This paper entitled "Stabilisation problem of a public debt in Poland" analysis tendencies in managing the public loan in Poland, with particular respect to the period of 1990-1996. Since 1990 there has been a gradual restriction of NBP position as it comes to financing the budget deficit, until a complete prohibition of the deficit direct financing by the central bank became an entry in the Constitution of the Republic of Poland in 1997. Extension of time limits necessary for issuing treasury securities and increasing the flexibility of their turnover on the secondary market since the dematerialization of treasury bonds in 1995 is significant. This paper also analyses the factors, which in 1990-1996 affected the level of debt in an absolute depiction and in relation to GDP, as well as it shows some changes in the term structure of a public debt and tendencies of domestic and foreign debt participation in the total amount of public debt, as well as in relation to GDP. Participation of public debt service costs included in annual budget expenses and in GDP, has also been shown, the same as factors which let Poland fulfill the Maastricht Treaty Requirements in 1995-1996 – the level of public debt in relation to GDP did not generally exceeded 60% and the budget deficit in relation to GDP was 3% lower. The summary of the paper includes some recommendations on economy policy (especially fiscal one), which should contribute to solving a problem of future public debt growing, in order to limit its disadvantageous influence on economy and to conform Poland to the requirements established in this field by the European Union

The paper examines the impact of political factors on the instruments and effects of economic policy. The author analyzes several theoretical models to determine the ways in which politicians seek to influence the economy. The analysis comprises both “traditional” models based on irrational voter behaviors and “new-generation” models that assume that, after all, voters behave in a rational way. Traditional models include an “opportunistic political cycle” model developed by Nordhaus and a “partisan cycle” model developed by Hibbs. Both these models are based on “the Phillips curve.” Under the Nordhaus model, before parliamentary elections, the economy tends to grow fast and employment remains low; then, as election day approaches, inflation tends to rise. After the elections, the economy usually displays a recessionary trend. This pattern does not depend on the political orientation of those in power. On the other hand, under the Hibbs partisan model, there are differences in the inflation/unemployment pattern depending on the political orientation of the ruling party in terms of whether it is rightist or leftist. New-generation models assume that voters behave in a rational manner and cannot be “fooled” all the time. The assumption of rationality reduces the extent and likelihood of regular political cycles, although it does not eliminate them, the author says. Instead of regular multi-year electoral cycles, there are short electoral cycles that involve monetary and fiscal policy instruments rather than economic policy outcomes.

Different countries have applied different policies to deal with the latest economic crisis that has struck the world. While Poland and other new member states of the European Union have tightened their fiscal policies and resorted to various supply-side instruments, the United States, Japan and many old EU member countries have employed a fiscal expansion policy. This policy is based on a GDP growth multiplier effect and an increased use of public debt to finance government expenditure. The author estimates a potential fiscal impulse multiplier for the Polish economy in 2008 and follows up with a discussion of the key arguments of critics and advocates of the fiscal expansion strategy. In new EU member states, the ratio of the current-account deficit to GDP and the ratio of foreign debt to GDP are the main factors that determine whether or not there is room for fiscal expansion in the economy, the author says. In the wake of the global financial crisis, these ratios increased dramatically in these countries, chiefly due to previously underestimated system risks. Those risks resulted from the fact that new EU member countries maintained their interest rates at a high level for many years to keep inflation in check. The difference between the domestic and foreign interest rates was largely responsible for a progressive appreciation of the exchange rate, accompanied by a decreased competitiveness of exporters, increased foreign debt of businesses and households, and growing reliance on foreign investment as a way of covering the trade deficit. All these risks materialized when the international financial crisis began. The paper aims to determine if there is room for a fiscal expansion policy in Poland and whether such a policy could lead to a major increase in Treasury security yields and higher public debt service costs. This question requires detailed calculations, Osiatyński says. Even though the 2009 budget deficit was 121 percent financed from domestic sources in the first five months of the year, the policy produced no major increase in Treasury security yields, which may mean that there is room for such a policy in Poland, Osiatyński concludes. Otherwise the country could face a prolonged period of economic stagnation, he adds.

