This article focuses on changes in the public service broadcasting system of Estonia in the 1990s and 2000s. We present our vision of the paradigms changed and of principles in the structure of Public Sphere. We determined four periods of paradigm change: 1991–1994 the period of a new defining Public Service; 1994–1999 the period of enlargement and aggressive structuring of Broadcasting Field; 2000–2007 the period of stabilisation and from 2007 the period of restructuring Public Service Broadcasting. We present our arguments in support of these periods. We offer the study of Estonian Public Service Broadcaster as a model case, one option of development of PSB in the 1990s and 2000s. The empirical basis of the article relies on the results of analyses of radio and TV programmes and audiences carried out by the researchers of University of Tartu.

Radio is by far the most accessible medium. With its mobility and availability, it attracts listeners by its simplicity and friendliness. The present information situation is characterized by the convergence of computers, mobile devices, telecommunication and broadcasting technologies and the divergence of different ways of delivering and storing media. Consumers are overwhelmed by new electronic gadgets appearing every year. They are astonished by new technical innovations that are being designed to ease their life and change their habits. Even the broadcasting sector itself is facing significant changes, especially a growing competition between the private and public sector. This article reviews the current status of analog and digital broadcasting technologies. It analyzes a case study of user expectations related with today’s digital media, particularly radio transmission. We discuss the principal possibilities, limitations and user expectations related with digital audio broadcasting, as well as the economic, technological, regulatory and frequency management factors.

Przedmiotem artykułu jest współczesna częstochowska radiofonia lokalna. Autorka dochodzi do wniosku, że po początkowej entuzjastycznej i pirackiej fazie rozwoju starano się nadać jej profesjonalny i biznesowy charakter. Chociaż lokalne rozgłośnie nie odniosły olśniewających komercyjnych sukcesów, stworzyły oryginalny i ciekawy częstochowski rynek radiowy. Trudności ekonomiczne spowodowały jednak formatowanie i sieciowanie lokalnych stacji, co pozbawiło je tematycznej różnorodność, bliskiego kontaktu ze słuchaczami i mocnego osadzenia w lokalnych realiach. W 2011 r. mieszkańcy regionu częstochowskiego słuchali przede wszystkim stacji ogólnopolskich: RMF FM (27%), Radia Zet (24%) i Programu I Polskiego Radia (16%). Dopiero na dalszych pozycjach pojawiały się lokalne rozgłośnie radiowe, gromadząc łącznie około 20% audytorium radiowego.
Contemporary local radio broadcasting in Czestochowais the subject of the article. Author comes to a conclusion that after the initial enthusiastic and pirate phase of development, an attempt atgiving it a professional and business character was made. Although the local broadcasters did not achieve any stunning commercial success, they created an original and interesting radio market in Czestochowa. However, economic difficulties caused formatting and networking of the local stations, which deprived them of thematic diversity, close contact with their audience and firm rooting in the local realities. In 2011, inhabitants of Czestochowa region listened mainly to nationwide stations: RMF FM (27%), Radio Zet (24%) and Polskie Radio Program I(16%). Local radio stations came in further places, raising a total of 20% of the radio audience.

The Second Polish Republic was re-established as a whole composed of peripheral areas of three powers. In these circumstances, after regaining independence, the idea of restoring unity at various levels became the focus of the Polish raison d’etat. At that time the radio, which at the end of World War I revolutionised communication and the transfer of information, could prove useful in supporting the process of unifying the state and society by means of extensive propaganda campaigns. Two main attitudes were presented in a public debate on the shape of the national radio in Poland. The citizens’ movement promoted a model of the radio as a monopolistic organisation subject to the State, operating on the basis of a license and subscription, responsible for carrying out a mission for the benefit of the state and society. Polish Radio S.A. preferred the private and commercial model of radio. In this configuration, two interesting personalities faced each other, Zygmunt Chamiec with the support of Polish Radio and Stanisław Odyniec, a participant and co-coordinator of the social radio amateur movement for the development of national broadcasting, closely associated with the Polish Radio Technical Society.

