    Germany’s active involvement in military operations is subject to the Bundestag’s approval. A special Bundestag committee has been put in charge of streamlining the decision-making process. The committee has proposed that annual reports be filed on the Bundeswehr’s capacity to cooperate with allied armed forces and announced that Bundestag’s consent for operations will not be required to authorize the posting of soldiers in multinational command centers and staff of NATO or the EU as long as they are not located in conflict areas.

    Opis:
    The paper discusses the role of the Bundeswehr as a parliamentary army, and the concept of internal leadership within the army. Emphasis has been put on the various functions of the defence committee in controlling the functioning of the Bundeswehr, and the special role of the plenipotentiary for the armed forces, as laid down in the Constitution, and the 1957 Act on the Plenipotentiary of the Armed Forces of the German Bundestag. The specific role of the Bundeswehr stems from the strategic culture of the Federal Republic of Germany, which, after World War II, was aimed at improving the image of the German army. With the end of the Cold War and the reunification of Germany, the role of the Bundeswehr was modified and rested more heavily on the notion of taking more responsibility in the framework of collective cooperation.
    Artykuł omawia rolę Bundeswehry jako armii parlamentarnej i koncepcję wewnętrznego przywództwa w armii. Zwrócono uwagę na funkcje komisji ds. obrony w kontroli funkcjonowania Bundeswehry oraz szczególną rolę pełnomocnika ds. sił zbrojnych, która została określona w ustawie zasadniczej i uchwalonej w 1957 r. ustawie o pełnomocniku sił zbrojnych niemieckiego Bundestagu. Specyficzna rola Bundeswehry wynikała z kultury strategicznej Republiki Federalnej Niemiec, która po II wojnie światowej miała na celu poprawę wizerunku niemieckiej armii. Wraz z końcem zimnej wojny i zjednoczeniem Niemiec rola Bundeswehry została zmodyfikowana i polegała na przejmowaniu odpowiedzialności w ramach współpracy kolektywnej.

    The Bundeswehr, the armed forces of the Federal Republic of Germany, which was one of the strongestarmies in NATO during the Cold War, is currently in serious crisis. After the reunification of Germany, thenumber of soldiers was quickly reduced and the defence spending dropped to 1.2 percent of the GDP. In2004, the doctrine of using the Bundeswehr changed too. It was concluded that there was no risk of anattack on the German territory, so general conscription was abandoned and the supplies of weapons andammunition needed for mobilization were liquidated. The army was to specialise in peace and stabilisationmissions in endangered areas of the world. However, at present, Germany has far fewer soldiers on missionsthan, for example, France and Great Britain, and it consistently refrains from joining missions during which itis likely to participate in real combat operations. At present, the German army does not have a single brigadecapable of taking part in a combat, and a small number of Luftwaffe airplanes and helicopters are technicallysound, including Marine vessels. The situation of the Bundeswehr is complicated by the widespread pacifismin German society and the resulting lack of trust in, and aversion to the military.

    Niedostateczne wydatki na obronność stanowią od lat zasadniczy problem niemieckiej polityki bezpieczeństwa. Pierwszeństwo miała dotąd strategia, skoncentrowana na kwestiach dystrybucji i transformacji energetycznej. Przez lata utrzymywał się w społeczeństwie niemieckim konsens przeciw zwiększaniu wydatków militarnych. Zwrot w polityce bezpieczeństwa (Zeitenwende) podjęty przez rząd SPD/Zieloni/FDP pod kierunkiem kanclerza Olafa Scholza dotyczył m.in. znaczącego podniesienia wydatków na obronność do 2% PKB przy pomocy specjalnego Funduszu Bundeswehry. Jednak rząd Niemiec zamierzał sztucznie podnosić wydatki na obronność od 2024 r. Autor stawia hipotezę, że w rzeczywistości rząd unika zwiększenia wydatków obronnych w obliczu rosnących wyzwań energetyczno-klimatyczno-demograficznych, wymagających poświęcenia uwagi na wydatki społeczne i zachowanie dyscypliny budżetowej. W artykule przedstawiono proces dochodzenia do ponadpartyjnego kompromisowego porozumienia politycznego na rzecz zwiększania wydatków obronnych w początkowej fazie Zeitenwende i przeanalizowano przyczyny zaplanowania niewystarczających wydatków na obronność w budżecie na 2024 r. Tendencja ta może wywołać w najbliższych latach drastyczne zwiększenie luki pomiędzy faktycznymi wydatkami z wydatkami niezbędnymi do osiągnięcia wskaźnika 2% PKB. Od 2027 r. wydatki na obronność muszą być realizowane na tym poziomie, ponieważ są niezbędne dla utrzymania pozycji Niemiec w NATO jako niezawodnego partnera i bliskich stosunków z USA.
    Inadéquate defense spending has been a fundamental problem in German security policy for years. Priority has so far been given to a strategy that focuses on issues of di stribution and energy transition. For years, there has been a consensus in German society against increasing military spending. The security policy turnaround of the SPD/Green/FDP government under Chancellor Olaf Scholz (Zeitenwende) included a significant increase in defense spending to 2% of GDP through a special Bundeswehr fund. However, the German government intends to artificially increase defense spending from 2024. The author hypothesizes that the government is actually avoiding increasing defense spending in the face of growing energy, climate, and demographic challenges that require a covert approach to social spending and fiscal discipline. The article outlines the process of reaching a cross-party political compromise agreement in favor of increasing defense spending in the initial phase of the Zeitenwende and analyzes the reasons for planning insufficient defense spending in the 2024 budget, which could trigger a drastic widening of the gap between actual spending and the spending necessary to meet the 2% of GDP indicator in the coming years. Beginning in 2027, defense spending must be realized at this level, as it is essential to maintain Germany’s position as a reliable partner in NATO and close relations with the United States.

