Opis:
The paper characterizes some selected aspects of intelligent building technology. Various functions are described that enable optimal controlling of the devices operating in accordance with previously programmed instructions and with current information. Such control is aimed at ensuring economic functioning of the building by reasonable and sound management of its resources (chiefly the energy) and to guarantee safety and comfort of the inhabitants. Examples of realization of these functions are presented, together with the computation - visualization software. The DomoSim visualization - designing software is characterized, that is intended for control and automation purposes.

W artykule dokonano systematyzacji pojęć i analizy obiegowych opinii dotyczących jakości eksploatacyjnej w "inteligentnym domu". Autorzy zwracają uwagę na problemy związane z możliwościami percepcyjnymi użytkowników inteligentnych domów w odniesieniu do złożoności i skomplikowania nowoczesnych technologii i interfejsów użytkownika w instalacjach automatyki budynkowej. W artykule zaprezentowano również, w formie studium przypadku, wybrane przykłady zrealizowanych inwestycji budowlanych "inteligentnego budynku" z uwypukleniem problemów towarzyszących ich eksploatacji.
In the article, the authors present definition and people opinions on exploitation quality in intelligent houses system. The authors focused on users' perception problems which depend on complexion of new technology and user interface. The authors present some case studies of selected examples of intelligent houses and describe exploitation and quality problems.

Opis:
Smart Buildings is a modern building that allows residents to have sustainable comfort with high efficiency of electricity usage. These objectives could be achieved by applying appropriate, capable optimization algorithms and techniques. This paper presents a Housing Development Building Management System (HDBMS) strategy inspired by Building Energy Management System (BEMS) concept that will integrate with smart buildings using Supply Side Management (SSM) and Demand Side Management (DSM) System. HDBMS is a Multi-Agent System (MAS) based decentralized decision making system proposed by various authors. MAS based HDBMS was created using JAVA on a IEEE FIPA compliant multi-agent platform named JADE. It allows agents to communicate, interact and negotiate with energy supply and demand of the smart buildings to provide the optimal energy usage and minimal electricity costs. This results in reducing the load of the power distribution system in smart buildings which simulation studies has shown the potential of proposed HDBMS strategy to provide the optimal solution for smart building energy management.

Opis:
The article presents a case study of the integrated information system of University of Science and Technology in Bydgoszcz (UTP), the information about its present stage, the range of operation, and plans of further expansion. A significant part of the article has been devoted to various kinds of building management systems, their basic and advanced range, evolution, and the role they may play in the integrated information system of the university. The other part of the article presents the concept and the first stage of the implementation of the university classrooms occupancy logging system based on the usage RFID key fobs, RFID readers and PC computers, and ARM microcontrollers in concierge desks in the university buildings. The simple system has been developed at the UTP in Bydgoszcz, Poland. It is now mainly used for logging and visualizing the occupancy of the lecture halls, but it will soon be linked to the UTP integrated information system and the BMS system of one of the UTP buildings.
W artykule przedstawiono studium przypadku dotyczące Zintegrowanego Systemu Informatycznego Uniwersytetu Technologiczno-Przyrodniczego w Bydgoszczy (UTP). Przedstawiono w nim informacje o obecnym etapie realizacji systemu, jego zakresie działania i planach jego dalszego rozwoju. Znaczna część artykułu została poświęcona różnego rodzaju systemom zarządzania budynków BMS, podstawowym i zaawansowanym funkcjom tych systemów, ewolucji tych systemów i roli, jaką mogą one odegrać w ramach zintegrowanego systemu informatycznego uczelni. Druga część artykułu przedstawia koncepcję i pierwszy etap wdrożenia systemu rejestracji zajętości uczelnianych sal dydaktycznych. Ten prosty system jest oparty na wykorzystaniu breloków RFID trwale dołączonych do kluczy wydawanych przez portierów oraz czytników RFID połączonych z komputerami PC, umieszczonymi w portierniach budynków uniwersyteckich. System został opracowany na potrzeby UTP w Bydgoszczy. W chwili obecnej system jest głównie wykorzystywany do rejestracji i wizualizacji zajętości sal wykładowych, ale wkrótce jego działanie będzie połączone ze Zintegrowanym Systemem Informatycznym UTP oraz systemem BMS jednego z budynków UTP.

W artykule przedstawiono nowoczesne metody zarządzania zasobami ludzkimi w projektach B+R, realizowanych przez jednostki naukowe i firmy prywatne z wykorzystaniem środków unijnych, krajowych oraz własnych. Omówiono rolę systemów zarządzania zasobami ludzkimi i korzyści wynikające z ich wdrożenia. Opisano proces rekrutacji pracowników do projektu, budowanie zespołu z uwzględnieniem planowanego wyniku końcowego i systemu oceny pracowniczej popartego dobrymi praktykami. Zaproponowano system wynagradzania i system motywacyjny dla pracowników projektowych z uwzględnieniem zewnętrznych źródeł finansowania i ich transparentnego podziału.
The article features modern HR management methods in R&D projects conducted by research institutions and private companies and co-financed by the EU, state budget and the companies’ own resources. The role of human resources management systems was discussed, along with benefits related to their implementation. The recruitment process for a project was described, the team building process based on the planned final result and a system of employees’ performance review supported by best practices whose application enables to achieve the assumed objectives. Finally, the authors proposed a remuneration system for project employees with respect to external financing sources and their transparent distribution.

