Opis:
Nowadays volunteered geographic information (VGI) and collaborative mapping projects such as OpenStreetMap (OSM) have gained popularity as they not only offer free data but also allow crowdsourced contributions. Spatial data entry in this manner creates quality concerns for further use of the VGI data. In this regard, this article focuses on the assessments of geometric and semantic quality of the OSM building features (BFs) against a large-scale topographic (TOPO) data belonging to some areas of Istanbul. The comparison is carried out based on the one-to-one matched BFs according to a geometric matching ratio. In geometric terms, various parameters of position (i.e. X, Y), size (i.e. area, perimeter and granularity), shape (i.e. convexity, circularity, elongation, equivalent rectangular index, rectangularity and roughness index), and orientation (i.e. orientation angle) elements are computed and compared. In semantic terms, BF type coherences are evaluated. According to the findings of geometric quality, the average positional difference was less than three meters. In addition, the perimeter values tended to decrease while area and granularity values tended to increase in OSM data against TOPO data. Those showed that the level of the detail of the OSM BFs was lower than TOPO BFs in general. This was also confirmed by the decreasing tendency of shape complexity according to the parameters of shape element. Orientation angle differences was often low except for some special cases. It was found that the scale of the OSM dataset, even though not homogenous, approximately corresponded to the lower limit of medium scale maps (i.e. 1:10,000) or a slightly smaller scale. According to the findings of semantic quality, in case of the presence of specific type definition, the coherence was rather high between OSM and TOPO BFs while the most OSM BFs did not have a specific type attribute. This study showed that the matching process needed some improvements while the followed approach was largely successful in the evaluation of the matched buildings from geometric and semantic aspects.

Opis:
While issuing a planning permit for a new project, requirements resulting from the Spatial Planning and Management Law need to be taken into consideration. Although master plans play their central role in the development of manager space, in absence of them, theirfunction is taken over by planning permits. The planning permit can be made for an area where no master plan has been developed and when it is possible to continue and complete existing buildings. According to this requirement, new buildings should guarantee the preservation of the spatial order while complying with regulations specific for that area. The law, however, does not include provisions on city morphology. The article discusses when such provisions can play an important role and how they can influence the area concerned.

The ongoing social, economic and technological changes are radically altering the reality that surrounds us. The driving force behind these changes is information, which has become a resource necessary for the functioning and development of every society. In the new reality, the use of information and communication technologies shows great potential. The effect of transformation is the information society. The aim of this article is to present the place that electronic administration occupies in the development of the information society. The cognitive part describes the essence and genesis of the information society and presents electronic administration as one of the elements of the information society.

Features of hypertext
Opis:
This paper is an attempt to describe a building design as a hypertext genre. It represents a single– or multi-volume document that has to be submitted when applying for a planning permission issued by an appropriate administrative authority, usu. by Building Surveyors. Its broad thematic scope provides the best proof of its multidisciplinary character – indeed, it bears witness to the complexity of investment process which has to result eventually in the completion of a new building. Building designs consist of texts featuring various genres that belong to different discourse types – apart from administrative ones, they involve texts dealing with architecture, urban architecture, structural engineering, interior fit-outs, electrical and heating facilities, sanitary fittings. Law regulations precise the exact content of a building design, which heavily depends on the putative function of a building, its degree of complexity and environmental setting. A building design thus turns out to be a multilayered genre whose composition is related to extra linguistic factors (design location and its function). It exhibits features typical of hypertext genres: non-sequentiality (non-linearity), component independence of hyperstructure, polyphony (many authors), primacy of global coherence and interactivity. All the characteristics make it difficult to apply traditional models of describing linear texts to building designs, thus proving that the dividing line between text and hypertext genres is independent of the media boundary.