    Postępująca integracja militarna UE może stać się impulsem do podjęcia działań na rzecz zwiększenia zakresu partycypacji parlamentów krajowych państw członkowskich w procesach decyzyjnych dotyczących delegowania sił zbrojnych. W systemie decyzyjnym w Niemczech wyraźnie wykształcone konstytucyjne kompetencje kontrolne posiada Bundestag, co jest rezultatem specyfi cznej kultury polityczno-militarnej i nadal powściągliwego stosunku do użycia armii. Parlamenty państw członkowskich dysponują także dodatkowymi możliwościami kontrolnymi na podstawie swoich uprawnień dotyczących kontrolowania procesów decyzyjnych w UE. Bundestag ma ograniczoną rolę w weryfi kowaniu procesu decyzyjnego WPBiO tą drogą z różnych powodów. Realizacja politycznego celu integracji europejskiej w dziedzinie obronnej (zarówno w formie operacji militarnych, jak i unii obronnej) wymagałaby zmodyfi kowania uprawnień kontrolnych Bundestagu. Zmiana systemu decyzyjnego jest ważna ze względów legitymizacyjnych oraz pragmatycznych, jeśli Niemcy zamierzają kontynuować rozbudowę WPBiO.
    The progressing military integration of the EU may become an impulse to undertake changes aimed at increasing the scope of participation of national parliaments in the Member States in decisionmaking processes concerning the delegation of armed forces. In the decision-making system in Germany, the Bundestag has clearly developed constitutional control powers, which is the result of a specific political and military culture and the still reserved attitude towards the use of military force. Member State parliaments also have additional powers of scrutiny based on their powers to scrutinize EU decision-making. The Bundestag has a limited role in scrutinizing the CSDP decision-making process in this way for a variety of reasons. Realization of the political goal of European integration in the fi eld of defense (both in the form of military operations and a defense union) would require modifying the Bundestag’s scrutiny powers. Modifying the decision-making system is important for legitimacy and pragmatic reasons if Germany intends to continue the expansion of the CSDP.

    Artykuł wyodrębnia czynniki, jakie wpłynęły na tożsamość powstałej po 1955 roku Bundeswehry. W pierwszej części publikacji opisano pokrótce zmiany zachodzące w środowisku bezpieczeństwa oraz w siłach zbrojnych po okresie Zimnej Wojny, a także zaprezentowano prognozę użycia czynnika militarnego oraz kierunek, w jakim zmieniać się będą siły zbrojne. Przemyślenia te stały się wstępem do refleksji nad wartością struktury militarnej i nad jej tożsamością w XX i XXI wieku. Druga część artykułu rozpoczyna się od przedstawienia bazującego na teorii nauk o organizacji pojęcia kultury organizacyjnej, która kształtuje i wpływa na tożsamość każdej stworzonej przez człowieka organizacji. Punktem wyjściowym zasadniczej części rozważań stał się stworzony na potrzeby artykułu ogólny model czynników kształtujących kulturę organizacyjną sił zbrojnych jako specyficznej organizacji. W odniesieniu do tego modelu, scharakteryzowane zostały następnie wybrane elementy kultury organizacyjnej Bundeswehry. W rezultacie uzyskano względnie zamknięty obraz tożsamości sił zbrojnych RFN w XXI wieku. Przemyślenia te pozwoliły ostatecznie na sformułowanie odpowiedzi na pytania o zmiany tożsamości armii Niemiec w przyszłych latach, wieńczące całe studium.
    The article describes the factors that influenced the identity of the Bundeswehr after its establishment in 1955. The first part of the publication depicts the changes in the international security environment and the armed forces after the Cold War, as well as the forecast of using the military factor and its direction in the future. It is the basis for further reflections about the value of each single military structure and its identity in the 20th and 21st century. The other part of the article covers the concept of organizational culture which influences the organizational identity. The main part of the reflections presents the original model of the factors influencing the organizational culture within the armed forces as a special organization. This model is the basis on which the selected elements of the Bundeswehr organizational culture have been characterized. As a result, the view of the German armed forces identity in the 21st century has been described. According to those reflections, it is possible to answer the questions of the direction of the Bundeswehr identity changes in the years to come.