This statement provides an account of an eventful period in the recent history of Polish social dialogue (2001-2005). The author shares his experiences and reflections from the time when he served as the Minister of Labour and the Deputy Prime Minister, as well as the head of the Tripartite Commission for Social and Economic Affairs. The statement heavily relies on the author's book 'Loops of development' (Pętle rozwoju) published in 2007. The author argues that while structural reforms are inevitable in societies in transition, such as Polish, they should be introduced with caution. The role of public institutions and their viability is also stressed out. As the author claims, social dialogue, albeit of undeniable value, is prone to serious deficiencies, especially, if it retains a specific corporatist profile (that is, supporting special interest groups), which was the case in Poland in the early 2000s.

The role of repayable sources in financing local governments’ expenditure in rural areas in Poland was examined. The analyses showed that during years 2005-2009 the expenditure of local governments in rural areas was rising. An especially high increase was observed in 2009. The shares of the investment expenditure in total expenditure were at 20% for 2005-2008 but in 2009 it rose noticeably. The local governments use credits, loans and municipal bonds for financing expenditure. Except for 2009, the ‘new’ credits and loans financed mainly repayment of ‘old credits’, only in 2009 less than 50% of ‘new credits’ value was used for repaying old debts. The debt of local governments in rural areas rose quickly but in examined years the payments of interest were not a problem and took less than 1% of budget incomes. In the future, it can change because of the expected increase of debts and, moreover, the interest rates could rise noticeably.

The article traces the development of the budgetary situation in Greece since the early 1990s and aims to identify the main causes behind the public finance crisis in this country that began in 2009 and continued in 2010. The author discusses the most important implications of the crisis for the functioning of the euro area. The period covered by the analysis was divided into several subperiods: the period of 1990-1995, which saw the continuation of an expansionary fiscal policy initiated in the 1980s; the period directly preceding the country’s entry into the euro zone Jan. 1, 2001, marked by an improvement in Greece’s budgetary performance; the years after Greece’s entry into the euro zone and the return of the fiscal expansion policy; and the period when the country was forced to launch budgetary reforms. Greece’s current public finance problems are not only a direct effect of the global financial crisis, but also an outcome of domestic factors, which led to persistent economic problems in the country, including the loss of financial stability and decreased competitiveness. The following factors generate high budgetary expenditures and limit revenue in Greece (consequently leading to a high budget deficit and an escalation in public debt): low administrative efficiency, high operating costs of the public sector (high employment and a high level of wages in the public sector), excessive social spending, an inefficient pension system, an overregulated labor market and excessive regulation on markets for goods and services. Greece’s public finance crisis was therefore primarily provoked by structural problems that were evident still before the country joined the euro area and that have not been resolved since then. According to Baran, Greece met the budget deficit criterion for adopting the single European currency only because the country’s government artificially increased its revenues and resorted to statistical manipulation. Meanwhile, budget expenditures increased steadily, Baran notes, and an interest rate cut after the country’s euro-zone entry enabled public borrowing at a lower cost as internal problems accumulated due to abandoned reforms. The result was an explosion of the budget deficit and public debt in 2009. Fellow EU countries have decided to provide financial aid to Greece to maintain the stability of the euro and avoid a situation in which Greece’s problems would spill over to other member states, the author says. According to Baran, Greece is struggling with what is the most serious public finance crisis in this country since it joined the euro zone and adopted the single European currency in 2001. The country’s unresolved structural problems are the fundamental issue that underlies the crisis. Greece scores poorly in terms of competition and product market liberalization. The Greek economy has a low level of competitiveness due to labor market problems, an inefficient social security system and excessive public-sector employment. As a result, the government in Greece collects insufficient revenue and has high public expenditures, Baran notes. Fiscal consolidation has been based on higher revenues and lower interest payments since the mid-1990s. Despite powerful arguments for a radical domestic adjustment, all reforms have been marked by controversy and conflict between the government and its social partners.