Since its beginning radio has also been used as an instrument of international communication. Broadcast stations sending messages abroad began to appear shortly after the first wireless transmissions were successfully performed with the use of the Morse code. The discovery of radio waves enabled sending information on long distances without wire. This invention gave the new possibilities to communicate between continents, from ships to shores and back, or between military troupes during wartime. International broadcasting was also used to communicate with allies and with enemies during military conflicts. At that time an ability to transmit voice using radio waves had already been developed, then radio transmissions entered the dimension of entertainment as well as political communication with citizens and foreigners. The international voice broadcasting service has been developed from 1927 with the purpose of keeping the citizens in touch with the mother countries and also of helping the governments to disseminate its culture throughout the world. In this context the article is an analysis of the legal basis, purposes, directions and technical aspects of broadcasting, and organisational structure of the Radio Poland (former Polish Radio External Service).

The ongoing globalization of mass media offers ample opportunities for citizen debate and pluralism of thought. One of the recent world media trends is the creation of different models of public media, which are an alternative to other means of communication. Public media might address issues of contemporary journalism, namely the quality and independence of media, ensuring that citizens receive accurate and impartial information. Ukraine has undergone tremendous changes since it has gained independence in 1991 but the political and legal systems remain unduly centralized, the economy weak, and the government attempts to limit freedom of speech and work of media. During both the Orange Revolution in 2004 and the Euromaidan 2013–2014, the need to deepen democratic freedoms was emphasized. Major advocates of the reform called for strengthening the rule of law, decentralization, denationalization of media, and the establishment of community media in the country, which will be created by the society, serve the society, and work under its control. Measures to increase the diversity of Ukrainian media are one of the practical means to guarantee freedom of speech and diversity of viewpoints. The diversity of media includes not only the diversity of content and multiplicity of media owners but also the variety of media types. Along with traditional models of public service media and private commercial broadcasting, community media emerged as the “third level” of media development that enhances freedom of speech. This article examines the legal aspects of community media implementation in Ukraine, their compliance with the standards and principles of the media law of European countries that govern the media community, and illustrates the development of community broadcasting in the world. It also provides an overview of the international standards for community media, which are backed by legislatures and regulators. Analyzing the Ukrainian media legislative draft, the author of the article offers improvements to the content and funding of community media in Ukraine.

Can we say that any legislation concerning broadcasting is a form of censorship? Where does the censorship start? The present article discusses these questions in the context of broadcast media in Ireland. In Irish broadcasting there was a tendency to support a dominant ideology. It was creating a culture of censorship which some found acceptable, yet others were forced to accept. There were many factors (history, the development of Irish broadcasting, government and the Church) that can be associated with forming restriction of language in media. The Irish radio was based on the BBC model and all news from Ireland was filtered by a British news agency. At the same time, Irish broadcasting has been an integral part of a government department, and could be controlled by them regarding who and when would be listening. Until the second half of the twentieth century, the Catholic Church had a huge impact on Irish media. It was considered the guardian of morality and defined demoralization and had an influence on shaping the Irish public opinion. Establishing such a strong position would allow them to control broadcasting. Since the 1960s, the power of Catholic Church has decreased; nevertheless, the government still had control of and influence over broadcasting in Ireland. In 1960 they legislated the Broadcasting Authority Act, with the most controversial Section 31, which allowed the government control of all media. However, restricting the media caused journalists to oppose and fight for their freedom of speech.

Broadcasting services seek to optimize their use of bandwidth in order to maximize user’s quality of experience. They aim to transmit high-quality digital speech and music signals at the lowest bitrate. They intend to offer the best quality under available conditions. Due to bandwidth limitations, audio quality is in conflict with the number of transmitted radio programs. This paper analyzes whether the quality of real-time digital DAB+ broadcasted radio programs surpasses the quality offered by analog FM radio. We also perform a subjective and objective quality assessment comparative study of the HE-AAC v2 audio codec used in DAB+. The subjective studies were carried out using the MOS test methodology, whereas the objective tests were realized using the ViSQOLAudio metric. These studies were followed by a questionnaire concerning the migration from analog to digital radio domain.