    The principal objective of the paper is to present the outlook of joumalists writing for the socio-political weekly „Rzeczywistość” (such as Hubert Kozłowski, Wacław Piątkowski, Jerzy Pardus, Jan Norski, and Jan Rusinowicz) on the so-called ‘German issue’, which stirred up considerable controversy at the time of the Polish People’s Republic (PRL). In the period 1981-1989, the joumalists of „Rzeczywistość were waming against the German threat, which was in their opinion apparent in many forms. Their articles were supposed to produce the desired response in society, which should conseąuently support the Communist party in their struggle to defend the post-war status quo, deny the claim that there was a German minority in the PRL, and the perceive the strengthening army of the FRG, as well as the activities of German revanchists, as a threat.
    Zasadniczym celem artykułu jest przedstawienie poglądów publicystów tygodnika społeczno-politycznego „Rzeczywistość” (m.in., Huberta Kozłowskiego, Wacława Piątkowskiego, Jerzego Pardusa, Jana Norskiego, Jana Rusinowicza) na temat wzbudzający wiele kontrowersji w czasach PRL-u tzw. „kwestia niemiecka”. W latach 1981-1989 publicyści tygodnika społeczno-politycznego „Rzeczywistość” przestrzegali przed zagrożeniem niemieckim objawiającym się ich zdaniem w różnych odsłonach. Ich artykuły miały na celu wywołanie określonego rezonansu wśród społeczeństwa, które miało solidaryzować się z partią w obronie powojennego status quo, negowaniu tezy o istnieniu na terytorium PRL mniejszości niemieckiej oraz upatrywaniu zagrożenia w rosnącej w siłę armii RFN, czy też działaniach ziomkowskich odwetowców.

    Uprawnienia tych parlamentów narodowych, które dysponują możliwościami współdecydowania o udziale sil zbrojnych w operacjach wojskowych nie są identyczne. Istotą procedur decyzyjnych w demokratycznych warunkach ustrojowych jest uregulowane współdziałanie władzy wykonawczej z władzą ustawodawczą. Świadczy to o demokratycznym charakterze państwa i jego wiarygodności jako partnera. Jakość współdziałania sojuszników zależy od sprawnego udostępniania przez nich zdolności militarnych, a zatem także od efektywnego procesu decyzyjnego w poszczególnych krajach. Zależność między zasadą kontroli parlamentu nad sprawami wojskowymi a koniecznością sprostania zobowiązaniom sojuszniczym jest widoczna szczególnie w przypadku Niemiec, dysponujących procedurami decyzyjnymi w zakresie użycia siły militarnej, które cechują silną partycypację władzy ustawodawczej. Aktywne zaangażowanie Niemiec w operacjach militarnych podlega aprobacie Bundestagu. Specjalna komisja Bundestagu odpowiadała za usprawnienie procesu decyzyjnego. Komisja zaproponowała, aby roczny raport dotyczył oceny zdolności Bundeswehry do kooperowania z sojuszniczymi siłami zbrojnymi i zapowiedziała, że zgoda Bundestagu na operacje nie będzie obejmowała konieczności autoryzowania obecności żołnierzy w wielonarodowych centrach dowodzenia/sztabach NATO i samolotach AWACS, o ile nie będą one zlokalizowane na obszarach konfliktu.
    Not every national parliament vested with the authority to partake in decisions to deploy armed forces in military operations enjoys identical powers. In essence, democratic decision-making procedures govern collaboration between the executive and legislative branches of government. Having such procedures in place is a test of the democratic nature of a state and a prerequisite for its credibility as an international partner. The quality of collaboration among allies depends on their efficiency in deploying military force. It is therefore vital that each participating country be able to make its decisions effectively. The connection between the principle of parliamentary control over military matters and the need to deliver on alliance obligations is evident in Germany whose procedures on the use of military force envision a strong involvement on the part of legislative authorities. Germany’s active involvement in military operations is subject to the Bundestag’s approval. A special Bundestag committee has been put in charge of streamlining the decision-making process. The committee has proposed that annual reports be filed on the Bundeswehr’s capacity to cooperate with allied armed forces and announced that Bundestag’s consent for operations will not be required to authorize the posting of soldiers in multinational command centers of NATO and crews of AWACS’s as long as they are not located in conflict areas.