The continuous uncertainty concerning the final consequences of the economic crisis in the Eurozone, as well as the level of recession in Poland, increase the risk of introducing the common currency and giving up the monetary policy instruments. However, the Polish economy and the economy of the Eurozone are so much interrelated that an emergence of a deep recession in the EMU which would be able to sidestep Poland is hardly probable. Hence, the influence of the current economic crisis on the Polish membership in the Eurozone should be analyzed mainly from the point of view of Poland's ability to ful%ll the convergence criteria under the economic slowdown. Such an analysis is the aim of this article. The biggest challenge for Poland is a substantial reduction in the budget deficit. In 2010 the budget deficit in Poland - instead of decreasing (as it was planned in the Polish "Convergence Programme") - continued to increase. Growing budget deficit means an increase in the public debt. Furthermore, the inability to fulfill the fiscal criterion leads to the serious problems concerning the other convergence criteria (that is, the level of nominal interest rates and the stability of the exchange rate). Moreover, under such circumstances it would be dificult for the fiscal policy to play the role of so-called stabilizer if Poland decided to enter ERM II (and such a role would be very helpful regarding the limited autonomy of the monetary policy).

The paper examines the impact of political factors on fiscal policy. The author’s main interest is in the political determinants of misguided, ineffective fiscal policies. Politicians tend to pursue their own interests and use fiscal policy to achieve their own goals, the author says. As a consequence, they usually run up excessive budget deficits and public debts. Often, fiscal policy becomes procyclical and reinforces the negative effects of the crisis instead of alleviating them. The author examines liquidity constraints at a time of recession, the polarization of social preferences, information asymmetry and conflicts of interest as factors that make a good fiscal policy difficult to pursue. The analysis confirms that the personal interests of those in power strongly affect their fiscal policy. This explains why fiscal policy is often ineffective and generates an excessive budget deficit and public debt, Działo says. Another research area is the role of fiscal policy and fiscal incentives at a time of global economic crisis. According to Działo, an excessive deficit and debt are in part due to a lack of a common fiscal policy in the euro zone. Better coordination of fiscal policy in EU countries could help limit the negative impact of the financial crisis on EU countries, the author says. Działo also investigates the problem of fiscal and monetary policy coordination (policy mix), which is especially important for euro-zone countries pursuing a common monetary policy and different national fiscal policies. An expansionary fiscal policy pursued in many euro-area countries forces the European Central Bank to raise interest rates for fear of inflation, the author says. This leads to not only higher interest rates, but also a further increase in the level of public debt.
Celem artykułu jest analiza i ocena politycznych determinant prowadzenia nieodpowiedzialnej polityki fiskalnej, skutkującej powstawaniem i utrzymywaniem wysokiego deficytu budżetowego i długu publicznego. Z przeprowadzonych rozważań wynika, że najważniejszymi czynnikami politycznymi, mającymi negatywny wpływ na jakość polityki fiskalnej są: konflikt interesów, problem wspólnego zasobu, problem pełnomocnictwa oraz asymetria informacji. Czynniki te mogą wywoływać procykliczną politykę fiskalną, która, zamiast ograniczać, pogłębia negatywny wpływ wahań cyklicznych na gospodarkę. Ponadto, został poddany analizie problem wyboru odpowiedniej polityki fiskalnej w okresie kryzysu gospodarczego oraz kwestia koordynacji polityki fiskalnej i pieniężnej (policy mix), aby jak najskuteczniej realizowały stawiane przed nimi cele. Kłopoty budżetowe krajów UE, zwłaszcza strefy euro są w pewnym stopniu warunkowane brakiem wspólnej polityki fiskalnej. Większa koordynacja polityki fiskalnej wśród państw UE wydaje się być istotnym warunkiem ograniczania negatywnego wpływu kryzysów gospodarczych na funkcjonowanie krajów UE. Inna kwestia to brak koordynacji między jednolitą polityką pieniężną a zróżnicowaną polityką fiskalną, co utrudnia efektywne prowadzenie polityki gospodarczej w strefie euro. Ekspansywna polityka fiskalna prowadzona w wielu krajach strefy euro zmusza Europejski Bank Centralny do podnoszenia stóp procentowych w obawie przed inflacją. W rezultacie prowadzi to nie tylko do wyższych stóp procentowych, ale także do dalszego powiększenia poziomu długu publicznego.