This paper aims to analyze and provide parameters for radio ombudsman services, considering the ombudsman experience carried out by the Brazilian Public Communications Enterprise (EBC) radio stations. The analysis of the listeners’ feedback during July 2008–September 2011 allows us to conclude that the ombudsman experience may be considered a Media Accountability Instrument (MAI) focused not only on journalism but also on music and entertainment. The ombudsman performance may be a MAI because it provides visibility and transparency to errors, issues and dilemmas associated with the media actions. Thus it stimulates more credibility, prompt discussion with readers, listeners and viewers, and could encourage a culture of greater accountability in the newsroom. The EBC ombudsman sought to be a mediation channel that provides visibility to matters raised during the weekly radio program: Radio in Debate.

From the recognition of its candidacy status at the European Council Helsinki Summit in December 1999 to the start of accession talks in October 2005, Turkey has gone through a remarkable process of “Europeanisation” of its public policies to fulfil the candidate criteria. In this period, broad- casting has been one of the first areas that was subject to the European Union (EU) impact. By assert- ing its influence through the enforcement of democratic conditionality, specifically the Copenhagen criterion on “respect for and protection of minorities,” the EU required Turkey to lift all the restric- tions on the enjoyment of cultural rights in Turkey and allow broadcasts in languages other than Turkish, particularly in Kurdish. This article first develops a critique of EU democratic conditionality and then investigates the policy process behind this change in the language policy for broadcasting in Turkey. Turkey’s response to democratic conditionality was directly influenced by prevailing ideas about “the credibility of the EU” as well as calculations of the “costs of compliance.”

The article addresses the problem of the possibility of administering the sacraments of marriage, penance and Eucharist at a distance, that is, using information and communication technologies. Electronic means of communication change not only our understanding of time and space, but also the experience of building a community and contact with other people. The conducted analysis led to the conclusion that taking into account the spiritual good of the faithful, especially those who found themselves in danger of death or as a result of a great distance or due to isolation, they have no access to a priest and the real community of the faithful, as well as the fact that the Holy See did not give an authoritative answer opposing the administration of the sacraments by means of new communication tools, this form should not be excluded from the practice of the Church.
Artykuł podejmuje problem możliwości udzielania sakramentu małżeństwa, pokuty i eucharystii na odległość, tzn. przy wykorzystaniu technologii informacyjno-komunikacyjnych. Elektroniczne środki komunikacji sprawiają bowiem, że zmienia się nie tylko nasze rozumienie czasu i przestrzeni, ale również doświadczenie budowania wspólnoty i kontaktu z drugim człowiekiem. Przeprowadzona analiza skłoniła do postawienia wniosku, że biorąc pod uwagę dobro duchowe wiernych, szczególnie takich, którzy znaleźli się w niebezpieczeństwie śmierci lub na skutek wielkiej odległości lub z powodu izolacji nie mają dostępu do kapłana i realnej wspólnoty wiernych, a także fakt, że Stolica Apostolska nie udzieliła autorytatywnej odpowiedzi sprzeciwiającej się udzielaniu sakramentów za pomocą nowych narzędzi komunikacyjnych, nie należy tej formy z praktyki Kościoła wykluczać.

A planar monopole antenna is an aerial, which the radiating element is perpendicular to the ground plane. It has five equal curvy sides and works at Ultra High Frequency (UHF) band of terrestrial broadcast 478–806 MHz. The curvy sides are made of five equal trimmed ellipses and separated 72o each ellipse to another, form pentagonal shape. Optimizations are obviously necessary to gain the antenna performance at the desired frequency range. The dimensions to optimize this antenna performance are the length of the sides, the offset of curvature, the antenna height from the ground plane, and the ground plane size. Optimization process is done by simulating the proposed antenna with calculated designs using Computer Simulation Technology (CST) Studio Suite 2015 software. The optimized antenna design then fabricated with a 75 W coaxial line fed, measured, and results: Voltage Standing Wave Ratio (VSWR) range of 1.05–1.28, antenna gain at 600 MHz is 15.33 dBi, elliptical polarized, and omnidirectional. With these features, this antenna should satisfy the requirements of UHF television broadcasting.