    Przez wiele lat Niemcy prezentowały wstrzemięźliwy stosunek do interwencji zbrojnych. Ta postawa była związana z samoograniczeniem Niemiec w sferze ich polityki zagranicznej i bezpieczeństwa, mającym swoje źródło w wydarzeniach II wojny światowej. W niniejszym artykule skoncentrowano się na latach 1998−2013. Postawiono tezę, że ten okres odznaczał się mniejszą koherentnością co do udziału RFN w interwencjach wojskowych. Nie można bowiem mówić o dalszym liniowym zwiększeniu udziału w międzynarodowych operacjach przywracania lub utrzymania pokoju. Wydaje się również, że za tymi decyzjami stały rozmaite, nowe czynniki. Zdaniem autorki doszło do zmian w zakresie motywacji postaw wobec wybranych problemów bezpieczeństwa międzynarodowego. Pewne uzasadnienia pojawiły się po raz pierwszy w dyskursie politycznym, inne traciły na znaczeniu. Zestawy argumentów zostały przeanalizowane na gruncie modelu mocarstwa cywilnego zaproponowanego przez Hannsa W. Maulla.
    For a number of years, Germany had a very careful approach to military interventions. This attitude was connected with the self-restraint of Germany in the fields of its foreign and security policies, which resulted from the events of World War II. This article focuses on the years 1998–2013. The author puts forward the thesis that Berlin was acting less coherently during that time with reference to its contribution to military interventions. One could no longer observe a steady rise in the number of German troops engaged in international peacekeeping or peace-enforcement operations. Furthermore, it seems that many new factors were included in the decision-making process. In the author’s opinion, there was a major change in the scope of the motivation behind the approaches to some international security issues. Some justifications appeared for the first time in the political discourse, some other were losing importance. The sets of justifications were analyzed through Hanns W. Maull’s model of civilian power.

    The article is devoted to the development of Multinational Corps Northeast (MNC NE) in the second decade of its existence. The Corps, which is based in Szczecin, has been operating since 1999 as a part of NATO’s military structures. The Corps was created by three founding countries: Denmark, Germany and Poland. In accordance with the Convention of September 5th, 1998, the aim of the corps is to plan and carry out activities for the benefit of collective defense purposes under article 5 of the North Atlantic Treaty, as well as to participate in multinational missions and military operations. Between 2004 and 2015, the Corps was joined by other countries as “participating members”: Lithuania, Latvia and Estonia (2004), Slovakia and the Czech Republic (2005), United States of America (2006), Romania (2008), Slovenia (2009), Croatia (2012), Hungary (2013), Sweden (2014), and the UK (2015). In the second half of 2015 the corps was extended with the representatives of the Armed Forces from Turkey, France, the Kingdom of the Netherlands and Finland. The Corps headquarters in Szczecin is organized according to NATO standards. It includes the Command Group (rotationally manned by personnel from Demark, Germany and Poland) and nine functional divisions. Military units that function under the authority of the Corps (70–100 thousand soldiers) are deployed in their bases in the founding states. Up until now, the soldiers from the Corps has participated in 3 ISAF missions in Afghanistan. Decisions to strengthen signifi cantly the force of the Corps were made on 4–5 September 2014 during the NATO Summit in Newport. During the summit, the founding states also decided to raise the level of combat readiness of the Corps. Since then, the Corps has been undergoing another transformation, the most important one since its inception. In NATO, it is assumed that at the end of 2016 the Corps will reach its full readiness to command various military formations of the Alliance, including: Very High Readiness Joint Task Force (VJTF), NATO Response Force (NRF), and also NATO Force Integration Units (NFIUs) from Lithuania, Latvia, Estonia and Poland. This implies the need for further infrastructure development of the Corps and the increase of the scope of its responsibilities in the field of allied defense. This task was regarded as a priority before the next NATO Summit scheduled for 8–9 July 2016 in Warsaw.