Opis:
Rozpoczęty w drugiej połowie pierwszej dekady XXI w. światowy kryzys finansowy i gospodarczy wywarł istotny wpływ na sytuację gospodarczą w wielu rejonach globu. Szczególnie silnie skutki kryzysu odczuwają kraje strefy euro, a zwłaszcza południa Europy. Wśród przyczyn wymienia się najczęściej nadmierne wydatki oraz deficyty sektora finansów publicznych tych państw. W artykule hipoteza ta jest kwestionowana. Kraje Unii Europejskiej i strefy euro w porównaniu z innymi państwami wysoko rozwiniętego świata charakteryzowały się przed kryzysem umiarkowanym zadłużeniem sektora publicznego. Nadmierne zadłużenie finansów publicznych krajów strefy euro nie jest przyczyną kryzysu gospodarczego, lecz skutkiem kryzysu finansowego zapoczątkowanego w USA oraz następującego po nim kryzysu gospodarczego w świecie. Podjęte przez państwa strefy euro działania mające zlikwidować skutki kryzysu nie przynoszą pożądanych rezultatów. Skoncentrowanie się na równoważeniu sektora finansów publicznych nie jest wystarczające. Ze względu na istniejące dysproporcje warunkiem wyjścia z kryzysu jest integracja fiskalna. Jeżeli nie zostaną podjęte zmierzające do niej działania, strefie euro grozi rozpad.
The world financial and economic crisis initiated in the US in the second half of the 2000s had a considerable influence on the economic condition of many parts of the world economy. The most serious consequences can be seen in the Euro zone, particularly in Southern Europe. The most important cause of the crisis is, in the opinion of many, public finance imbalance. The author of the present paper questions this assumption. Before the crisis, the European Union and Euro zone countries were moderately indebted in comparison with other developed countries and regions of the world economy. Fiscal imbalances should therefore be treated as the effect of the financial and economic crisis. Hie measures undertaken so far in order to overcome the crisis of the Euro zone are not effective. It sees to be insufficient to concentrate solely on fiscal imbalances. Due to differences in the level of economic development between the Euro zone countries, a broader scope of transfers is necessary which can be achieved only through fiscal integration. Unless the Euro zone countries become more fiscally integrated, the zone will collapse.

Opis:
Purpose: The purpose of the article is to find an answer to the question whether the European Union, and especially the countries that are full members of the Economic and Monetary Union, are able to reach a common solution in fiscal policy, which may result in a further deepening of integration processes. Methodology: The article is based on literature, legislation and documents, reports and accounts of the institutions and bodies of the EU. The paper presents an analysis of the current situation within the European Union on fiscal consolidation, the theoretical format of the fiscal union and the range of possible functions of common bonds and consequences of the issue (in the context of sharing risk between the issuers, and thus – the impact on fiscal discipline), and finally, the role of the disintegrative processes in the context of public finance. Findings: So far, the common legislation to restore budgetary balance was broadly implemented, however, it is too early to say whether specific rules will translate into action of public authorities. When it comes to issues indicating the deepening of integration, it is difficult to note the political consensus in this regard. The proposal for creating a new budget only for the eurozone countries seems to be far-reaching. Research implications: This paper may be a contribution to the further discussion on the future of the European Union, especially in the context of fiscal policy. Originality: The author presents her findings and thoughts on current events in the financial integration within the European Union on the basis of documents of the European Commission, the Council of the European Union, the President of the European Council and the European Economic and Social Committee.

Opis:
The aim of the opinion is to answer the question whether the criteria of economic convergence relating to the condition of public finances in the member states, specified in both the Stability and Growth Pact (SGP) and the Fiscal Compact (formally, the Treaty on Stability, Coordination and Governance in the Economic and Monetary Union) are identical or not. The EU member states participating in the European Monetary Union (EMU), and using the euro as their currency, as well as those member states which intend to join the EMU need to meet the convergence criteria (also known as Maastricht criteria). These include legal criteria related to independence of their national central banks, and economic criteria related to stability of prices, situation of public finances, currency exchange rates and long-term inter‑ est rates. The authors conclude that the reference values specified in the Stability and Growth Pact and in the Fiscal Compact are identical.
