and renewable energy, - detection, location and dating of archeological materials and monuments of cultural heritage. Due to the great importance of prediction in environmental engineering and protection, its possibilities and limitations have been considered separately.

W artykule przedstawiono zagrożenia występujące w polskich kopalniach węgla kamiennego. Przypomniano największe katastrofy górnicze jakie wystąpiły w górnictwie światowym i polskim. Następnie przedstawiono podjęte działania zmierzające do ograniczenia występowania katastrof w polskim górnictwie węgla kamiennego, a także kierunki działań koniecznych do zmniejszenia zagrożenia metanowego, pyłowego, wyrzutami gazów i skał, pożarowego oraz tąpaniami.
This paper presents threats in Polish coal mines. It discusses the greatest mining catastrophes in international and Polish mining. Then, activities undertaken to reduce catastrophes in Polish coal mines are presented. Finally, the article suggests activities that would lead to a decrease in hazards related to methane, dust, coal and gas outburst, and fire and rock burst.

Ausgehend von Science-Fiktion-Texten aus Westdeutschland und den USA beschäftigt sich der Beitrag mit den Konsequenzen der fehlenden Wahrnehmbarkeit der Radioaktivität für die Imagination von mainstream-Texten. Gemeinhin wurde der epistemologische Bruch abgewehrt und literarisch an der Zurückgewinnung der Sinneswahrnehmungen gearbeitet. Die politische Bedeutung dieser Tendenz bestand in der Beruhigung von Ängsten, mit deren Hilfe man sonst des ‚prometheischen Gefälles‘ (Günther Anders) zwischen dem technisch Möglichen und der Phantasie hätte inne werden können.
Based on science-fiction texts from West Germany and the USA, the article deals with the consequences of the lack of perceptibility of radioactivity in the imagination of mainstream texts. In general, the epistemological break has been negated. Literary texts have tried to recover sensory perceptions. The political significance of this tendency has been the reassurance of fears that otherwise would have been inherent in the ‘Promethean gap’ (Günther Anders) between what is technically possible and imagination.

Opis:
Implementation of construction works is an activity burdened with a high risk of the occurrence of adverse events, such as: construction catastrophes, accidents at work or near misses. Fatal and severe accidents cause particularly strong overtones in society. They are very often a result of a fall from a height and associated with working on scaffolding. A gap in this area of knowledge has given impetus to initiate research on safety of work on scaffolding. In order to carry out comprehensive research of scaffolding workplaces on construction sites, a scientific consortium has been set up, which consists of: the Faculty of Architecture and Civil Engineering from Lublin University of Technology; the Faculty of Management from Lublin University of Technology; the Faculty of Civil Engineering, Architecture and Environmental Engineering from Lodz University of Technology and the Faculty of Civil Engineering from Wroclaw University of Science and Technology. This Consortium is carrying out a research project entitled "A model of risk assessment of the occurrence of building catastrophes, accidents and dangerous events at workplaces using scaffolding", which is funded by the National Centre for Research and Development.
Realizacja robót budowlanych jest działalnością obarczoną wysokim poziomem ryzyka wystąpienia zdarzeń niepożądanych, takich jak: katastrofy budowlane, wypadki przy pracy lub zdarzenia potencjalnie wypadkowe (near misses). Szczególnie duży wydźwięk w społeczeństwie wywołują wypadki śmiertelne i ciężkie. Są one bardzo często skutkiem upadku z wysokości i niejednokrotnie mają związek z pracą na rusztowaniach. Luka w tym obszarze wiedzy dała impuls do zainicjowania badań naukowych dotyczących bezpieczeństwa pracy na rusztowaniach budowlanych. W celu przeprowadzenia wszechstronnych badań stanowisk pracy jakimi są rusztowania na placu budowy, powołano konsorcjum naukowe, w skład którego wchodzą: Wydział Architektury i Budownictwa Politechniki Lubelskiej, Wydział Zarządzania Politechniki Lubelskiej, Wydział Budownictwa, Architektury i Inżynierii Środowiska Politechniki Łódzkiej oraz Wydział Budownictwa Lądowego i Wodnego Politechniki Wrocławskiej. Konsorcjum to realizuje projekt badawczy zatytułowany „Model oceny ryzyka wystąpienia katastrof budowlanych, wypadków i zdarzeń niebezpiecznych na stanowiskach pracy z wykorzystaniem rusztowań budowlanych” finansowany przez Narodowe Centrum Badań i Rozwoju.

Celem artykułu jest przedstawienie zagadnienia problematyki dobrostanu i katastrof w odniesieniu do twórczości Pitirima A. Sorokina, dwudziestowiecznego socjologa amerykańskiego, politycznego emigranta, jednego z prezydentów Amerykańskiego Towarzystwa Socjologicznego, który przyczynił się do utworzenia kierunku, określanego współcześnie mianem socjologii działań pozytywnych, czy działań prospołecznych. Punktem wyjścia są rozważania na temat dobrostanu i szczęścia społecznego, cyklicznego rozwoju społecznego z fazami kryzysów i katastrof. Omówione jest prawo pozytywnej i negatywnej polaryzacji społecznej oraz propozycja Sorokina w krzewieniu oraz wzmacnianiu postaw twórczego altruizmu jako sposobowi przezwyciężania sytuacji kryzysowych. Refleksja teoretyczna została uzupełniona o najnowszą literaturę przedmiotu.
The aim of the article is to present the issue of social well-being and catastrophes in relation to the works of Pitirim A. Sorokin, the 20th-century American sociologist, political emigrant, one of the Presidents of the American Sociological Association, who contributed to the creation of the field, nowadays referred to as the sociology of positive actions or prosocial actions. The starting point is reflection on social well-being and happiness, cyclical social development with phases of crises and catastrophes. The law of positive and negative social polarisation is discussed as well as Sorokin’s proposal in promoting and strengthening the attitudes of creative altruism as a means of overcoming crisis situations. The theoretical reflection has been supplemented with the latest literature on the subject.