    W artykule przedstawiono znaczenie polsko-niemieckiej współpracy wojskowej dla umacniania bezpieczeństwa Rzeczypospolitej Polskiej po 1991 r. oraz budowy nowej architektury bezpieczeństwa w Europie. Autor wydzielił i opisał 7 faz współpracy między Siłami Zbrojnymi RP i Bundeswehrą w latach 1991–2021. W tym okresie polsko-niemiecka współpraca wojskowa była prowadzona w formule dwu- i wielostronnej poprzez: wymianę informacji, oficjalne wizyty i spotkania robocze na wszystkich szczeblach, szkolenie i wymianę kadr, kontakty przygraniczne, wspólne ćwiczenia różnych rodzajów wojsk, kooperację w zakresie techniki i uzbrojenia. Władze Niemiec popierały starania Polski o przyjęcie do NATO i UE, także poprzez współpracę trójstronną Polska-Niemcy-Francja oraz Polska-Niemcy-Dania. Na początku XXI wieku Polska otrzymała z zasobów Bundeswehry 128 czołgów Leopard 2A oraz 23 samoloty MIG-29. Na stan stosunków polsko-niemieckich miały wpływ przewartościowania w relacjach transatlantyckich i europejskich po 11 września 2001 r. Duże znaczenia miała tu ponadto zmiana rządów w Polsce w 2005 i 2015 r. Obecnie mamy do czynienia ze stabilnym partnerstwem polsko-niemieckim w ramach NATO i UE. Nadal jednakże zachowana jest asymetria tego partnerstwa.
    The article presents the significance of Polish-German military cooperation in improving the security of the Republic of Poland after 1991 and building a new security architecture in Europe. The author has separated and described 7 phases of cooperation between the Polish Armed Forces and the Bundeswehr in the years 1991–2021. During this period, Polish-German military cooperation was conducted in a bilateral and multilateral formula through: exchange of information, official visits and working meetings at all levels, training and exchange of personnel, cross-border contacts, joint exercises of various types of troops, cooperation in the field of technology and armament. The German authorities supported the Polish's efforts to join NATO and the EU, also through trilateral cooperation between Poland-Germany-France and Poland-Germany-Denmark. At the beginning of the 21st century, Poland received 128 Leopard 2A tanks and 23 MIG-29 aircraft from the Bundeswehr's resources. The state of Polish-German relations was influenced by the re-evaluation of transatlantic and European relations after 11 September 2001. The change of government in Poland in 2005 and 2015 was also of great importance here. Currently, we are dealing with a stable Polish-German partnership within NATO and the EU. However, the asymmetry of this partnership is still maintained.

    Polsko-niemiecka współpraca wojskowa nabrała nowej dynamiki po 2011 r. Jest prowadzona zarówno w układzie bilateralnym, jak i multilateralnym w ramach NATO, UE i Trójkąta Weimarskiego. Jej zakres skoncentrowany został w sferze obronności, a nie kreowania procesów bezpieczeństwa w wymiarze globalnym. Obecna jest w niej także kwestia aktywności Sojuszu Północnoatlantyckiego i Unii Europejskiej w obszarze zapewniania bezpieczeństwa. Odnosi się to zwłaszcza do funkcjonowania NATO jako sojuszu obronnego i UE jako instytucji podejmującej działania w zakresie reagowania kryzysowego. Natomiast na sferę kooperacji stricte wojskowej składa się głównie wymiana informacji na temat funkcjonowania Sił  Zbrojnych RP i Bundeswehry oraz wymiana doświadczeń związanych z organizacją systemu obronnego państwa.
    After 2011, Polish-German military cooperation has gained a new momentum. It is carried out on both bilateral and multilateral basis within NATO, EU and the Weimar Triangle framework. The scope of the cooperation covers principally the sphere of defense, but excludes the creation of security processes on a global scale. The question of the activities of the North Atlantic Alliance and the European Union in the field of providing safety and security is also present in the cooperation. This applies especially to the functioning of NATO as a defense alliance and the EU as an institution responsible for emergency response management. Strictly military sphere of cooperation, however, consists mainly in the exchange of information related to the functioning of the Polish Armed Forces and the Bundeswehr, as well as in the exchange of experience related to the organization of the national defense system.