NIK has examined the appropriateness and effectiveness of the activities of selfgovernmental bodies (leaders of local self-government units, mayors, etc.) in relation to connecting – to the local water and sewage system – of all the inhabitants that are obliged to do so. NIK’s analyses comprised, among others, the correctness of the estimates of the planned growth in the number of the users of the planned networks; the reliability of the identification of all the buildings that should be connected; the execution from the owners of the buildings of their obligation to get connected to the water and sewage system; the activities related to informing and educating the inhabitants aimed at increasing the number of the users of the water and sewage system, and co-financing of the connection process.

Autor w pracy zastanawia się nad rolą doradcy zewnętrznego w kształtowaniu systemu zarządzania jakością. Określa jego przestrzeń działania i zadania do wykonania. Konkludując, zwraca uwagę na potrzebę zaangażowania i współdziałania obu stron uczestniczących w budowie systemu. Stwierdza, że to organizacja ponosi ostateczną odpowiedzialność za wynik procesu budowy systemu.
The author of the work examines the role of external advisor in shaping the quality management system. There is his activity range and tasks to be done determined. The research results are presented that concern perception of the advisor, his assessment from a perspective of a quality representative. There is a way of advisor’s selection indicated as well as assessment of his effects. The analysis is conducted on factors and conditions, both external and internal ones, that affect the quality of consulting services. There is the organization’s significance emphasized, especially in regards to its management, in the process of system building. The author analyzes why disturbances occur during the system creation and attempts to determine their causes. In conclusions the attention is paid to the need of involvement and cooperation of both parties taking part in system building. It is stated that the organization takes the final responsibility for the effect of the system building process.

Podstawowym celem działalności organizacji jest osiągnięcie zadowolenia klientów, a bardzo ważnym aspektem jest utrzymanie i poprawa konkurencyjności firmy oraz prowadzenie działalności w sposób skuteczny i efektywny. Sprostanie wymaganiom klientów oraz osiągnięcie i utrzymanie dobrych wyników ekonomicznych jest możliwe poprzez ciągły nadzór nad prowadzonymi procesami, wzrost kompetencji personelu, postęp techniczny i technologiczny oraz stałą poprawę jakości wyrobów i wszelkich działań firmy. Nowoczesnym narzędziem do osiągnięcia i utrzymania dobrej jakości wyrobów, a tym samym uzyskania zamierzonego celu organizacji, jest system zarządzania jakością. Tworząc nowoczesny system wyodrębniamy następujące etapy: identyfikacja, projektowanie, realizacja i monitorowanie procesów zachodzących w przedsiębiorstwie. Podejście procesowe to stosowanie systemu procesów w organizacji wraz z ich identyfikacją oraz wzajemnymi oddziaływaniami między tymi procesami i zarządzanie nimi, by osiągnąć zamierzone wyniki. Międzynarodowa norma ISO 9001 zachęca do przyjęcia podejścia procesowego podczas opracowywania, wdrażania i doskonalenia systemu zarządzania jakością. Jednym z pierwszych etapów tworzenia systemu zarządzania jakością w firmie produkującej materiały budowlane jest przeprowadzenie prawidłowej identyfikacji procesów zachodzących w organizacji z pełnym uwzględnieniem specyfiki wyrobu. Prawidłowa identyfikacja wszystkich procesów zachodzących w przedsiębiorstwie pozwoli na zaprojektowanie sprawnie działającego narzędzia organizacyjnego. System zarządzania jakością to również stały nadzór nad wytwarzanym wyrobem, monitoring i doskonalenie w celu osiągnięcia zadowolenia klientów.
The primary purpose of the organizations, is to achieve the customer satisfaction. A very important aspect of business organization is to maintain and improve the competitiveness of the company and conduct the organization business in an efficient and effective manner. Meeting the demands of our customers, as well as achieving and maintaining good economic performance, is possible through continuous supervision of ongoing processes, increase in staff competence, technical and technological progress and constant improvement of the quality of products, and any company activities. Modern tool to achieve and maintain a good quality of products, and thus achieve the intended purpose of the organization is the quality management system. By creating a modern system we distinguish the following stages: identification, design, implementation and monitoring the processes in the company. As a process approach it is essential to specify the application of the processes within an organization, together with their identification and interactions between these processes and management in order to achieve the intended results. International standard ISO 9001 encourages the adoption of a process approach when developing, implementing and improving the quality management system. One of the first steps in creating a quality management system in a company producing building materials, is to correctly identify the processes in the organization taking full account of the specific nature of the product. The proper identification of all processes in the company will lead to design an efficient organizational tool. The quality management system is also the constant supervision of the manufactured product, monitoring and improvement in order to achieve customer satisfaction.

Land management constitutes an integral component of planned spatial management that binds it with the entity, which is responsible for land management, charging it with particular obligations, including those specified in the Surveying and Mapping Law of 17 May 1989. The Law entails such issues as the national land information system, land and building registry (property cadastre), state survey and mapping resources and the infrastructure inventory. According to the Law, data included in the land and building registry constitute a basis for business planning and spatial planning, as well as of public statistics, taxation and benefits, with proper marking of properties in the Land Registers. Data included in the Land and Building Registers and Infrastructure Registers, together with other data collected in the state survey and mapping resources, constitute a basis for the national land information system. The requirements of a good subjective and objective land division are met by the classification implemented by the Regulation of the Minister of Regional Development and Building of 29 March 2001 Concerning Land and Building Registry. The capability to use resources allocated by the European Union will be of fundamental importance for the development of Poland in 2007-2013. That capability will depend on the practical application of institutional instruments and solutions. Therefore, it is necessary to recommend to the Polish communes the databases, as well as land and property information, which are essential for land management, including the metadata databases on the existing and projected Spatial Databases and Geographic Information Systems (GIS) maintained by the initiative of the Chief National Surveyor.
